Empresses, the Royal Edward or the Laurentic are\u2019 classed away below where they appear in Lloyd's Register to-day : Montreal, says the Board of Trade in that city, is the \u201clogical location\u201d \u201cfor such a dock, Ît needs very little reasoning to see that it would be the \u201cillogical location.\u201d The arguments advanced by the Star are self-con- demning.Montreal, it says, wants a first-class dry dock that will be capable of accommodating the leviathans of the future.Yet the Empresses of the present cannot get up to Montreal, and it is generally considered a seli-evident axiom that if a kitten can not get through a hole in a door, there will be even less chance for a cat to do so.Of what possible benefit to the giant liners of the future can it be to have a dock capable of accommodating them at Montreal, when it will be impossible for them to get within miles of it.Let Montreal have à dock if she needs it, but Quebec, to quote our Montreal friends, is the \u201clogical location\u201d for a first-class dock since there is enough water for any vessel on the St.Lawrence route to come to this port, although it is high time there was some improvement in the situation at the Beaujeu Shoal.SOME OF THE FACTS OF THE CASE \u2018The late election contest in the Eastern Townships and the lesson it has brought home tc all of us, embody no mere local attitude of public opinion.The whole of Canada has ghared and is sharing in the excitement.And it is for the various electoral districts in every province of the Dominion to take note of what has happened and is happening, and guide themselves accordingly, Meantime, the meeting of parliament will intervene between what is thought of the affair now, and \u2018 what is going to be thought of it on the eve of a general election, which Sir Wilfrid Laurier will hardiy now delay much longer than next spring.The greatest of questions at present before the country is: What is to be done to disintegrate further the malevolent administrative influences that would set aside the will of the people and parliament.in the matter of cun- stitutional government?Is the master- ship which Sir Wilfrid Laurier has set up in Canada to be perpetuated during another term of office?Are the three \" steeds which he has attached to his administration-car to be reharnessed and again put to their mettle to overturn all obstacles in the way of a regime that has become a menace to government for the people and by the people?All the details conected with the history of a government that would sustain itself in power by although\u2019 too shrewd to commit himself, he acquiesced in the education his followers were giving to the people, and he was implicitly lending encouragement to the builders of a wall of prejudice and passion which was being erected to protect him and his party against the assaults of his political adversaries.Notwithstanding all this, in 1908 the Conservative party in the province of Quebec polled one hundred thousand votes, or forty-five per cent of the total number of votes polled.This shows that there are a great many who will not allow themselves to be carried away by the appeals of which I have spoken, and who still judge of men and things according to the dictates of reason.Let me now examine the position which results from the policy of the Government, as I sincerely deem it to exist in this province.It is only one hundred and fifty years ago that the Battle of the Plains of Abraham, was fought and won.It is only sev- enty-three years ago that a rebellion took place in this country, which was shared in not only by French-Cana- dians, but also by English-Canadians.| True it is that for half a century we | have enjoyed the blessings of political, civil and religious liberty, such probably as has flourished in no other part of the world, and I believe that every French-Canadian realizes this great blessing to its fullest extent.But let me ask the reasonable men of this country whether in the light of these .historical facts they can expect the Fregch-Canadian to hail with enthusiasm or to accept without deliberation a complete change in the military policy of the country and the, expenditure of an enormous amount of money for the sole purpose of profecting the British Empire against what ig considered by many as 2 problematical danger.The French-Canadian is perfectly satisfied with things as they exist at this time.He has an unbounded confidence in the ability of Great Britain to fight and triumph over her enemies.He feels secure in his home, which is far removed from the turmoil of European complications, He reads in the papers that in the Mother Country itself all are not in unison upon the subject of Great Britain's preparedness for war, some saying that if she were attacked she would be in no position to triumph over her enemies, whilst others, who at least as far as ordinary signs indicate, are at present in the majority, maintain with equal assurance that the grand old flag is in no danger and is as ever secure against the battle and the breeze.In his own country of Canada the French-Canadian reads in certain influential newspapers that the naval policy of the Government is a huge mistake, that an important section of the farmers of Ontario are opposed to it, that the workingmen's unions, irrespective of the origin of their members, denounce it, and that a Cabinet Minister, after returning from the great Canadian West, has summarized the situation in this trite saying: \u2014 \u201cWhat the Western farmer is clamor- ; ing for is box cars, not Drcadnoughts.\u201d Take the appeals made to him by the Liberal leaders already mentioned, the education which he has received | during the last twenty-five years, the | circumstances in which he is placed, | and tell me whether it is surprising , that the French-Canadian is not an | enthusiastic supporter either of the naval policy of the Government or of | any policy by which the: resources of | this country are to be used to create & state of things from which the Canadian taxpayers will not reap an actual, tangible and visible benefit.If it were shown that the mother country were in danger, that by reason of preparations made against her or attacks to which she might be exposed, her influence or prestige or power were in peril, and the advantages derived - by Canada, and particularly the pro- | vince of Quebec, were therchy put in jeopardy, every Canadian of French origin, T am sure, would vote to go to the rescue, either in men or in money, against the world, In other words, the attachment of the Prench- Canadian to the mother country is an attachment based upon reason more than upon sentimental grounds, It wold be a matter of great regret if, because in the constituency of Drummond- Arthabaska, the naval policy of the Government has met signal defeat, and because, as stated before, the same verdict would be returned by at feast two-thirds of the constituencies of this province, the conclusion was arrived at, as foreshadowed by certain exponents of public opinion in the other provinces, that the French- Canadians are disloyal and are opposed in a body and under all cireum- stances to giving substantial aid to Great Britain when really needed.True it is that some imprudent and bers his triumphal entry Into the misguided utterances werc made dur Teen ing the recent fight, but, as one should not judge Ontario by the vaporings of Dr.Sproule, Colonel Hughes or Dr.Edwards, of Frontenac, so a whole party or a whole tace should not be condemned for the hasty dec- {arstions made by youthful politicians in the heat of an ardent battle, Mr, Bourassa, the true leader of the mavement, has, to my personal knowledge, constantly proclaimed that as a loyal citizen of Canada what he desires is the maintenance of the calon- lai tie and the continuation of the relations which exist at present between Canada and the mother country.Me, Bourassa has among his followers and admirers men who would not stay with him a minute if they were not convinced that he is loyal to Canada and to the mother country.The position, then, is this:\u2014 The majority in Quebec hold that the navy, involving, as it will, the expenditure of millions of dollars, which are diverted from a more profitable use, is not only a useless toy, but an engine dangerous to Canada and affording no efficient aid to Great Britain.The same majority are not at all convinced that it is necessary at the present moment and under existing circumstances for Canada to spend twenty or twenty-five millions of dollars as a direct contribution to the maintenance of the Imperial navy.This is the opinion of an important province in the Confederation, to which opinion, whether right or wrong, it is entitled.No amount of driving or of bulldozing or of coer-; cion will change this mental state of things.Historically, the assertion is correct that the Dominion cannot be governed by a party out of sympathy with or opposed by the bulk of the French-Canadian vote.Politically and socially, and from a patriotic stand- poirt, it would be a great misfortune if the affairs of the country were administered without the co-operation: and the good will of the French-Cana.dians.be still greater.What demand did the Conservative- Nationalist coalition make?that as a great change was to be made Imperially the mistake would : TUESDAY, NOYEMS ua 8,1910 in the relations of the colony to the mother country, involving as it does (a) the participation of Canada in the wars of the Empire, resulting from deliberations and decisions over which it had no control;
