The Quebec chronicle
Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. Liberals do not seem likely to suffer any material loss.The chief lesson to be learned from the election is the power of the Irish minority.To the ordinary eye Mr.Redmond scems to have established Mr.Redmond's frock \"coat, there is peace or war.One or ;the other will result according to { whether his demands are complied ! with or opposed.In the existing circumstances, Mr.Asquith can continue wnmake the majority.They are therefore for all practical purposes the government.\u201d | There is, of course, the chance that the Government and the Opposition may realize from this election who it is that holds the whip hand in English politics at the present moment and may confer together for the purpose of eliminating the third party.But party spirit and British obstinacy are likely to militate against the realiza- { tion of any such possibility.A REDUCED CITY COUNCIL.Alderman Cannon's motion to reduce the numbers of the City Council | is well worth consideration.Here in Quebec we have 34 aldermen for a city with a population of only 80,000 to 90,000, which seems much too large a representation, when we consider that Boston and such cities conduct i all their civic business with no more ' than ten aldermen.Tt has been suggested that a board 19 control system might be adopted if the number of the aldermen was | reduced.The system appears to be a success in Toronto and ia: Winmipeg.In the Istter city the board cen- | sists of five members\u2014ie, the Mayor as chairman and four controllers, who are elected by the city at large.There are also fourteen aldermen, or two for each ward.The controllers are elected annually, while the aldermen are elected for two-year terms, one from each ward retiring cvery year.The act changing the old form of government to that just outlined was passed early in 1906, but did not come into force until after the citizens had voted affirmatively on the measure, bringing it into force on November 10th, 1906.The general act outlines the powers and duties of the board of control and gives the city council power to further define its duties, or assign to it other duties.As new matters come before the council and the board of being appointed to the papal chair\u2014in which position, it was alleged, he would be hostile to the so- called Liberalism and friendly to the Nationalists.\u201d This idiotic and baseless appeal to outcry from all quarters egainst such an encroachment on the liberty of the press.And this outely would have been justified.Yet such a proceeding, serious as it would undoubtedly have been, would have been little worse than the Laurier method which holds practically every Liberal paper in the Dominion in a servile and mercenary bondage.Last year more than a million dollars was distributed in \u201cvertising and printing\u201d to these journals, Any Liberal paper that attempts to be inde pendent immediately loses its subsidy.The St.John Sun ventured to criticize the administration of the Intercolonial Railway and was notified in writing that if this kind of thing continued the coffers would be closed.The Telegraph of the same place did not find the Grand Trunk Pacifiq scheme to its liking, and was immediately divested of a printing and advertising business worth something like $10,000 a year.Had Archbishop Langevin really put these Liberal papers under the ban, he would probably have undergone much unfavorsble criticism from all sides.But his motives would have been conscientious.The Premier has no such excuse, as the Liberal papers are bought to block investigation into departmental scandals and to defend questionable schemes.CHEATING THE CUSTOMS.Since the order went forth in New York that all persons convicted of smuggling would receive prison sentences, American smugglers scem to have shown a tendency to operate by way of the border.Perhaps this is one of the reasons for the increase in the passenger business of the trans- Atlantic lines to this port and Montreal, agents of the American Department of Justice and the Treasury Department having reported that Americans who had made big purchases of valuable goods, especially jewellery, had booked their passage home via this country and had made the excuse the steamers for New York were uncomfortably crowded.Investigation in the Dominion soon revealed the modus operandi.The in: coming tourists would stop for a day or two in this cit\u201d or in Montreal or \u2018Toronto.The baggage would be sent to the hotel and there the steamship labels would be soaked off.Then the trip to the United States cause.If the evening paper \u201cdoesn\u2019t stand in with the clique\u201d in the City Council chamber, it is not from any lack of endeavor to do so.We had no knowledge that its council reports were inaccurate and that it was \u201cin error\u201d until it revesled the fact itself.\u201cWell,\u201d it continues, \u201call papers can't have aldermen to write their reports of the city council and Splendid Performance Given by Choir of the Methogist Church.The large congregation which attended the sacred concert at the Methodist Church last evening heard a splendid rendition of some\u20ac of the choicest selections from the great masters of church music.Under the skiiful dirgetion of Mr.C.H.Thorn, the choir was heard to fine effect.It was a well-balanced chorus which Mr.Thorn led, and the different selections were rendered in a manner that gave the greatest pleasure.The unaccompanied numbers were particularly striking, but it would be invidious to beautiful effect.The programme included compositions by Martin, Dudley Buck, Mendelssohn, Sullivan, and other well-known composers, but in the opinion of all present the excerpts from Handel's \u201cMessiah\u201d were reslly the most appealing of all the numbers on the programme, and in these selections the choir were heard to the greatest advantage.The male quartette rendered a couple of selections which were deeply appreciated, and the solo work of Mr.A.Carpenter and Mr.P.T.Thomas also added tothe general success of the evening.Mr.R.Burston, the talented organist of the Methodist Chufch, was the accompanist, and
