Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. even aware of the fact.CONCERTED ACTION.The approaching session of the Provincial Legislature will be opened next Tuesday, and among the principal measures to be introduced, as far as Quebec is concerned, will be the amendments to the Quebec City Charter.\u2018The city is asking for permission to borrow a very large sum of money for permanent works, etc, which are, no doubt, badly needed.At the same time, howev er, the borrowing of this money cannot fail to entail an increased burden tor the already overtaxed ratepayer.Ji the Quebec bill is allowed to be introduced without any opposition from the citizens, it will certainly go through.Those who object to the amendment calling for these extra borrowing powers\u2014and they are apparently very much in the majority\u2014should form a Citizens\u2019 Committee to watch the course of events in the House, and, if they are serious, ta enter their objections before the Private Bills Committee when the bill in question comes up.Anonymous letters to the press may do a certain amount of good, but a far more practical course would be for the writers to organize some concerted plan of action, An amendment 1b the City Charter, which public opinion leads us to believe would be most popular, would be à reduction in the number of aldermen, as it is ridiculous that a city with a population of about 80,000 people should have 34 aldermen, when such cities as Boston are content with a matter of nine or ten and have far more civic affairs to administer.Ft would be much better for the city of Quebec to \u2018wv an alderman for each of the \u2018wc.wards and pay these a salary, or to have a salaried Board of Control.Under existing conditions much of the City Council's time is wasted in the discussion of paltry and personal affsire and acquaint him with the sentiment of the citizens with regard to the way in which they have been regaled (save the mark!) with information by the Battlefields Commission, which, when all is said and done, is accountable to the public for its stewardship in connection with the administration of the funds collected for the nationalization of the Battlefields Park.We notice that the first part of the session is already over, and no mention of the necessary legislation to invest the Commission with powers of expropristion for the furtherance of this project has been mode in the House.Senator Landry has put a number of questions in the Upper House, and these will be answered about the middle of the month.But so far the rate of progress has been far from commensurate with the time expired since the collection of funds, and, if the Commission is hampered by the lack of suitable powers, then all efforts should be concentrated on the enacting of the legislation required at the earliest opportunity.THE DISPENSARY.It is very evident that the Anti- Tuberculosis League has lost very little time in idle dalliance since its meeting of December 13th.Since that time the various sub-committees have held several meetings, and as a result a dispensary will be opened about the 20th of this month.This dispensary will be situated between St.Roch and St.Sauveur wards, on the Boulevard Langelier.Grauitous treatment will be given, and patients will be received three days in each week.There is little doubt that no better choice could have been made, us the dispensary will thus be in the place where it is likely to prove most beneficial.League membership tickets will be on sale in the course of the next few days, and in order that all may have the opportunity of interesting themselves in this great work of charity it has been decided to dispose of these tickets for the modest sum of fifty cents, a sum which will be easily within the reach of all.The publicity committee will be in a position to give illustrated lectures in any part of the city towards the end of the present month, and afl organized societies, such as labor societies, mutual benefit societies, religious or charitable organizations, irrespective of race or creed, who wish to avail themselves of these illustrated lectures, may do so by making a written request to the secretary of working hard, and the league will soon be in a position to give more tangible proof of the efforts which it is making to lessen tuberculosis .in Quebec City.THE LONDON POLICEMAN.The recent sensational encounter be.tyeen the London policemen and the suppcsed Russian anarchists in the East End of London presented many extraordinary features of interest and has brought the London \u201cbobby very much into the limelight.It began with the shooting\u2014one might better say the murder and attempted mur- der\u2014of five brave and defenceless po-, licemen in Houndsditch in the week preceding Christmas.According to the Daily Mail of that week, the assassin gang consisted of four men\u2014Levi, or Goldstein (who is suspected of the robbery of the Ullian jewellery store in Boston), Dutch Fritz, Peter the Painter, Yourka and a woman.Some time ago they rented a house in Cutler street, Houndsditch, and from the back of this house they tunnelled through à brick wall to gain access to à jeweller's shop.The jeweller's safe is said to have contained £30000 worth of valuables.Whilst at work the burglars were overheard and the alarm was given to the police, who, on attempting te take them, were met with à murderous fusillade from within the house.According to the account of the London newspapers there were five policemen\u2014Sergeants Tucker, Bentfeydand Bryan, and Constables Choate | and Woodham.When the door of the house was, opened Bentley was shot immediately and fell with his body lying half on the doorstep and | half within the house.Sergeant | Tucker sprang to the open door.There was n second shot and he staggered back and turched helplessly down the lgne, only to fall dead in a few moments.The three remaining policeman, unarmed though they were, made a headlong rush at the door, and were greeted with another fusil-\u2019 iade.Suddenly one of the burgiars sprang from behind the door and rushed down the alley, firing right and left as he ren.\u201cIt was then,\u201d says the Mail, \u201cthat Constable Choate performed an act of splendid heroism.He had been wounded twice.The spectators, cowering in what shelter they conld find, have no doubt of this.With wounds in his side and thigh, Constable Choate sprang upon the fugitive, seek- \u2018 ing vainly to wrest the revolver from his hand.\u201cFor five seconds the pair struggled.\u2018The burglar forced his revolver against the constable\u2019s body and fired.Still Constable Choate struggled.The revolver sounded agin, and even then Choate fought on.\u201cThen from behind he was shot again and again by a comrade of the man with whom he had grappled.When he was at last taken to the London Hospital it.was found that Choate had received twelve separate wounds before expiring.\u201d But the one-sided fight was not over yet.The two remaining policemen attacked the house and were in their turn shot down.Two other po- ticemen, who had heard the revolver shooting, rushed up and, seeing their comrades on the ground, continued the assault.But by this time the murderers were outside the house and made good their escape.Since that time something like a hundred detectives, some armed and some not, have worked with eagerness through the alleys of the East End to round up the Houndsditch gang and to revenge the death of their comrades, and, it would seem, the bitterest drop in their cup was the fact that the services of the soldiers were called in to aid them, an action which with justice they consider a reflection on the force.It is bardly necessary to say that this encounter of the unarmed police- ; men with fully armed aliens, who shot them down without any possi- | bility of reprisal, has excited a demand for the arming of the guardians of the law and an almost hysterical outcry against the harboring of disreputable and criminal aliens.It is argued that the size of the bullet wounds and the rapidity of the fire clearly evidenced that automatic pistols (presumably the Browning pistol, which is the favorite weapon of the Russian anarchist) were used.The London papers say that the wonder is not that there have been such outrages as these, but that, with the tens of thousands of Russian revolutionaries who have poured into East London during the years of ferment from 1905 to 1908, such outrages have not been even more frequent.It is Geneva and London that are the two main hotbeds of anarchy, so that if more stringent regulations are adopted with regard to aliens in London, their opportunities should be somewhat circumscribed.It is advanced against the arming of the London police with revolvers that, if this were done, some young constables would use their weapons unnecessarily and the shooting of innocent people, such as has been known in New York, would ensuc.Such accidents happen in modf cities where the police are armed with revolvers.But this argument is as nothing when we consider how intolerable it is that public servants should be exposed to being shot down thus defenceless.It appears that the London Metropolitan police authorities are averse to any general arming of the men.\u201cThey retain powers,\u201d says the Mail, \u201cto equip the policemen with weapons whenever they wish and they never hesitate to do so in times of real need.\u201d ~ 1f the Houndsditch case does anything it should serve to emphasize the utter sbsurdity of such a condition.Possibly it would require such a case as the wholesale extermination of five policemen to convince the authorities that there was any \u201creal need\u201d Perhaps when Constables Choate, ctc, were dead they might have been disposed to arm them.If there ever was a case of locking the stable door after the horse had been stolen it is this.As no one can foresee when the \u201cneed\u201d will arise, so measures should invariabiy be taken to prevent it.The Paris police authorities believe in arming, and practically ali their men carry a loaded revolver and a sabre.The Beriin police carry a sword and automatic pistol, but their methods are hardly likely to commend themselves to citizens of the British Empire.In Russia, too, the police are armed, but with inferior and sometimes almost useless weapons.It is said that during an anarchist riot in Russa the police had old-fashioned revolvers, some of which refused to pull, while the anarchists had Browning pistols, and more policemen were shot by the better armed rebels in attempting to fire their revolvers than would have been the case had the police had no weapons st all.Yet, even though the police of London are unarmed, the'r courage and sense of duty make them as much feared as the police of all other cqun- tries | held in Halifax last summer.In London the policeman stands for the very pick of th edefenders of {aw and order in the world.His courtesy, his courage, his honesty and his common sense have long since won him the golden opinions of every thinking man.\u201d There are \u201cbeats\u201d In London where it is almost certain death for a constable to go, and where the list of maimed and disabled is a very long one every year.But no poiiceman has ever shirked
