finished his tour of the three prairie provinces last night with the meetings at Morden aud Somerset.The tous lasted eighteen days, and during that period the Opposition leader addressed 38 meetings, which were attended by 50000 pepole, at thirty points.Mr, Borden met the organized farmers, who tendered him mem- brials and resolutions, the chief question being the passage of the reciprocity agreement.Mr.Bordeen also was tendered 35 civic receptions and and at many places briefly addressed gatherings from the rear of his special train.The total territory covered in the provinces of Saved Town From Destruction, Eganville, Ont, July 9\u2014Not in the history of Eganville has there dren such a dreadful conflagration as the fire which started here at 1.30 to-day.The Donnechere River divides the town into two equal parts, north and south, over half of the north side now being in ashes while on the south side an immense amount of damage is done.The loss will amount to between seventy-five and one hundred thousand dollars.The fire originated in the sheds of Mr.McCann and as there is no protection here except a bucket brigade, the fire soon spread before à strong west wind which was The Pembroke and Renfrew fire brigades were called upon for help.There was a delay in Pembrok as the station agent had to get orders from headquarters.In Renfrew the delay was caused by the engine having to get up steam.The fire brigades, however, came as quickly as possible, the Pembroke one by theGrand Trunk and the Renfrew one by the Canadian Pacific.The northwestern part of the town was saved after a great deal of fighting on the part of the Pembroke fire brigade.The Renfrew brigade did heroic work as well, saving many residences.The buildings destroyed were :\u2014The grist mill, the woollen mill, Ottawa Hotel, Preshyterian | Church, Methodist Church, English Church, public school, the new High School, which was under conetruction, and twenty-five fine residences and patronage, the young Liberals who want to get a finger in the pie, the band of partisans and idol-worshippers who block Quebec's progress at every turn and whose chief mission, apart from self-aggran- disement, seems to be the fooling of the public whenever this city gets.a \u201craw deal,\u201d the \u201cgrouchers\u201d who think that their services are not sufficiently recognized or that those oi others ars too much so, the aspirants who are all agog to make sure of favors before the crash comes, all of them will be there in goodly array on the chance of picking up a few crumbs.No, gentle reader, they will not be there, much as you would like to believe so, in order to urge the paramount importance of a dry dock in this vicinity or for the improvement of the harbor, for the hastening of public works which have long been promised and delayed.They are not likely to ask for the evidence of some tangible work by the Battlefields Commission nor is it probable that they will demand why the approved design of the Quebec Bridge which called for accommodation for electric cars and driveways was set aside in favor of a design submitted by friends of the Government and at that a design which was not in accordance with the official specifications.Far from it.They are not of the kind that hails from the State of Mr.Champ Clark; they do not \u201cwant to be shown.Their metier is to explain away all that it might be inconvenient for Quebec to know.And they thrive on it.So long as they can get their friends and relations into the charmed circle, so long can poor, old, credulous Quebec be con- ent with any old thing.Aud as for the electors of Sir Wilfrid's pocket borough which he has always held so cheap that he has practically ignored and despised it, is it likely that they will be there to remind him of the way in which he has forgotten his specious promises and to suggest to him that this recently revived activity and affection for.Quebec is entirely due to his alarm over the unfavorable reception of his naval policy?The Imperial Conference.When Sir Wilfrid sailed for England as the official representative of the Dominion.Le Canada, one of his organs, by way of catering to the Nationalist sentiment of Quebec said that he was going to attend the Imperial Conference with the fixed intention of opposing and defeating every measure that would make for the better organization and consolidation of the British Empire.Judged by the light of subsequent events itis very evident that this ac- tile of Le Canada was inspired, But, as it made a bad impression on the English Canadians at the time, the Montreal Witness came to the rescue and intimated that it did not represent the attitude of the Liberal party.However, Sir Wilfrid had hardly attended a session of the Conference before the French press was gloating over his obstructive triumphs.la Vigle congratulated him on having frustrated the objects of the Conference, When he repudiated all obligar tion on Canada\u2019s part to participate in Imperial warfare, La Presse, his organ in Montreal, saidt \u201cThanks to the attitude of the Prime Minister of Canada all the Imperialistic proposals have been abandoned and the autenomy of the Colonies has been affiirmed more explicitely than ever.\u201d And Le Sofcil went into ecstatic rapture because it considered that these concessions to the Nationalists would rob the latter of a war-cry in the uext slections, There were several Liberal papers, howeves, that did aot hesitate to say that Sir Wilfrids refusal to take any part in the drafting of foreign treaties lest it should involve the necessity of Canada's participation in Imperial wars was nothing less than an insult to the spirit of loysity to the British Crown and a rupture of the Imperial tie.The chief Liberal organ of Wianipeg said that Sir Wiitrid was talking \u201cnonsense\u201d and the Montreal Witmess, which did not mince matters cither, pointed out very plaimly that under present conditions ingepend- ence of England coulé only meas dependance is another direction.As the THE QUEBEC CHRONICLE.Manitoba Free Press : \u201cWhen Great Britain is at war the whole Empire is at war.The British overseas Dominions not less than the Motherland, are, under these conditions, open to attack.In actual practice the Dominions would be involved only in the event of war with à first-class power; but technically they are engaged ip hostilities in every little war that breaks out, ut any of the exposed points on the far- flung- boundaries of the Empire.Sir Wilfrid knows this perfectly well\u201d Hitherto the press of England has put à good deal mure faith in Laurier than his actions have warranted.This time, however, they have had opportunity to gauge the lip-loyalty of \u201cMr.Facing-Both-Ways, as they call him,\u201d and his continuous affirmations of Imperialism at their real worth.For instance, the London Globe well expresses the opinion they have formed, in these words: \u2014 We are beginning to have a suspicion that the Imperialism he professes is something very different: from what we would have supposed., .1f Britain is at war with a great power, that great power will not refrain from attacking Canada simply because Sir Wilfrid issues a statement that, while he loves the Mother Country with all his heart, he wishes to stand aside when her quarrels are being settled.If Sir Wilfrid thinks the risk is greater than the profit, let him say so.We shall then see how many Canadians agree with him, but let us not pretend that the Empire can attack, or be attacked, in watertight compartments that way .That way lies disillusionment and disaster.\u201d And yet it was Sir Wilirid who said during the naval debate that when Britain was at war Canada would automatically be at war also.The Doctrine of Separation.This doctrine of separation from England has always been part of Sir Wilfrid's creed though he has frequently denied it.As Mr.Foster showed during the naval debate from | his early deys Sie Wilfrid Laurier's desire has always been to break away from the Mother Country and the Empire.Before Confederation, in 1886, he wrote: \u201cWe (of the Papineau School) do not care a fig for the English Colonies.When any change whatever is proposed to our political or social institutions, we do not look to see whether this change will be of use to the English Colonies or to any other neighbor; we think only of Lower Canada and the Trench race.What have we in comimon with the English Colonies?What interest what religion binds us to them?Is it matter of origin, religion, language, national aspirations?No, not at all.\u201d In 1885 at a meeting on the Champs de Mars in Montreal, referring to the Riel rebellion, at a time when he was a sworn privy councillor, he declared that if he had been on the banks of the Saskatchewan he would have shouldered his musket and would have levelled it at the soldiers of the Queen.In the House of Commons in 1888 he prophesied: \u201cThe time is coming when the present relations between Great Britain and Canada must either become closer or be severed altogether.\u201d Speaking in Boston in 1891 he declared that Canada would never consent to Imperial federation, even on commercial lines alone, because the consequence would be the participation of Canada im British wars, and Canada would never consent to participate in British wars, The interests of Canada and the United States were identical, he said about this time and, if he had to make the choice between Britain and the United States he would choose the latter, Again in 1892, he said:\u2014\u201cIf we are true te our record we will again exhibit to the world the unique and unprecedented example of à nation achieving its independence by slow degrees and as naturally as the severing of the ripe fruit from the parent tree.+ + + + 1 have again and again repeated that the goal of my aspira- t'on is the independence of Canada, to see Canada an independent nation, in due course of time.\u201d Sir Wilirid has never lost an opportunity to belittle and deride the diplomacy of the British Empire.These are his\u2018words on another occasion:\u2014\"Is there à Canadian anywhere who would not ha with joy the day when we would be deprived of the services of British diplomacy.\u201d In 1899 at the outbreak of the South African War until compelled by the overwhelming pressure of public sentiment, Sir Wilfrid Laurier refused to permit Canadian troops to partici: pate.In the Toronto Globe of October 4, 1899, he expressed himself in these terms: \u201cAs f understand the Militia Act and 1 may say that [ have given jt some study of late, our volunteers are enrolled to be used in the defence of the Dominion.They are Canadian troops to be used to fight for Canada's defence.There is no menace to Canada, and aithough we may be willing to contribute troops I do not see why we can do so.Then again, how could we do ao wishout Parliament granting us the money?We simply could not do anything.In other words we should have to summon Parliament.\u201d It did ndt take long to demonstrate the insincerity of these excuses, Past Imperial Conferences.In a recent article the St.John Standard says: \u2014\" Quotations could be multiplied to show that Sir Wilfrid Laurier's one thought, aim and object has been to separate Canada from the Imperial band, which unites the peoples of the Empire.And his record is perpetuated through the Imperial Conferences.In 1902, in, answer to the proposals of the Imperial Government Sir Wilérid Laurier presented 2 memorandumm stating that \u201cthe Canadian Government are obliged to dissent from \u2018the measure proposed.\u2019\u201d « At the Conference of 1907, Lord Tweedmouth, the First Lord of the Admiralty, said in effect: \u201cWe ask you to take some leading part in making.the national defence of the Empire more complete.One: resorvation the command of the naval forces -for the defence of the Empire for which we are responsible.\u201d Australia in addition to a conttibu- tion of $1,000,000 a year undertook to look after her docks and coaling stations and make provision for the defence of her coasts.New Zealand increased her contribution from £200,000 to $500,000 a year.Sir Wilfrid Laurier on behalf of Canada did nothing, He said: \u201cl am sorry to say, so far as Canada is concerned, we cannot agree to the resolution.We took the ground many years ago that we had enough to do in this re- spet in our own country before committing ourselves to a general claim.\u201d At the Defence Conference in 1909, Mr.Asquith in announcing the grave conditions under which it was called spoke of \u201cthe response of New Zea- Jand and Australia which had filled their hearts with gratitude.\u201d And he asked: \u201cWhat can be done to complete and perfect the system we have at present?We wish your advice and co-operation.\u201d Australia undertook to provide a feet unit.New Zealand promised a Dreadnought.The South African Commonwes th renewed the subscriptions of Natal and Cape Colony.Canada was asked to supply a fleet unit.Canada refused and suggerted that thé imperial Government might help with some advice how to make an expenditure on an excuse for a navy, to be entirely outside the Imperial Government's on- trol.Either we must be of the Empire or without it.We cannot be of it and apart from it, as he would have us be.The Imperial partnership can be no mere fairweather bargain.It should be observed as the marriage tie \u201cfor better or for worse\u201d Sir Wilfrid will find when he puts his dual policy of Imperial separation and American union to the test, that patriotic Canadians will have none of it
