[" > \u2018Pt y thace dily remained 8 compe The Weather Fair and cool; moderate winds | The Queber Chronic ESTABLISHED 1764 Estd.Pints $1.60.Barclay, Perkins & Co., Ltd.Doctor Brand Genuine Oatmeal Stout A.GRENIER .\"Jed 1832 94-98 St.John Strast Distributors for Quebec District.1781 Nips $110 Phone 1141.LONDON DOCKERS' STRIKE ENDED Settlement Was Reached Last Evening, and Interruption to Business Finished.London, Aug.11.\u2014The strike of dock men, lightermen, coal porters ard carmen, which for several days has seriously disturbed alt business in London and resulted in a shortage of foodstuffs, coal, petrol and other necessities, was ended to-night with the settlement of the lightermens\u2019 dispute.The men were conceded a ten- four day and an increase of about 25 ser cent in wages.The situation had decome so critical \"that troops were deld in readiness at Aldershot and other places to proceed to the capital and intervene.To-night the strike committee is- ued a manifesto congratulating the nen on the signal -ictory obtained and declaring the strike ended.The disg:*< of the carters and dock- \u2018abtehdy had been settled and to- mise with the lightermen to bring about a rétürn to normal conditiogs.Üntil a late hour to-night it was doubtful whether an agreement would be reached and both Home Secretary Churchill and Sydney Buxton, president of the Board of Trade, cancelled their week-end engagements in order to remain at the Board of \u2018Trade where conferences looking to the ending of the strike had been in progress.It is now expected that all the men will resume work on Monday.The évening in London passed ydietly.\u2018 Liverpool, Aug.11.\u2014The crisis in the dockers\u2019 strike was reached to- fay when the leading shipowners gave notice that a settlemefit of the fronble would be reached Monday wight, otherwise they would effect a fockout.: The shipowners have bee complaining that in spite of their recent agreement with the dockers\u2019 sectional strikes have taken place, disclocating trade They warned the union lead- trs that nuless they could keep their men to the terms of the agreement à serious situation would arise.Therefore, fifty of the leading shipowners to-day formally notified the Dockers\u2019 Union that unless all sections of the strikers resume work by noon of Monday.steps will be taken to close down all work throughout the port.In a letter to the Lord Mayor, informing him of this decision, the shipowners explain that the stage has been reached under which trade is impossible as the men have refused to accept their friendly overtures and return to work.The Lord Mayor has\u2019 offered his services as mediator in the trouble.Huge quantities of meat are tied up in the refrigerators at Birkenhead and the stock of coal is rapidly running out.Shortage of coal to-day necessitated the closing down of anum- ber of factories and added greatly to the number of idle men.Additional cavairy and \u2018infantry were brought.into the city to-day, but there was less disturbance than on previous days.This was due to the strike committee having issued a manifesto earnestly appealing to the men to refrain from acts of violence.During the course of the evening 33 wagonloads of provisions were successfully moved from the docks under guard of a large force of military and police and with & magistrate at the front and rear of the procession, prepared to read the riot act in i case of intererence.The procession traversed the streets amid the jeering of thousands of strikers, but it was not disturbed.STEWARDS WERE CL ISTE Interesting and Exciting Incident Happened When Allan Steamer Victorian Reached Montreal, Montreal, Aug.11.\u2014Fifty-seven men, comprising the entire contingent of first and second class stewards on board the Allan Liner Victorian, were arrested and driven to jail on the arrival of that vessel from Liverpool this evening.Their arrest was due to the fact that they had refused to perform their duties at Rimouski and during the voyage up the river from that point.The entire fifty-seven were taekn into custody without a blow being sruck and without any signs of trouble, and it seemed somewhat surprised that the company should have called in shore law to settle the difficulty.The trouble started when the vessel arrived at Rimouski this morning and the stewards refused to assist in putting the mail ashore.This has been a grievance for some time and was the cause of some little trouble last year, but sirice the spring, when Liære- - RETURN OF PRIVATE CLIFFORD Winner of King's Prize Has Only One Complaint, Inexperienced Range Officers, Montreal, Aug.!.\u2014Private W.J.Clifford, of Toronto, the here of the Bisley meet, winner of the King's and the Prince of Wales\u2019 prizes, returned to Canada aboard the steamer Victorian to-night.Private Clifford returns with over £400 in prize money and a cabinful of cups, medals and badges.Commenting on his trip, he said that the only thing of which he had to complain was the interference of some of the inexperienced range officers, who had evidently not mastered the whole book of the somewhat complicated Bisley rules.He said that he had ® been somewhat handicaped in the King's, especially by range officers, who took objections to his using the low position.In this match, he said, a range officer stood over him at every shot and timed him with a stop watch, which naturally proved somewhat disconcerting.Apart from this, however, he had a royal time.He said the trophy which pleased him as much as any other, however, was one he received at Quebec when Sir Charles Ross boarded the Vietorian and presented him with a latest maded [loss rifle.Private Clifford will not proceed to Toronto until Monday night, as by doing so he would anticipate the big civic reception prepared for that date.POLITICAL NEWS Ottawa, Aug.11.\u2014At the Conservative convention here to-day, A.E.Fripp, M.L.A,, and Dr.J.L.Chabot were chosen to represent the Conservative party in the federal elections in Segpgember.uvéteg-2itt- Sydoey! DEATH.Montreal, Aug.11.\u2014Orville Larose, a carpenter, living at 757 Aylmer street, met with a terrible desth at 11 o'clock this morning while working on a gallery at the back of the residence of Mr.L.Fortin, 181 Fifth avenue, Viaville, Larose lost his bai- .ance and fell from the gallery which was on the third story to the court below.When picked up he was in « dying condition as his skull had been fractured.Larose died in an ambulance on the way to the hospital.He leaves à widow and four young chil- ren.QUEBEC, SATURDAY, AUGUST 12, 1911.NEW CHIEF OF FIRE BRIGADE Deputy Chief Hamel Gets Ap- pointment\u2014Mr, Forrester Will Be Adviser.The City Council held a very important meeting lust evening when the question of a Quebec fire chief was finally decided upon, and as stated a few days ago in these col- ums, Deputy Chief Hamel was appointed to the position, after another lengthy discussion.This was the principal business transacted during the evening and the Council sat until after 11 o'clock getting through the general routine business.Every alderman was present as it was known that the appointment of a fire chief was to be settled at the meeting which was presided over by Mayor Drouin.A letter was received from Captain Letarte of No.4 station.who has 25 years\u2019 experience, asking for the position of deputy chief of the fire! brigade.A leiter was also read from Mr.Dion, Palace street, complaining of the smoke nuisance from a nearbly laundry.A letter was read from Sir Wilfrid Laurier, accompanied by a letter from Hon.Sir L.Harcourt, thanking the city of Quebec for its address of congratulations to King George.The city clerk also read a letter from J.H.Cohen of San Francisco complaining that on a recent trip to this city he was surprised tq see that bakers\u2019 vehicles were not covered, which was against the public health, Referred to the health committee.A petition was received from a number of butchers requesting the city to erect a weigh house near the site where Fattle are sold.Referred to the market committee.Several Fommittee reports were presented, including those of the Finance Committee for the granting of the request of the Quebec Central to erect a building on the Ferry warf; for the purchase of the Picard property in St.Lawrence, for a police station; granting an exemption of taxes on.extension of thie Parisian Corel\u201d yplthiTactufing Company and the repesl of the civic by-law impoting a tax om autotmobiles.All thesé reparts were adopted, but Ald.Verret remarked that in connection with the automobile by-law, it was not the city which willingly withdrew their by-laws, but that they had been forced to do so by the Provincial government authorities who had decided that the city had no authtority to impose a tax -on automobiles.\u2018 Mayor Drouin quite agreed with Ald.Verret and remarked that although the city had a right to impose a tax on private vehicles, they were informed.that they could not impose a similar tax on autotmobiles.The report of the market committee, recommending the asphalting of the sh market at the corner of Crown and St.Francois streets, was also adopted.Ald.Verret presented a draft of a by-law adopted by the pro-commit- tee, appointing a special committee composed of the Mayor, chairman of the committee, and chief of the fire brigade, to select snd appoint firemen and the guardian and the assistant guardien of each station and also to look after the discipline of the brigade.The by-law was read a first time.The first order of the day was a request of Ald.Fiset for a state- ent of the expenses incurred recently for the civic reception to Sir Wilfrid Laurier on his return from England.At first sight people may think that he objected to the city of Quebec, tendering a reception to the Premier of Canada, but that was not his idea in asking for the information, as Sir Wilfrid had not referred to politics in his reply to the civic reception, neither had Hon.Mr.King, but Hon.Rudolphe Lemieux had gone ow of his way to treat as traitors those who did not have the same opinions as he had.He and other citizens, who had to foot the bill of the reception expenses and who did not have the same opinions as the Postmaster-General, in political affairs, objected to pay for the reception of such a man as Mr.Rodolpre Lemieux, who must have left his manners in Japan, where he visited the Mikado.He should be taught a lesson in polite: ness and not come to Quebec to insult his political adversaries, After a few remarks from Ald.Cannon, who stated that the city of Quebec had only did its duty in receiving Sir Wilfrid Laurier, as the Premier of Canada and one of Quebecs representatives at Ottawa, Mayor Drouin informed Ald.Fiset that the cost of the civic reception was $277.49.The second order of the day was in connection with the adjourned debate on the appointment of a fire chief.Ald.Trudel, who had moved an amendment to the report of the fire committee and had proposed the name of Capt.Blouin in place of Députy Chief Marin .of Montreal, read a letter from Capt.Blouin resigning the position and a similar letter was read by Mayor Drouin.Alderman Trudel therefore asked leave to withdraw Capt.Biouin's name.Ald.Pouliot, seconded by Ald.Lavi- æeur then proposed the following TAT amendment to the repor¢ of the com- | mittee: | First, That Mr.J.A.J.Forrester, the consulting engineer of the water- | fi works, who has had considerable experience in this Province, in the organization of the fire brigades receive | instructions, without prejudice to his other duties, to undertake the re-or- | ganization and the discipline of the Quebec fire brigade so as to perfect tite stations and the re apparatus ane to instruct the nten in the operation ! of valves, which may he at present necessary to concentrate the pressure of the waterworks.! Naniws to the main Japanese feet.Captain Galsworthy of the Kowshing, was willing to obey these orders, bus not so minded were pr the officers of the Chinese Forces on (he vessél: they immediatély raised a great clamof, and threaténed Galsworthy.Seeing what was occurring Togo sent a boat to bring off Capt.Galsworthy and his crew, but meantime the disturbance and confusion on the Kowshing had increased and the Chinese prevented them from leaving her.Some time then passed, and at length Togo signalled Galsworthy to take one of his own boats and come over to the Naniwa, but the British
