the streets of Lonodon and holding the breathless attention of the hundreds of thousands gathered from all parts of the world to witness its historic grandeur, a little group of Canada’s leading citizens occupied one of the stands. They were unanimously of the opinion that it was the most striking spectacle they had ever seen. When they were informed that the men directly in front of their stand with moving picture cameras in operation were the Canadians taking the procession in natural colors by His Majesty's royal command that the uttermost parts of the Empire might see | what thie Coronation pageant looked like, they felt that those in far off Canada, less fortunage than they, would have a chance to see every phase of the greatest pageant since the day of the field of the Cloth of Gold. These operators were members of the Kinemacolor forces which method by an ingenious discovery in color photography show exact tints and every detail of color as shown by nature.Less than two weeks after the ceremonies these scenes were reproduced in natural color at the Princess: Theatre, Montreal, where they were shown for four weeks to crowded houses, and now comes the announcement that they will be shown at the Auditorium Theatre for threc days commencing Monday, Sept.25th.FALL MILLINRRY.Attention is directed to the advgr- tisement in another column of Miss O'Neil, the well-known an exceedingly forcible manner in some recent correspondence which has just taken place between ! the Quebec Board of Trade and Sir Heory Pellatt. The corresponaence, which speaks for itself, is calculated to provide much encouragement for residents of the Ancient Capital, who will be glad to learn of the frank acknowledgment of Quebec's desirable and advantageous claims. The following are the letters : Quebec, Sept.4, 1911.Sir H, M.Pellatt, Toronto : Dear Sir,—The attention of our Board of Trade has been drawn to the fact that you have organized a company for the purpose of building a dry dock and shipbuil ing plant at Syd-" ‘ney, N.S., with the intention of securing if possible the construction there of the watships about to be built for the Canadian navy.‘Permit me to draw your attention to the advantages offered by the port of Quebec for these purposes, as fully detailed in the enclosed copy of a memorial addressed by the Quebec! Board of Trade to the Right Honor- : able the Premier in the month of March last. You will see from this that the port : of Quebec, under the domination of the guns of the Citadel, and doubly secured by the forts of Levis and Beaumont below the city which command the StA Lawrensce, offers absolute security from attack, the most essential consideration for the establishment of a navy yard and navy shipbuilding plant. The port of Quebec is practically open to navigation all the year round. Our leading shipbuilder here who has lately built several steel stzamers, guarantees that if the graving dock is built at Levis in the proper locality.he will undertake to bring steamers in amd out of the port of Quebec during every month of the winter season. This cannot be done at Sydney, which is ice bound for three months or more every winter., The steel plant at Sydney would benefit justsas much by the construction of the naval vessels at Quebec as at Sydney.becadse steamship freight from Sydney to Quebec, on, account of the fmmense coaltraffie, ia remarkably cheap, probably as cheap as the moving of the steel from one plant to another in Sydney if the shipyards were established there. The Government and the Shipping Federation naturally favor the construction of the new graving dock at Quebec, for the protection of the St.Lawrence trade, because there are now sixteen steamers trading to Quebec and Montreal which are too large to enter the existing graving dock, and are therefore without protection in case of accident, a most serious state of affairs.A graving dock 600 miles below Quebec would ba no protection for these vessels. For alt these reasons, the Quebec Board of Trade is firmly convinced that Quebec is the proper port for the establishment of the proposed navy yard, graving dock and shipbuilding plant, and we trust that you may, find it to your interest to place here the establishment which you propose. If you should so decide, we can assure you in advance of all the sympathy and support and influence at our command.Your obedient servant.T.LEVASSEUR, Secretary.Sir H.M.Pellatte Reply.T.Levasseur, Secretary Quebec Board of Trade, | Quebec.Dear Sir,—Ï beg to acknowledge receipt of your letter of the 4th instant and of the enclosed copy of the mem- otial from your Board of Trade to the Premier, dated 13th March last, and I have read them both with great interest, and entirely sympathise with the attitude assumed by the Board of Trade on the question.[ may also say that | fully concur in the opinion of your boatl as to the desirability of Quebec as a location for a shipbuilding plant. When opportunnity presents itself, 1 shall bring your communication bofore the Board, when it will receive the consideration it deserves. In the meantime I am not in a position to say anything further on the subject.Yours very truly, HENRY M.PELLATT.SPECIAL CONSTABLES WERE ARRESTED.Ottawa, Ont., Sept.15.—An smusing incident occurred at the Pontiac coua- ty nominations held at Bryson, Queyesterday, when two of the special | constables enlisted by the returning officer, Thomas Pichie and Camille ‘ Latour were arrested for a breach of ; but it | will be the fresh veil adjusted in the new way, the spic-spau gloves in just the correct shade, and, above all, the last thought of Paris neckwear, that { will bring suit and hat up to the min- ‘ute of distinction. One is impressed with the size of the jabots and collars ready—in the neckwear departments—for first autumn days.Luckily only one jabot is worn at a time, for two of them, wrned back as they are and pinned against shoulder or sleeve top, would look rather like a pair of wings growing by mistake in front. The modest little jabot made out of half a yard of fine batiste and 2 yards of Irish lace, which was considered the proper thing a season ago, looks positively like an old lady's lace barb now, so diminutive is it in comparison with the spreading jabots of the moment. These t new jabots are lavishly trimmed, with handsome lace, sct in pleated frills, the luwer end of the jabot tapering to a point, while the upper end reaches to tire top of the sleeve, and is pinned in place with a special bar pin which comes for the purpose. Some of these pins are half an inch wide and 4 inches long. They come in plain silver and gilt, and in very handsome styles, with filagree patterns and sunken jewels. One may match one's jabot pin with earrings—and the latter bid fair to be as fashionable this fall as ever.‘The conservative woman sticks to the single pearl or bit of coral, worn close against the earlobe, but there are occasions when the frock is cut low at the top and the ears are well covered by the hair when swinging carrings lend a certain amount of chic and distinction to a woman who might otherwise be insignificant. Some women, also, may wear the long swinging earrings when hatted and veiled for the street and look immensely chic: but the average woman, and especially the short and plump woman, is apt to look common and fast thus decorated.High Collars for Street. Most of the new blouses for wear with autumn tailored suits of worsted or mohair have high, honed collars set into little yokes at the neck.Dutch necks will undoubtedly be worn in the house—and on matinee and restaurant blouses later on, when furs cover the throat in the street but for first autumn wear the neat, high collar is the thing. Many of the new stocks are made of thinnest shadow lace or net, a piping of silk around the top acting as a “stay” and also adding smartness and trimness to the stock. On the best blouses these tall stocks are fastened at the back with tiny loops and buttons; gold collar pins at the back of the collar not being considered good form just now, often pinned at the top of the collar, above the button and loops. The neck- wear departments are full of lace yokes, collars and guimpes, but the smartest sort of yoke and collar, made of fine net or shadow lace, must be made at home. These yokes come in high class, ready made blouses and dressmakers sct them in handsome froeks, but it seems impossible to buy such a yoke and stock ready made.Unders!eeves of net or shadow lace are a new Paris feature. These under- sleeves may be worn underneath the louse kimono sleeves of the blouse, giving it & more finished effect. They are gathered into a narrow band and finished with a frill. In Paris under- sleeves of gathered net, stiffened with a hoop of whalchone are being sold, a decided suggestion that early Victorian modes are on the way.For indoor wear there are adorable collars in the sailor and shawl styles, and one of these handsome collars will transform the most demure little frock into a costume of distinction. There are wonderful collars of real and im- 1tation Venise and of the new macrime lace which is so bold and effective, yet so delicate withal. There are also collars of sheer linen and mull beautifully embroidered with dots and scallops, and in the cheaper grades there are machine embroidered collars trimmed with imitation cluny which are really very good looking. Some of these collars come with cuffs to match —broad, turned back cuffs which have gay little black velvet bows set at the edge to hold the two ends of the cuff in place on the sleeve, A young girl launching at Maillard the other day wore a trotteur frock of navy blue nermo mixtare—a silky weave of mohair with wool—and the absolute simplicity of the straight little frock was made smart by the rich collar and vuffs of cream batiste trimmed with ecru Venise.Ecru in Fashion.Everything ecru is immensely fash- innable and the tan, cream, pale buff and champagne tones come under this head.Buff gloves are much smarter for evening wear than pure white, and the creamy chamois gloves are fancied for morning wear with tailored «wits. The woman who dresses well does not wear out her summer silk gloves in September. The minute humid, perspiry days are over she tucks away all her silk gloves until next year and comes out in fresh smart kid gloves with her fresh autumn trap- ving. The white shetland mesh veils continue to be fashionable, but with au- wmn suits and small hats many women are taking up the smaller face veils which always look trim and neat when September breezes begin to blow.Shadow mesh and octagon mesh veilings continue popular but small chenille dots are making an appearance on the smartest face veils, The handbag continues to be a re- tieule — if ons mar be allowed she though a single handsome brooch is} Irishism.New fall reticules are more luxurious and magnificent than cver, with gold and silver embroideries on rich silks in East Indian effects.Even silver mesh purses now have long cord or chain handles to bo worn.over the shoulder, One of the New Huge Side-Jabots.One can not wear tao large a jabot now—provided the largeness is all on one side. The new jabots reach clear over to the top of the sleeve at the left side and must be pianed in place to keep them from tumbling down untidily.Sometimes a tiny hook is sewed to the inner side of the jabot and a corresponding loop to the shoulder of the bodice beneath. The jabot is a very handsome one, imported from Paris.®ne side is made of pleated lace and on the other side of the strip of net insertion which forms the center, is a narrow pleating of handsome scalloped net.The jabot is attached to an embroidered net stock and the whole accessory dresses up à simple blouse most effectively.New Umbrellas Have Tremendous Handles.New poses of grace and coquetry will be possible with the umbrellas which have just come into fashion. These umbrellas have handles as long or longer than the summer parasols, some of them reaching as high as a short woman's shoulder. These new umbrellas are also in most cheerful colorings, red silk, blue silk or green silk being used for the cover, with big tassels to match. On a rainy day the French woman is very chic with a gay-colored umbrella and a silk petticoat and chiffon veil exactly matching the shade of her umbrella.Reticules More Luxurious Than Ever.‘The fad for reticules still continues and the new bags of this sort are remarkably handsome.Fast Indian colors and embroideries being used with striking effect. One style of bag shows the “tree of life” embroidered with gold and silver threads op a rich green ground; another shows a conventionalized peacock pattern done with beads and colored silks.Al reti- cules have very long cord handles, which may be looper over the shoulder or wrist; or the bag may be carried in the hand with the long cords falling gracefully over the skirt.High Stocks for Street Wear.Although sailor collars and Dutch neck effects promise to be as popular as ever for indoor wear, with the autumn street suit the neckwear will be high and trim, and the new stocks are higher and more carefully boned than ever. This smart stock and tie have come from Paris and are authoritative style hints for autumn. The collar and tie are made of dotted white net, the tie having three rounded ends, each edged with lace, and each a trifle longer than the next.—a modish notion just now.Coat Set of Eyelet Embroidery. This collar of English eyelet embroidery, which is matched by cuffs, is mitered at the Back to form a decp point, and from the point dangles a heavy silk tassel, giving something the effect of a hood.Hoods and capes are the craze this season, and there will be few coats without something in the shape of cape, hood or fancy collar, hanging at the back. The coat is made of very handsome eyelet insertion bordered with colored satin, the collar having a center of black velvet which fits around the neck.White Shetland Veils. The new veils are limp and soft as a rag. There is not a particle of dressing in them, and when soiled they may be washed in soap and water These veils are becoming to timost all women; the mesh is fine and sheer enough to be quite transparent, yet behind it the face is softened and ethercalized.Interesting, also, is the enormous jabot of white linen and Irish lace which peeps out from the coat front.Children Cry FOR FLETCHER'S CASTORIA The top of the} stock is re-enforced with black velvet | and pinned out on a pillow to dry.| THE QUEBEC CHRONICLE: Vigorous Manhood Two Health Belt Men ;” One 50 Years Old, the Other30.Can you Pick Out the Younger ?I ean show you how to restore your youth and bow to keep it.A “Health Ret Man'’ OANNOT grow old; MARKET.McDonald & Lesperance, stock brokers, private wire to New York and Montreal, Hochelaga Bank Building.Telephone 1227.Canadian Press Service.New York, Sept.15—Fluctuations in stocks were lower today than during the erratic movements of recent days.Wall street grew calmer. The nervous tension of yesterday was relaxed and there was a definite improvement on-sentiment.The change arose largely from the.cessation of pressure from abroad.Europe bought back some of the securities it recent- jy has thrown on this market.London's balance of purchases probably reached 25000 shares.Advices from European capitals were more cheer- Tul and there was no trace of a renewal of liquidation.Despite the improvement in the tône of the market, it was apparent that the dominant factors in the financial world had not taken aggressive bullish positions. The rise in prices in the latter part of yesterday's trading was 30 swift and the demand se insistent thas it was felt that a buying movement tof large dimensions might have beén initistéd.But ort was made today té bring about another sustained advance. After an irregular opening the market became heavy.Detlines amounted to a point gr Union Pacific, Canadian Pacific, die Pacific, Reading and a few other standard shares, but the majority of stocks lost only fractions. There followed a recovery which placed most of the list above yesterday's close.Gains were as small as the earlier losses and during the remainder of the day the market moved within narrow limits.Trading fell far below the previous day and net changes were slight, Uncertainty as to developments abroad was pointed out as the chief restraining feature. Many traders took the view that the long decline had exaggerated the possible effect of any unfavorable conditions in this , | country, but that doubt as to what might grow out of the strained relations of European powers prevented an extended upward movement at this time.Until a definite settlement of the Moroccan question is reached securities undoubtedly will be handled with the greatest care.A sharp attack at the market late in the day showed also that the bear party is still to be reckoned with.Speculative sentiment is far from bullish.New Haven recovered 4% oints of its decline today.Western Union developed strength following the favorable quarterly repott of the company.National Biscuit was exceptionally weak, breaking five points, and Minneapolis and -St.Louis, which recently advanced on the announcement that it was to lease the Iowa Central and form part of a new route from Canada to the Gulf of Mexico, relapsed eight points. The weekly statement of the country's clearings was distinctly encouraging.Exchanges increased more than 15 per cent over the corresponding week of last year, the gain being especially marked in the east and south.Reported movements of cur rency during the week indicate a small cash gain.Gains made from the in- ‘térior were partly balanced hy.losses to the Sub-Treasury and à net gain of about $2,000,000 is indicated. The money market reflects the placing of loans in Germany.Notwithstanding heavy liquidation of secur- itles both for domestic and foreign account, the time money market is working definitely harder. The rites quoted for four, five and six months were at the maximum of the year.Bonds were irregular, Total sales, par eliminating another weak spot in the speculative situation. After the sharp recovery the market quieted and sold off slightly, with the volume of business much lessened.Rumor has it that among the his audience he looked up as such. But the question remains, how many of his audience are going to run the gauntlet of his insult. In the first place, the representative of Quebec East has forgotten to be polite, in thus saying that there are two Quebecs for him to address, and, in the second place, has laid himself directly open to the charge of stirring up racial instincts to make good his cause against the great common interests of our city, namely the holding on to whatever prosperity we have without bending a knee to William Taft and his treacherous allies.Quebec wants nothing of reciprocity; and less of Taft.Sir Wilfrid may smirk in Taft's face as much as he is inclined to do, but Quebec has no need for either Taft or reciprocity or annexation to make it well and prosperous as a community working unitedly for a common end.And therefore it is at the present moment incumbent on Quebecers, working hand in hand, to rise in the fulness of their strength to tell Sir , Wilfrid Laurier,—to tell Quebec's foes within and without its walls,—that there is but one Quebec, with no so-called “English-speaking Jingoes” within its borders. And how is this to be done in a direct way?By such a mass meeting of all its citizens, as was held last night, to protest against the treatment Quebec has received from Sir Wilfrid and his Jieutenants in the past, and to continued, from the time of its pre- sentatio nto the present, to give most decided approval to the provisions in Mr.Lloyd George's insurance bi!l for the benefit of those suffering from consumption, in ‘order to enable them to secure sanatorium treatment.‘The subject of consumption is as important a matter for every civilized sa- tion, and the economic advantages of limiting the incidence of the disense are 30 enormous, that sny endeavor to cope with the pest in a systematic and organized fashion must have the eupport of those who are interested in the welfare of the nation. While that is the case, there exists a not unjustifiable tear that such provision as that to be made in the English bill, is not the best that can be secured in the interests of the public The utility of sanatorium treatment has recently been called into question.and the fact remains that in the country where sanatoriums are excellently equipped and where the treatment of the consumptive patient has been very carefully studied during the last de- ish publie in the utter usefulness of sanatoriums. There is a tendency to lay more stress on the importance of an educative, hygienic propaganda for the prevention of tuberculosis, rather than to encourage the erection of large institutions intended for the cure of patients who have already contracted the disease. This tendency, essential ly sound from one point of view, is to be deprecated from another. As the late Professor Koch pointed out, the hospitalization of phthiscal patients is of national importance in so far as it limita the number of possible focl of infection among the community.Koch referred to the excellent results which have been obtained by issolat- ing patients afflicted with leprosy—a method which has almost stamped out the disease in Norway and the northern German districts. At the same time, there is undoubted evidence to support the view that sena- torium treatment cures à large percentage of cases. The unfortunate fact is that such recoveries do not counterbalance the large number, of new cases which are the direct result of infection and bad will face the, competition of thirty million farmers in the United States and those of Argentina, Australasia and half a score of other counties enjoying favored nation treaties and entitled to send their products into the Dominion while they continue to exclude our products.58, .+.= + THE PULP INDUSTRY.The paper industry is a natural one in Canada.Having forests, waterpowers and labor, Canada should have a monopoly. The Amelicans have nearly depleted their pulp-wood forests. The American purpose is to take the raw pulp-wood from Canada and turn it into paper in mills in the United States.American newspapers spend $55,000,000 a year for paper. If they can get at the Canadian pulp forests they will save $6,- 000,000 a year.* ‘These are the figures given by Mr.John Norris, chairman of the American Newspaper Publishers Association, who has assured Congress that the United States is completely dependent on outside, i.e.Canadian, sources of supply.A farmer selling pulp-wood gets $7 for the amount of wood (1 1-3 cords) which will make a ton of paper. The paper is worth $40 in Canada, or $45 in the United States: Why not have $40 spent in Canada, for our own benefit, instead of selling our raw material for only $72 - .Why not have that $55,000,000 all come to Canada? It will, if Canada sits tight. The clause in the Fielding-Knox Agreement is intended to force the Provinces to rescind their wise prohibition of the export of pulp-wood cut on Crown lands. The plan is that wood cut on private lands will be free, while paper men who draw their raw materials from Crown lands must pay a duty of $5.75 a ton.So they.will besiege the Provincial governments to abrogate their regulations. The pressure, says Mr.Norris, will be irresistible.Mr.Norris put the case very frankly and forcibly before the United States Senate Committee on May 24 when he said: ing industries to their soil?KITCHEN-WARE Ustenslls made from Indursted Fibreware are Ideal in every way. They are Light and Durable, have no hoops to fall eff open- air treatment, which he can only, If he is a poor man, obtain in a well- equipped sanatorium. As & matter of fact, the usefulness of these institutions is now universally recognized In Germany, and nesrly sil the large insurance societies have taken care to establish their own centres, an advance which has been made provisions accorded to them under the Invalidity Act of 1893.Every district now possesses its own sanatorium ranging in size from twenty to three hundred beds, and built and equipped at a cost of from $250 to $2000 per bed.The average cost of treatment per day in one of the best hygienic environment. To ziminete and most modern of these establish.a.i these( the educative propaganda must possible by the exceedingly liberal: ments works out at just over one dollar for each female and one dollar and a half for each male patient. The first sanatorium, established by a German ‘insurance society for the treatment of its members, was erected at a cost of '$20,000.Since then much more imposing establishments have been founded, but the tendency now is to simplify in all directions so that the total expenses are much decreased. The excellent results obtained in Norway, where the communal sanatoriums, farely of more than twenty beds each, are maintained at à very low figure, has encouraged this tendency towards simplification.- Mr, William Price will address the
