Italy has as much right to establish a protectorate over Tripoli as France has over Tunis. We dare say that Italy’s commercial interests in Tripoli and the Italian colonies in that somewhat barren country are at least equal to the original interests that served France as a pretext in Tunis or Morocco.Italy wands to lose heavily in any case.” The Economist declares that as the British Foreign Office embraced the Young Turks and as Italy is one of the three powers against which the British feverish naval programme is difected, it would naturally be expected that the Foreign Offiy: would exert itself to prevent this unprovok- td attack on a Turkish vilayet. If Italy feared Austrian aggression, says the paper.it would not lock up its picked troops in a hazardous and gostly expedition to a country offer- ng so few attractions.MASSACRE IS FEARED.London, Sept.29.—A despatch to the Daily Chronicle from Constantiaople says that four transports loaded with ammunition will start for Tripoli tomorrow. The Italian residents In Constantinople have received orders to close their schools and shops, and not congregate anywhere in num- vers. Many of them are leaving the tity, The Banco di Roma, and the tre Ttalian postoffice are strongly guarded.A massacre of Italians in Adana, Asia Minor, is feared.Italy has considerable interests and a large colony there.News has reached here that Turkish troops have occupied Thesaly, to keep the Greeks in check and prevent them from attempting to capture Crete. The Rusian fleet in the Black Sea is ready for any emergency.* lt is now anchored before Trebizond. The Sultan and the heir apparent sat in council with the Ministers all night, when it was finally decided that Turkey should yield to force and not oppose the Italian landing at Tripoli, ‘but hold influential Italians as hostages. The Chronicle's Milan correspondent, who sends his despatch via the Swiss frontier, says: “Despite the vast preparations for war which the Government has been vigorously engaged in for the past week, the publication of the text of the ultimatum to Turkey has produced a veritable sense of stupefaction among the people.Except in Sicily, there is nothing approaching enthusiasm at this colonial adventure.Anxious fears are expressed lest the brutal crudity of the nitimatum favor was drafted under the inspiration o the way icy of Sicilian brigandage, rather than by the Cabinet of a Christian power.“As duringethe recent ragage §f the éholera,” the Minisiry has=resorted to its st g # telegyapir dnd messages, even forbidding the sending of messages by Italisn correspondents arriving at Tripoli, who found everything calm there and nothing in the attitude of the natives to justify a panic or an exodus.” BRITISH OFFICERS IN DANGER Constantinople, Sept.29.—The Turkish War Ministry, according to the reports current here tonight, has reccived a despatch from the late Turkish military attache at Paris, who has assumed command of the forces at Tripoli, stating that the Italians began to disembark this afternoon, but the Turks succeeded in: sinking the first two barges. It is rumored also that Italian forces have landed both at Tripoli and Benghazi. The Turkish Cabinet has resigned; Said Pasha assuming the office of Grand Vizier, and Kiamil Pasha that of Foreign Minister.Mahmoud Shefket Pasha continues as Minister of War.The Italian Charge, Signor di Martino, handed the Porte this afternoon a communication intimating the intention of Italy to proceed with the measures foreshadowed in the ultimatum. This was tantamount to a declaration of war, and as that state would give Italy greater freedom of action in Turkish waters there is much apprehension regarding the Turkish war vessels at present steaming in the direction of the Dardenelles, lest they are captured by the Italian squadron, which is believed to be watching the movements of the Turkish ships. The British embassy here is concerned for the British officers with the Turkish squadron, and sre instructing their government for their recall. The question of the protection of Italian subjects in Turkey is engaging the attention of the Italian authorities. It is thought that a request will be made to Germany to undertake the protection of the Italian escutcheons, The national emblems have been removed from the embassy, the consulate, the postoffice and the schools, with à view to preventing untoward incidents.BRITAIN MUCH INTERESTED.London, Sept.29.—In Great Birtain, more than in any other European country outside of the combatants, was between Italy and Turkey causes apprehension.Damage to England's interests and prestige is a factor in the resultant anxiety. The danger is JOHNSTON & FILS, Luly; how far racial and religious feeling may excite them to political activities.Much the darkest clouds tonight seem to be in the direction of Greece.Strong fear prevails lest Turkish pride and the necessity for the Young Turks Government to gain popularity, may incite the government to show that it also can play the game of aggression, and demand Greece to give up her claims to Crete.British officials are more concerned over the possibilities of trouble in the Balkans and Greece than with the act- val conflict over Tripoli. The theory gains ground here that Italy's stroke is the last act of the program agreed upon by the powers of the triple entente; that it was arranged when Austria took Bosnia and Herzegovini, and Italy only awaited an opportune moment to carry it into execution, Austria’s acquisition of the two provinces, Germany's forward move ment in Morocco, and Italy's compensating campaign nearby are interpreted by unfriendly observers as too logical to be considered mere independent act.England's hands are tied officially in the present strained rela-3 tions in Europe. The government cin.not afford to incur the enmity of either belligerent by taking sides with the other.Yet her neutrality means a loss of influence with Turkey, which she has been struggling to retain since the beginning of the Young Turk regime. While most of the London papers bemoan the war as a ealamity in which England could not interfere, the Daily Graphic attacked the Foreign Secretary, Sir Edward Grey, contending that he should have stood by the treaty obligations, which makes the integrity of the Ottoman Empire a European affair, in which no one power has the right to interfere.ARABS ON THE WATCH.Tripoli, Sept.29.—The Italian squadron, which has been cruising in the offing, came close in shore this morning, and the destroyer Garibaldino steamed into the harbor at noon flying 2 white flag.Great crowds gathered and watched her approach, After z¢- a powers to limit the area of hostilities.Germany made the strongest efforts to prevent an.outbreak of war, and only gave up hope at the last moment. It is announced that she has consented to undertake the protection during the hostilities of the property and lives of the Italians in Turkey, who number 50,000.It was late in.the evening before the news ‘of the declaration of war was made public in Berlin, The London papers, discussing the respective forces of the combatants, comment on the weak position to which Turkey has been reduced by neglect of her navy. She controls a fine army, approaching 1,000,000 men and 1600 guns, but the great fighting machine is imprisoned in Europe because Turkey in powerless against Italy's effective fleet.Professor Morton of the American Archaeological Mission, in a second interview today, said that the Italian difficulties will only begin when they have landed. There are only three towns on the whole coast worthy the attention of a gunboat—Tripoli, Benghazi and Derns. There is no harbor and the ships must anchor a mile from shore. The invading force must take with it food supplies, #5 it will get no food from the hostile Arabs.: The Turks, said Prof.Norton, can afford to wait and harass the enemy from time to time as opportunity affords, while the larger force of Italians to land, the greater will be the difficulty of not be-lost to the city and port of Quebec.‘ Toes Mr.Price's conference with Mr.Borden, it is hoped; will lead to the further enlistment of his energies and inflyence in the promotion of the most of the evening being spent in discussing a by-law which placed the selection of firemen in the hands of a special committee composed of the Mayor, the chairman of the Fire Committee and the fire chief. This change had been adopted some time ago at the request of the Canadian Underwriters, but a by-law had to be adopted and the principal objection to the new by-law was that it took eertain patronage out of the hands of the Aldermen, who wanted to have something to say in the choice of their fire fighters, Mayor Drouin presided and among those present were Aldermen Lavigueur, Pouliot, Campbell, Mulroney, Lockwell, Morin, Gauvreau, Lantier, Cate, Collier, Guillot, Shink, Messervey, Dinan, Fiset; Verret, Paquet, Cossefin, Emond, Trudel, Levallee, Cummings, Madden, Jobin, Goulet and U.Gauvin.Only.one letter was read from Mr.Lockwell, Secretary-Treasyrer of the Town of Montcalm, enclosing a resolution adopted at a meeting of the Council of that town regarding the annexation of that town to the city of Quebec. The letter and resolution were referred to the Annexation Commitete.Ald.Gosselin from the Finance Committee presented the following reports which were adopted by the committee on Thursday last and which were finally approved of last evening: To expropriate the approaches to the Dorchester bridge; paying 3 months salary to Mrs.P.Sullivan; paying $250 to L'Union Lambilotte; accepting offer of Quebec Board of Trade to widen Bell's Lane, on certain conditions, and recommending the presentation of an address and centerpiece of silver to Earl Grey at a reception to be tendered him on the day preceding his departure from Quebec.Ald.Verret presented the draft of a by-law concerning the widening of the northern part of Dorchester street for the approaches to the proposed new market, and asked that it be read a first time.Ald.Dinan remarked that such a bylaw should first have been brought before the by-law committee and he did not consider that there was any special haste, as the river leading to the site of the new market was not dredged: and if, as stated, the terminal of the Transcontinental might be changed, the market could be rebuilt on the old Champlain site, Mayor Drouin replied that the Council could allow the draft of the by-law to be 1ead a first time and discuss it when it came up for second reading. This was finally agreed to.The principal order of the day was the following : It is ordained and enacted by the Municipal Council of the City of Quebec, and the said Council doth hereby ordain and enact as follows : 1.His Worship the Mayor, the Chairman of the Fire Coimmittee, and the chief of the fire brigade are hereby constituted in a committee which shall, in future, select and name the firemen and the guardians and assistant guardians of the fire stations and shall have the right, to.maintain discipline among the members of the said fire brigade.2.Article | of By-law No.341, passed by this Council on the 7th of April, 196, is hereby amended in tonsequence. In amendment Ald.Jobin, seconded by Ald.Gauvin, moved that the first clause be struck and replaced by the following : 1.The Fire Committee will select and name firemen and guardians and assistant guardians of stations, but they will be chosen from men who are found capable to fill their poskions by the special commitee of the Mayor, chairman of the committee and chief of the brigade which committee will Have the right to maintain the discip- fine of the brigade and the right to nd and dismiss.ost of the Aldermen spoke on the smendment,.some in, favor on the ground that it deprived the Aldermen of certain patronage.while others were of opinion that it would have the éffect of having the same condition of things as in the past.(Finally a vote was taken on the amendment of Ald, fobin which was carried on the fol- owing vote : For :—Ald.Lockwel, Morin, Gauvreau, Lantier, Shink, Campbell, Mulroney, Trudel.Fiset, Verret.Paquet, Emond, Russo-Turkish war, the powers are understood to have agreed to permit Italy à “pacific penetration of Tripoli.” | Turkey claims that this right has been respected ever since.Italy has colonized Trigoll until her interests jin that African province are very great. She has asserted, however, that her subjects have been mistreated by the Ottoman authority and constantly discriminated against.Frequent disputes have srisen, but the prolonged negotiations have never resulted satisfactorily to Italy, At the time that the Franco-Ger- man differences regarding Morocco were acute, Italy turned her attention again to Tripoli and in subsequent negotiations with Constantinople set forth that many outrages against her subjects had been perpetrated and for which no redress had been made. She assumed a decisive attitude and presently began the mobilization of her army and navy, A few days ago the first squadron of the Italian navy was sent to Tripolitan waters and it hue since patrolled that coast. At ti.same time Turkey was warned not to send soldiers or munitions of war to Tripoli.A Turkish transport hearing a few men and arms ind ammunition later arrived at Tripoli from Constantinople but was not molested on the ground that she had sailed before the Italian warning had been received.Italy in the meantime brought her army to the Italian coast where they had been placed on board transports ready to proceed so Tripoli or other points.A second squadron is destined for Salonica.Yesterday Italy presented an ultimatum at Constantinople announcing her intention of occupying Tripoli and Cyrene and demanding that within 24 hours Turkey teply that she would not offer a resistance to this plan. The Turkish cabinet met last night and to-day sent a Tepl to Rome in which she sought a hy for further negotiations. The reply was considered by the Italian ministry this forenoon and found unsatisfactory. The declaration of war followed.SENSATION * AT WASHINGTON Created by the Declaration of War by Italy Against Turkey.- Washington, Sept.20—The declars- tion of war by Italy upon Turkey, coming as it did with practically no notice created a great sensation in official Washington. The State Department had felt reasonably confident that the other signatories to the Berlin ‘treaty, which fixed the status of Turkey, would be able to bring combined pressure to bear upon Italy to divert her from her purpose to selte Tripoli. The only conclusion that could be drawn from the developments of the past 24 hours was that what has happened is only a natural sequence of the Franco-German-Mo- rocco negotiations, and that all along it has been understood tacitly that Ttaly would be given a free hand to deal with Tripoli in return for refraining from intervening in the Moroccan dispute, although her interests in the country of the Moors are quite ay important as those of any of the nations of Northern Europe.Indications are that the United States will keep clear of the present struggle for domination in Africa if that is possible. It is distinctly asserted at the State Department that the United States has absolutely no political interest in that part of the world.Late this afternoon the State Department received an appeal from Oscar Straus, formerly American Ambassadar to Turkey, to intervene between Italy and Turkey.Mr.Straus’ application was based upon Article III of The Hague convention, of which both Italy and Turkey were signatories, This article follows : “Independently of this recourse, the signatory powers recommend that one of tore powers, strangers to the dispute, should, on their own initiative, and as far as circumstances may allow, offer their good offices or mediation to the states at variance.“Powers, strangers to the dispute, have tbe right to offer good offices and mediation, even during the course of hostilitiés.: “The exercise of this right can never be regarded by one or the other of the parties in conflict as an unfriendly act.” | No official statement could be obtained from the officials of the State Department as to ‘what disposition would be made of Mr.Straus’ sugges: tion.Extreme caution must characterize any attempt at mediation, for notwithstanding the declaration of Article 111 that an offer under this article cannot be regarded as unfriendly, it is a fact that heretofore, with one exception, the State Department has aweited some intimation from one or both principals in « dispute that ith good offices: would be welcdme.po , = sheds in the employ of the Dominion Transport Company, refused to work, others having joined them but only in small numbers” The striking men are asking an increase of five’ cents per hour, from 20 cents and upwards to 25 and 30 cents an hour. The transportation compaties are experiencing little annoyance today.es- terday the Allan Line had to take its own longshoremen to unload freight from cars in order to get the Virginian out of port this morning, and the, Canadian Pacific Railway dock was exceedingly quiet, although freight was piled high everywhere. This morning the men came down to the foreman in a body and reiterated their demand for a straight 25¢ per hour, and refused to work for anything less.Their demand was not accepted and most of them left the wharves. Some have the clever principals being supported by a chorus of ladies and gentlemen, every member of which is capable of doing solos.Mr.Ott feels highly elated over having secured a play of such merit and in finding artists se thoroughly suited to the work in hand, Everybody will want to see him in this production, as he is conceded to be one of the very few really great comedians.Auditorium next Thursday and two following days, matinees Friday and Saturday.Popular prices will prevail, as heretofore.THE SEASON'S EVENT.Such a remarkable attractions as the visit of Gatty Sellers, solor organist at the Queen's Hall concerts, London, and King George's trumpeter, Wm.Short, principal trumpeter to the King's private band and state con- THE QUEBEC CHRONICLE.certs, Buckingham Palace, cannot fail to cause much speculation as to what the program will consist of.The coronation music, which they are to perform, includes the coronation marches of Sir Edward Alger, Frederick Cliffe and the special trumpet fanfares arranged by Sir Frederick Bridge and Dr.Borland, for the coronation. Also the chorales sung at the coronation service. In addition to the trumpet and the full resources of the organ, a set of cathedral chimes will be used in conjunction with the instruments just mentioned at the coming performance.Needless to say, with such a combination a magnificent ensemble will be produced. They bave had immense receptions in Europe, whilst the King's trumpeter before, the coronation crowded out Australia’s largest ballf, the organist having siso filled to excess with overwhelming audiences United States cathedrals on his last tour there.Canada, therefore, is not likely to be behind hand in this respect, and a great reception will doubtless be waiting England's famous musicians at St.Andrew's Church on October 3.: CHALMERS’ CHURCH.‘The pastor will occupy the pulpit at both services next Sabbath. In the evening he will speak on “The Place of Reason in Relation to Faith.” At the morning service Rev, C.E.Cameron, D.D,, will speak on “Some Interesting Features in Our French Work.” QUEBEC CENTRAL RAILWAY CHANGE OF TIME.On Monday, October 2, the fall and winter schedule of the Quebec Central Railway will be in effect. The morning train for Portland, Sherbrooke and all local points will leave Levis as usual at 8 o'clock daily except Sunday. The New York and Boston express will leave Levis at 3.30 p.m.daily.‘This train will carry a through Pullman buffet sleeper for New York.CANADIAN NORTHERN QUEBEC QUEBEC & LAKE.ST.‘JOHN ’ RAILWAY.Our readers’ attention is called to the time table of the Caradian North ern Quebec and Quebed & Lake St.John Railways, which becomes effec: tive on Sunday next, the 1st October, the new time going into force at midnight, Saturday, 30th September, on the Canadian Northern Quebec, and at noon October 1st, on the Quebec & Lake St.John.Children Ory FOR FLETCHER'S CASTORIA The Cigar of quality.“ “ good taste.“ that is well made smokes well, burns well.is mild.has a good shape.is made of Havam is in good conditon.guaranteed by the maker, H.D.Remember the name.tohacco, These are the qualities of the famous La Delicia vigar at 10e, Barry.LA DELICIA America.Seats are selling fast at the Auditorium.mere VENICE AT QUEBEC Riviere Lairet.Jacques Cartier Park —— — All lots in Jacques Cartier Park are watered by the The only property in Quebec which has a real speculative value, Situated a few feet from the new Drouin Bridge and opposite the new market, 600 lots are now for sale upon easy conditions. For all information apply to th undersigned, Rl C.J.LOCKWELL, President Manager.88 St.Peter Streot pt 0 ait real value $1.68, We Give 5% For Cash Can only be attained by the * Si constent showing, of NEW MODES Every day is like an “Opening D-ay” in our Millinery Salon, as we Our own productions are as ncar like always importing and creating something new .Paris Hats as is possible cause we have imported our own mat erials, therefore the Color-Com tions as well as styles are Parisian.Le , Prices for trimmed Hats range from $8.00 to $60.08 ° Untrimmed Hats from $1.50 to $15.00.Suits, Coats and Dresses for MISSES, GIRLS AND JUNIORS, In The Dress Goods ‘ , We show an unusual assortment of Double Face Scotch and Eng!
