lice\u2014Told the Tale Without Emotion \u201c raed Montreal, Nov.22\u2014John Cummings, the man who was arrested this morning for the murder of his young wife by shooting her on Chatenuay street last night, made a clean Pret of the matter to Chief of Detectives Carpenter this evening and confessed that he had done the deed.In the ceil which he is occupying at the Central police station he detailed to the chief all his movements after 4 o'clock yesterday afternoan up to the time when the fatal act had been committed and he fled, after himself lay- ing his wife down on the pavement and hearing her reproachful words: \u201cOh, John, what have you done?\u201d \u2018This confession was a complete somersault in relatÿpn to the man\u2019s at- Jitade in the morning, just following is arrest in the restaurant in which he was employed when, in the presence of a band of newspapermen, he categorically denied any knowldegs of the murder and otherwise accounted for his movements.Not once during his confession did Cummings show amy -frace of e-gotion and he told df the murder as 5 it had deen piled or- wife quarreled and separated, following the arrival of the wiie\u2019s mother, aho declared that he (Cummings) + hed been married in Scotland before marrying the murdered girl and that hé had a wife and child living on the ofliér side.Cummings denied this, bof stated that he was & ven out of his house and estranged from his wife on account of the mother-in-law\u2019s story.He said that since then he had been boarding at different places and doing odd jobs at different times.Yesterday he was working in a St.James street restaurant and had a room there.On leaving work he went to a house on Torrance street, where he had been boarding previously, to get some clothes.He found the people out and passed the time visiting several bars.Returning an hour later the people were still out and he had several more drinks.Then he thought he would go\u2018to the home of his wif¢ and mother-in-law on Chatesuguay street to get some things be had left there after the quarrel With his wife.Passing Centre street he saw his wife walling with a young man, and mad with jealousy, he followed the couple, and, drawing his revolver, fired two bullets into the woman.She fell towards him, while the young man fied.He caught her and laid her on the pavement, and then, seeing that she was dead, took to his heels.He returned to the restaurant but the police traced him and - affected his arrest this morning.C.N.R.BUSY.Toronto, Nav, 22.\u2014Steel is laid to a point 61 miles west of stumbled and fell under a train which was under way for Quebec.Dr.Morrissette attended to his injaries and he was brought to Levis and placed in the Hotel Dieu, It was found necessary to amputate the leg below the knee, the operation being performed by Doctors Roy and Ladricre.The unfortunate man also received injuries about the head, but he was reported yesterday to be much improved PREPARING TO MEET HS FATE Youthful Wife Murderer\u2019s Career Nearing an End\u2014Dis- plays Wonderful Nerve.Richmond, Va, Nov.22\u2014Henry Clay Beattie, jr., the youthful wife murderer, to-day received the Sacrament of the Lord's Supper.He professed religion and tuld his spiritual advisers that he faced the unknown with equanimity.Although Beattie is subdued in demeanor, the wonderful nerve that thus far has sustained the condemned man has not deserted him.The Sacrament was administered with all due solemnity in the death cell in the penitentiary this afternoon.Rev.John I.Fix, the Presbyterian minister, who has labored with Beattie since his condemnation, officiated, assisted by Rev.Benj.Bennis, of South Richmond.The only other person present was the prisoner's aged and broken-hearted father.The vigilance of the death watch was not relaxed during the ceremony, \u2018 although the guards withdrew to the corridor.Reports that Beattie\u2019s iron nerve had brokén have been disproved.During the desperate effort made for a new trial and for a reprieve at the hands of the Governor of the State, the high tension under which ees lingey how same | i eiche wed in ou the i he hours paid a short visit to the Governor in a final despairing effort to gmin the Governor's interference.It was unavailing.Governor Mann will let the law exact its toll, unless within the few hours before the younger Beattie is led to the death chair he should express a change of mind.This is regarded as almost outside the range of possibility.Invitations have been sent to the twelve witnesses who will compose the jury in the death chamber Friday morning.Under the law the witnesses must present themselves at the prison before 7 o'clock on that morning.Shortly thereafter Beattie will be led from his cell to the chair.Within ten minutes at the most, the jury will be teooping from the chamber of death.The same mails that bore the invitations to the witnesses brought more than one hundred letters to Governor.Mann.Some of the writers commended his policy of non-interference with the mandate of the: law.Others hysterically called upon him to intervene.To none of them was any attention Nov.22.\u2014The one real event today in the House of Common was Mr.Monk's getting to his feet.He did not, however, get down to business.Adjowrnment comes automatically at 6 o'clock on Wednesday, and the Minister of Public Works had only begun to feel for his subject when time was up.He paused, indeed, in the very act of a smart interchange with Sir Wilfrid Laurier.! For the rest, there was a desperately wearisome speech by D.D.McKenzie, of Cape Breton, a remarkably promising speech by Mr.A.De.Foster, the member who defeated Sir Frederick Borden, and a very clever speech by Mr.Michael Clarke, of Red Deer.Mr.MecKenzie\u2019s speech fell into three parts\u2014reciprocity, tariff commission and navy.On the first of these he merely re- yreated such Liberal arguments as had taken his fancy in the campaigh.As for the tariff commission, he feared that it would dominate the Government, and, in turn, be deminated by the \u201cbig interests.\u201d Mr.Foster was amusing, pointed and brief.He rallied Mr.McKenzie on his rapid changes on the tariff issue.He rapped Mr.E.M.Macdonald for his unblushing use of bribery by public works.He protested against the blue ruin cry now being raised in Nova Scotia, incidentally speaking generously of the West.He dwelt to some extent on the reciprocity issue.Dr.Clarke spoke cleverly, ascribing the whole prosperity of Canada to the Liberals, and talking free trade.Mr.Monk's earlier passages were marked by a fresh proof of Liberal anger.He passed some of the usnal compliments with his adversaries, his remarks not passing the bounds of parliamentary speech, and some of the Liberals hissed.This very usual demonstration has occurred twice this session.The Minister of Public Works adverted to the peevishness, a man reaches a certain age, leads him to think he alone is right.He denied that Canadfans in rejecting reciprocity had been moved by sentiment alone.There also had been a calm and judicial weighing of all the conditions of the agreement.Any prejudice which had existed had been due to the leader of the Opposition, who had seen a diminution of his power in his own province.Sir Wilfrid Laurier had started long ago a campaign in Quebec that he alone was in a position to protect his compa triots against the encroachments of the Conservatives.Mr.Monk traced the decrease of Sir Wilfrid Laurier's influence from his failure to keep his promises to enact remedial legislation for the Roman Catholics of Manitoba.The next shock was in connection with the Autonomy Acts of 1905, when Sir Wilfrid Laurier had once more abandoned the minority.Mr.Monk was proceeding to deal with Sir Wilfrid Laurier\u2019s naval policy when the House adjourned.In 1902, he said, Sir Wilfrid Laurier\u2019s attitude at the conference had been loudly applauded.So had his attitude in 1907, when he refused to co: operate in Imperial naval defence.Yet he inaugurated a naval policy before the people had an opportunity of expressing their views.Sir Wilfrid Laurier insisted that in 1902 he had declared that Canada was willing to take up naval, as well as land defence, and he and Mr.Monk disputed the point until the adjournment occurred.DEBATE A.uRESS FINISHED IN THE FEDERAL SENATE (By Canadian Associated Press.) OTTAWA, Ont, Nov.22.\u2014The Senate beat the Commons to the finish in the debate address by winding it up this afternoon.Five Senators spoke, Tour of them being Liberals, and all had a little to say about the recent election.The only man who expressed satisfaction with the result was Senator Poirier.Senator William Ross of Halifax regretted that there was neither Presbyterian nor Scotchman in the present Government.Senator Poirier advocated some attention being given to the valance of trade.The national policy had steadily reduced the size of the adverse trade balance until i in 1895 the trade balance became favorable, exports exceeding imports.The Liberals, he said, came in and the adverse trade balance came with them and has grown to immense size.This was a dangerous condition.It meant that money was being sent out of the country which should be kept in Canada.Two poor crops would stop depositing in banks, start withdrawals and shake the banking and financial system of the country.The government should speedily take measures to advert this danger by restoring trade to a favorable balance.The proposal to give more generous aid to encourage agriculture was commendable.The Government should give some aid to intellectual development, as did other countries.Literature, arts and sciences were promoted by all the countries of the world by money grants.The Canadian Government could | make a beginning by paying the travelling expenses of members of the Royal Society of Canada attending the annual meetings.Senator Clouin discussed the elections exclusively and Senator Campbell was not in favor of the appointment of & tariff commission.Choquette deplored the absence of a portfolio holding Minister from the Senate, who thought there should be two, one held by sn Englishman, and the other by a Frenchman.After Senator Choquette's address the Senate adjourned.s TH i THE KANSAS TAR PARTY % Nearing End\u2014Case nd\u2014Case May Go to Jury Today \u2014 Only Two More Speeches\u2014_\u2014\u2014\u2014 Lincoln Center, Kas, Nov.22.\u2014 With only two more closing argu ments to be delivered, it seemed probable to-night that the \u201ctar party\u201d case would go to thé jury to-morrow.The testimony was completed shortly after noon to-day.A recess of two hours was then taken while the judge prepared his instructions.Prosecutor McCanless completed his address before adjournment.At a night session, Col.Donald Ritchie and Z.C.Milliken spoke for the defence.J.J.McCurdy and A.N.Hawkes, representing the defence and the State, respectively, will speak \u2018to-morrow.Attorneys for the defence regard the judge's instrue- tions were that the defendants might be found guilty of aiding and abetting in the crime, even though they were not present.But the mere fact that the defendants had talked with the assailants of Miss Chamberlain regarding the contemplated attack was not in itself sufficient ground on which to base a conviction.The court room, which was half filled this morning, was crowded when Prosecutor McCanless began to speak.Many persons brought their dinners with them in baskets and remained in their seats during the recess prior to the night session.Miss Chamberlain occupied a seat near the jury box where she had a full view of all the jurors.Her mother was with her.The three defendants, A.N.Simms, Sherrill Clark and John Schmidt, also switched their chairs about so they faced the jury.Simms\u2019 wife sat by his side.The other two men were unaccompanied.When County Attorney McCanless began speaking Ricord, who roams the interior of the jail in the court house, because he is the only occupant, threw a shovel full of coal in the stove and went over to the front door to listen.As the speaker's voice became louder, New Orleans & Texas Pacific Railway Company declared today an extra dividend of 2% per cent on the common stock.The company also declared a semi-annual dividend of 3 per cent.on the common.which is an that tbe Mayor in- : tends to submit two nodes of assessment at a plebiscite to be taken simultaneously with the nexe elections.It may be confidently aserted, as we foreshadowed some weeks ago, that one of the alternative schemes pro- : vides for the continnation of the present system of taxation with the change that the rate will de reduced from 1734 to 15 per cent.The other contemplates the assessment of real value at a rate of or below one per cent.of the same.This, no doubt, is one way of settling the matter, Lut it seems to us ; that there should Be plenty of time i in the interval and very important meeting of the Civic Finance Committee was held last evening to consider the advisability of the city purchasing the Exhibition grounds, which was practically decided upon.Ald.Cannon presided and those present were Mayor Drouin and Ald Verret, Pouthot, Lockwell, Trudel, Gosselin and ote.A letter was read from the Quebec Exhibition Company, stating that they valuer their buildings at $96,776 while the city\u2019s expert, Mr.BE, T.Nesbitt, valued them at $73,843.Aecording to the optiun given by the company to the city, the former is willing to sell their buildings at SO per cent of the value.The land, according to the Aasietant Engineer, Mr.O'Donnell, consists of 3432,108 feet, while the company is willing to dispose of at 4 1-2 cents a foot, or $154,444.86, which, with the sum of $36,921.50, which is the 50 per cent of the valuation put on the buildings by Mr.Nesbitt.amounted to $191,366.36.The Committe was disposed to purchase the property if the Provincial Government was willing to vote a grant to a yearly exhibition, as it did Jast year.Mayor Drouin informed the Committee that he had succeeded in having an interview with Premier turned and buried her face on the shoulder of her attorney, sobbing convulsively, Court was adjourned, and a physician attended the woman, who soon regained her composure.The trial was then proceeded with, but testimony as to the shirt was waived.Thereafter Mrs.O'Shaughnessy was calm and collected.The killing had its origin in O'Shaughnessy devoting his attentions to another woman that his wife and the defence is that the wife, while in a delicate condition, became mentally unbalanced, hy reason of \u2018her husband's treatment of her, and shot him.Since the shooting a child was born to her in prison, but died.Shortly -after the shooting the woman made a confession, which was introduced in evidence today.Mrs.O'Shaughnessy said that the reading of letters from a girl named Jessie Hayes, to her husband, having driven her crazy.A pathetic portion of the confession said that Mrs.O'Shaughnessy, after the shooting.prayed that her effort to kill would be unsuccess- fui: then she prayed for Building Up the Dominion of Canada\u2014Figures That Tell Great Talea Montreal, Nov.22\u2014That the Canadian Pacific Railway is doing all important work towards the building up of the Dominion pf Canads is shown by the figures with regard to the colonization operations of the rail way for this year.According to statements made yesterday the Canadian Pacific Railway since the first of the year have carried from Great Britain to this country over 150,000 new settlers, the actual figures for the ten months from Jan.1 to Oct.31 are 146,119.Putting the number of new settlers brought nto Canada during November at the conservative estimate of 5000, the figures for the year up to date climb up to over 150,000.This represents only the actual paid transportation.If the number of children carried free is taken into consideration, it is not too much to add \u201820 per cent to the figures\u2019 given, which would increase the C.P.R's colonization figures for the year to the astounding total of over 175,000.These figures are unprecedented.Never before in the history of the C.P.R.have they carried such a traffic.Not only has a new record been set, but the best previous record, that of last year, has been beaten by nearly 25000 people.Compared with the record of 1909, the difference is still greater, the increase this year being nearly 65,000, Of the 175000 new settlers brought into Canada by the Canadian Pacific Mr.R.Miller, assistant superintendent of terminals of the railway at Montreal, statts that fully Æ per cent went straight through to western Canada, 20 per cent of the rest settled in Ontario and Quebec, and the rest drifted across the border.Most of the newcomers were fairly well supplied with cash.In fact it is estimated that in ready money and personal effects,
