Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. Entertaining Concert at the Auditorium Last Evening\u2014 Large Audience Present.Paul Dufault, the Canadian singer, was greeted with a large audience at the Auditorium last evening.Those who heard him were more than pleased with his rendition of a selection of numbers, which showed that his beautiful tenor voice had not gone back, but had improved.Dufault took us wide range of selections, and it would be difficult to say which were the most appreciated.In all, there was the artistic appreciation and the same masterly rendering.If one could be pardoned for choosing out any of his selections, Discusses It at Some Length, Sp\u2014\u2014t Ottawa, March 7.\u2014The Senate today discussed at considerable length the bill ereating a tariff commission, In moving its second reading, Hon.Mr.Lougheed stated there bad been so much said in the other House about the bill that his explanation would be brief.- The bill proposed to authorize the Government to create a board of competent men to obtain information on the tariff.As to the need for a tariff there could bi: no possible doubt.Canada was developing and required public works which involved the expenditure of large sums of money and which most conveniently was obtained throtigh the customs houses.So there might be differences of opinion as to revenue tariff or protective tariff, but both parties were committed to the maintenance of tariff of some sort.If there was any movement for abolition of tariff it would have come to à head during the time of the late Government.However, both for the purpose of revnue and the promotion of industrial life, some sort of a tariff was-essential for Canada.It was desirable therefore to have the best sort of a tariff.In the past tariffs had been largely influenced by pressure from one source or another.It was desira- \"ble to deal with it so far from outside Influences as was possible.Therefore it was proposed to create an independent commission whose duty it would Be to make & thorough inquiry into industries and report to the Minister of Finance.If there were to be tariff walls it was desirable to have them built as fairly as possible for all.That was what the Government proposed to do with the assistance of this commission.Sir Richard Cartwright congratulated Hon.Mr.Lougheed upon his candor in stating that the purpose of the commission was to enable the Government to put up this tariff.Hon.Mr.Lougheed said: \u201cMy hon- rable friend must have misunderstood me.I made no such a statement.\u201d Sir Richard said he had so understood, but whether that had been said or not there was no doubt but that is what would happen, Talk about taking the tariff out of politics was claptrap.It always had been in politics and would continue to be a burning political question as long as Canada is Canada.A proper commission to enquire into the tariff, he would approve of, but this proposal of the .Government seemed to him as un- \u2018\u201c necessary and tmischievous.- It was a design to place a screen between the public and the Government.\u201cI have no doubt but that the tariff commissioners will be agents and tools of the manufacturers to whom the present Government owes its existence and to whom I suppose they now have to pay tribute.\u201d Sir MacKenzie Bowell said any proposal to take the tariff out of politics was absurd.In the last election the Conservatives had promised to create a tariff commission and now proposed to do so.He did not agree that the tariff commission would be the representatives of the Manufacturers\u2019 Cement Company, Limited.The occasion was the annual meeting of shareholders.The chair was occupied by the president of the company.the Hon.W.C.Edwards.It was in moving the adoption of the report which has already been published that Senator Edwards vindicated the management of the company.No company had ever been the nb- ject of so much unjust criticism and so much unfounded hostility as the Canada Cement Company.The statement had been made that the company was being run in order to furnith large returns to the gentlemen who promoted the company.The present management had nothing to do but to manage tiie company in the interest of the shareholders and he denied, most emphatically, that the company was directed in the interest of any capitalist or group of capitalists.Proceeding to speak of the policy and of the price of the company\u2019s product, the chairman said that the Canadas Cement Company, Limited, large as it is, is but one out of fifteen or sixteen cement companies in the Dominion.He declared that the aim of the company was to unify the price of cement in this country, This had already heen done east of the Great Lakes.On account of the recent coal strike, which obliged the company to import coal, the price west of the lakes was scmewhat higher than in the east and would probably remain so.Mr.J.M.Milbourne, vice president of the company, slso defended the
