New York, May T—The American Steel and Wire Corporation was a partner to pool agreements with other manufacturers ‘whereby prices on U.S.Government bids were fixed and the business divided among the poo! members, according to testimony given to-day at the hearings of the Government suit tn dissolve the corporation under the Sherman anti-trust law.The testimony was ‘given by Samuel J.Bailey, of the office of E.E.| Jackson, “supervisor” of the famous wire pools, whose members were indicted and fined a year ago.Bailey acted as secretary of the Horseshoe Manufacturers Association.one of the seven pools, and explained in detail to-day how the horseshoe business of the country was managed. The evidence was introduced by the Government in support of its contention that the American Steel and Wire Company was itself an illegal combination. In brief the rules fixed the price per keg at which all members of the association should sell horseshoes, prices being changed when necessary, the witness explained, at monthly meetings. Each member was sllontea 8 certain percentage of the business, and in case his sales at the end of the month exceeded his allotment he was to pay cash into the association equivalent to the amount of the excess. If they were less, the association was to make up the deficiency by cash payments to him.A deposited penalty of $1,000 was provided for violation of the rules.Cross-examined by David A.Reid.Bailey said that the pool was broken up in March, 1909 by the withdrawal of the American Steel snd Wire Company.“How long did the pool last after that?” asked Mr.Reid.“About one minute,” replied the witness. To his knowledge none of the members of the executive of the Steel Corporation hud ever knowledge of the pool, he said, and none ever attended its meetings.BREAK UP OF THE ICE.Campuellton, N.B.May 6—Everv- body here has joyfully witnessed the breaking up of the ice here last night The river is now clear down to the bay.CL Two steamers which were waiting outside came in port; the Marken, Rotterdam, which will ggke a cargo of lumber, aid the Canada, of the Campbeliton and Gaspé Steamship Company, which having recently left Quebec and stopped on hyr way down at several ports.will now resume her regular service from here to Bay des Chaleurs and (Gaspe.coast points, leaving Campbellton ‘every Wednesday and Saturday at 6 a.m.Gaspe Basin was still covered with ice when the Canada passed there, Lut it in expected it will be clear this week.A LA CARTE SYSTEM ON L C.R.DINIG CARS.New Method of Service to Go lato Effect With the General Change of Time. With the summer change of time on June 2nd, the Intercolomial Railway will make an important departure in its dining ear service.Hitherto the very excellent meais on the diners of the Government Railway.the praises of which have been sung by many epicures, have been served table d'hote. In order to keep pace with the public demand.the management have decided to adopt the a Ia carte system of service, as being more suitable to the needs of travellers, who can thus order whatever the appetite dictates, without being restricted by any prescribed menu. The change will be gladly hailed by most patrons, fot the same excellence that has made the 1.C.R.dining oars famous in the past will prevail in the future, The Intercolonial has speeial opportunities for procuring the very hest that a fertile and productive country ean supply in the way of food, and it can be confidently assumed that on the dining cars attached to the through Ocean Limited and the Maritime Express, the meals will be more than ever a pleasant feature.HOLEPROOF.Standig far above all other late inventions for comfort and convenience is “Holeproof Hosiery.” That long negelcted and overworked member of anatomy, the human foot, has at last come into its own, through the manufacture of “Holeproof Hosiery.” This hose is made of the scitest yarns, in various weights, and many besutifal colors. To the foot 1t feels like silk, but it wears like woven wire.In fact.Holeprool Hosiery wears so well thet we guarantee no holes for hali a year.Just Think shat this mesns—never 8 Yole in your stockings, ; First of all, it means comfort for tired, calloused feet.Secondly, it means the saving of hours each week spent in the arduous task of darning.Thirdly, it helps maintain sn even temper, in that the wesrer always knows, wherever he or she may Le, and under whatever circumsinnces, the stockings are in perfect condition.Holeproo! record of this race in point of numbers recahed last year would be surpassed.particularly as the entry of 1911 had the very suh- stantial support of the powerful Hildreth stable.IMMUNITY FROM TYPHOID Dry Goods Merchants and Grocers 215 St.Joseph St.and 70 Crown St.THE 1 WILL PORTHEUF QUEBEC CHRONICLE, COUNTY REJECT Premier Gouin? Is Quesition Politicians Are Asking Each Other These Days. The political contest in th: County of Portneuf, where the Provincia Premier, Sir Lomer Gouin, is oppos- od by the young Coposition candidate, Mr.Edmond Chasse, is becoming so close and interesting that leading politicisns, mot only of Quebec city, but in Montreal and various other sections of the Province, are now asking each other if the County will reject Sir Lomer. No other contest in the present election is causing more interest than the fight going on in Portneuf, where it was thought Mr.Chasse would have no conceivable chance of election. The contrary is the case, however, which is à strong indication of the change of sentiment in the minds of the electors in general all over the Province, that signifies defeat of the present Liberal administration.Three weeks ago when it was given out that a young newspaper man named Edmond Chasse would oppose Sir Lomer Gouin in Portneuf, politicians within both the Liberal and Opposition parties seemed to be amused, and did not seriously entertain the announcement, let alone the possibility of Mr.Chasse being able to save his deprsit. The inevitable, however, has come to pass.Mr.Chasse is not only opposing the Prime Minister and putting up a good fight, but the young candidate is now surg of victory.Sie Lomer Gouin does tot contradiet Mr.Chasse’s prediction, by his conduct in secking another constituency, St.Johns, Quebec, where he is sanguine of election, but judging by appearances, he may lose both counties, and this is the opinion of many astute politicians.Mr.Chasse arrived in the city yesterday from Portneuf to consult with the Opposition leaders and returned to his battle ground last night to be present for nomination. While in the city Mr.Chasse in a talk with a member of the Chronicle staff on the subject of his fight said : “In my opinion, founded on facts, | feel that La Vigie and Le Soleil are destined to receive the greatest surprise of their respective lives. Both these papers at first ridiculed my opposition candidature to Sir Lomer Gouin, and predicted that 1 wouldide defeated by 2.500 votes.Since then they have been less sanguine and placed the Premier's majority at 900.Sir Lomer Gouin, not quite so sure, said at the St.Roch meeting last night that his majority in Portneuf would be 80% Now I will tell the Soleil.the Vigie and Sir Lomer Gouin that I will haee the proud honor to defeat the Prime Minister of Quebec on May 15th by 300 majority, and pot one vote less, and when I enter the Legislative Assembly to take my seat, | will find à place at the right of the prospective Speaker, and if Sir Lomer is elected for St.Johns he will find his place reserved for him on the left of the Speaker, which was heretofore occupied by Mr.Tellier.In your newspaper experience you have come to learn that there are many ups and downs in life.Sir Lomer Gouin has had his ups, and is now destined to his down, while Mr.Tellier wili have his share of the ups as the people's champion, and not their master and dictator.“The Vigie and Soleil were kind enough to go out of their way to state in their respective columns that I was given a very poor reception at the joint meetings held on Sunday last at St .Basile and Pont Rouge.I wili tell them that they disturbed the truth, and their lying misrepresentation of facts will do me more good than harm in the County of Portneut.1 will also say for the benefit of the public and in justification of my candidature, that I Teccived as enthusiastic reception from the electors of Portneuf at these meeting as Sir Lomer, if not a trifle better.I have no desire to belittle the strength of my esteemed and zugust political antagonist, who besides his ability and oratorieal powers, is a gentieman «of prestige, but notwithstanding his gifts and his prestige, | mean to defeat him and I will, with the aid of my majority which the electors of Portneuf will give me on May 15th, “Since I entered into the cuntert, | have addressed twenty public meer ings.and still have ten others to address, and you may depend ¢hat 1 do not intend to stop until the clection 1s over, as | have made up my mind to work without inteemission from now on until the close of the polis.“On Monday last 1 addressed a large meeting at Pointe aux Trembles and another at St.Agathe, and yesterday morning again appeared hefore the electors of Les Feureuils, and at all three meetings received a most flattering reception.“To-day | will meet Sir Lomer Gouin at Cap Sante, where we will discuss the issue in comroversy, an@ expect another: such reception as was accorded me at the previous meet ings. After nomination 1 will spend the balance of the time addressing the elcetors and other work to ensure my election.which | now feel is certain, and when | return to Quehec on Wednesday night of Thursday of next week, 1 will come as the elected candidate, with the honor of having defeated the Prime Minister, as I have already said, by a majority of 300 votes.” Ît was rumored last night in political circlea that Sir Lomer Gouin in dread of defrat in Portneuf had tete- graphed to Montreal for speakers and other assistance to come
