Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

as the united welcome would have no such phase either. The list of history, that is making itself just now for all of us, has no party politics written even between its lines, to frighten either the wildest or most bitter partizan.Canada’s chance has come; and Quebec, with her own chance in hand, can surely have no hesitation in rallying to the call for united action in a matter of- this kind.We place the suggestion in ‘the hands of Mayor Drouin ‘ and Mr.William Price, thruogh whose influence a meeting might be called at an early date, to formulate a programme, in which both political parties would lay aside their differences for the moment, if not for longer, for the good of Quebec, and in which every citizen, French-speaking and English-speaking, could heartily join in one acclaim. When Mayor Drouin was first elected to the high office he now holds, there was a laying aside of all party preconceptions.Quebec can do the same thing again.now that the general civie interest demands attention and advancing. We are not all prepared as yet, perhaps, that the naval exploitation, i : which the Liberal Premier Mr.Asquith and the Conservative Premier Mr.Borden has in hand for the henefit of the Overseas Dominions coming into closer relationship with the Motherland, is likely to escape the maelstrom of our secondary political differences; but we are all agreed—on the plea of our loyalty as British subjects—that the evolution in sight should have a path-way made for it, unincumbered by misunderstandings of a trivial local nature.A challenge was laid at the door of our Quebec citizenship the other night at the banquet given to Mr.| Monk, in which Liberals and Con- servatives united to do honor to the | Minister of Public Works. Can there ll | be united action in our reception of KN | the great Liberal leader the Right | Hon, Mr.Churchill, and the great | Conservative leader the Right Hen.Mr.Borden, coming with the message in their hande—a message of consolidation for us all, in which there je no trace—none whatever— of party politics?PROPORTIONAL REPRESENTATION.When Lord Grey was in Canadas he broke the record of Governors- General, at least those of them who have run away from political questions, into “platitudinous generalities,” as be called them.He was taken to task of course for having opinions on grast publle questions and dating to express them; and particularly for his views on the methods that previal ‘in our selection of parliamentary representatives.A resent less than half of the electors in the constituencies taken as a whole.Lord Grey claimed that in Canada this question of unequal representation had not as yet worked its way out of the academical phase. But now that France has provided a remedy, some of our Canadian practical politicians may be inclined to give that remedy some attention, even if nothing very practical result from it for some time in Canada.THE CARTOONIST AS A FRIEND.There are many people who take no stock in the lesson the cartoonist has to give; they knew it all beforehand, and .are content to lay aside his humorous embodiment of the lesson after they have had their laugh over it.THe cartoonist on the other side of the line is working overtime at present, and the specimens of his art, re-printed in this month's Review of Reviews, indicate how far they fall short of the true cartoonist’s art.A pictorial caricature has in it as much of a kick-back on the cartoonist himself who shows his ill-will in the making of it, as it has of a kick-forward for the political situation he would advance. And it is here where the cartoonist of the United States, especially during such a campaign as is on just now, fails to reach the higher classic phase of the éartoonist’s art.The artists of Punch are at the head of their profession, and during the short regime of our own Grip, a fairly successful following was made in the wake of their productions. The Star's artists have been for years back at the head of their profession in Canada; and it is only when there is an adopting of the somewhat vulgar phases of the electioneering cartoons produced in the United States, that the Canadian cartoonist fails to rise to the standard of the Montreal Star's well-known artist, Mr.Arthur Racey.Comparisons are odious even to cartoonists; and it is not for us to classify our Canadian cartoonists in point of artistic merit. What we would say to all of them is this: Steer clear of the hoodlum phases of too many of the cartoonists of the United States and the continent of Europe.A cartoon should not be drawn to anger any one—not even the person who forms the prominent figure in it.The smile or laugh it produces should be inmocent of personal or party bitterness. The artist himself should not tet hatred tip his pencil-and to this point Mr.Racey has educated himself, as has also Mr.Maconnell very nearly. For instance, who was not pleased with the cartoon in a late number of Punch of Mr.Borden apparelled, as a knight errant of ancient times of~ fering his services vo Great Britain or who did not see the humor of the situation in the cartoon which represented Sir Wilfrid Laurier from the end of the roadway watching with unessy eye the srm-in-arm figures of John Bull and Mr.Borden disappearing at the other end of the street. And no one will say, unless he be very Ill-natured, that Mr.McConnell has not given evidence of possessing the penell of the true car- Montreal | toonist in the drawing of his which | ‘mas.who is.returned by « small me- Le published on Saturday last, | The historic De Salaberry street is evidently not in such high favour with the: City Couscil as some other of our cross streets. Is the Civic Committee on Rosdways waiting for a requisition to be sent in from those whe live on it, to have its mixed sidewalks attended to, and its “mid- dls-of-the-road” properly graded and] : asphalted or bricked. The historic importance of the street should lead the authorities to have some interest in the thoroughfare, if its increasing traffic does mot, and to extend some compassion to its residents. It could be made one of the plessantest cross-streets in the town, if the will to do so wers not so slow to have more done for it than a mere digging up here and there at intervals, inconvenient even to the intermittent if not eccentric water cart.pers = Mr.Bonar Law is “premier designate” for Great Britain and Ireland. No man's word is considered to be of grester weight in Great Britain than his.He was born in the little town of Richibueto in New Brunswick, not very far from the other little town in New Brunswick which gave to the world a Sir Max Aiken; and he is now leader of the Opposition in the British House of Commons. He had better come out to Canida to hear for himself what some people are thinking of the late election in Saskatchewan as a side issue in favour of free trade and as opposed to protection in Canada or in the wider field of the British market.Protection for Great Britain, Mr.Law?You can hardly know what you are talking about! Look what ruin protection has brought upon the trade of Canada; even if it has saved her from being absorbed by Uncle Spm in his wide domain! Ne A Toronto gentleman, who has lately been on an extended visit to New York, tells us many pertinent truths about the aspects of that city's morality or rather immorality.“I hope Toronto will never grow to be called a Metropolis if its growth is to be productive of such open wickedness as is to be seen by the casual observer in New York. The population of ‘loose fish; seeking a living from unmentionable practices, is said to.be more than the population of Toronto or Montreal, or, as some say, of these cities combined.” , The letter, in referring to the religious side of the picture, * contains the statement that the great Cathedral of St.Jobn the Divime—designed to be the largest church in America —has only its chancel finished as yet; the said chancel having cost three million dollars. It is estimated that the whole cathedral when completed will have cost fifty millions. The writer of this letter was present at the morning service, where he found only about two hundred co-worship- pers, fifty of whom were evidently like himself visitors. The most of the wealthy pew-owners were evidently on a visit to the country, though it was Bishop Darlington of Pittsburg who preached the sermon on “Man's Personal Responsibility.” We may refer to that sermon again.mers Talking of the wickedness prevailing in New York, it would seem that France is suffering from a decline in her population, from the wicked giddiness of the age in which we live.It involves the objection to motherhood on the patt of the mother-kind of the human family among the “ladies of the period.” It is a subject which can hardly be dealt with in public print, though the review of Reviews has 8 whole page and more about what the French physicians agg saying about “Woman's Personal Re sponsibility” in this matter. And an article has appeared in I'Economiste Francais” which pleads for an arrest in the “Decline of the Birth-rate and the Prevention of the Depopulation or Denationalization of France.” The greatest thing in the world is love.So the late Professor Drummond has told us.Charity suffereth long and is kind, says the Bible. But there is a practices) charity, a practical loving and helping of one another, that can be spoken of out of church or a religious book, isn't there? And how well the accompanying verse tells us what that practical loving-kindness is, with no goody-goodness about its simple words, either.Get up the light of loving., And dress by the lamp of joy, And you'll want to go forth romping With the happiness of a boy.All day in the stress and struggle You will think of the kindly glow Of the light of the living purpose That helped you to gladden so.And out of your own heart's shining, Uneonaciously sare snd fest, Yoy will carry to some one's sorrow Your song and your cheer and swat, À ‘ {.Camping and Fishing Outfit Canvas Tents & Sleeping Bags Polding Camp Beds & Chairs Red and Gray Camp Blankets.Canvas Canoes.Oars and Paddles.Hunting Coats & Trousers.Sweaters, — AT — S.J.SHAW & CO.13 ST.JOHN ST.BANK OF MONTREAL OTICE is hereby given that a Dividend of Two-and-one-half per cent.upon the paid up Capital Stock of this Institution has been declared for the three months ending 31st July, 1912, and that the same will be payable at its Banking House in this City, and at its Branches, on and after Tuesday, the Third Day of September next, to Shareholders of record of 31st July, 1912, : By érder of the Boat, “i, V.MEREDITH, T General Manager.Montreal, 26th July, 1912.july 29xla.w.mon.to sept.3 £20 to 40 Per Cent OnOurlinties Stasc ISHOES à J.CILBERT & CIE L.48 John Atrous TYPHOID FEVER PREVALENT IN OTTAWA Ottawa, Aug.4.—There were 771 cases of typhoid fever reported in the city up till five o'clock this afternoon, the number reported to-day showing a decrease over the previous day.Today 42 new cases made their appearance as compared with 70 on Thursday and 80 on Wednesday.: Ne MONDAY, AUGUSTA.Ticket Agents.ra GARDEN HOSE ‘AND- REELS Lawn Mowers i .Grass Shears; - + Camp Stoves and Kitts, | f - of Agricultura} Tools of! all descriptions | ! Thoüsand Openings in New Towns Along the Canadian Northern, There has lately been published by Messrs.Davidson & McRae of Winnipeg, a booklet that we think is unique. It tells of three hundred townsites along the Canadian Northern Railway system, which afford unequalled opportunities in every business, trap’ and profession. Each townsite along the line of this railway is described as to position, population and present businesses, with a good general description of agricultural conditions, and land values, Appended to each description is a list of requirements, in businesses and professions, and thus the prospective Western settler may have an excellent idea of the town to which he is going, and valuable knowledge of what business openings there are at that town. There is an index to towns and cities, and also an index as to indus- ferent trades and professions are group together. The booklet has been produced in very attractive form, and is illustrat ed by several good photographs, and a map of the Cansdlan Northern Rallway, showing routes in operation; routes in construction, and projected lines.Such a booklet bears further testimony to the call of the West, repeated and emphasises every day.The opportunity of a lifetime should be siezed in teh lifetime of the oppor- unity, and any prospective Westerner should avail himself of the information contained in this booklet, a copy of which Messrs.Davidson & McRae will be very pleased to supply together with their expert advice on the Western situation.BISHOP'S COLLEGE SCHOOL, LENNOXVILLE, P.Q.The new board of directors of Bishop's College School, the executive of which is composed of: Sir H.Montagu Allan, G.V.O., chairman; J.K.L.Ross, Esq., vice chairman; Professor J.A.Dale, managing director; A.E.Abbott, Esq.; Major George R.Hooper, have decided to make the school buildings, both upper and prepara- ! tory, thoroughly up-to-date in every respect, They have entrusted the work to Mr.W.H.Davis, of the well- known firm of architects, Messrs.Hogle & Davis, of Montreal. The internal arrangements will be entirely remodelled; the class rooms will be large and airy, while special attention has been paid to making the dormitories bright and cheerful. In infirmary and sick rooms have been thoroughly overhauled under the superintendence of the medical officer of the school, and the parents may rest assured that this important department is entirely sanitary and up-to-date.A new changing and locker room, well heated, with bath room and shower baths attached, is a prominent feature in the upper school. The plumbing throughout will be new and absolutely modern. The museum, art room.music rooms, chemical and physical laboratory, the fine Bishop Williams’ Hall, the dining halls, master’s and matrons’ rooms, reading rooms and prefects studies have all been redecorated and improved. In the upper school there is a fire chute in each dormitory and a stand pipe on each flat, while there are staircases at each end and in the centre of the building. At the preparatory school there are two fire escapes at each end and a stand pipe on each flat. There is also a fine chapel, gymnasium, covered skating rink, carpenter's workshop and extensive playing fields, while the boys have the privilege of playing on the golf links adjoining the school In the educational department, the staff has been strengthened by the addition of a thoroughly well-qualified French master, conversant with modern methods of teaching, and special attention will be paid to this important subject, The teaching of mathematics, classics, science and English are in the hands of thoroughly well- qualified graduates, and the success of ali the candidates from Bishop's College School in the Royal Military College entrance examination this year, two of whom took very high places, speaks well for the sound education given at the school. The fine cadet corps and gymnastic teams are under the special care of an experienced instructor, who is at present visiting gymnasiums and schools of physical culture in the United States with a view to studying up-to-date methods, The outdoor sports are thoroughly organized, and are under the charge of a committee of which the headmaster is president and the senior master secretary-treasurer, They are however not allowed to interfere with the work of the school.A debating society, a science and photographic society, & musical society, and a detachment of Boy Scouts in the preparatory school form prominent features of out-of-school life, The household arrangements in both the upper and preparatory achools are under the direct and careful supervision of experienced mat- tons, The dietary is carefully and liberally planned ‘and is nourishing and varied, and the kitchens are thoroughly up-to-date, The headmaster, Mr.J.Tyson Willims, wha has been at Lennoxville since the end of the achool year completing arrangements for next term.has hrought out a series of illustrated pamphlets which ive a good idea «of the life at this well-known school.| P ALBANIAN RÉVOLT RESULTS IN ANARCHY London, Aug.4—A east of the Montreal River. The territory thrown open is of doubtful mineral value, The offices of the Department of Mines made a thorough examination in search of minerals, but although the nature of the district is favorable to the presence of ore hodies no discoveries were made. For some months, however, the business men of Cobalt and Haileybury have been urging the government to admit prospectors, pointing out that with the taking up of all the promising territory in the neighborhood of the Cobalt camp, prespectors have been moving farther afield. The townspeople believed that the New York, Aug.3.—Unaer iead of the Hill issues and a few other stocks wlich play an important part in crop mcvements, to-day's brief market sex.sion began with much promise to the, bull side.~ Activity in Northern Pacific and Great Northern was much in excess of usual dealings, the movement later spreading to certain’ of 2 | the grangers and the transcontinenta! group. In the final hour, when demand for these stocks had run its course, the list suddenly reversed itself, turning many material gains to maderate net losses. There was quite a deal of heaviness in such industrials as United States Steel, Amalgamated Copper and affiliated properties, while the hard coal stocks, which were prominent features of the preceding day's strong market, appeared to he under pressure.Among the specialties there were some more spectacular gains, in the Tobaccos, both on the Exchange and in the open market, ‘while National Biscuit was forced to yield à part.of its recent recovery.News of the day was wncommonly meagre, paitly by resson of the holj- day in London.Home advices again dealt chiefly with the agricultural situation, which loses none of its great promise as crops approach matunty. The commercial agencies were in accord respecting further trade expan- even though the week's bank clearings would indicate an arrest of business developments. The bank statement was the most featureless for some time.Actual loans showed a decrease.of about $2,750,000, while the cash gain was scarcely more than nominal. In fact, the only notable feature of the statement: lay in the exhibit of the banks and trust companies not connected with the Clearing ns whose loans fell off by over $4, Bonds were firm, i, large deal- lings in Atchison convertibles.Total sales, par.value, .amounted to $1,235,- 000.of United States Government bonds were unchanged on call, THE (Accounts Invsbigated ‘id Collected |’ ' C.W.WALCOT, STOCK and BOND BRIXER Member Quebec Stock Exchange.Government, Municipal and Rail way Debentures Bought asd Sold.Tol 377.98 St, Peter Strest QURREC.Buying .the most incoma safely is the problem of every Toyastercarry at all times.a variety of Investment Securities which have been carefully selected and spproved by ex- petts, znd éach of which has qualifications making it adaptable to the needs of some particular Investor.Write or Phone to .C.r.WALCOT.Bel} Phone 3033, P.O.Box 367: BOSSE&BANKS Steel Beams, Columns, Plates, Gas and Water Pipes, Contractors’, Municipal and Builders’ Supplies, Ma- * chinery and Other Specialties.GOARD OF TRADI SBUILOING, "+39 St.Paul St, Quebec.RY] ‘ NEW | YORK STOCK: EXCHANGE Quotations on the N¢w York Stock Exchange ai reported ‘through Brugens & Dupuis, ‘by ‘Charles Hesd & Open.Hieh.Low, Close Amal Cop.83% 83% 83 ° 83% Atchison .108% 108% 108 108% Am Car Fdy.ss» — 58% Am S & Ref.84% — — 8 Am SR Co.— — — 1274 Am T & Tele.— — = 146 Ana Cop.2 + — + 41K Bait & Oh r= 108% 08% ow 92% 9%.= 924.93 Brook.R | Can Pac Ry .274% 275% 274% 274% Ches & Ohio.— — 81 Erie .A 344 35% 35% Do pid — 54 Gas Con .— 144% Gt Nort pfd.141% 143+ 141% 142 Interb‘'h-Met.20% -:— — 20% Lehigt Val .171% 171% 171 171 Lou & Nach.160 -1:160% 160.160% Nor &W est.117% — —.‘1174 North Pac .126% 128% 126% 127% N Y Cent 117% — * — 17K Pennsylvania.12456 124% - 12314 .123%4 Reading .… 167% 167% 166% 166% Reck Island.254— — Do pid .— — Bx Soo com .Csi 161% 150% 150% St Paul .107% 108% 10744 107% South Pac 111% 112 11136 111% South Ry.… —.—,.,-— .204 Do pid .— 71% Union Pac 171% 175%, 171% 171% No pid.71% 721 477167 71% Do pfd .14 13% V-C Cehm.— =: —- 45% v MONTREAL BTOCK, MARKET.Quotations furgjshed.by, Messrs Neuville Belleau & C ‘st Peter street, Quebec.0 si rs, pre er Can Pic’ Ry Mh.0.4% Minn & St Pau Ton stef Toronto .107%" 1073 Detroit Unite # IH Trac pfd .: Ottaws Light ST.10% Quebec Ry .- Quebec Ry bonds - 70 72 Winnipeg Ry .w226 227.Shawinigan , .151.182 Sao Paulo.2554 Rich & Ont .017 118 Mont Power .- 244% Dom Stee! PET DOG Had Been Missing from Her Home Since Saturday—Was Choked to Death.Washington, Pa, August 4—After a search of twenty-four hours the body of Celia Funka, an 18-year-old Austrian girl, who had been missing from her home at Manifold, three miles northeast of here, since early Saturday, was found at noon to-day near Washington by a Newfoundland dog which had been her pet for years.August Funka, father of the girl, was led to a clump of trees by the animal, and there discovered his child. She had.been choked to death. On her throat were the imorints of fingers, the nails of which had sunken deep into the flesh. At her feet was a dress which she had been carrying from her home to Washington, torn from its wrappings, and nearby were her belt and shoes. It was nearly mid-day when the dog, crossing a line between two farms northeast of Washington, sud- denty stopped and gave a mournful howl. With the father of the girl close at his heels the animal put his nose to the ground and ran until he finally stopped at what apparently appeared to be a pile of grass. As the dog whined and howled the father threw aside the grass and found the body of his daughter lying below.To-night a posse led by Sheriff R.G.Lutton is searching in this vicinity for the murderer. The father of the girl says when he found the body he saw a strange man in a nearby field. The stranger.Funka says, disappeared when he looked up.[LS CR QUEBEC CRICKET .CLUB WON GAME.The Quebec Cricket Club won from the Empress of Ireland team on Saturday afternoon by six wickets and 48 runs.- 3—A troubulus world confronted the new bors progressive party to-night, at the end of its first day of political responsibility. After an almost continuous session that lasted from noon to-day until nearly midnight, the Provisional National Committee of the new party adjourned weary and worn, until nine o'clock Monday morning. In the long session of the committee had heard arguments on three contests for seats in the cofivention and had decided one.In that one twelve negroes, contesting the seats of twelve white delegates from Alabama, were ruled out.A bitter dispute over the negro- white delegate question, in the State of Florida was the cause of the adjournment after an argument that several times forced the committee to turn out the contestants, and the newspapermen, and go into executive sessions that were fraught with wordy battles.Throughout the day the committed several times barred the doors and went into star chamber session, while a few dejected negro contestants and weary newspapermen waited in the hotel corridor outside the committee room. The Florida contest resuited from the sending of separate delegations by white and negro conventions. The former sent six white men, the latter five negroes and a white man.The negro delegates claimed that H.L.Anderson, Provisional National Committeeman for Florida, suggested that they hold the separate conventions and produced documents purporting to prove it.Anderson, admitting that he barred the negroes from the white convention, defended the action, saying : “By no other course can success be secured in Florida.White men will not follow negro political leaders.” This doctrine aroused considerable opposition among northern members of the committee, and the argument prolonged the session. An attempt was made to adjourn until to-morrow, Sunday, but this was opposed, several committeemen objecting to meeting on the Sabbath.Thereupon adjournment was taken until Monday at 9 o'clock.By that time Col.Roosevelt himself may be on the scene.Must Accept Teddy and Docisines.Albany, N.Y., Aug.4—The ®ation- al Progressive party must accept Col.Roosevelt's political doctrines if he is to be its standard bearer. He said to-night on his way to Chicago that he would insist upon making his “confession of faith” to the delegates before the committee which is to draft the platform makes its final report, and that he would not accept the nomination on a platform which did not meet with his approval.Colonel Roosevelt's speech was originally scheduled for Monday night. It was suggested to him that the time of its delivery be postponed and he sent word to his managers that he would not consent to a delay until after the draft of the platform had been presented to the convention.Advanced copies of the speech reached the leaders of the new party several days ago.The colonel said nothing, however, to indicate that the suggestions for a delay in the delivery of the speech was.due to the impressions of those who had read it.Colonel Roosevelt contends that it was upon a question of principle that he left the Republican party, and now he has done so he cannot make a compromise of principle in accepting the leadership of the new movement, His declaration of political faith, he says, is one which will be termed either Socialism or Anarchy, and probably both, but represents his convictions. He goes to Chicago to make these views known, and to receive the presidential nomination only if they are acceptable in their substantial provisions to the new party.Colonel Roosevelt left Oyster Bay early in the afternoon by automobile for New York, where, at 4 o'clock, he took a train which is due in Chicago early in the morning. He was accompanied only by Mrs.Roosevelt and his secretary.HAD VIEWS OF GERMAN COAST Five Englishmen Have Been Arrested in Germany on a Charge of Espionage.Rerlin, August 5—The Lokal An zeiger publishes a Kiel despatch saying that five
