but it is na - laughing matter with him to think of the price of his labor on the farm being lowered over one-half, merely to place Sir Wilfrid in power again and place him (the farmer) in the clutches of the middlemen or some other vulture of a Food Trust. He is willing enough to shout "Hurrah for Laurier® when the “grey locks” flit past him in a gaily caparisoned chariot co St.Joseph street to some proud pu- litical festival, but be is not going to vote, all.the same, for reciprocity, in order that it may provide for him an impoverishing market, and thus increase the mortgages on his farm. But what of the ladies whose purse is suffering from the high prices in the Montcalm and Champlain Markets?“Will reciprocity lower the prices for us?they are inclined to ask.Not one penny-piece.It will rather tend to raise the prices, since the middlemen of the United States will see that the supply of market- truck in Canada is made much less than the demand.Increase the demand, ladies, to being more than the supply, and prices are sure to go up; and reciprocity is going to raise, as | sure as law is law, the prices of every article of food, either in the raw state :| or when prepared for use! If that “dear old man” Sir Wilfrid Laurier could have had his way last year in the matter of reciprocity your purse would have had to suffer more than it has from the high market prices. And his weskness as a statesman by originating no constructive legislation and leaving no perdurable mark on the statute-books.He showed himself to be unstable, unbalanced, vain, contemptuous of law, unmindful of obligations, strong only when his passions were allowed full scope.” The Chronicle, as our readers can see for themselves, would give a plain and truthful account of all that Sir Wilfrid Laurier says at the meetings he is holding at various centres of population, in order that he and his policy may be judged by what he himself says.In his latest speech at Cochrane his old Equalled at Pittsburg— Irish-American A.C.Wins- Porbes Field, Pittsburg, Sept.22— Hannes Kolehmainen, the wonderful Finish athlete, runing in the five mile race for the senior championship,of the Amateur Athletic Union of the United States here yesterday, won the event easily in 25.43 2-5.His nearest competitor was Harry J.Smith, the Metropolitan champion, who finished several yards behind in an exhausted condition.Kolehmainen, however, seemed fresh at the finish.During the entire race he held a steady gait, running easily and copstantly waved and grinn- od to the thousands of spectators who applauded him.As he crossed the une a vietor he was given 8 remarkable ovation. While the foreign Olympic hero and the five mile race were the features of the sfternoon, there was an exception ally good programme of track and field events.Abel Kiviat, Irish-Amer- ican AC., won the one mile race in 4.18 3-5, breaking the A.A.U.record, and, according to officials could have hung up a new world’s mark with a litle more effort.Kiviat ran easily and seemed to slow up on the back stretch of the last lap.In the running high jump J.O.Johnstone, Boston A.A, and H.I.Grumpelt, N.Y.AC., both Olympic participants, tied for first place with 6 feet, 3 inches, equalling the A.A.U.record.In the jump off Grumpelt was unable to maintain that mark and dropped to second place. In the pole vault H.S.Babcock, N.Y.AXC.,, Olympic winner and world's champion, was the center of interest.Babcock won the event easily with 12 feet, much below even the AAU.mork.H.P.Drew, of the Springfield, Mass, High School, won the 100-yard dash in 10 seconds flat. For the fifth time J.J.Eller, Irish- American A.C., won the senior championship in the 220-yard high hurdles with a mark of 25 1-5 seconds.R.B.Gifford.McCaddin Lyceum, of Brooklyn, won the three mile walk in 2s minutes, 14 seconds.Yesterday Gifford captured the one mile junior championship. The leading clubs and number of but they would sign the covenant, and not caring tuppence whether it was treason or not.they would keep it, and he was sure Ulster would win the fight against Home Rule.KOLEHMAINEN WINS A RACE AT NEW YORK.New York, Sept.22—Hannes Kolehmainen, of Finland, winner of the Olympic distance races at 5,000 and 10,000 metres, gave a remarkabie exhibition in winning a five mile handicap race from scratch at Celtic Park to-day, in 25.09 2-5, just one-fifth of a second behind George Bonhag’s American record made two years ago.The little Finnish champion arrived here only this morning from Pittsburg, where he won the five mile national championship yesterday, ana had he been pushed a® any stage of to-day’s race by any of the runners, to all of whom he was conceding lib- ersl handicaps, there is no telling what new records he would have hung up.Thomas J.Collins, of the Irish- Amesrican A.C, who had 225 yards, finished secor:d, 70 yards behind the champion, who showed scarcely a sign of fatigue as he broke the tape.RAINY SPELL 18 STILL BOTHERING THB HARVEST Winnipeg, Sept.22.— The cold, rainy spell hangs over the Western provinces to-night and it looks like further I do not believe any government in Canada st its first session ever put forward so much practicable and reasonable legislation for the public welfare of Canada as those measures we proposed last session.” He then reviewed the proposals, the measure to aid agriculture, the Manitoba Grain Act, the administration of the Tranzcontinental with a eulogy of Major Leonard, the highway improvement bill, which he declared would agsin de brought upand extended and again sent to the Senate, and the tariff commission question.Emergency end Permanent Policy.Mr.Borden then spoke of his adjunct even of the British Empire.“And speaking at a great many places, before parliamcntarians, before tLe Royal Colonial Institute, before the London Chamber of Commerce, and before an audience of 5,000 people at Glasgow, no statement that I made was more warmly received or more enthusiastically applauded than the statement that with co-operation in Imperial defence must also come a certain voice with Canada in settling the issues of peace and war.” Expect Announcement Next Week.Mr.Borden then made the announcement that Parliament would open in November and that by that among our best citizens and our most loyal British subjects.Juggle Nationality Oath.“Unfortunately, we have snother class who have not taken on these responsibilities, and it was to that class that the Liberal party and the Liberal press of that province made their appeal in the recent contest. You naturally ask me what purpose they could have to serve in appealing to a class of men who were neither British subjects by birth or natursl- ization, and who could not for that reason exercise their franchise, My answer is thet if these men lived in any other province of Canada than in Saskatchewan they could not exercise their franchise.“But, sirs, you all know that we have a Dominion naturalization law in Canada, That law is supported, maintained and upheld in every province Mail has hired an “American expert” (Mr.Dubilier) to investigate the dissatisfaction with the British telephone system. His verdict in a nutshell is that the system in infinitely worse than in the United States, worse than in Paris, worse in many respects even than in Russia” Wrong numbers, false replies, cut-offs and exasperating delays, which make the telephone the despair of everyone who has to use it, have driven the expert to condemn the English service as worse than that of Russia, Mr.Dubilier finds that the average time required to secure a number is one minute fifteen seconds, wheres in Russia the average is one minute and in New York only fifteen seconds. For trunk calls the difference is almost incredible.Thirty-five minutes are necded to connect London with Southampton, a distance of 79 miles, while New York and Chicago, though separated by 1000 miles, are united in 25 minutes, and New York and Philadelphia, 100 miles apart, in 15 minutes. The unreliability of the service is not lers obvicas than its tardiness.Mr.Dubilier's experience of wrong aumbers, interrupted calls, and involuntary intrusions into the confidences of strangers talking over the telephone is the experience of most people every day, Bad organization, inkdequate and inefficient staff, and mechanical deficten- cies lie at the root of all this loss and irritation. The National Telephone Company, foreseeing the end of their contract, were naturally unwilling to nd money that could not be reclaimed. They limited development to the prospective requirements of their contract.and the government took no steps to provide In antictpa- tion for normal expansion. And another factor has intervened as à consequence nf the transfer of the telephones. It seems to be indisputebte that personal efficiency diminishes under government control.Mr, Dubitier estimates this loss at from § te 25 per cent.which means a proportional increase of staff if the service is to be maintained at the same standard as it was under private control, One other defect hae followed upon the transfer—the subjection of the engineers to the clerical department. The party was never structural work of the Quebec Bridge at the Chaudiere, has now reached a depth of seventy feet under the river bed, and is yet to be sunk some fifteen feet before a solid foundation is reached. There are at present four hundred workmen of the class familiarly known 3s sand-hogs employed at the work of sinking the caisson, who are diyided into three shifts, and work at excavation underneath the caisson enclosure 11-2 hours at a time and when it again comes their turn put in another 1 1-2 hours, making three hours at the strenuous work in eack 24, They are unable, or not allowed to remain in of the work, however, expect to meet with a solid rock foundation before the depth of 85 feet is reached. It is an interesting sight to observe the sand hogs go down and come up from the work of men would undertake the job.On Friday fast 25 sand hogs from England came to Quebec to engage at the work ENTERTAINMENT OF FRENCH VISITORS Officers and Crew of the Descartes Given a Warm Welcome in encourage a flow of population toward the western province, Mr.De Celles sees a good chance in Quebec to interest young men, especially the sons of farmers who are unable to find settlement in this province under the crowded land conditions of the farming sections near the cities, to go to the western provinces. The government aid is very generous, giving 160 acres, a quarter section, to each settler or head of family. The Ottawa Valley Society is under a grant from the federal government to encourage emigration into Canada and to bring back to Canada as many ss possible of the Canadians who have gone to the States.Another work of the society is to encourage young farmers to move from the crowded farms of the eastern provinces to the ample room and fer- ages 7 5 | LATE STEAMSHIP ARRIVALS.0 Voor +, Hh DAY OF ATOHEMENT OBSERVED BY JEWS Quebec Hebrews, in Fasting and Prayer, Mark the Holy Days of Yom Kippur, eget The Hebrews of Quebec are cele: brating the most solemn days in their religion, and throughout tne world, Yom Kiprur was observed with the most sacred rites. At sundown on Friday the local Hebrews assembled in their synagogue to usher in the y of Atonement. The services continued from 6,30, the offical hour of sunset, to 9.30.At 830 o'clock in the morning the services were resumed and lasted until the close of Yom Kippur at 6.15 Saturday night, Greatest Day of Year. The Jewish Day of Atonement falls on the tenth day of the seventh month, Tishri, and is the culmination of the tend days of solemn meditation and reflection that began with the New Year.Ordained in Leviticus xvi, 29-34, as a “Sabbath of Solemn Rest,” that is, of complete cessation from all ordinary avocations and occupations, Yom Kippur is not only the greatest day in the Jewish year, but, from the Hebrew viewpoint, one of the most impressive functions any religious system has developed.Abstention from food for 24 hours enables them to spend the entire day in the synagogue in prayerful devotion, This fast is the interpretation of the passage: “Ye shall afflict your souls on this day,” and is consonant with the spirit of day, emphasizing, as it does, the subordination of the physical to the spiritual side of their nature. The entire Jewish people is engaged in the performance of its an- ecient liturgy. It is thus a sublime spectacle of communal solidarity which the Day of Atonement presents to the world's gaze. But fasting and worship are only the outward marks of devotion to a spiritual ideal. The ideal which has inspired this most wonderful of institutions is the desire of sinful man to be reconciled to his Father in Heaven and of the people to be at one with God.If sin or religious indifference has estranjed them by repentance and amendment they are this day restored once more to Divine favor.Nothing can weaken the hold of this day on the Jewish consciousness. Its appeal to the Jewish heart is perennial. It survives all changes of thought. It is acknowledged by all of Jewish to be the one day in the Jewish calendar which rallies every stray lamb in Israel's Aock, MIXED INDICTMENT IN THIS MAN'S SENTENCE.Galt, Ont, land,” sermons were preached making particular reference to the solemn covenant. In many cases the national anthem was sung.Exceptionally large congregations attended the Protestant churches in Belfast and Londonderry.Great fervor was displayed and strong de- | nunciations of the government from the pulpit were heard, The Bishop of Derry, preaching in Derry Cathedral, exhorted his hearers Russia.Thi« display of deference towards the wishes of Europe is much commented upon in connection with the threatening situation in the Balkans, Peace negotistions are still the subject of discussion religious garb or insignia from Government Indian schools, was upheld by President Talt, in an order made public to-day.The decision of the President is that teachers now employed in Indian schools may continue to wear the garh of their religious orders, but the privilege is denied to any persons hereafter entering the service. This ruling will enable the Government to fulfill its obligations, the President says, to the teachers who were taken into the Government service when religious schools were taken over bodily as Government institutions. The President's ruling is the final step in a controversy that has engaged the Interior Department with religious bodies more than a year.Commissioner Valentine's order would have prohibited any teachers from wearing religious parb in the Indian schools after the last of the fast school year.SMALL FRUIT CULTURE.The failure of many who oecupy fand to grow an abundance of small fruits, at least for their own use, is due to a mistaken idea that it requires too much time to look after a garden. This is the view taken by Mr.W.T.Macoun, the Dominion Horticulturist, and expressed in a paper read by him last winter hefore the Senate Committee on Agriculture and Forestry. This paper, which constitutes a pam- phiet of 35 pages, is an exhaustive treatise, expressed in the nlainest terms, on the culture of small fruits. The fruits dealt with are the straw.herry, raspberry.blackberry, gooseberry and the several classes of currants.Besides giving full instructions for planting and cultivation, notes are given on the relative merits or varicties.Thi« namohlet contains an interesting table of the cost of growing and the returns {rom an scre of straw- herrles. At a selling value of § cents per hox, a net profit of $84 is shown.A section is devoted to the preparation and application of Insesticides and fungicides thet are useful in fruit growing.Having the information in this paper to guide him, there is no good reason why every farmer should not have a productive fruit garden.À large edition has been printed to he nent free to all who apply to the Publication Branch, Department of Agriculture, Ottawa.Caloëne, business.“Mr.Laughlin is a native of Concord, N.H., and I am a native of: Montreal, and have a good ides how thef city has been boomed through the agency of real estate brokers.“But to my mind, Montreai is not in it with Quebec. The latter city is brimfull of natural resources, and the great public works in prospect will be founded on a natural instead of an artificial basis, There is nothing natural in Montreal, everything is band or machine mae.Look at its harbor, a dug-out in which shipping is never secure, and observe the channel leading io it from Quebec, alt made at the cost of millions of money and still never safe.“There is a continual cry against the high rate of marine insurance for ships trading in the St.Lawrence, but it is never explained that the cause of the high rates is the risk the ships undergo in passing Quebec to reach the harbor of Montreal.” Mr.Laughlin said: “When the dry dock is built and the port of Quebec properly equipped, there will be no longer an excuse for steamers to go to Montreal.Besides, the day is fast approaching when the ships will not be able to go to Montreal, except small vessels. All ships built in the future will be of large size than the present vessels, and even now, if there were sufficlent quay room at Quebec, quite 8 number o steamers that now climb up the channel at great risk would make this port their terminus.“But apart from the shipping business of the future, you have to consider the completion of the Transcontinental Railway to Quebec, the entrance of the Delaware & Hudson, the completion of the North Railroad from the land of che Nottaway River, great that will handle the gruin trade from the Province of Alberta via the Hudson Bay Railway, and the resources of the Hudson Bay, and other railroads that will come to Quebec and cause the building of many factories and other works of industry.Predicts 250,000 Population.“In my.opinion, the population of Quebec during the next five years will be augmented by more than 50,000 and ten years hence, after the completion of the bridge to connect the north with the south shore, from Cap Rouge to the Chacvdiere, the popula: tion of Quebec will be at least 250,- “Added to this, when the port of Quebec is equipped and recognized as the natural harbor of the St.Lawrence and the gateway of Canada, the | grain and other products of the West will pass through, “You have also to take into consideration the devolpment of the province's water powers, the development of the St.Charles River, upon the completion of which Beauport, Limoilou, St, Malo, St.Saveur, St.Roch's and along the Charlesbourg road will he congested suburbs of the city and bee hives of industry, and when the Province of Quebec will get its share of European immigration, “Then again, you will have to consider the development of the harbor at Cap Rouge, by the Canadian Northern Railway, the building and operation of the Transcontinental Railway workshops at Cap Rouge, that will employ, it is said, 10,000 workmen, which means, including their families, 50.000 people. All these things have got to come, and if Quebec has been long in the background of Canada's progress she will soon forge shead to her natural position, as one of the leading cities of the Dominion, because the swelling of the tide of trade demands it and future generations will enjoy the fruits of prosperity.ST.CATHARINES ATHLETICS I Chronicle Guide u American Champion You need a THRESHING MACHINE?You want the most improved, strongest built, competing railway systems.Competition between them will insure the best of service, not only in rates, but in facilities.Canada deserves such competition. The Dominion has been liberal in encouragement of the building of railways. Is Canada likely to be so unreasonable as to declare that, now that they are practically completed, they shall not be allowed to share in the general prosperity of the Canada which they have helped to make ‘Should not railway rates rather ascend with wages and taxes than go down?It is a mistake to make 3 “houn’ dawg” of the railways. That's the In the Republic, this universal war on the railroad is carried through the nation, through the state, even down to the wards of a city.If a man is accused of robbing the railway, nine time out of ten he can rely upon a jury to acquit hint, Canadian public men know®his to be true—why should so many of them imitate the evil American example? The railway managers of Canada all agree in one point, at least. They think that somewhere in the Dominion should arise a statesman big and broad and brave enough to urge the same fair, square treatment of the railway that is accorded to other industries.Unless this can be done, unless the railways are given a right to live, it is going to be as difficult to find money to provide railway facili- , ties for the Dominion as it is to obtain means for the railways needed by the rest of the American continent.Montreal, Aug.21.- Sold only in 15e and 25c blocks For snle by all Grocers.Manu by oes a Curator, Office : 44 Dalhousie street, R.& O, Nav.Co, Building.Quebec, September 21st, 1912 CANADA, Province of Quebes, In the District of Beauce.Superior Court.No.864.Auguste Dodier, gentleman, of East Broughton, in the district of Beauce, Plaintiff; ve Napoleon Roy, formerly of East Broughton, and now residing in the United States of America, Defendant.‘The defendant is ordered to appear within one month.Prothonotary’s Office, St.Joseph, Beauce.September 19, 1912 Vesina & Ferron, PSC, True Copy.Pacaud & Morin, Attys.for Plaintiffsept2ix2 Provines of In the Districs of Suche } Superior Court No.1003.La Compagnie Paquet, Limited, corporation having its principal office in the city of Quebec, Plaintiff; ve Rev.M.Louis Tremblay, of Beaumont, Alberta, Canada, Defendant. The défendant is ordered to appear within one month from the last publication of the present order in the newspapers The Quebec Chronicle and L’Eeenement.Prothonotary’s Office, -.Quebec, September 20, 1912, (Signed) Amgd, Robitaille, .P.8C True Copy.Fiynn & Flynn, Attys.for Plaintiffsept2lx2 Socle de Preis of Placements i lt DIVIDEND NO.62 A dividend of two per cent on the capital stock of this Society has been declared for the current quarter, payable at the office of the Society on the Ist of October next. The transfer books will be closed from the 25th to the 30th instant inclusively, ' By order of the Board, F.F.HOUDR, Becretary-Tressurer.Sept.23rd, 1912, vept2lto oct! New York, Sept.21.—On a volume of business uncommonly large for a week-end, to-day's two-hour session of the Stock Exchange added very materially to the advance of the preceding day.The movement was perhaps less broad than yesterday's, speculation centering fargely around the old-time favorites such as United States Steel, which established another high record for the year, Reading and Union Pacific.Lehigh Valley also rose smartly on advices pointing to excellent trade conditions. This was shown not only in the company's August statement, with a new increase of $259,000, but in the unprecedented demand for anthracite coal in the West at higher prices.Steel was assisted by the higher price for pig iron and certain finished products.Oother industrials that manifested marked strength included General Electric, American Smelting and some of the metal shares. In the special class American Tobacco moved irregularly and Goodrich preferred lost over three points.Routine news was of a favorable character, the mercantile agencies reporting excellent trade conditions for the most part, especially among jobbers or distributore.Proof of the increased freight movement in the West was furnished by the great reduction in the number of idle cars compared with this period last year.Trading in London and on the Continental exchanges was much restricted by reason of the Jewish holiday, but London was a moderate purchaser here.Private cables London suggest that more engagements of gold for shipment to this country are In the making, The bank statement showed an ae.from!
