that the Transcontinental shops are to be situated at St.Malo; that here will be a new grain elevator near Cap Blanc; that there will be a Union Passenger Station at the Palais, a station for local freight on the Champlain Market site, ete.The other important works of the government in this city and district have been frequently mentioned. They include the extensive improvements being carried on or to be carried on ahortly around the harbor, the St.Charles, the Post Office, the dry dock, the north channel, the Battle- ‘fields Park and many other places. In a few months the Conservatives have done more than the Liberals would have dons in a hundred years if they had heen allowed to maintain their former snail's pace in this rd.To Qucbes, hitherto the despised and ignored, is re ceiving justice at last and the outlook for her future was never 30 bright. In a few years this should be one of the greatest ports on the continent. It is a good thing for it that it is repreneted at Ottawa hy so capable and energetic a minister as Hon.|.P.Pelletier.: WONDERFUL DISCOVERY OF ANTHRACITE COAL IN BRITISH COLUMBIA.Canada is a country which is surprising the world every day by the discovery of new sources of wealth. The latest is & marvellous deposit of anthracite cual ln Northern British Columbia.lt is situated nesr the headwaters of the Skena River about 160 miles from the Grand Trunk Pacific Railway,, or ahout 140 miles from the mouth of the Naas River, where that rivor Yalls into the Pacific Ocean.Mr.Campbell-Jobnston.of Vancouver, who is a well-known Scotch mining engineer, made the discovery in 1910, and was sent back by the owners in 1911, accompanied by two other eminent mining enginers, to further examine and uncover the seams. The results of these two seasons’ ‘work are now made public, and establish the existence wf one of the most marvellous deposits of coal in the world. The quality is anthracite similar to the re- mowned hard coal of Pennsylvania, to which state Canada now pays an annual tribute of many millions of dollars for domestic fuel.Even the surface samples #0 far analyzed give from 60 to 86 per cent.of fixed carbon, or twenty to thirty per cent.superior in this respect to the best bituminous, the only heretofore mined in Canada. The quantity is fabulous, the property in question, which is only one of several in the field.being estimated to contain over eleven hundred million tons. The engineers state that the beat given by this coal is so intense that steel bars left too-ieng in the fire will be melted, and that it is clean and smokeless and will therefore be of great value to.the Imperial ss well as to the Dominion Government for naval purposes.A very favorable route for a railway has been discovered which will bring this coal to the ocean steamers at the mouth of the Naas River, a distance of 140 miles, practically without any adverse grade.British Columbia was already known to be the richest province in the Confederation, in natural resources.Mining engineers say that this discovery will make of it another Pennsylvania. So satisfied is the Federal Government of the vast im- portance of the field, from a national point of view, ' that as soon as the reports of the engineers became known, the large subsidy of $640,000 was, through the influence of the Hon.L.P.Pelletier, promptly voted at Ottawa to the owners of the property to assist them in building a railway from the Pacific Coast to carry the coal.’ This valuable property is owned by a Quebec.syndicate, of which Mr.J.G.Scott is the chairman and Mr.Alex.Hardy the Secretary.KNOCKING CANADIAN CITIES.A good desl of irritation has heen caused all over Canada by the outrageous attacks of Mr.Horne Payne, the London representative of the (‘anadian Northern Railway, upon the credit of Canadian mu.siicipalities.It is now charged that his abject is to create à bad impression against Canadian municipal securities in the hope that therehy it will be made easier for the interests which he represents to get money for their securities. These knocks against Dnminion municipalities have heen going on for several wonths- now, and: even some time ago it was stated that they were inspired hy C.N.R.representatives.Naturally nobody, believed that any railway would carry on a campaign of this kind, but Mr.Payne's recent outburst certainly.qtrengthens the charge.Mr.Payne says: "1e, “The British investor never favored municipal securities. The last experience is not likely to in- erease his liking, nor will any rate of interest, however high, tempt more than a small section of the community to invest in city bonds. The reasons alleged for this dislike are that cities raise a constantly increasing and practically unlimited sum on the same assets; that the city assessment valuation is not an independent nor reliable valuation. This callous de- straction of municipal credit has thoroughly unsettled countries, larger than the British, with vast wealth in resources. The prices of provincial government securities have {alicn under the influence of the fail im the price of city bonds, while the priees of railway and industrial securities have fallen in sympathy.'’ In conclusivu the writer gives the whole case away by the follow:.g words :.— “‘My advice is to leave municipal securities severely alone and take this oppurtunity to invest al} the money you can in (hose sound Canadian Railway and Industriel Investments which have recently fallen most heavily in price. There never will be a more favorable opportunity for investing money at a high rate of interest, with the certainty of a great increase in capital, than in the course of the text few years.’ ‘Which, summed np, means, ‘‘ Don’t buy municipal bonds. They are no good.Instead, you put your money inte my railway,” This is rich when we con.the aid which the government was forced to give C, N, R, in the interest of the country.Can- adian cities do not need to go to any government and ask for millions to help them out. They issue their security on the backing of their own property. When they lose their credit, the credit of the C.N.R.is not- likely to be worth very much.: Mr.Payne's remarks are of peeuliar interest just now in view of the street railway situation io Torvato.Sir William Mackenzie has been trying to sell the railway there to the city for $29,000,000, and he is willing to take municipal bonds in payment for it.Two years ago he was willing to take Winnipeg municipal bonds for his share of the Winnipeg Street Railway That shows just about how much credence can be attached to the utterances of Mr, Lorne Payne and lis employers.FRANCE AND ENGLAND.Although making new frierds it is not the policy cf Britain to lose the old ones.Numerous as have buen the signs of à better feeling between England and Germany, it is the triple entente and especially the entente cordiale with France that count.Indeed, it was the existence of this entente that gave Sir Edward Grey the basi of his highly suzcessful diplomacy in preserving the peace of Europe.(Jermany trented the English King and Queen right royally on their recent visit to Berlin, the welcome extended to them being not merely official hat obviously popular and entirely spontaneous.Any drawing together of the two great ‘Teutonic peoples of Europe is ts Le re garded with gratification in these days of costly armaments and may lead to something more in the distant future. But in the immediate future, and oue hopes it will be so always, France is Britain’s actual friend. The time has not come yet for a shifting of the balance of power. In this light the visit of President Poincare to London and the acclaim with which he is lcing 1e- ceived sre full of significence. And the President himself, it is gratifying to know, is worthy of all the honor that may be lavished upon hir.Sturdy, honest and inflexible, he has risen to the zreat post waich ne now holds though sheer personal merit and force of character. In his present role he represents our of the greatest of the nations of the earth.Vive l’entente.Comment of The Press The appointment of Dr.Van Dyke to the Netherlands shows that once again the Dutch have taken Holland.—Baltimore Sun.A funny motor-car story is being told just now.A motorist had a small breakdown while driving in a rather lonely country district. When he got the car all right again he thought it would be all the better for a little oil.Unfortunately he had left his oil-can behind, but, making sure that be would be akle to borrow the small quantity of oil he wanted from a neighboring cottage, he wallpd along the road and knocked at the door. After some time a small boy opened the door.‘’ Ask your mother,’’ the motorist directed him, ‘‘if she can let me have a little oil.Any kind- will do; even castor-oil.T want very little ’” The small boy nodded and went off to find his mother. After a few minutes he came back again.**Muther sez,’ he announced, ‘she aint got no castor- oil; '—Pearson’s Weekly.Incidental'y, st most usefully, the Marconi investigation throws a searching light on secret party funds. These secret funds place enormous and baneful power in the hands of a single man, and how complete his power is has now been made apparent.Picture a party shedding tears over housing conditions with perhaps thousands of pounds secretly invested— unknown even shares.Picture a party fighting tooth and nail to ratify a contract with a company with perhaps thousands of pounds invested in the concern or in a sister concern. The secret war-chest is one of the worst evils of the party system.Rich men pay and are made peers; poor men are bought and kept under the thumb of the Ch.ef Whip.No member of Liberal or Tory party ever saw a party balance-sheet.He does not know from whom the party money comes nor for what purpose is comes; he does not know to whom it goes nor for what purpose it goes.1f the full facts were known both parties would have fewer supporters than they now have.Hundreds of thousands of pounds are at the unfettered disposal of one man, and we can thigk of no circumstances more likely to react hurtfully against independence and freedom of judgment and high personal service in the public interest.A party fund is necessary, but it should be, like the Labor Party fund, open and above board.Secret money can readily become a desire to arm the President with a tariff “big stick,” one of stronger and greater proportions than provided in the amendment suggested by the Finance Committee majority, developed today in the Democratic caucus of the Senate on the tariff bill, Discussion of the proposed countervailing duty on wheat and flour, which the committee recommended, led to a general debate on retaliatory and countervailing tariff rates, and Senatos Hoke Smith of Georgia urgently proposed the adoption of an amendment that would give the President power to enforce countervailing tariff rates on all commodities of commerce against any.nation refusing to deal with the United States on a reciprocal tariff basis. The amendment proposed would in many respects take the place of the maximum and minimum clause in the Payne-Aldrich tariff law, but Senator Smith advocated ‘a provision that would be broader than that, one that would give the President the authority at any time to interpose against any nation which might discriminate against the products of the United States the same tariff rates exacted on American goods.Such a clause in the tariff bill, it was argued, would place the United States in a position to defend the country against any un.reciprocal action or attempt to shut off its foreign trade.Discussion of the proposal was spirited, strong opposition developing at once.Among the Senators who attacked the idea were O'Gorman, Reed and Martine.Debate was wex- ing warm when the caucus was forced to recess for the afternoon session of the Senate, and it was resumed tonight. After the battle aver free sugar and free wool had been won yesterday by the administration forces, Senators opposed to the schedules proposed amendments which would extend the time when the sugar and wool schedules are to become’ effective after the passage of the act.Senator Ransdell has an amendment to extend the date of the sugar schedule until Feb.1, 1914, permitting sugar planters and refiners to get rid of this years crop without the burden of the decreased tariff. This has been referred to the majority of the Finance Committee for consideration. And the Pinance Committee will recommend some form of amendment later to the caucus.Other suggestions propose to suspend the opération.of the sugar duties for three months afer the passage of the bill.and that the rates on manufactures of wool be made effective ninety days after, and the free raw wool provigion sixty days after enactment of the law.AMBASSADOR GUILD I8 ROBBED BY PARIS THIEF Paris, June prisoners at the head of Lake Ontario, arrived here.Among them are Generals Winder and Chandler.Several detachments of De Wattville's and the 88th Regiment have left this week for Upper Canada.Seeing the necessity of having a naval as well as a miti- tary force stationed on the lines of Lake Champlain: after the capture of the American stoops Eagle and Growler, the government wisely judged it now an the stocks), most handsomely volunterred their services in furtherance of this laudable chject. These gentlemen took with them six carpenters and six seamen.and with some other assistance, they completed the repairs of the slonps in less than six days.lt detracts nothing from Mr.Munn's loyalty, when we state that after giving all advice necesary tn his penple, he left them on the ihird day
