Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

kept on the lookout for the vessel in the Delaware River and around the capes for a week or more. The inspectors at Philadelphia were notified to look beneath the schooner's cargo of plaster for about $100,000 worth of unmanifested dress goods from Nova Scotia. The department is awaiting a full report from the inspectors.CROWN PRINCE ~~ WRITES - LETTER FATHER'S POLICY —INCI.DENT IS DEPLORED, Berlin, Oct.16—The Crown Prince's letter, like his demonstration in the Reichstag in 1911, when he applauded an attack on the German Chancellor during à debate on Morocco, has struck a sympathetic chord in the public.mind, and he has added apparently to his popularity in taking a tsand against his father’s policy.Even the radical Morgen Post says: “Public opinion is united in holding the Chancellor Von Bethmann-Hoil- weg would sacrifice the constitution and the welfare of the Empire to dynastic considerations, The Imperial Chancellor can rely upon no political party for support against the Crown Prince.” The Conservative Post regards the letter as a gratifying incident. The other papers, however, while approving of the Crown Prince's purpose, treat the letter, especially its publication, as regrettable. The Kreuz Zeitung expresses regret at the publication of the news that the letter was sent to the Chancellor, while the Raidcal Vossische Zeitung and National Zeitung deplore the Crown Prince's step, although they demand full re- unuciation of the Hanover claim, The Tageblatt decidedly disapproves the letter.Nevertheless, it is certain that the Prince will be enthroned early in November, as the Prussian Ministry will have ample support in the Bundesrat.Arrangements are already being made in the Duchy of Brunswick for the enthronement.A motion whidh was adopted today by the Prussian Ministry and which will be proposed in the Bnudesrat, says that since Prince Ernest August of Cumberland has taken the military oath, and in a letter to the imperial Chancellor has Riven guarantees never to raise for himself or his father claims to the throne of Hanover, the Prussian Government regards the express renunciation of Hanover as unnecessary, The Prince will on ascending the Brunswiek throne have to take the oatk to observe the Imeprial constitution, which recognized Hanover as part of Prussia.| POMMERY THE LEADING CHAMPAGNE the principal Jewish citizens of this city that there have been 123 of these accusations made in Europe at various times, and that not once has there been a conviction, MEETING OF PROTEST.The first case on record is that of a boy named William, of Norwich, Eng, who has since been canonizea as a saint. This case occurred in 1144 at a time when the Jewish race was suffering severe persecution. In brings to Paris, among the hordes of American visitoré, a number of men vitally interested in the administration of the police departments of various American cities. They come to investigate how “thesé things are done in Europe,” with the view to improving their own departments at home. They are welcome visitors at the Paris Prefecture of Police, and in the person of Emile Laurent, general secretary of the.Paris Prefecture, they have found a courteous host, but at the same time an official who has asked glmost as many questions as he answered.Mr.Laurent's curiosity as to police conditions in America has given him a rather definite opinion as to what may be the matter with the American system. This is what he has to say on the subject: “It is not my business to criticise the American police, but I venture ¢: express my personal opinion that a fundamental error in the American system is that insufficient attention is given by the administration of police in American cities to the characters of the recruits. Our system in France is to make a minute examination into the record of the applicant for admission to the force. We assume that a man who has at any time been guilty of the least dishonesty has a flaw in his character which will affect his conduct when he is exposed ot the temptations of a policeman.“The prefectures of police assume that if a man has reached the age of 24 without a blemish on his character, he will remain honest for the rest of his life.Candidates must have their written records of conduct while in the schools and in the army.Even « single bad mark often disqualifies.I do not consider the French system infallible, of course, but the rarity of scandalé jndieates that it is a good one, cin ema.m0 aE EER SE RSESE The Weather cars.At this period when the winter is so close at hand it is very necessary to emphasize the facts that foul air is a great danger to the health of the community and that ventilation is demanded by every principle of hygiene.Of course, there is no need to go to extremes and it should be easy enough for the conductors to determine how much ventilation js required to keep the car fresh and healthy instead ‘of sliowing it to become a stuffy and stifling abomination. The same thing applies and with even more force tn the cars on our railways. On entering some of ‘these after the weather much about the plans of the AdDiralty as he does of the ability of Canada to build a Dreadnoughtx ’ A CHANGE OF HEART.A great change seems to have come over the moral and mental outluok of Le Soleil since it and its friends have heen condemned to the cold shades of opposition by the voice of the Canadian electorate.Nowhere is this change more noticeable than in ita frantic efforts to work up alleged scandals out of various transactions connected with the publié works being carried on in this neighborhood by the government.Take for instance its attack on those connected with the purchase of some property in Levis which was afterwards sold to the Harbor Commission. If there is anything wrong connected with this transaction, we shall be the first to ask for an investigation, hut we arg confident that the accusations sre inspired far more by political malice than by any other motive, and that those who are attacked will he well able to defend themselves. If Le Soleil is going to attempt the role of a purifier of public morals— save the mark—it is surely rather late in the day to set about it, as it had no lack of opportunity to do so during the regime of the Liberal party. There was seandal after scandal which should have been exposed but Le Soleil never opened its mouth but in the effort to explain them away, never moved its hand but to administer a thick coat of whitewash.Perhape Le Soleil remembers an occasion when : Benator Choquette bought the Joseph property and sold it to the government at a handsome profit.Did it nd fault with that transaction?Far from it.When the person involved is one of its political friends, then everything is legitimate and above-hoard, But when any of its political opponents sell anything to the government, then it must proclaim on the house tops that there has been some crying scandal, ete.ete.Les temps sont changes, cher Abner! BYE-ELECTION MORALITY.The Liberal party, thrown into a state of consternation over the result of Chatesuguay, has decided, it le mid, to protest the election. Some explanation of the stunning blow administered to that party in the crushing defest of ex minister Fisher in à former Liberal hive, must be forjheoming and that right quickly.Hence, a ususl ia wich oases, every species of corruption known to the ingenuity of man is forthwith ascribed to their sucessful opponents. This poet election whining is poor Wasiness at best.It ie, however, ludicrous in the extreme when it pro- condo from the columme of papers that sendoned the w- I eo eae * .Tt Stan J AB a Liberal electorate rascalities of Brockville and West Huron, the exploits of Cap.Sullivan, and of ‘’Hug the ’ Preston, the cruises of the notorious ‘Minnie M.” and the doings of Leach who disfranchised hundreds of Conservatives in Manitoba by the employmeat of his infamous thin-red-line methods.Neither party has a monopoly of political purity.Neither enjoys one exclusive copyright of electoral wrongdoing. And no amount of ‘‘copy’’ manufactured by the Grit bureau at Montreal or Ottawa will con- vinee the public that the Tories were corruptionists and the Grits purists in the conduct of the fight in Chateauguay. It was undoubtedly a keen contest.Fisher is a wealthy and an ambitious man.He spent money like water in the Liberal publicity campaign last winter. He made a stupendous effort to get back into parliament vis Chateauguay last week. The expense of his campaign was enormous.Practically every prominent Liberal member of parliament from Quebec and Ontario, including Laurier, Graham, Lemieux, Marcil, MacKenzie-King, together, with a seore of lesser lights, stumped the county with him.Public pageants with Sir Wilfrid as the central feature were staged. An elaborate and expensive organization was maintained.Canvassers, heelers, pamphleteers and other nondescript election agents overran the constituency. The Conservative campaign, if not so elaborately staged, was aggressively pushed, and the Conservatives won out.It is quite certain that a large amount of money was spent on both sides, and unless the contest differed from all others ever held under similar conditions, some of it was probably spent carruptly.Under such circumstances, for the beaten party to publish broadcast its complaints of the conduct of the other side is the customary thing, but it is not sportsmanlike. It is, however, uscless to reason with a party which is experiencing such a sickening sensation as is the experience of our Liberal friends at the present time.* Comment of The Press Referring the other day to feeling nervous when making public speeches, Sir Thomas Dewar told a story of a man who was suddenly called on to make a speech. He was very nervous and self-conscious, but he began: ‘'Ladies and gentlemen, Shakespeare is dead.’’ Here he paused a second to think, and then went on: ‘' Milton has passed away.’' Again he stuck and tried again: ‘* Tennyson is no more.” For the third time he came to a dead stop, and, at last, miserably confused, he blurted out: ‘And I'm not feeling very well myself!” Then he sat down.—Pearson’s Weekly.A glance at the front page of the papers for the past swift and sure sequel of murder is the gallows) the crime of murder is so rare es to startle the public when it occurs: whereas with us (with shame and sorrow be it said) it is a commonplace of the daily paper. With such brutes abroad, women must be circumspect and the authorities diligent: and it is high time to try a little English expedition and directness in the courts—it is better than the Michigan territery and the western district of Upper Canada. We understand that the army was short of provisions before the late action on Lake Erie, and that the hope of supplies was founded on our fleet being able to open communication by that Lake. That hope having vanished by the loss of our fleet, want of provisions may probably have induced that distinguished officer to retire from a country, the occupation of which was of so much importance, and in which, with the assistance of the Indians inhabiting the country south of the Great Lakes, a iew hundred British troops have furnished occupation to from 5,000 to 10,000 of the enemy, and captured more than four times their own number. If it be true as is stated that a thousand of these Indian warriors have followed General Proctor. It is an example of fidelity, under the most trying circumstances, of which those who dominate themselves civilized.have rarely been found capable.Yet these are the people whom some persons would have us believe that England is about to abandon. We venture to assert that not one inch of territory belonging to Great Britain or of her allies in this war will ever be abandoned to the United States.FEAR FOR DIAZ.He May be Assassinated on Arrival at Havana, Havana.October 15—General Felix Diaz, who is now on his way from Europe to Mexico, is believed to be in danger of assassination
