25, 1913.GONSOLIDATION OF SCHOOLS.We understand that Hon.Mr.Macmosis, Provincial Treasurer, will make known to the Protestant Committee on Friday what assistance the Gouin Government is prepared to give towards the consolidation of schools in rural districts.It is to be hoped that tke Goversment will see its way to \u2018allot a sub- signtisl sum for this purpose as the need of consolidation is most urgent.Repecially is this.the case in the Eastern Townships.The fact of the matter is that there are many places where the only alternative to consolidation of the existing schools is to be left without any schools at all.During the autame of last year the Protestant inspectors visited 320 rural elèmentary schools in the Eastern Townships, this being the number then open, It was found that in these 320 schools there were on the days of faspection a total of 3,644 pupils, or au average oi a little over eleven wipils to a school.A few schools fad a good attendance and this fact helped up the average, poor as it was.Bat, when we examine the figures, school by school, we find there were Z schools with 10 pupils, 34 schools with 9 popils, 22 schools with 8 pupils, 22 with 7 pupils, 15 with 6 pupils, 16 with 5 pupils, and 9 with 3 pupils.Nearly one-half of the schools had tes pupils or less.What inducement is there for a competent and qualified teacher to undertake tuftion in a 1 where there can only be one Fe pupils in eaca grade above the 2?The reports of the inspectors show algo that very few qualified teachers do go to these small schools.Out of these 320 rural elementary schools, which were open in the autumn of 3912, 144 had unqualified teachers and #6 bad teachers with the Grade 1I Academy permit, that is to say, 45 per cent.of the teachers had no legal Quelifcation and 56 per cent.were without nortiii Scho) training.Only @ per cent.of the whole number of tinchers held diplomas.There can be only one remedy for this state of affairs and that is consolidation.Members of the Protestant Committee have for some time been convinced of this aad favor consolidation of several poor schools into one good one because they say that t:\u2014 Permits a better grading and class- Mention of the pupils; Ensures more weeks of schooling; Makes for à larger average attendance; Adds the stimulating influence of larger classes; Leads to better school buildings, better equipment, a larger supply of books, charts, mans, and apparatus; Quickens_ _ public interest in the school; Gives the opportunity for practical instruction; Affords a community ordered from the firm of Seagrave, Waterville, Ont., arrived on Saturday last, and yesterday the big \u201cWaterhouse\u201d fire engine that weighs 10.000 pounds, purchased by the city three years ago, and kept at No.5 fire station, lower town, was placed on the traction apparatus.Later the new traction was given a trial trip through the streets of the Jower town, and finally made the ascent of all who attend, and the sons and: ELECTION CASE IS POSTPONED AGH MR.LAVERGNE HAS CONSIDERABLE DIFFICULTY IN GETTING HIS WITNESSES.After the examination of one witness in the Lotbiniere election ease yesterday, the case was again postponed until Friday next, at the request of Mr, Lavergne, when the petitioner\u2019s case will probably be closed.Mr.Lavergne had taken all the necessary legal precautions to have his witnesses in Court.He had sent four subpoenas and a copy of an order from the presiding Judges to à witness named Normand, all being addressed to a bailiff of the County, Quite to his surprise yesterday morning he received a letter from the bailiffs wife to the effect that her husband had been absent from the parish for some time and that the five witnesses had not received their eubphoenas and money for their transportation.Mr.Lavergne will now send a Quebec bailiff to serve the subpoenas.However, one important witness put in an appearance and that was Philippe Bourque, sadler and trader, of Ste Croix.As this witness apparently did not like the idea of coming to Court, but Mr.Lavergne obtained a jodgment from Chief Justice Lemieux and Judge Dorion ordering the Sheriff to issue his warrant against Bourque, and take him in charge.This was done and as Quebec bailiff left here on Saturday for Lotbiniere with the warrant and with an authorization from the Court to serve the witness with the warrant on Sunday.Mr.Bourque, it appears, was travelling around last week at Arthabaska, Warwick and Plessisville, buying hay and lumber and on Saturday left the latter village to come to Quebec, upon arrival here he went to the office of Messrs.Taschereau, Roy, Cannon, Parent and Fitzpatrick, attorneys ofr Mr.Fortier, whose election wes contested, to inquire when the case would be called and was informed that there was a warrant issued against him.As he could not go back to Lotbiniere and be in Quebec yesterday, he remained over here and came to Court yesterday.Undoubtedly Mr.Bourque was an important witness for Mr.Lavergne, as he was the chief election organizer for the Liberal member in several elections past, but his memory failed him frequently enough.His evidence: was to the effect that he received a letter some time before the elcetion of September, 1911, from the Quebec Liberal organization to come to this City.He obeyed the request and came to Quebec, proceeding to the Liberal hegéquarters at the Auditor fem He knew nobody there, but produced the letter he had received, and was then requested to accompany a young mas who brought him to Lower Town where they called upon a man whom Bourque did not know, bad never met, and had never seen since, and, moreover, did not \u2018know what street he went to, although he frequently came to Quebec.When he had made known his identity he was handed over a bundle of bank notes, but did not know what amount was in the bundle as he never asked \u2014did not count them nor did not give a receipt for the parcel of money.Placing the latter in his pocket he left for the County of Lotbiniere, and visited the eighteen parishes of the County to distribute the funds which he had \u2018received from the Quebec organization.There were about 50 committee rooms in the County, and to the best of his knowledge he gave each committee from ten to fifteen dollars for legal expenses, which included the payment of the rent of the room, light and tobacco, Asked how he knew how much he had to spend in committee rooms, when he did not know what amount he had received in Quebec, the witness replied that he handed over practically the same amount to the different committees and if his money had run out, some of the committees would have to do without their share.However, he had enough, even to pay his own expenses, and a few hundred dollars remained over from the Quebec fund.He never bought any liguor with this money or did not distribute any liquor, but he always kept brandy in his house, as his wife was an invalid and had to take brandy and milk.When friends came to his house, he treated them to his own brandy before and after elections as well as at any other of the Union Life, the defunct insurance company, dug deeper into the financial entanglements of the chain of its allied companies this afternoon and such was the tangle that referee Kappelle suggested that the simpler way of separating the affairs of cach company from that of the others, and of showing the borrowings and cross borrowings would be to have a table drawn up and submitted to the board.This will be done tomorrow.Following the list brought out at the morning hearing, one more of the allied concerns of which H.P.Evans was a small shareholder, was the Share and Debenture Company, but this company did not have any direct dealings with the Union Life.The National Land, Fruit and Packing Company, however, was added to the list of those indebted to the Union Life.The concern was largely controlled by Mr.Evans through the Agency Lands and Securities Company and is now in liquidation.It was incorporated in October, 1910 and in 1911 took over the assets of the Agency Lands and Securities Company.Under questioning the witness said that little money had been.paid out, but the transfer consisted chietly of agreements with farmers and other land owners for the sale of their jands It was these agreements which were taken over for the 250,000 pounds of its own stock.By using proceeds from the sale of stock from the Canadian Provident Company, which amounted to nearly $200,000, a staff of some 400 men were employed to cultivate the orchards.It was in June of 1911 that the shares were offered in London and of these 37,029 one-pound shares were disposed of.These shares were issued by Evans and Mr.Rolf, of the Canada Provident Company.The details of the disposal of the shares of National Land, Fruit and Packing Company were so tangled that it was suggested it would be simpler for a memorandum to be prepared and submitted before the investigating committee tomorrow.The cause of the failure of the company seemed easier to arrive at.This, Mr.Evans
