Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

However, the King of lingland was ; acknowledged as the King of Ireland, { and it was his prerogative to disallow either English or Irish Acts when he | saw fit, The Poyning Act.It was Sir Edward Poyning, the Lord Deputy.who first sought to bring the Trish Parliament under the authority of the English Parliament, Poyning was able to get the Irish Parliament to pass the necessary Act in which the laws enacted in England were acknowledged to be binding in Ireland, that the English Privy Council should have the right to first pass upon all bills introduced into the ! Trish Parliament.und that the Irish Parliament should rot meet without the King's consent. How Poyning managed to get this bill passed we need not enquire. It is enough to say that it was repugnant to the great mass of Irishmen. It was never accepted by them nor by succeeding Irish Parliaments.and until the reign of George I.there was friction between the two Parliaments. In this reign the English Parliament holdly claimed the right to make laws for Ireland.1t happened.however.the attention of England was about that time cngaged in matters of more | moment, in the American Revolution ; tion of Ireland against the so-called “Mandatory Act” succeeded. The Englich Parliament repealed the ob- | noxious bill. The Irish Vciunteers.Crédit for ‘the agitation that brought about the repeal of the bill must go to the lrish Volunteers, an organization that in many respects resemble the present organization of the men of Ulster. However, the volunteers were not recruited for the | primary purpose of defying Englandt+ They were brought in to existence be- i cause the government of Ireland was | incapahle of defending the country { against the attacks of Paul Jones and » other Yankee freebooters. Therefore | the people took the law into their own hands and formed little companies of volunteers, armed and ready to repulse any atacks of Americans or French, These volunteers wer exclusively Protestants.Roman Catholics were not allowed to go armed but they were drilled.nevertheless.and formed the neucleus of à poweriul army, if only they could he provided with weapons. When the trouble with the United States was over the volunteers numbered about 100000 There being no more fighting to do, — that and in European wars, and the agita- : Parliament once more, the eagerly into politics.Liberty Wor Anewvolunteers threw themselves Refure they laid down their arme, however, they made a demonstration of strength that seriously alarmed England, and when some 240 of them met in the famous Dungannon Convention and demanded the restoration of their Parliament, offuring open rebellion as an alternate, England capitulated and Ireland was given her This was in 1782, but England had yielded with a bad grace and on the first favorable opportunity undertook anew the conquest of Ireland.Of this page in her history it is well not to speak In eighteen years a hatred of England was bred in Ireland that has not yet died out.The volunteers had disbanded, and there was an easy road for the merciless plunierers. The final coup was achieved by Lord Castlereagh.who foilowed Foyning's methods.and by the lavish expenditure of money and titles secured a majority in the Irish Parliament. In 1800 the Act of Legislative Union was passed and the two countries entered into the bond that Redmond now desires to sever. The Irish Rebellion followed, and for.five years the Habeas Corpus Act was suspended.Ireland's Great Leaders, However, Ireland.was never leit without leaders in her struggle for an independent Parliament. After the youthful Emmett there arose Daniel O'Connell, the great liberator. In 1829 he had secured the emancipation of the Roman Catholics in Irelnad, and was pressing on boldly to his goal.which was the restoration of the Irish Parliament. But dissentions arose.and he died abroad of a broken heart. The next leader was Isaac Butr.a brilliant lawyer.who Lad defended the Fenians in 1867.In the British parliament he introduced upon every opportunity a resolution approv ing of an Irish Parliament, but invariably it was defeated.Patnell came forward about this time, and tried another method. He resorted tn obstruction, and soon had a band of followers who were resolved that if the English Parliament would not permit the Irish people to transact their own business they would not permit it to transact any other business.Tn 1877 Parnell became the leader of the Irish Parliamentary Party.and in 1886, he had won over Gladstone to introduce the first Home Rule Bill. The Liberal Government fell by it.Again, in 1893, another bill was introduced.but was defeated by the Lords, and Gladstone resigned the Premierskip. The next Home Rule Bill was Campbeil-Bannerman's.in 1905.The present measere was introduced in April 1912.Piles Cured in 6 to 14 Days, Druggists refuné money if PAZO OINTMENT fails to cure ltching, Blind, Bleeding or Protruding entertain the ides of spending their honeymoon in the heart ‘of African pygmy land, yet.judging from tbe rersarks made by Mrs.Powelt Cotton in the course of a lecture «x the Halcyon Club the other evening, the place had its advantages. She spake from personal experience, as she journeyed to Africa to marry her husband.and spent the first fourteen months of her married life in and near the lturi forest. The life at least is simple. The housewife is freed from the domestic worries which prevail in civilized countries, and is totally independent of the tyranny of fashion.A uniform case holds sufficient outfit to last for more than a year, a small tent illuminated with a single candle serves as a dwelling, which is shared with enormous rats and powerful mosquitoes.Mrs Cotton described the pygmies as mighty hunters, vindictive enemies, and steadfast friends.Conditions are simple and clothes at a discount.A string of beads and a circlet or two of iron are regarded as the height of sartorial opulence in the case of a baby, and even in later life ideas on dress never go much beyond an apron of barkéloth with 2 bunch of leaves by way of otnament, The birth of a girl is received with resignation: that of a boy with favor, but it is satisfactory to learn that in later life girls are looked na as of some value. It takes a prospective bridegroom quite à long time to collect the five hoes, five sickles, three spears, thirty arrows and twenty neckbands which are considered a good price for a wife. The process is rather simpler if he should happen to have a sister, in which case he merely exchanges her for a bride. All pygmies begin life in a primitive shelter shaped like a beehive, four feet high, built of pliant saplings driven into the soil and thatched with leaves. After a time, however, they are placed by themselves in a hut about the size of a dog kennel. In childhood they are singulaely iree from the restriction simplied by the words “don’t” and “mustn't.” and as they grow older their favorite recreation is dancing. The tango is not to be compared with the dance of the Huri pgymies, which the lecturer prophesied might shortly find its way to Londan ballrooms.a — DUKE OF CONNANGHT *#UsyY IN TORONTO .t.Toronto, March 19—The Duke of Connaught spent a few very busy hours in Torosto today and IMAGINES HIMSELF SPENDING $2,000 On Wednesday last a lone and lited edestrian was seen to approach from the north and walk along the Quebec and Lake St John Railway in the direction of the city. The Valcartier station agent, who had read the account of the recent murder of a policeman in Montreal by a quartette of bandits, and later read of the reward offered for the arrest of each of the two remaining gunmen at large, Focault and Bourret.had his attention called to the pedestrian, and immediately came to the conclusion that the tired traveler was one of the fugitives.and began to dream dreams and see.visions of a handsome reward. He became interested in the man, and ‘as he approached within closer range, he felt sure that he recognized in the man one of the gunmen, and no doubt, Boutret, who was making for his former home, and friends at Charesbourg. The station master com- to see visions of the $1.000 reward that would make him rich and he determined to entertain the traveler until he could secure his arrest and succeeded in detaining the man.His next more was to notify the Quebec Police authoritie sof his suspicions with the result that Sergeant Buteau and Constable Boucher of the Provincial Police were despatched in haste to Valcartier and arrived there in time to capture the suspect and brought him to the city.Yesterday morning the supposed gunman was conveyed from the Provincial Police guard room situated in the Parliament Buildings, to the Police Court for examination. The man as he was conducted before Judge Langelier to give an account of himself wore a puzzled expression of countenance. One glance was sufficient for the Court officials to observe that the prisoner bore no resemblance to Bourret. He was asked his name, and in clear Anglo-Saxon pronunciation answered that his name was Stuart, and eacned his living as a faborer.Being asked where he was born, he said Epgland, and was a resident of Canadx for the past 14 years and when helé up by the police at Valcartier, was walking to the city in search of employment, and expected to find work as a laborer on the Transcontinental Railway construction, The mistake made by the Valcarties station agent and later by the Provincial Police, for arresting the man for Bourret, was very apparent and the court officials could not suppress their amused feelings. The prisoner in the tension subsided everyone laughed at the mistake made by the police in bringing the man to the city.after they had seen and conversed with him.Granulated Sugar at 4c a pound, at Myrand & Pouliot's, Friday and Quite as Much of the Play as Their Opponents Last Night, ROUGH PLAY A FEATURE Man With the Puck Was Generally Sent Sprawling Before He Could Shoot— Toronto, March 19—Torontos won the Stanley Cup from Victorias. The final contest at the Arena tonight resulted in a score of 2 to 1 in the local team’s favor. It was something of a slugging match, and rough play was the rule from start to finish. This, the third meeting of Torontos and Victorias in the Stanley Cup series in Toronto, was under the N.HA.rules, with the western penalty system. Both teams used crude methods to break up their opponents attacks and the man with the puck was generally sent sprawling before he had a chance to shoot. While the rough play was evenly divided, Poulin stirred up most of the trouble.Right from the start, he hooked, tripped and slashed.Torontos did not take kindly to his tough play and retaliated. Before the game was over the players on both teams, with the exception of the goal tenders, let hockey go and contented themselves with waiting a chance ot give and take with an opponent.Victoria Played Better Victoria played much better tn- night than they did in their former games, and had easily as much of the play as Torontos.Their entire forward line, with the exception of Poulin, displayed more speed and better judgment in handling the puck when close in on the nets.and Holmes was given plenty to do.As in the other games, his work was gnod throughout, but he did vot overshadow Lindsay, who played his best game of the series. The Victoria forwards checked back well and this with the rough work close in on the goal prevented the light Toronto attack from shooting as mach as usual.Foyston and Wilson were tireless workers, but had little chance against the heavy work of the husky Victoria defence.Davidson, who was unable to play on Tuesday on account of iliness.replaced Wilson several times tonight.and when he was not roughing it with his opponents did sonre good work, Family Fight Starts After play had been in progress about 15 minutes in the third period.Davidson and Genge, who are cousins started a fight in the south-west corner of the rink.Sticks were dropped and the two husky players went at it with their fists. No damage was done on either side, but before the disturh- ance was quelled, every player on both teams and some of the substitutes had a hand in it.Cameron gave Poulin a nasty crack on the head near the end of the game, when he swung his stick after being relieved of the puck. The visitors had heen doing this throughout the entire game, so he received his own medicine.MeGiftin was only on for a few minutes, but the short while he was nn was filled with thrills.Genge tried tn get Mc- Giffin without any damage resulting Victoria Taronto Gent SHOW CANA DIAN NORTHERN ALSO, ox | rhe sudden change in the weather conditions yesterday provided a fine sheet of ice at the Quebec Skating Rink last night for the two hockey exhibitions, the winning teams being the Mochanics Supply Company and the Q.R.L.H.& P.Company.One of the teams, the P.T.Legare seven, did not figure in the macth aginst the Mechanics, as was scheduled, a team from the firm of Terveau & Racine flling in their place. When it is considered that the Supply men only won out by a score of to 1, it may be imagined that the scare the Tetresu, or terror, boys threw into the ehemies camp was & | genuine one, L.Moore and E.Wiggs scored for the winners and Roy netted the only goal registered for the Terreau & Racine septette. The Q.R.L.& P.aggregation had as their opponents a team selected from the Canadian Northern Railway, whom they defeated by a score of 3tol.Despite the fact that the Mackenzie & Mann representatives were minus a few of their star artists, who are said to be scouting along the line of the C.N.Q.for the Montreal gun- ‘men, or lobbying at Ottawa, they Umade a very careditable showing ! against the Merger speed merchants. The first period was a blank.1t was made clear not far on in the second period (a la N.H.A.) that the Q.R.L.did not want for power from Montmorency or ‘elsewhere, for C.Doherty came through with the first goal which was followed shortly by another by J.Kirkwood.This set the C.N.Q.on their mettle and Young hammered in the first for his side in two minutes. Both sevens, continuing the East.' ern rules in the final act, Montreal takes to the artificial surface. It is said that the installation might cost $35,000.CANADIAN TEAMS DON'T SUFFER BY ROUGH PLAY, New York, March 17—Many New York hockey followers who saw the first game of the series between the Canadian professionals were outspuk- en in condemning the rule by which when a man is ptt off for rough play another player takes his place until the offender's time is up, They hold that by this no real penalty is put on rough playing.in that the offending team is able to keep its full numerical strength. The Canadian teams play with six men, and while many criticired the rules governing penalties, there were those who held that the scheme was the only feasible one for the eix-man game, because ir kept up the full playing strength of the teams and did not result in one team having perhaps half its players on the side lizes. It is true that had substitutes not been permitted to take the places of men ruled off in Saturday night's game at the St.Nicholas Rink there would have besr.times when hardly half a dozen players all told would have been on the ice.OXFORD NAMES TEAM FOR PENN RELAY MEET.— English University Will Be Represented by 19—The Senate of Canada tonight gave a dinner in honor of Sir MacKenzie Bowell and of the Hon.C.E.De Boucherville and in celebration of the ninetieth birthday of the one and the ninety-first birthday of the other. The function, which was held in the parliamentary restaurant, was remarkable in many ways.It was presided over by Hon.J.A.Lougheed, government leader of the Senate, who had on his right Sir MacKenzie Bowelt and Mr.Joseph De Boucherville, representing his father, who was unable to be present.- The vice-chair- men were Senator L.G.Power, Senator Robert Jaffray and Senator F.T.Thompson.Premier Borden Present.Premier Borden, who was seated beside the chairman, proposed the health of the two guests of the cven- ing and in doing so regretted the absence of Senator De Boucherville, whose long life and record lent distinction to the Parliament of Canada.“1 do not know that it is safe of a staid commoner'to associate with the gay young blades of the Senate.” he said, “but I warn vou that [ be turned over safely to the House of Commons at the conclusion of this dinner. The first thought that accyrs in connection with this dinner tn ir Mac- Kengie and the Hou.Mr.De Boucherville is that the union of their names in the toast and the honor which is being done to them by their associates is a just symbol of the union and cooperation between the two great races which have made Canada what it is today.” Tton, Mr.De Boucherville had attained a ripe age and had a most distinguished career, continued the Premier. He was the only man who enjoyed the distinction of the membership ‘in two islative chambers in Canada.Though years had bowed his form his mind was that of a young man and he gave promise of years of usefulness to his country.Manly and Upright.Sir MacKenzie Bowell, who was of English descent, in his-life showed the characteristics of the great race which had made Canada the great country that it was.His long public life had been a record of manliness and of in- tegritv. He had struck hard biows but without bitterness.Entering public life as a member of the House of Commons in 1867 Sir MacKenzie had been a member of the Commons or of the Senate ever since. He had held three portiolios in the Federal cabinet, had been Premier of his country and both Governmént and Opposition Leader in the Senate.Veteran Replies. The health of Sir MacKenzie was most enthusiastically responded to and in acknowledging the honor Sir Maca man whom he more honored and respected than Senator De Boucherville.Under Sir John MacDonald, Sir Mae- Kenzie said he had learned long ago that its a country like Canada where there were two races with different creeds freedom could not be attained if the country was governed by the narrow prejudice which actuated some Canadians. All Loyal to Crown.“Without vanity 1 may say that 1 have occupied more than one post of honor in my country and how I have filled them 1s nof for me to say” he said, "however, without fear of contradiction.I can say that I have always tried to do my duty as I eaw it and during the years which remain to me 1 shall continue to do so.” In conclusion ‘Sir MacKenzie said: “I look forward to the time when Canada shall Lpccupy à position which will be a credit to the Empire and to herself. However Canadians may differ as to details I fell thas ali of us, no matter of what blood or faith, are one in onr feeling of loyalty and devotion to the British Crown and when the time requires our sons will rally to the defence of the Empire es they did in Shuth Africa.Let us be true to ourselves as Hritish subjects and there will be nu fear for the future.” Responds For His Father.Mr, Joseph De Boucherville, K.C, ’ ; BIMPTION ON THE - PAK CAL IS STIRRING UP THE TRANQUILITY OF THE DEMOCRATIC MAJORITY -— SENATOR JONES EXPLANATION, Wishington, March 19=More stubborn than anything that has arisen to stir the tranquility of the Democratic majority since the party came into control of the national government, is the opposition to President Wilson's plea for repeal of the toll exemption provision for American ships in the Panama Canal Act- With the time almost at hand when the question is to be decided, the un- viclding opposition of the Democrats who believe it will be an economic mistake to reverse the policy of the government on the tolls question becomes more active, and in Senate and House the discussion is certain to be the most vigorous that has been precipitated by any issue the Democratic congress has had before it.While the President and Democratic members in both Houses who will support his position are confident that the repeal will pass by a comfortable majority, few have any idea that the majority will be large.Debate on the repeal will begin in the House Saturday, when a rule will be offered limiting debate to fifteen hours In the Senate action by the committee callers, the President said his address to congress on repeal of the tolls clause was written before the visit to Washington of the British Minister to Mexico, Sir Lionel Carden, to wHom Senator Jones had referred in his speech, and that the canal controversy was not nientioned during the minister's conference at the White House.Later in2the day Senator Jonés made a statement to the Scnateé, asserting that he had not wished to misrepresent anybody.that he had referr:d to the conclusions as hé had read them in a ‘newspaper, and that it was due the President that he express to the
