Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

APOLOGY Wilson Does Not Want to Antagonize Carranza and Advises Him Not to Joopardize the Rebels’ Cause ‘Washington, April 24—While the attention of the American Government, Jor the most part today, was concen- tratech on restoring order at Vera Cruz and expediting the departure of Americans from all parts of Mexico, a watchful eye was trained on the transcontinental boundary between Mexico and the United States for ay signs of hostility from the Mexican Constitutionalists.President Wilson and his cabinet had a long meeting, after which optimism was conspicuously apparent both in their demeanor and informal discussion of the situation.Villa's Statement Reassures There was no particular development to which the feeling of hopeful- mess.that the real “war would be averted could be traced, but General Villa's friendly pronotincement, it was ndmitted, had impressed many officials here with the possibility that the Constitutionalists after ail would remain meutral while the American Government sought reparation from Huerta.Other officials were not so sanguine and the army moyed with precision and swiftness to protect the American boundary and reinforce the expeditionary force of marines and bluejackets at Vera Cruz.Telegram To Carranza ç — Conferences at the State Department between Secretary Bryan and representatives of the Mexican Constitutionalists resulted in the despatch to General Carranza of a telegram by the latter, strongly advising him to remain neutral and assuring him that the American Government intended to withéçaw its forces from Mexico just &5 soon as satislactary reparation had been made for offences committed by Huerta. The advice given Carranza here was that by assuming a hostile attitude he would draw ail Mexico Into a war; Huerta wouid be perpetuated, and the Constitutionalist cause fost in the melee.Unessiness Abroad Signs of uneasiness abroad because the United States, though not having declared a blockade or a state of war, is exercising jurisdiction at Vera Crux between measures “short of war” and ‘actual war, began to be apparent today.Cabinet officials said no attempt would be made to interfere with the regular channels of commerce anywhere, cargoes being allowed to land at all points.Munitions of war alone will be held at Vers Crux if landed, provisions and other commercial supplies not being detained.Americans Not Aggrèssors The sporadic outlook at Nuevo Laredo.Mex., where the evacuating Federals burned the town and fired Across the American border, was not unexpected, but it was’ significantly pointed out by officials here that rhe American troops returned the fire merely in defence of the international fine and did not become the aggressors, Both the military and naval forces are operating under this principle, defending themseives from attack but making no pépnsive move without instructions fro Washington.Congress Still Talking Congress still tatked about Mexico.Senator Lodge read a long telegram from many prominent persons, urging an inquiry into the Mexican situation before war was declared.Representative Fitzgeraid, chairman of the House Committee on Appropriations, asked the President if he wanted “any war appropriations,” and Mr.Wilson said “not as yet.” War Funds Lacking Secretary Garrison is practically without funds for the particular movements of the army now being made, but he is drawing on the future. It is a violation of the law for the War Department to incur any obligation without authorization by Congress, but Mr.Garrison smilingly said he had “faced jail” several times in the last few days on this account.Leaders in Congress have assured him they would back him up in the present emergency. The President has hesitated to approve any request for an emergency appropriation by the ‘War Department for fear it might be interpreted as a forerunner of war, Volunteer Army Bill Mr.Wilson will affix his signature probably tomotrow to the volunteer army bill, providing the machinery for raising a volunteer army force in any tive of emergency. The possibility that the militia might be needed at this time led 10 an appeal to the Bupreme Court of the United States for decision of a pending case to re.moye legal obstacles in the use of the militia for volunteer service.Res GREAT SUCCESS IN EVERY WAY —" The Eight Regiment Royal Rifles had one pi the strongest musters it has had in years at the Drill Hall last evening for the inspection by Colonel Watson, Commanding Officer, assisted by Major Swift and Q.M.Sergt.Jacques.After thevarlier part of the evening had been spent in company exercises, the regiment, following a brief intermission, was called to company sections when Col.Watson made a close inspection afterwards calling the battalion to attention. The regiment showed the good effect of the efforts of the officers commanding the different companies in their marching and the only apparent handicap in this respect was due to the Drill Hall not being sufficiently large to allow the men enough freedom when marching in two columns. Both the brass and bugle bands were in attendance, being in charge of Bandmaster Trudel and Bugle Major, Jordan respectively, and during the general salute the march past was played, Col.Watson warmly congratulated the officers and men on their splendid appearance, and particularly on the steadiness shown in the different exercises.First Church Parade Tt was announced after the inspection by Acting Adjt.Wilson that the invitation from Rev.Dr.Love had been accepted and the regiment would parade to St.Andrew's Church on Sunday week, May 3.The second invitation from Rev.Father Woods, CiSS.R., of St.Patrick's Church has also been accepted for Sunday, May 1@h.It is not definitely decided yet when the Brigade Church Parade would be held, but it will probably take place the third Sunday in Secretary Bryan talked to a procession of caliers. The German Ambassador, it was understood inquired about the statutes of commercial vessels and their cargoes and told Mr, Bryan about tie uncertainty abroad whether a blockade had been declared or a state of war existed. No information was forthcoming from the German Ambassador or Mr.Bryan as to the conference. The American Government holds that its seizure vf the Customs House is in accord with Internationa; precedent as an act of reprisal. No blockade has been declared and no interference with commerce would be attempted.German Boat's Cargo The German vessel which carried the big shipment of arms which it was feared might reach Huerta.has landed its commercial cargo, but the captain of the vessel, for reasons of his own, has not put the ammunition ashore. There has been no effort on the part of the United States forces at Vera Cruz to prevent its landing. The accepted theory here is that the ammunition was not landed because of the uncertainty that it would not reach the consignee if deposited in the Vera Cruz Customs House American naval officers will not interfere with the interior shipment of the cargoes, but: will collect the customs and hold them until reparation has been made for all offences.Sonsul-General Shankland is still in Mexico City.according to the latest word at the State Department, and has been instructed to use his discretion about leaving.Tt is believed he will stay until the last American is cared for, taking refuge finally, if necessary, in some other for- en consulate or legation, Charge Wishes He Had Ten Million Cartridges at His Disposal.THE ‘CARRANZA LETTER Constitutionalist General Desires to Avoid War—Traffic to Juarez Closed.El Paso, Tex, April 24—The international political situation cleared greatly today as affecting the’ status of the rebel government and that of the United States. This city and Juarez were perfectly quiet.A long note from Secretary Bryan Carranza was transmitted through Juarez to Chihuahua tonight.General Francisco Villa, who arrived at Juarez yesterday, repeated his declaration that he would not be drawn into a war with the United States, particularly as that would serve to draw the Huerta chestnuts out of the fire.He repeated these assertions to George C.Carothers, special agent of the State Department, ‘and to newspapermen and many other visitors. To J.T.Me- Clammy, his cattle agent on this side of the river, he said: “It's that Little drunkard Huerta’s fight; let him fight it.I wish I had -ten million cartridges right now.I'd \\march into Mexico City without a stop.” Carranza’s Note Explained.Villa said Carranza’s note had been misunderstood and that the first chief was as friendly as he (Villa) was to the United States.Roberto V, Peisqueria and other Carranza representatives here said an idiomatic expression in common use in Mexico was literally interpreted im the translation of Carranza’s note to Secretary Bryan last Wednesday. The translation made Carranza say that he had desired to avoid war with the United States “until” today.“As a matter of fact, the expression meant that although his friend, the United States, had done a wrongful act and had thereby injured a friend (Carranza). He desired to avoid war and always would desire to avoid it, explained Peisqueria.Embargo Only Temporary.Villa frankly took the position that he would like to avail himself of what is in effect aid from the United States forces to prosecute his aim.His wish for ten million cartridges, however, could not be gratified today, as the embargo was on again officially this time, and five rapid-firers which were brought to the customs house were turned back, .Villa was given to understand that the embargo was temporary, and he said that he acquiesced in any measures taken to relieve the strain of present relations.Traffic to Juarez was again closed tonight. In El Paso the troops remained in the city, reinforced by the arrival of Battery B, of the Third Field Artillery from San Antanio.but there was à visible reduction in the temperature of the political atmosphere.Federal Overtures Rebuffed.Peisquieria is _authority for the statement that the Federal Commander at Guaymas, General Tellez, who vffered to join with the rebels in that district against the United States, is not the only Federal who has made similar overtures and been rebuffed, He said a similar proposition was made by the Huerta commandet at Monterey and by a HON.GEORGE FOSTER SPEAKS REGARDING APPLICATION FOR SUBSIDIES (Special to The Chronicle) Otaawa, April 24.—8ix Canadian Shipping interests are already figuring on the changes that will take place in trade routes following the opening of the Panama Canal. In discussion of estimates of the trade and commerce department this afternoon, Hon.Geo.F.Foster stated that he had already received applications for subsidies for vesskls plying he- tween Atlantic and Pacific ports via the Panama route.# The minister pointed out that it was impossible to know just what would be the effect of the opening of the canal but one certain result would be the increase in the number of vessels plying between European ports and the Pacific Coast. He thought it was very likely thet arrangements could be made wit: these lines to make calls at the Canadian ports on the Atlantic and thus assist in the trade between the (wo coasts of the Dominion.“We are allowing tle matter to develop and see how it is going to work out before we undertake to subsidize [Any vessels plying between these ports,” said Mr.Foster.Mr.E.N.MacDonald of Picton, drew atiention to the fact that the loss of life in the Newfoundland sealing flect was greater than when the nèws first arrived and when the government decided to appropriate $10,- 00 for relief. There were now 1,000 families left without a bread-winner and are threatened with execution, according to authentic information received here tonight.Four of the Americans were taken from a train on the Vera Cruz-Isth- mus line at Tierra Blanca and further along Dignified, Loses His Valet And Clothes— Berlin, April 24—General von Podbielski, who can dispute with the Kaiser, the Crown Prince, Prince Henry of Prussia, and Admiral von Tirpitz the distinction of being the most popular man in Germany, is the hero of an amusing sleeping-car episode. The General, who is President of the German Olympic Games Council and is popularly known as “Pod.” was journeying by night from Danzig to Berlin to attend the meeting of the council. He always travels with a faithful! man servant, Heinrich. When the General uses a sleeping car it is Heinrich's business to put his septuagenarian master to bed, pack his clothes in a suitcase.and take the latter to his own compartment, in order that “Pod,” whose waist line measures 52 inches, may not be unnecessarily crowded in his compartment. When the General awoke on the morning in question, three-quarters of an hour from Berlin, no Heinrich was ready to dress him.* He discovered that the carriage in which the valet was traveling had been detached in the course of the night.and with Heinrich was well on its way to the Russian frontier, 200 miles away.A sleeping-car attendant atiempted to relieve ‘’Pod’s” predicament by searching for a passenger of the General’s dimensions who might be able to accommodate him with a “landing outfit.” as he had lost everything except his nightshirt; but nobody with a waist line approximating 52 inches could be found. The General himself saved the situation by telegraphing to the Frederich- Strasse Station in Berlin to have a Red Cross ambulance await him.Into this he clamhered on his arrival.wrapped in a blanket. From an adjacent hotel to which the “invalid” repaired he promptly telephoned to tailor, haberdasher, bootmaker, and hatter, and within an hour was equipped with a faultless outfit. In this he appeared punctually at the meeting of the Olym- | pie Council, to which he QUEBEC PHONE 6400 OLD WHITE EAGLE Pouca City, April 24—The finding of a white horse lying dead on the grave of White Eagle, for more thas half a century head chief of the Ponca Indians, showed that the old men of the tribe still adhere to their ancient customs. In common with most of the Plains Indians the Poncas believe that the, dead wasrior's horse should accompany him to the world beyond.White Eagle died recently at the age of 11.He was a man of powerful physique, striking featuers, a kingly manner. But he never learned to speak or understahd English. He was the highest authority in matters relating to the forms and meaning of his tribal religion. To the sorrow of the old men of the Poncas he was buried according to the custom of white men.His body was placed in a casket and drawn to the grave in a hearse. There were flowers and hymns and Christian attended seemed ill at ease and glad to go away. The old men said that maybe White Eagle would understand why they remained at home in their tepees. When he crossed the ford to the other side and found no horse awaiting him he would know the reason.for he had told his people always to obey the authorities in Washington.Heard Etrange Sounds. The Poncas tried to forget their failure of duty to their dead chief, but they heard strange sounds in the winds and whispering in the trees. They spoke together of ‘White Eagle, how he of all the Ponca chiefs would be without a horse to meet him on the other side, Finally, in their perplexity, they turned to an old friend, Joseph C.Miller, owner of 101 Ranch. When Miller was a boy he lived at Baxter Springs, Kan., where the Poncas were settled when the Government first brought them from the north.Homesickness and change in climate caused the death of many of them.Miller's father, the late George W.Miller, had come from Kentucky to deal in Texas cattle. He met White Eagle at that time and the two became fast friends. In looking for a place for a ranch for himself in the Cherokee strip, Miller passed through the country which the Federal Government wished to reserve for the Poncas and became con- winced that they would like to live there.White Eegle was at the point of starting for Washington to demand that the Poncas be sent back to their old home in the north.Joe Miller, then ten years old, bad learned to speak the Ponca language and was well known to White the history of the tribe a white boy sat in the council circle and to all questions made answers in the Ponca tongue. He told the Poncas of the rolling prairies, of the great patches of thick buffalo grass, of the pony-high biuestem in the valleys, of the lasting water of the Salt Fork of the Arkansas, of the plums which grew in the thickets, of the tall pecan trees and the heavy hanging vines of the wild grape. He told how the quail whistled in the creek bottoms and the deer and turkeys ranged the grassy glades and the timbered bends of the streams. The Poncas, impressed by his words, sent back a party with Miller, looked the land over and accepted it.The Poncas thus became strong friends of the Miller family, and 101 Ranch today stands on land bought or leased from them, When Little This Out NY Famous Specialists Recipe for Catarrhal Deafness and Head Noises— If you know someone who is troubled with head noises, or catarrhal deafness, cut out this formula and hand to them, and you will bave been the means of saving some poor sufferers perhaps from total deafness.Recent experiments have proved conclusively that catarrhal deafness, head noises, etc, were the direct cause of constitutional disease, and that salves, sprays, inhalers, etc, merely temporize.with the complaint, and seldom if ever, effect a permanent cure. This being so, much time and money has been spent of late by a noted specialist in per- tecting a pure, gentle, yet effective tonic that would quickly dispel all traces of the catarrhal poison from the system. The effective prescription which was eventuaily formulated, and which has aroused the belief that deafress will soen be extinct, is given below in understandable form, so that anyone can treat themselves in their own home at little expense.Secure from your druggist 1 oz.Parmint (double strength,) about 75c worth, Take this home, and add to it 1-4 pint of hot water and 4 oz.of moist or granulated sugar; stir until dissolved.Take one tablespoonful four times a day.The first dose promptly ends the most distressing head noises, headache, dullness, cloudy thinking.etc, while the hearing rapidly returns as the system is invigorated by the tunic action of the trestment.Loss of smeli and mucus dropping in the back of the throat are other symptoms that show the presence of catarrhal poison, and which are quickly overcome by this efficacious treatment.Nearly ninety per cent.of all ear troubles are dirvctly caused by catarrh, therefore, there are but few people whose hearing cannot be restored by this simple treatment.Every person who is troubled with head noises, catarrhal deafness, or catarrh in any form, should give this prescriptioe a trial, There is nothing better.Important:=In ordering Parmint always specify tha: you want Double Strength; When she consented finally it” was with the announcement that whatever was left of the estate when the debts had been paid was to go to a foundling hospital. The Bluebeard adven- ‘tures of Edwards have interested Paris at intervals for years.but if he is remembered by another generation it will be because of bis part in the establishment of the Matin. He had dabbled in journalism as an amateur on the Figaro and on the old Gaulois, of whieh paper he became in time the editor's secretary.Fought His Brother-in-law.About that time an American re porter started a paper.called the Morning News, which was printed in English, and which introduced to the French people an up-to-date American paper, Few of them, however, could read it, and Edwards conceived the highly original idea of giving the French people a paper in their own language that would be modeled upon American and British lines. He had the money, and the result was the Matin.Soon the News was forgotten, but the Matin succeeded immediately, And is today the most up-to-date newspaper published in the French language.Kdwarde’ interest in the enough to ratite:” He returned once to Journatisn, and that was when Waldeck Rousseau, his brother-in-law, was Premier.Edwards sttacked him in a Socialist paper with a ferocity that.no one unconnected with the Minister could approach. The remaining years of this remarkable character were spent in the neigh- horbood of the theatres. He’ wrote a few sketches that were more or less successful, and had the honor of appearing in Capüs’ play “Qui Perde Gagne,” where his character is sketched with remorseless accuracy. If he had not had the luck of stumbling upon the truth that in France & newspaper will succeed that opens its columns to the expression of all kinds of opinion, his name would never have been.heard outside the cafes.po PARALYTIC CAN WALK APTER 7 DAYS PRAYER Richland Centre,” Wis, April 24, — Mrs.8.H.Morgen, for twenty-six years a paralytic, stepped from her roller chair and walked around the room at the close of a seven days’ continuous prayer meeting in her room. She is now able to go about her housework withoat aid and has appeared in public carrying a child on her arm.vo She tells thus of her recovery: “My neighbors and friends gathered in any room for that special prayer meeting. Our minister began the services then they all knelt about me as I sat suffering in my wheel chair. That chair had been a prison of torture to me for over a quarter of a century! .“All through the ‘night, and all through - the - folowing week the watchers stayed with ‘me, relieving each other in tum. Finally one night the pastor tiptoed ‘silently into the room.He said that seven days of worship had passed.“Then the pastor turned to me and anointed me with oil, The room was very dark There was the perfume of fowers in the air, and the sound of half-breathed prayers.A sont of musical throbbing beat duily on my ears.“Suddenly I knew that not my friends’ prayers, but only my own perfect faith in God would bririg me His mercy. Then everything around me fell into blackness and I! saw Jesus himgelt.in a glow of gold.“*Will you walk’ came His voice, ‘leaning on none Mine” “Right with His words, a great strength ficwved into my spirit.‘I will!
