about.to be shot as a spy by the Mexican Federals at Zacatecas, caused serious apprehension throughout the day, but reassurances as to Dr.Ryan came direct from Huerta late in the day.While the gravity and the hopefulness of the situation varied from hour to hour, the envoys of Argentina.Brazil and Chile kept steadily at their work, holding two lengthy sessions at the Argentine legation.Their long conference last night with Secretary Bryan, representing the United States in the issues before them was followed today by a conference with the Spanish Ambassador, Senor Riano, who represents the Huerta government.The mediators made no announcement.Expect Another Development It was known they were expecting another definite development today, which might lesd to a staterment later, but its purport was not digolosed.> \u201cTThere was reason 16 believe, however, that it related to the attitude of Care ranze.who, having accepted the mediators\u2019 good offices, was now desired tô suspend hostilities pending the good offices.As explaining the progress that were making ,one of the mediators likened their work to a hard climb up a precipitous mountain, one dangerous cliff being scaled at a time until the height was reached.Fortunately, he adde, the dangers of each advance thus far had been met and overcome and the advance was steadily forward.Claims Quick Work Summing up what the mediators had done up to this time a well posted authority paid it represented more actually accomplished in a given time than had ever occurred in the history of intermediation.He specified, beginning April\u2019 26, and continuing six days, including today: - First, acceptance of good offices by the United States: second, acceptance by Huerta; third, acceptance by Carranzo; fourth, suspension of hostilities by the United States; fifth, suspension of hostilities by Huerta.These five accomplishments, within six days, were declared to be without precedent in international bodies.which had previously exercised good offices.A sixth development, ic was expected, would further emphasize what was being done.General Situation Reviewed The conference of the Spanish Ambassador with the mediators was not to deliver any communication from Huerts, but to go over the genera! situation.As showing the directness of the mediators, they are putting aside sil diplomatic circumioctwtion and sending cables direct to Huerta and Carranza and receiving direct replies.The text of the Huerta reply through his foreign minister, accepting good offices which has heretofore been given only in \u2018outline, was as follows: .\u201cWith reference to yesterday's telegram tell the Spanish Ambassador that medistion\u2019is accepted in principle, and that we ate very much obliged for his good offices, ss well as to the representatives of the A.B.C.which of the peoples \u2018of Spanish origin.\u201d ' The Huerta reply to the armistice proposal, réceived test night.was of Sarranza ANOTHER FORTRESS re S EVACUATED BY FEDERAL FORCE ELABORATE PREPARATIONS FOR A REBEL CAMPAIGN AGAINST SATIRLO, 3 El Paso, Tex, May 1\u2014Saltiflo, the principal city of the state of Coahuila, where the remnants df various forces rallied after their defests at Torreon, Monterey and other lesser strang- holds, was reported today to have been evacuated April 27, the troops retirirg to San Luis Potosi, in the state of that name, about 300 miles south, The information was received - here in a letter signed by Miguel Avila.Avila said he left the city on the twenty-sevénth, whens the Federals numbering ten or twelve thousand, acting on direct order from Huerta set fire to the et abandoned it, entraining for is Potosi.The letter was mailed by Avila from San Antonio, Tex, last Wednesday to the rebel junta here.As elaborate preparation for a campaign against Saltillo are being made, the information caused à sents- tion and the junta at San Antonio was telegrapined for con iyxaeri ion, À reply Was received saying that Avila was trgstworthy.This was followed by a second telegram reading \u201ctelegram from Parras confirms.\u201d Parras is 100 miles west of Saltillo and is occupied by a rebel garrison.The progress oi the rebel campaign may make it advisable to move the headquarters of the local junta, with its confidential agents, consuls, information agents, clerks and secretaries to San Antonio.The whole subject will be taken up at Chihuahua tomorrow or next day at a conference at which George C.Carothers, special agent of the United States State Department; Robert V.Pesqueira, Carranza\u2019s confidential agent here.and many others will he present.The El Paso party expects to leave during the night, The change of base along the border is thought to be convenient for the reason that the Tampico and San Luis Potosi camjaigns will be directed by General Carranza from Monterey.At this point he will be in direct telegraphic and railroad commun.\u2018cation with both armies.Thus the whole scene of activity will be moved far to the east of Torreon and Chihualua, of which Fi Paso is the gateway into the United States.It developed to day industiry in Quebec was put through the committee stage today and given third reading.One of its most important provisions is that which puts a stop to the sale of -oleomargarine and similar imitations of butter, while another important clause is that which prevents the practice of renovating butter or making what is known as \u201cPtocess\u201d butter.The whole aim of the legislation is to protect and stimulate legitimate dairy industries and, though features of the bill, it went through practically unchanged.Curiously enough some of the criticism came from E.W.Nesbitt.of North Oxford, bimself representing a dairying country.He was opposed to the clause which prohibits the sale of oleomagarine and other imitations of buter.He took this same position on April 3.when the bill as given second reading and said that if people were willing to eat oleomargarine he did not see why they should not be able to get it.Mr, Andrew Broder, of Dundas.answered hin today by pointing out that the sale of oleomargarine was an attempt to deceive.If people wanted to eat lard.they should buy lard.Thé sale of oleomargarine was an attempt to palm off as butter something that was cheaper and inferior and that was in competition with the farmers.Hon.Martin Burrell declared that the sentiment of the country was against such products.Horse Meat Industry During the contideration of estimates for the department of agrieul- ture, Hon.Chas.Marcil asked if the minister's attention had been called to the horse mest industry in Chambly County.Mr.Burrell replied that the department had been asked to appoint an inspector to see that the meat was not diseased, but it was not considered that horse meat came within the jurisdiction of the department.The department dealt only with interprov.ineial trade and this industry was confined to the.Province of Quebec, Montreal being the onfy city where Horse flesh was deing comumed at present.; Mr.Marcil said that it had been reported the most civilized communities, organizes these play and gang instincts under the combined influence of sympathy and discipline, and thus turns them to the best account.The boy joins the Scouts approved by his home and his chorch, learns the simple, straightforward Scout Law, takes the oath, learns a few easy knots and other wrinkles likely to make him handy, and becomes a \u2018tenderfoot.\u2019 After further, and higher.tests he becomes a second-class and then a first.class Scout.All boys are not expected to go through the same tests in all particulars; and each boy's special bent is given every chance of being developed.A King's Scout\u2014the highest of all-\u2014mast show special aptitudes as well as a good working knowledge of a more general kind.Every course, regular and optional, is clearly laid down in the text-book.But the special chances do mot stop short even at these many opfibnal subjects.There is always what thé boys call \u2018something doing\u2019 in the wily of whatever \u2018extras\u2019 may happen to suit local conditions.Quebet, for instatice, is an ides! centre for learning how to guide the most intelligent class \u2018of visitors over scenes of very great historic interest, À class will be formed of those boys who have the time, desire; and aptitude for this kind of work; and there is every reason to hope that it will be at least as ed to be in many other places which are much less favoured than Quebec.Another extra class will be taken for a boat and canoe cruise round the I«]- and, some sixty or seventy miles, during which a bright boy can pick up many a useful wrinkle in sea «c ting, as well as in the history of Canada and the wonders of its glorious wild life.The national duty of preserving our beneficial forms of wild life will also be regularly taught: and there will be a course of lectures, to the leaders first, and then to all.on nur fined: types of animals\u2014mammals, birds, and fish\u2014by land and sea.Illustrations, nf the kind that really illastraze, are already being prepared.May I conclude by again emphasizing the fact that the Boy Scou: movement is the friend, and not the foe of the home, the church, the schol, and the cadets: their complement, no: their competitor, It is in no way miliary, being exclusively confined tn the civil side of boy fife, But it welcomes ail cadets, as everyone ought to welcom- every boy or man who fits hinseli \u2018ur the defence of his country.If, however, a cadet las no time to 5e a Roy Scout as well, then the Boy S- ut Association will not, on any account.entice him sway, or even receive him if he comes of his own accord.The spheres of the home and the schau!
