ENDEAVORS BDAY, SEPT.16, 1914, BIG BATTLES YESTERDAY ; TO MAKE STAND ; OTHERS RETIRE French Deny That Crown : rince Bombarded Verdun-Russian Official Reports Say No Fighting Has Occursed In East Prussia During Last 24 Hours-Berlin Says French Left Wing Has Been{Repulsed And Austrians Have Beaten Servians Back-Montene- grins And Servians Claim Successes On Bosnian Frontier London, Sept.15—The battle of the Marne kas about come to an end, and although the allied armies are kegping in touch with the retreating Germans it is evident thasithe latter are taking up positions to stay the northward ton of the French and British.b General Von Kluck with his army has madé à stan:l north of the River Aisne on a line marked by the Forést of L'Aigle and Craonne, while the armies of General Von Buelow and Von Hausen, the Duke of Wuerttemburg and the Crown Prince are falling back to straighten out the front on which the next big battle is likely to be fought.Although the Germans have been badly pugjshed in their long retreat and have lost many guns and men, they maintain cohesion, and, unless the French succeed in their attempt to get between the army of the Crown Prince and, those operating to the west of him they will present a solid front when the time comes for another clash, which will s big as the recent battle. The new position of the Germans, if they cad gain it, offers better opportunities for defence than the groufd they have passed over during the last ten days.Their right apparently extends as far west as St.Quentin, through a gountry encir- circled by rivers and streams that will e rrass the at- Crown Prince, gtretc : hind Rheims and then north to Verdun, thus securing the roads and railway running north from Rethel to the Belgian frontier and eastward to Luxemburg, and Metz in Lorrame. Thus by bringing the army of the Crown Prince of Bavaria more into’ line they will be covered on one wing by their own fortress of Metz. Some military experts are of the opinion that the Germans will offer their next big resistance on the Meuse and that another battle of Sedan will be fought before many days.Much must pass before this takes place, however. The Allies, at last reports, were keeping up a keen pursuit with probably fresh troops. The French left, with large forces of cavalry, some of which dre reported as far north as the Belgian frontier, continues to harrass the German right, while British and French forces, which gained passages over the Aisne two days ago, are now somewhere between that river and the River Oise and are trying to repeat the outflanking movement which they carried out on the Ourcq last week.Rheims has heen reoccupizd by the Allies.but the reports makes no mention of the neighboring fortresses of La Fere and Laon, the recapture of which should not be difficult, as they are constructed to resist attack from the north, and the south is relatively weak.On the French right the Germans are falling back to Chateau Salins, just across the Lorraine border, which has been the scene of so many skirmish~ ‘ne 1he beginning of the war, In Vosges and Alsace the situation remains unchanged, both sides reserving all their strength for the more critical contest in the west.THE PARIS STATEMENT.+ Paris, Sept.15, 11.16 p.m.—The official communication issued by the French Government tonight give no details from the battle line, except to say that the allied armies are in close contact with the Germans every where, and that the forward movement continues between the Meuse and Argonne. The text of the communication is as follows: On our left wing our armies are in close contact with the enemy on the whole front from the heights north of.the River Aisne, west and south of Rheims.” “On the centre our forward movement between the Argonne district and the Meuse continues.“]t is absolutey untrune, as has been published time and again by the official Wolff Agency, that the army of the Crown Prince is besieging and bombarding Verdun. This city has never been attacked.Only the fort of Troyon, which is not a part of the defences of Verdun, but protects the heights of Meuse, has been bombarded on several occasions.“It is known that the violent attacks of which it has been the object have not succeeded and that since yesterday it has been relieved.” ““E'hers is nothing te report concerning our right wing” i}.WAR SUMMARY The French official state ment makes brief mention of the fact that the allied armies are in close touch with the Germans north of the River Aisne and in the neighborhood of Rheims. In this territory General Von Kluck’ army is apparently making ready for a stand, while the other German armies under Vou Buelow, Von Hausen, the Crown Prince and the Duke of Wuerttemburg are falling back, and, in doing so, are endeavoring to maintain an undivided front. The French War Department also denies that the Crown Prince has ever bombarded Verdun, and adds that only Fort Troyon, which does nat belong to Verdun's defences, has been attacked, although lately it was relieved."The British Official Press Bureau gives out a statement on authority of Sir Edward Grey, Secretary for Foreign Affairs, in reply to a communication issued to the press by the Imperial German Chancellor. The statement is based on the German Chancellor's queston as to whether England would have interfered to protect Belgium's freedom against France, and the answer given is that England would unquestionably have done so.President Poincare and Empepror Nicholas of Russia have exchanged telegrams of felicitations on the victories credited to French and Russian arms.Russian official reports announce that no fighting has occurred in the last 24 hours in East Prussia and that the Russian troops, having extricated themselves from a difficult position, are awaiting further movements, From Berlin comes the announcement that the efforts of the French ¢roops to break through the right wing of the German western army have been repulsed, after heavy fighting.Berlin also announces that the Austrian troops have repulsed the Servians all along the line of the River Save.Among those who fell on the British side in the recent fighting was Brigadier General Neil Douglas Finlay, commander of the First Division, Royal Artillery, who gained a reputation for bravery in the South African war.A Rome despatch giving news from Albania, says that the Montenegrin troops in conjunction with Servians have repulsed the Austrians on the Bosnian frontier. In the recent p—Apiing.the Austrian casualties WEIS sstimated at 4,000.An Austrian official communication received at Run UFaits the reperés- of ~ victories over the Austrians and asserts that 100,000 Russian prisoners and mearly 500 guns have been captured.Roumania is reported to be making advances to Italy for common action against Austria. The Japanese troops who are marching against the German protectorate of Kiao- Chow n China, have captured the town of Chio-Mo a short distance outside of the Kiao-Chow zone. The first encounter between the German and Japanese lanai forces occurred at this point.— GERMAN SHIP WAS SUNK BY A SUBMARINE DARING EXPLOIT OF BRITISH SAILORS SUCCESSFUL, BERLIN ADMITS DRINK THE SUPERIOR HOLLANDS, GIN Rome, that tbe following statement is issued with the authority of Sir Edward Grey, Secretary of State for Foreign Affuiss, with regard to the communi- tation made by Dr.Von.Bethmana- Hollweg, the Imperial Germin Chan- eeHor, to the press: “Does anyone believe,” asks the German Chancellor, “that England would have interfered to piotect Belgian freedom against France?” “The answer is that she would un- Questionably have done so.Sir Edward Grey, as reported in the White Paper, asked the Government whether it was prepared to engage to respect the neutrality of Belgium so long as no other power violated it.” “The French Government replied that they were resolved to respect it.The assurance, it was added, had been given several times and had formed the subject of a conversation between President Poincare and the German Chancellor, who entirely ignored the fact that England took the same line about Belgian neutrality in 1870 that she has taken now.“In 1870, Primce Bismarck, when approached by England on the suh- ject.admiited and respected the treaty obligations in relation to Belgium.” “The British Government stands in 1914 as it mood in 1870.It is Herr Von Bethmann-H>liweg who _sefused to meet «us if 114.as Prince Bismarek met us in 1870.The Imperial Chancellor finds it strange that Mr.Asquith in his Guild Hall speech did not mention the neutrality of the Beandinavian countries, and suggests that the reason for the omission was some sinister design on England's pare.” “It is impossible for any public | speaker to cover the whole ground in tach speech. The German Chancel.i lors reference to Denmark and other | Ecandinavian countries can hardiy be tonsidered very tactful with regard to Denmark. The Danes are not likely England and France in the Treaty of ‘Stockholm in 1835” “The Imperial Chancellor refers to the dealings of Great Britain with the Boer Republic and suggests tit she has been false of the righteousness of Great Rritain’s cause and explaining the firm resolve of the South African Union to aid her in cvery possible way.” “Great Britain had given them a constitution under which they could creste a great nationality, and has ever since regarded them as a fren people and as a sister state.Although there might be many who, in the past.had been hostile to the British stretched over a front of one hundred versts (about 66 miles), and included several armored entrenchments on the hill side, “Many shells went over Krasnik,” the correspondent adds, “but did no damage to the town. The Russians finally broke the Austrian front and the Austrians abandoned their whole position, disregarding the Germans who, although they were fighting bravely, had to fall bankers and bond-holders have been heard from.General Carranza’s explanation is that his action is warranted because the Mexican government owns a majority of the stock and that a large part of the minority is owned by Mexicans.Inquiry has been directed to New York tc ascertain just the amount of American and other foreign interests in the railways. The understanding here is that while the Mexican government in order to encourage the building of these railways, subscribed a majority of the stock and endorsed the bonds, this was done merely to encourage 8 new enterprise. The road has been operated by a president.Mr.FE.N.Brown, of New York, and a hoard of directors, much as other similar enterprises are in the United States. Now all of the officers have been superseded by Constitutionalists. The question uppermost in the minds of observers here, is whether the integrity of foreign held bonds will be guaranteed under the new regime.PESTILENCE BREAKS “The German through all its stages the bill introduced by Premier Asquith to suspend the operation of the Irish Home Rule and the Welsh Dissestablishment Bifts, In the House of Lords the motion for a second reading of the Home Rule was adjourned un a vote of 93 to 29.Introducing his bill Premicr Asquith strongly repudiated the assertion that the government had violated any of its assurances not to proceed with controversiai legislation. To have postponed the passage of the bills until after-the termination of the war, he said.would have had a deplorable effect on the Irish race all over the world and on Irish recruiting. The Premier promised that before the Home Rule Bill came intu operation the Government would introduce an entirely new amending bill, Andrew Bonar Law, the Opposition Leader, during whose speeck the Liberals left the chamber, entered his protest against the dill introduced by Mr.Asquith.Mr.Bonar Law charged the Government with trading upon the loyalty of the Unionists to their country, and said that Mr.Redmond had made a greater mistake then he had in insisting upon this vietory. At the conclusion of Mr, Law's speech all the Unionists left the House, the Opposition Lesder declaring that they would allow the Government to do what it liked with th: suspensory bill.John E.Redmond, the Irish Nationalist Leader in the House of Commons, replied to Mr.Law in States and Great Britain, France, Spain and China were signed today by Secretary Bryan and the British, French, Spanish and the Chinese Ambassadors, wflich the Washington Government believes “will make armed conflict between the United States and thess nations, almost, if not entirely impossible.” They provide that all disputes which cannot be settled by diplomacy shall be submitted to a permanent commission for investigation for one year.Similar in principle to the twenty.two treaties signed with Ceutral and South America and a few European countries, nineteen of which have been ratified by the Sencte, the four pacts signed today are regarded by officials and diplomats here as the most advanced step which the American Government has taken tc forward the cause of peace.Immediately alter the conventions were signed, Secretary Bryan despatched telegrams to the American embassies and legations in Germany, Russia, Austria and Belgium notifying them of what had occurred and expressing the desire of the United States to sign similar treaties with those countries, aH of which have endorsed the principle of the peace plan.Japan alone has not accepted the principles or entered into negotiations, it became known today, because of the desire of the ministry there not to confuse the Japanese public while the alien land cortroversy is being adjusted, One of the practical effects of the treaties signed today is to make more remote than ever the possibility of the United States being drawn into the present European war over any delicate question of the publie of Quebec to learn that the Bank has decided to make a grant of $25,000 to the fund.Naturally, as the headquarters of the Bank are now in Winnipeg, there was some conjecture as to whether smy gift that the Bank might make would be applied to purely local use in the Western city where there is Hihdly to be some distress this winter.Mr.G.H.Balfour, the manager, however, explains that as the Union Bank is a public institution with branches reaching from Atlantic to Pacific and, what is even more important in the eyes of Quebec people.‘as it has more shareholders in the East than in the West, it has been thought advisable to hand over the 825.000 to the central committee of the fund at Ottawa “for general administration.” Undoubtedly this decision the Union Bank will be commended gen- orally as the wisest and most practical one.The Bank may well claim te be not only à publie hut a national bnstitution. The people of Quebec, who still regard it with a good deal of sentiment, will not be slow to con- gratutate it nn this proof of patriotism and generosity, of LAVERGNE AND HOME GUARD.From what we can gather.Mr.Asmand Lavergne was occupying a certain portion of the limelight the other evening at the meeting called for the raising «f a home guard. What reason he had for getting mixed up with the home guard we fail to see.He is commanding officer of a regiment at Montmagny and surely his place now is with his regiment, Certainly he seems to loge no opportunity of flaunting Lis uniform—the King's uniform- on all ceremonies when he‘ can find | any offered the servicces of his regiment for that purpose or not hut a number of people would be interested to know. From all accounts, there has been a good deal of opportunity for defensive work of sorts down the tiver, but, as far as we know, Mr.Lavergne's regiment has not been called upoa to do any yet.In saying this, we have not the slightest desire to cast any reflection upon that regiment which, we are sure, would be quite ready to turn out wt once if called upon.In fact, we ‘lave heard it rumored that a number of men in its ranks were willing to! volunteer their services for the York World remarks that the fact there is substantial cause for hoping that the complete emancipation of the Russian Jews will be one of the results of the war in Europe lends especial significance to the appeal of Israel Zangwill to the Jews of the neutral enuntries to support the cause of the Allies. In the most positive terms he | declares he has received assurances from Sir Edward Grey that the Britsish Foreign Secretary will neglect no blood to cast eut from this continent. We have no liking, says the Times, for power that asks no sanction of the people, and it concludes with the assertion that the appeal of Germany for the sympathy and support of the people of the United States is in vain.A correspondent, writing to us with regard to the administration and scope of the Patriotic Fund, draws attention to the fact that the sailors now serving on the Niobe were enlisted in Canada and considers that those dependent upon them should be entitled to the fund quite as much as any others. From what we have gathered, we understand that this contention is admitted by the central committee, as it should be, No doubt, the local committee will give us some explicit information upopn the question.técononcodGOGOOSO § PRESS COMMENT.© DONOGOOGOGNGONOGO SHE QUEBEC CHRONICLE.Many were puzzled at the sudden change of policy in England in dealing with German and Austrian residents There has been no cessation in the preparations at Paris for defence.Although the Germans now are a considerable distance away and the likelihood of their return is_regarded as remote, thousands of men are being enrolled daily for the formation of new forces and to fill the gaps in the ranks of the armies which have been in the field since the beginning of the war, Some military critics are of the opinion that the stand now being made by the Germans along the Kiver Aisne is the beginning of a new battle which may develop into a combat almost if not quite equally as scrious as that on the Marne. It is pointed out, however, that the struggle must be a frontal one from the German side while the Allies occupy positions fom which an envelpoing movement can be effected. The strength of the forces engaged, although kept secret, is believed to be almost equal. It is argued, however, that the Allies possess the advantage of prestige which has been increased since they repulsed the Germans on the east of Paris. The Allies also command the railroads which enable them to bring reinforcements while the Germans are not in a position to obtain additional troops owing to the Belgians-keeping several German army corps engaged since they have taken the offensive from Antwerp.HIGH WATER AT QUEBEC.(Standard Time, 75th Meridian.) ’ Sept.A.M.PM.Wednesday .16 3.08 345 Thursday .17 4,59 4.29 Friday .18 443 5.07 Saturday .19 5.24 543 Sunday .20 6.03 6.18 Moon Phases.New Moon, Saturday, September 19th, at 433 pm.Because of [ts peculiar power of ab sorption, also because it serves every em- 1 thea one rocet valuable lero uable complex beautifier discovered within recent: years If one uses this she needs no toilet cream. Some use powder afterward, but this is not necessary. This rule for applying mercoiized wax has been found very vat- iatactory © Wash the face with warm water, rying lightly.Bafore thoroughly ary, anoint face and neck with the wax, Sut don't rub it in.The favorite way is to use before retiring, allowing it to re- Rete th mg Ih, TURE J, warm water.- gists have ts wax In original one-ounce For the removal of a wrinkled or flabby sondition there's noth!
