WHILE CREW WAS SAVED— HEROIC SECOND OFFICER.Eleven children, two women and one man drowned is the result of a fatal collision which occurred between the C.G:S.Montmagny and steamer Lingan, just below Crane Isiand yesterday morning. The Dead MRS.JOSEPH RICHARD, of this city, aged 40 years, snd seven Montmagny, 35 years of age and four teen years of age.MRS.JOSEPH LAVALLEE, of Montmagny, 35 years of age, and fout young children.MR.JOSEPH LACHANCE, sec ond-officer of the Montmagny.Mrs.Richard, was the wife of the lighthouse keeper at Belle Isle, and Mrs.Lavellee was the wife of the lighthouse keeper of Flower Island, on the Newfoundland Coast, opposite Point Amour. She iad five children, only one of whom is left.lle was with his father at the lighthouse. The steamer Montmagny, Captain Poaliot, with supplies for the different fu - the Dower gr Hews rence and Gulf, left Quebec at 10 am on Thursday. She stopped at 6e Laurent Point, Island of Orleans. After landing sapplies there she went to St.John's on the same island. She left there at two o'clock yesterday morning, beading for the Traverse pier, where it was intended to land some lumber. After passing Crane Island about 4:15 a.m.the people in bed and those on deck heard the telegraph signal to the engineers to 'stand-by.” The Crash A couple of minutes after the signal was given, there was a heavy erash, and those who were in bed rushed on deck to find che ship had deen in coMision and was badly damaged. The wireless operator got his spparatus ready to send signal's, hut In ag few moments, it was rendered usclers as the water rushed in and de- strogred the dynamo.Orders were given to lower the boats, but before they could be executed the ship went down.Good Work of The Lingan The vessel which was in collision with the Montmagny and which proved to be the Lingan.kept close up to the damaged atcamer and her crew, the majority of .whom are Chinese, worked like Trojans, lifting the people from the sinking steamer on to their own vessel. They had hardly taken the last man on board when the Montmagny went down. Some of he men on the Montmagny endeavored to ‘take off the children.but the little ones would not leave their mothers. The second engineer had two children under his arms but they wriggled away irom him, and he had barely time to be dragged on board the Lingan before his own vessel went down.Looking for Victims After the Montmagny sank the Lingan lowered two boats and sent them to look among the floating debris to see if anyone was Roating They found two of the Montmagny's boats and the bodies of two children. The Lingan then proceeded up the river and when she came off Grosse Isle, the quaran'ine steamer Polaris landing them at the island. They were subsequency taken on board the steamer Alice and taken up to this port, where they arrived at two o'clock yesterdsy afternoon.CORDON’S LONDON DRY GIN (UNSWEETENED) GORDON’S OLD TOM CIN - —— The people of the Montmagny speak in the highesc terms of the treatment they received’ from the captain, officers and crew of the Lingan. After they were taken on board that vessel, nothing was leit undone that could add to their comforts. In this work, Mrs.Garbutt, wife of the Captain of the Lingan, as well as the wife of the chief engineer of the same vessel took a most prominent Qari and they were unceasing in their efforts to make the rescued people comfo: e The Lingan, which was in collision with the Montmagny, has been in the coal trade between Sydney, C.B.and Montreal, for the Dominion Coal Cofor some time past. She is a vessel of 2603 tons register, and at the time of the accident was on the way from Sydney to Montreal, with some 7,000 tons of coal on board. She is com- siderably damaged on the starboard bow, her plates being torn from the stem. Her forepeak and tanks are full of water, but her holds are dry.where she discharged cargo last nigit-before going into: the-dry dock She arrived here at three o'clock yesterday afternoon.Captain Garbutt says at the time of the accident the weather was clear and fine, with the daylight breaking. The chief officer, Pilot Francois Gaudreau and.Apprentice Pilot Koenig, were oh the bridge of the steamer when the accident took place.Tae Mont nagny was struck on the port side, abaft the bridge, close to the engine room. The blow must have been a most severe one, as the water rushed in at a ‘terrible rate, and it is said that she went down in between three and five minutes after the collision.Of tweive passengers she had on board, cleven were drowned. The Montmagny is a steamer 1269 tons, register, 212 fcet in length and 34.8 feet in breadth. She was built in Sorel in 1909, She sank in forty feet of water.only her masts being visible.lt is thought she can be raised i She has a valuable cargo on board.Following is a list of her principal officers: F.X.Pouliot, Captain.Jos.Vezina, 1st officer.F.X.Lachance, 2nd drowned.* Ernest Vezina, 3rd officer.P.J.Colton, Wireless operator.Ernest Couture, 1st engineer.Arthur Jolin, 2nd engineer.Amedee Despres, 3rd engineer.Joseph Lachince, 4h engineer, Tt is said a most rigid investigation will be held into the cause of the accident. To Recover Bodies in connection with the sinking of the C.G.S.Montmaghy at Crane Island.the Quebec Agency of the Dept.of Marine and Fisheries has shown commendable zeal in making arrangerients for the jmmediate- recovery of the bodies of the victims of this disaster. The services of the Canadian Salvage Association, Ltdhave beer retained to undertake this work, and they are under instructions to proceed at once and make every effort te recover all the bodies. It is fortunate that the Canadian officer, ; divers who did auch good work on | the Emg-ess of Ireland in connection with the recovery of bodies, mails and silver, are still in Quebec after their receat maccessful work at Rimouski.N'S SLOE GIN CHANGE I AFTER * 3 + London, Sept.18—For five days the British gnd French armies have been trying to dislodge the Germans, the strong line of defences which they have constructed on the battlefront stretching froni the Oise to the Meuse rivers. There have been attacks and counter attacks, but, in the words of the official communications, “therefhas been no change in the sitation.” The Allies claim to have made slight progredd at some and to have repulsed counter attacks there asd between Cronne and Rheims, while they say in the centre and on the right the Germans are acting purely on the defeasive, having “dug themselves into entrenchments.” .The German official reports are almost identical with those of the French and British ‘They say that no deciffon has yet been reached but that the Allies’ power of resistafice is relaxing; that a French attempt to break their right has failed; that in the centre the Germans are gaining ground don and that sallies from Verdun have been repulsed.Ld It would seem from ail this that the com ¢ generals have not yet found the weak points in their opponets’ dispositions and that each is withholding his determined blow for, as Lord Kitchener said in the House of Lords, “the right moment.” The Germans, having reached selected positions, which they have strongly fortified, would appear to have the advantage, according to military critics, but for the fact that they must defend the whole of their front to make good their retirement should an attack by their side fail or a smashing blow from the Allies break their line, while the Anglo-French forces are deilared to be free to mass at any point Gen.Joffre may select as most suitable for attack. It is not certain where the French iss awillgisect "his assault. While re one fs ER oy pressing the German right Wiig, it is thought to be quite probable that General Joffse is making arrangements for an attempt to cut through the German front somewhere north of Verdun and thus drve the armies of the German Crown Prince, the Duke of \\Wuerttemburg, General Von Hausen, General Von Buelow and General Von Kluck wesward and sever their communications with the Rhine through Luxemburg and compel them to rely on lines running into Belgium, which are menaced by an Anglo-French force operating un the border as well as by a Belgian army. However, the Germans are reported to be prepared to offer tremendous resistance to such a move. They are not only in strong positions where reinforcements of men, munitions and provisions can reach them easily, but they have further defended positions to fall back upon if necessary.Furthermore, they are sajd to be strengthening their positions along the River Sambre from Maubeuge to Namur and along the Meuse from Givet to Namur, so that nothing evidently is being left to chance. It is even reported that the Germans are concentrating transport trains on the Luxemburg frontier so as to enable them to move troops eastward should they so desire. This leads some of the military observers to believe that the Germans have decided to remain on the defensive pn the west while they are sending their main army edst to confront the Russians.Apparently they are concentrating their western armies, for, with the execption of occasional Uhlan troops nôrth-wertern France seems nearly clear of Germans. The Calsis and Boulogne routes to Paris have been reopened. One of these Uhlan partols was caught by a British armored motor car in command of Commander 3amson at Doullons on the main road north of Amiens a few days ago and four out captured.Commander Samson is one of the navy's most efficient flying men, many of whom are now working with the army .His exploit shows chat the British, like the Germans, have armored cars with which to drase scouting parties, Reports received from Petrogard today say that the Russian pursuit of the Austrians continues and that the Russians have gained important successes over the Austrian rear guard.Convoys of two army corps with thirty guns and ammmmition and "5,000 prisoners are said to have been captured. The whole of the Austro-Russian border between Yusevofi and Annapolis is reported to be overrun by Cossacks who are leading the Russian advnace. The Russian army now in Galicia will be left there to complete its work, for, according to a Rome despatch, an army of 900,000 Russians is marching into central Poland followed by another army of 2,000,000, while a third army, also aggregating 2,060,000 strong, is coming from more distant regions and will reach the front in October.’ There already are vaid to be a million Russians in Galicia and a half million in Enst Prussia. While these numbers seem enormous they are considered probably = fair estimate of what Russia soon will have available for beginning her war.It is said she will soon have 7,000,000 men on the move, ‘ While continuing the offensive in GaËcia, Russia is standing on the defensive on the East Prussian frontier, her army having been driven back by the Germans, This army, however, is said to be intact, TH ; DAYS FIGHTING ; Counter-Attdcks-Commanding points against the German right since the beginning of the war, His despatch continues: “The information communicated by the General Staff is considered satisfactory as showing that the Allies’ frontal attack is developing under favorable conditions and that the enemy’s counter aftacks are being repulsed. It muet be realized, however, that the Allies’ gains are necessarily very slow owing to the enormous strength of of the German fortified positions.“It seems probobi: that final success will de achieved by threatening the German communications rather than by carrying their positions by a frontal Terrific, but Allies Drove Them Back Ten Times—— — London, Sept.18 — The Exchange Telegraph's Paris correspondent in a despatch received tonight, says: “A comprehensive account of the tive days battle oa the Aisne River, which he described as the fiercest in the western theatre sice the beginning of the war, was given by a French officer vao arrived in Paris today.“On the morning of the l4th, the officer said, the Germans called a halt, but by the afternoon the battle had become general. All the next day the battle was of à ding-dong nature, the Germans evidently awaiting reinforcements.During the night, however, they delivered a furious attack on the extreme left, but the British and French troops gallantly met the onslaught, repulsing the Germans no fewer than ten times with fearful losses.“The Germans still came on, however, seeking to pierce the French line. There had been nothing like it since the beginning of the campaign. The enemy hurled dense masses of troops at us in a s:preme endeavor to check our forward progress, but when dawn eame we still held the position, and even had gained ground silghtly.“The ardllery duel was continued throughout the next day.The morning of the 17th again saw desperate fighting. This time we threw the Germans back some ten kilometers, capturing six hundred men and a lot of mitrailleuses.” ’ RUSSIANS CAPTURE 1000 CANNON REPORTS AUGMENT DAILY MAGNITUDE OF AUSTRIAN DEFEAT Rome, via Paris, Sept.18&—Reports from Russia augment daily the magnitude of he Sept.18—The reported project of mediation by the United States among the warring nations has elicited much public and newspaper comment here.Referring to a despatch emanating from Berlin, according to which a conference to fix the basis of peace already has been summoned to meet in Washington, the “Temps” says: .“The Germans, who are numerous in Americs, perhaps thought to render a service to their Empire by stirr- Ing up opinion, but American opinion, like that of the English, or the opinions of any other impartial country, sees through this game, and has already given its verdiet.“There is a disaster greater than war.A hasty, deceptive peac: would give only a breathing space which would enable Germanic militarism to prepare its revenge and a war worse than the present” DIVIDE REWARD FOR BOURRET'S CAPTURE mendation of City Attorney Laurendeau and Chief of Police Campeau the Board of Control this morning decided to pay $1,000—the reward of- from Noyon to he frontier. The fighting does not consist of one sustained and combined movement, but in reality, of several combats proceeding at the strongest points of the Germans defending line slong the River Aisne.~ Each encounter, however, influences the execution of the general idea of the commander-in-chief of the allied army.Attacks and counter attacks follow one another in rapid succession every hour of the twenty-four.During the course of the night of September 15th and 16th, the Germans attempted a formidable movement in the western sphere, hut were met by the Frech ard British with courage that was simply marvelous rgainst overwhelining odds. The Germans returned to the attack no fewer than ten times with marvellous tenacity and intrcpidity, but were unable to break through the firm line presented by the Allies’ infantry, The fight just before dayhreak was the most violent of all.The Germans appeared to throw into the charge all that remained of their energy, but were rolled hack with enormous losses. Before retiring behind their guns they sacrificed many of their number, displaying resolution which appraoched desperati-n.A vigorous counter aitack from the Allies ensued, during which a small extent of ground was gained.Fighting is.Furious.Last night was relatively calm along the front, but today the fighting he.came more furious than ever.During the darkness ne are rendered difficult owing to the reluctance of the opposing commanders to use searchlights, which might expose their positiog. After this stage of the fight was Give them carnage was terrifying, but the troops of both armies appear to have been hardened tc such scenes and fought with indomi-able coolness, despite the heaviness of the losses. The Allies’ aviators apparently discovered today the placements of sume big German quas, notwithstan:!ing the cleverness in which they are hidden beneath an earthen covering strewn with branche.of trees. The Allies artillery opened” a concentrited fire on a certain portion of the line and the heavy German artitlerv shortly afterwards laps:d into silences at that spot.althoug it 2 not known whether they were rendered impotent or were merely effecting a change of pusition owing to their former emplacement having become untenable.Tt is impossible to learn from any one portion of the line what !s ne- curring at ather places, but an inclination to recede slightly seemed evident cn the German side, although they offered the most obstinate resistance and fought as though they were made of iron. The Allies at the same time doggedly pursued the small advantage they gained and kept at the heels of their reluctantly retiring foe.At a point where the bulk of the Bri:ish troops formed part of the Alles’ line.the fighting was furious yesterday and today, and some of the most famous English, Senttish and {Trish regiments, including the Guards and Highlanders, suffered severely. They performed the task set for them.unfiinchingly, advancing and acenpy- ing some nf the advanced German positions, bit at terzible cost.Behind the fighting line along the Aey-Puisieux toad still lie many of the dead who MONTRÉAL TRUST Lo, Liquidatorfot.15,19,24, ot.d To Cure Catarrhal Deafness and Head Noises Persons suffering from catarrhal deafness and hesd noises will be glad to know that this distressing affliction can be successfully trested at home by an internal medicine that in many instances has effected a complete cure after all else has failed.Sufferers who could scarcely hear a watch tick have had their bearing restored to such an extent that the tick of a watch was plainly audible seven or sight inches away from either ear. Therefore, if you know someone who is troubled with head noises or catarrh, or catarrhal deafness, cut out this formula and hand to them and will have been the means of sav- some poor sufferer perhaps from total deafness. The prescription can be prepared at home and is made as follows: Secure from your druggist 1 oz.of Parmint (Double Strength), about 7S¢ worth.Take this home, and add to it 4% pint of hot water and 4 oz of moist or granulated sugsr; stir until dissolved.Take one tablespoonful four times a day.The first dose promptly ends the most distressing hesd noises, dullness, cloudy thinking, ete, while the hearing rapidly returns ds the system is invigorated by the tonic action of the treatment.Loss of smell and mucus dropping in the back of the throat are other symptoms thst show the presence of catarrhal poison, and which are quickly overcome by this efficacious treatment.Nearly ninety per cent of all ear troubles are directly caused by catarrh; therefore, there are but few people whose hearing cannot be restored by this simple home treatrhent.Every person who is troubled with head noises, catarrhal deafness, or catarrh in any form should give this prescription à trial. There is nothing better.I t.— In ordering Parmint, for which she is fighting is the lost provinces of Alsace and Lorraine snd for more than a thousand years the fight for these provinces has been going on.An erroneous idea is that these provinces until wrested from France in 1871, had always been part of that country. The fact is that they had also formed part.of other countries, and were originally part of a scparate kingdom. To understand the situation with regard to these provinces, we must go back to the days of Charlemagne, who in the ninth century ruled the whole of Europe, with the exception of a small part under the Papacy. Then, as now, Europe was divided into many races and spoke many tongues, but over all was the Emperor Charlemagne, and the religion of Europe was his religion, as far as the people could understand it.Only a genius like Charlemagne could have held this sway, and his son, Louis the Debonair, was far too small a man for the task. Before his death his three sons were already quarreling among themselves as to how their father’s kingdom should be divided.Charlemagne’s Divided Empire. The three sons were Louis, Charles and Lothair.Louis was the strongest character among them, and had first choice. He selected that part of Europe which is now covered by Germany and Austria, and became the first king of the.Germans.Charles the Bold had second choice. He took France and became the first king of the Franks. The weakest of the three was Lothair, and he took what was left tc rule over.Louis’ empire included Belgium, Holland, Luxemburg, Switzerland, Alsace, Lor-: raine, and a strip of northern Italy. It was not in some respects a very desirable empire that the youngest grandson of Charlemagne had carved out.but presently his other brothers | began to see that there were very desirable strips in it, particularly that strip which we call Alsace and Lorraine, and which fies along the Rhine.Presently Louis the German and Charles the Frank began to fight each other for this possession. This was in 843, and it was in this year that the trouble of the buffer States and Provinces began.Struggles for Independence.Lothair’s kingdom was made up of several races of people, it was natural that they should struggle for independence, and in the thirteenth century, Switzerland wrested herselt free.Under William of Orange, the Hollanders won their independence.and in 1648 formed a republic.Later on they were conquered by France, the successors of Charles the Bold, and it was not until 1815 that, they were free again. From then until 1833, Belgium formed part of the nation, but the great Powers feared that this buffer State might five under German rule, their hearts are with France, and France's heart is in Alsace and Lorraine.Germany's heart, too, is tiere, for she regards the provinces as 8 monument erected to the moderna German Empire, and will fight as desperstely to retain them as Farnce will fight for their recovery.rt ret.MODERN ARTILLERY MAY DECIDE WAR A very small proportion of British wounded who have returned from the war are suffering from rifle wounds.Almost all the injuries are the result of artillery fire.Probably this proportion will be maintained to the end and victory will be found on the side that makes the best use of the field artiitery, which, by the way, is comparatively a modern invention. It is said that Napoleon was the greatest of the world’s authorkies upon the use of artillery, snd that Frederick the Grest was the first leader to recognize its importance, but the field artitlery that either of them used compared with the artillery now in use, would be like the bow compared with the magazine rifie. What Frederick did with his cannon, and he was the first to do it, was to remove the guns from the train where they had always been placed on the march and make them more mobile.Napoleon used to say “Fire effect is everything.the rest is nothing.” At Waterloo he had 240 guns, but their combined effectiveness would not be equal to a single battery of modern guns, which would, indeed.destroy the Waterloo guns fong before the latter could reach them with a shot.In the Russo-Japanese War In the American Civil War artillery played a large part, as far as noise and intimidation are concerned, but did tittle actual damage, and indeed until the Russo-Japanese War arcil- tery was not to be relied upon. Before that time, while the range was considerable, the guns were too easily put out of action, and too slow in operation, Frequently the shells did not burst; destructive power was not a fraction ‘of what it is today. However, both the Japs and the Russians showed new tactics as regards field artillery. They used it in position never before attempted, and wich a speed and a deadliness that fcirly stagzered military critics. It was in 1394 that an ordnance authority wrote: “If by any means a manufacturer can produce a wheeled carriage which will form a secure platform for the gun when it is fired, which can be brought into action and limbered up again and which yet will not recoil between the rounds discharged from it, he will benefit horse artillery batteries enormously.and a squadron will be received with thie same storm of shells which pelts a torpedo boat | rushing to assail a man-o’-war.The production of such a carriage has not yet, however, heen accomplished and we may, therefore, leave the question of re-armament of horse artillery at rest until a most difficult problem is solved.” To Abolish the Recoil The reason that the navy was in and when they did their! Alsace, with the exception of Strassburg. This was in 1648, and in 1641 Louis XIV.quietly surprised Strassburg and Germany had to let it gc.so that the whole of the province fell into France's hands.France also held Metz, the capital of Lorraine, though at this time Lorraine was in possession of Austria. It was not until after the French Revolution that the whole of both provinces became part of France.A Loss of Freedom.Having belonged first to Germany and agsin to France.and having changed hands a dozen times in the course of their history.it is not easy at first to understand the passionate devotion of the peogle af Alsace and Lorraine to France. This is due to the French Revolution.Alsace and Lorraine were part of France when that tremendous event bepan to liberate the minds and consciences of men and proiect to the ends of the earth ‘new and democratic ideas. When * Alsace and Lorraine were part of France, they governed themselves.France could not he said to govern them.Since they have become German, they have been governed by Prussia.Bismark's plan was to kill them hy kindness and Prince vou Hohenlnhe, the first Governor, was 8 kindly dictator. In 1874 they were given their own Parliament, and in 1902 the dictatorship was abolished, and the provinces were permitted to send representatives to the Reichstag.French at Heart. But, having drunk deep of liberty under France, the people of the conquered provinces found the German idea of liberty no mere like what they wanted than lager 1e like champagne, In five years 50.000 of them emigrated to France, and the exodus has been going forward ever since, The Zabern affalr of a few months ago shows the spirit of the people In these provinces.Though Germany has made German the official language, and will not permit the children.to learn French in the schools, their parents cling to the old tongue, though German Indeed is the prevalent language of the provinces today, The peopls, too, represent the German as much es the French type, and are indeed à wmix- ture of the two, | But though they may speak the German tongue and las solidly based as though in a fortress. With field artillery, however, mobility was demanded. It was plain that the gun had to be mounted on wheele in order that it could be moved about. To take off the wheels every time a gun was fired and then attach them when it became necessary to move the gun was out of the question. The trouble with the best of the modern field artillery twenty years ago was that the piece had to be resighted after every shot. The recoil spoiled every position.Invention Triumphs The invention that finally did away with the recoil and that at once quadrupled the deadly effect of modern artillery is other a complicated piece of mechaniciem, but in general somewhat resembles the shock-ad- sorber of the antomobile. The modern field piece dragged into position by horses hokls its position once sight- od, as long as the gunner desires, If he mets the mark the first shot he can be certain that he will have it on the twentieth shot. The wodern gun can discharge at the rate of 24 shots a minute, or as much faster as the | ammunition can be handied. The range is about four miles, and the l weight of the shell is 18 pounds. In 1887, whev the Rusicans astonished the world with the deadly effects of their sprupnel fire upon the Turkseach shell scattered 37 bullets.A modern shrapnel shell scatters 340.Moreover, the shell itself instead of hresking into 42 pieces breaks into 1.200 fragments and carries doth for 200 yards in every direction from the point it strikes.; The first modern field artillery used hy the Germans was the Ehrhardt gun, and it is an improved Ehrhardt that the Ka'eer's armies are using today. The British field piece in the Armstrong gun.The French gun is the Puteaux, and this last is sup.sed to be the best of all.Tt was nvented about fifteen years ago, and the secret of its design and manufacture has heen carefully guarded by the French military authorities ever since. It has a range of more than five miles, and hurls a three-inch pro- Jectile. The Russian and Austrian armies are using Krupp guns, and these are thought not to be quite so effective as the artillery of the Bri tish, ths French and the Germans.SURPRISE FOR BOTH.John Burns once paid a visit to a London lunatic asylum. He was taken been fought and lost, tne Emperor, with most of his army, was in the hands of the victorious Prussians, and Marshall Bazaine, with another army of nearly 200.000, had been locked up in Metz.In Paris a provisional Government had been formed, and tens of thousands of men, reached the city in flight from the Germans, were busily engaged in adding to its fortifications.Gen.Teochu was president of te Government of National Defence, and associated with him were Gambetta.Arago, Jules { Favre, Grevy and Rochefort. The empire had virtually: datlen, and Napoleon was never to enter his capital again, but there was a great difference of opinion as to what form | of government France should adopt.| All parties agreed that this matter i should be left in abeyance until all the people could be consulted by means of a plebiscite, after the enemy had been driven off.Fruitless Regulations. Then as now, Paris represented the nation to a greater extent than does tany other capital in Europe. The Prussian invaders thought that with Paris once captured terms of peace would follow as a matter of course, so as soon as possible after Sedan the Prussian army proceeded to invest the city, and by September 19 it was almost completely ringed by Prus sian soldiers. On this day Favre had some communications with Bismarck 2s to possible terms of pence, dut as "the city was proud and the Iron Chancellor inexorable, negotiations were broken off.and Paris sat down to starve until she could be rescued. It was plain to everyone in Paris that the day must come when the city wold run short of food, and the defenders die of starvation, unless the siege were interrupted, and whet Paris hoped for all through the Winter of 1870.1 was that a new French army would de formed.that Bazaine would break out of his prison, or that the civilian sons of France would he roused in large emough numbers to draw off the besiegers.A Gambetta’s Exploit. For the purpose of stirring up a successful resistance.the provisionat Governmem despatched a commission to Tours to organize an army in the provinces that had not been overrun by the Germans, and on October 7 Gambetta, the most brilliant and daring of the provisronal Government, escaped from Paris in a balloon and reached Tours, Here, with the assistance of a young engineer named de Freycinet, he proceeded to campaign, with such enthusiasm that in a short time he had an army of 180,000 men in the field, most of them, however, with no military experience. At the head of this host he captured Orleans, and for a moment it seemed possible that Gambetta might become the savior of France. However, at this crisis Bazainn surrendered, the heart went out of the followers of Gambetta, and the Germans easily recaptured Orleans, When Food Became Scarce.News in those days traveled slow- ling to its close hefore the people were made to understand that they could hope for no rescue from outside. In the meantime, they sat still behind their walls. At tirst there plenty of warning of the siege, and immense quantities of provisions had been laid in.Cattle by the thousand had heen driven in from the surrounding country, and were pastured in the public parks. Not only the necessities.hut the luxuries and delicacies of life appeared to he present in inexhaustible quantities, However, a shortage of fodder soon led to the depletion of the live stock, and since modern methods of preservation were not then available.great quantities of foodstuffs spoiled.Up went prices, and when the provisional Government attempted to regulate them there was great confusion. The supply continued to dwindle until ae length the Government would allow each butcher to have but one hullock and four sheep every four days. This led to the hutchers remaining onen only every fourth day, and finally the Gov- Indigestion and Headaches Arising From Constipation, Cured and Regular Habits Established by Dr.Chase's Kidney.Liver Pills.'
