Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

per cent such as the Hritish government has never dreamed Lefore of allowing on its obligations, And as the London rate las been accepted as a standard for years the world over, when foreign governments have reckoned on what interest they would allow, this unpre- evdented pushing up of the London cate seems likel, to affect government interest rates the world over.A record feature is that this is the firsy “democratic loan,” which means that for the firs time the government 1s not dealing through bankers as middlemen and underwriters, but appealed to the people, and particularly the working people.to come forward vrith their savings and deal directly with the goverument through its vast cryanization of postal savihgs banks and its governmental machinery in the Bank of England. It is the first time on record, also, that a British acvernment hend has been in less de- | iomination than £100 ($500).These large denominations, in the past, have excluded the small investor and the working peopi- with à few dollars to spate. One of the most novel features about this hugs loan is the unusual means the government adopted to exploit it, including huge advertisements in the daily papers, great spreads of alluring bill-Loard annrüincements, distribution ‘nf hand-bills, popular concerts and free meetings at the Guild Hall with such star attractions as Premier Asquith and A.Bonar Law.Even the time for the loan was vather adroitly chosen, at the hegin: ning of July, just as the Britisher is casting up his half yearly accounts from January to June thirti- is is the time people run over eth.(their esenings and speadings of the from either French or British The situation in Poland and Galicia hae net yet reached a crisis, but the public is rather weary of following the complexities of the Russian retirement and, so long as w ars to be in no immediate danger, is turnin azarding guésses as to whether the British and French or the Germans will be the first to take the general offensive.the arrival of mid-summer, this is a big question, for it is felt that one vide or the other must strike before long; the aid that this country gives as e(- fective as possible, and to this ead he and they will naturally wish to have the views of the British Admiralty snd War Office on so vital a matter. It is impossible that such a conler- ence cam be anything but beneficial; and the fact thatthe Premier himself is the Canadian representative is sufficient guarantee that he will be able to speak authoritatively for Canadian sentiment. It is very gratifying to learn that the aid which Canada has already given and is giving to the Empire's cause is meeting wi*h so much appreciation by the home authorities, and this _ knowledge will serve as an incentive to Canadians to put forth greater efforts when asked to do so.Canada’s loyalty to the Empire's cause is unquestioned, and she only n:eds the opportunity to express it to the utmost of her power.THE MILITIA DEPARTMENT.JA short time ago M.Ribot, the Finance Minister of France, made a speech in the Chamber of Deputies on _ war topics in which he confessed that “great abuses” had prevailed in the expenditure, but they were being repressed.Hitherto “the purchase ot munitions, food, and so on.in foreign rountries had been carried on by the War Department, agents of England, France and Russia working in con- rert, but the system had not provel satisfactory, and henceforth all such purchases would he controlled by a single representative acting for the three War Offices. On this subject M.Ribot took much the same ground as “Sir Robert Borden, that every effort must be made to chack graft ani "eliminate grafters irom connection ‘ with government coniracts, and to accomplish that end the Department o° Justice would leave nothing undore within.reach of the arm of the law.At Ottawa an enquiry into something over 25000 war contracts has been begun by Sir «Charles Davidson, a well-known judge, the Crown being represented by Mr.Thompson, K.C., a son of the late Sir John Thompson, at one time Prime Minister, who is n highly competent lawyer. No one.wot even Mr.Frank Carvell, will doubt the integrity of this tribunal. For ome thing, purchases by the pat- .Tomage list system, which in the dealings of the Britisk War Office, and it was found that they arose chiefly from the circum- “stance fhat certain articles cannot ‘always be supplied by the “general “trade” at a regulation price. The upshot was that the government started factories of its owe, but here again abuses of à new kind soon made their rappenrance, and in the end the fac- “teries were in large part abolished. At present purchases are made from oll who have goods to sell and can somply with the price fixed by ex.parts; but once again, although this “method is Baron von Jagow, German Minister # Forcign Affairs, declares that the difficulties between Germany and the United States have arisen chiefly because of the interrupted .cable communication between the her’ môde of warfare.Germany has no case to state. The presence of German troops in Belgium is not to be explained away. The bombardment of unfortified coast towns and the sinking of the Lusitania the United States — under a guarantee — would have been merely to increase the number of bold lizs in circulation. The value of a German guarantee that such a cabi: would not he used for military purposes, may be judged by the fact that the American Government has been forced to seize the Sayville wireless plant, which Germans were operating under a promise that neutrality woul not be
