Munitions Act, it is believed the men will be influenced by the fact that they are opposing an act which was passed for the safety of the country.The strike has been forced by the men of the Aberdere valley, who are strong Syndicalists, and have decided that the present was a good time to force the government to take over the mines.This policy has been advocated by the Independent labor party, which is more extreme than the regular labor party, and one of the ltaders of which is J.Keir.Hardy, whose parliamentary constituency in- eludes the Aberdare valley.Asked in the House of Commons today what steps, if any, had been ken to suppress the organs of the independent labor party, Premier Asquith replied that the question of increasing the powers conferred by the defence of the Realm Act was being considered.Tribunal Appointed.London, July 15\u2014An official announcement made this evening, says: \u201cThe Minister of Munitions has appointed a general munitions Aribunal for Wales and that question there had been a number of misunderstandings and misapprehen sions and some of them, the speaker said, undoubtedly obtained not only in this country but in neutral countries.So far as could be ascertained, the Lord President of the Counéil continued, the naval measure taken to prevent fresh supplies of cotton from reaching Germany had been successful.The government hoped by continual friendly negotiations to improve the position progressing toward what must be their main purpose; namely, to limit the exports to those neutral countries to the precise am- count of their actual needs calculated on the average imports which they had employed at home during the last few years.\u201cIn the United States,\u201d said the Marquis, \u201cthe placing of cotton on the POISON HIS THREE CHILDREN.Chatham, Ont, July 15.\u2014George Winters, aged 55, the proprietor of a grist mill at Bothwell was arrested today charged with attempting to murder three of his children, girls aged seven, five and two, by giving them strychnine.The man, it is alleged, afterward tried to take his own life by poisoning.He is in a critical eondi- tion and all three children are also a.m.\u2014The Financial News today displays with great prominence reports \u201cfrom quarters in close touch with German sources of information\u201d that Germany is making \u201ctentative peace proposals\u201d through the United States.Abandoning for the moment their attempt to outflank Warsaw from the south, the Germans, probably under Field Marshal Von Hindenburg, who is reported to have said a few days ago that he would shortly astonish the world, have renewed their attack on the Polish cs)ital from the north.They have not only captured a large number of prisoners south of Kolno, according to the report issued by Berlin today, but have occupied Przasynsz, a fortified town fifty miles north of Warsaw, which was taken by Von Hindenburg in his great drive from East Prussia last winter, but was retaken by the Russians in their counter offensive.à - This claim is partly confirmed by the Russian ici report issued yesterday, which stated that the Russians in the face of strong German forces withdrew to their second line of entrenchments.This move on the part of the Germans has taken the military critics completely by surprise.It was generally supposed that General Von Mackensen would, after being strengthened, continue his attempt to reach the Lublin-Cholm Railway, thus forcing the evacuation of Warsaw.But, as in all their operations, the Germans have done the unexpected.The new offensive will probably be general and extend from the Baltic around the East Prussian border to the Vistula, west of Warsaw, for all the Russian troops in this section must be kept busy to prevent them from concentrating at the point where the Germans hope to break through.This is the second time Field Marshal Von Hindenburg has tried this.His last effort, while it freed East Prussia of the Russians, cost the Germans an immense number of men and very nearly involved them in disaster owing to the muddy condition gf the ground.Now, however, there are only bag-spads or tack 6 joùds to-contend with, but it is possible that the Germans have built railways to their northern front, as they have done in Central Poland.In Frante the Argonne continues to be the scene of the hard- that could be recognized on an ordinary map has occurred.Confirmation was received tonight from General Sir lan Hamilton, of the success for which some days the Allies were reported to have achieved the execution of the sentence of the court martial, given out here tonight says: \u201cRobert Rosenthal, who on the court martial charge of espionage, sixth of July was tried by a general was found guilty and sentenced to death.The sentence was duly confirmed and was carried ou this morning.\u201d Rosenthal, when arrested in London early in June had a passport which had been issued at the
