TO HON.K.MERCIER PRESENTS GOVERNMENT BILL\u2014MUNI- CIPAL CODE MEASURE.Amendments to the Quebec Mining Law which are intended to stimulate the mining industry as well as to provide better protection for mine workers are contained in a Government bill which was presented in the Legislative Assembly last night by Hoa.H.Mercier, Minister of Colonization, Mines and Fisheries, and read a first time.The measure provides for concessions of postions of lots to miners instead of whole lots as the present law dictates.In cases when only a small portion of a lot contains minerals the Department by the new law wiil be allowed to concede as sinall a portion as forty acres and the remainder of the lot which may not contain any minerals may be used for agricultural or other purposes.It is also stipulated in the new law that all miners whether beginning new operations or resuming some previously abandoned must notify the Department within a certain time so that the Government inspectors may visit the mine and see that ail precautions are taken for the safety of the workers.Miners who fail to carry out this provision of the law will be subject to a fine.The encouraging of the iron mining industry on the North Shore is also provided for in the measure by the reduction of the price of lots in that section of the Province.Another clause of the bill concerns the correction of letters patent when mistakes occur in the designation of numbers of lots.It's purpose is to facilitate this correction.Sir Lomer Gouin\u2019s bill respecting the Municipal Code of the Province of Quebec was read a second time last night, when the Premier explained that the measure was simply to permit the House to study the Code in its revised form.Mr.P.Cousineau, Leader of the Opposition, complained that the publie had not been given sufficient information relative to the Manicipal Code.He felt that before the House took up the study of the new Code in Committee of the Whole, the substance of
