Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

Airican trade, sailed like an apparition in Hampton Roads today, flying the German naval ensign and with her ship's company under guard of a German prize crew. She brought word oi a mystegjous commerce raider, the Moewe, which now roams the seas, -and had board the crews of seven British merchantmen and Admiralty transports captured by the Moewe be- her across the Atlantic for an American port with Lieut.Hans Berge, of the German Naval Reserve, and twen- ty-two men in Chlrge.| The Appam now lies off Old Point Comfort, under the guns of Fortress Monroe, waiting for the State Department at Walbisgtorn to deterinine her status—whether she is 4 man-oi-war subject to internment or’ a Cernfan prize.By tomorrow the customs authorities here hope to have orders to .send the ship either, to Norfolk or Newport News, where the anxiously waiting British civilians will be put ashore.According to the story told with great reserve by Lieut.Berge to Col- A tector of the Purt Hamilton when he formally reported his presence in Afñserican territorial waters later today, the Moewe, captured the Appam bound from Darak, French West Africa, for Liverpool after a brief show north’ of the Madiera Islands. On board the Moewe then were the crews of five vessels, previously captured, all of whom were transferred to the Appam. From all reports the raider is a converted German merchantman with a false vanvas forecastle concealin: a battery of guns of fairly large.calibre.On Jan.17, she engaged in battle an armed Australian trader, M#:Tavish, which she sank after an QR :xelting combat but to show results under such circumstances indicates at least that some work has been done.To that there is more still to prove that we perceive the difficulties of the task and the needs that look; more urgent when they are studied more closely.Dr.Savard's report was as follows: Fifth Andual Report of the) Anti- Tuberculosis Dispensary.Quebec.January 29th, 1916.Mr.President, Ladies and Gentlemen,— | I have the honor to bring before this Committee the 5th annual report of the anti-tuberculosis dispensary.Last year, from January, 1914, to January, 1915, 313 tuberculosis pat- jents were treated in the dispensary. This year, from January, 1918 to January, 1916, 424-133 men and 271 women came to us in the following order: y January .40 men 70 women February 48 men 77 women March .56 men 95 womer April .43 men 84 women May .44 men 75 women June .39 men 70 women July .30 men 45 women August ; 58 women September .69 women October .94 women November i 85 women December .45 men 102 women These patients had 2772 consultations.Among these 424 patients, 170 came for the first time, and brought up to P40 the inscriptions since the opening. From these, 148 (61 men and #7 women) were admitted as tubercu- fous, 22 were sent away as not being tuberculous, (7 men and 15 women) 42 who had come to the last period of the disease, died in the course of this year.360 remain under the care of the dispensary and will have to be turned away if we do not find any money to continue the work. From these, 208 improve, 80 remain in the same condition and 25 fall away gradually worn out by the terrible disease. We gave this year 4271 quarts of milk, we could not give any fresh egrs and since a few months the milk itself had to be cut off, to our deep regret and because our sources would not allow it, hut our patients must have felt sorry for their lost share of the 42.429 quarts of milk and the 2,197 doz.of eggs given since the opening of the dispensary.4.000 paper sputum cups and 10.000 tissue paper handkerchiefs were dix tributed among our tuberculous pate jents, protecting effectively thelr families and the public against the virulence of sputum.75 patients were discharged as being cured and left the dispensary rc- quiring no more care.37 were placed in homes or institutions, 21 (10 men and 11 women) in the Anti-tuberculous Hospital: 8 men and 2 women at the Sacred Heart's Hospital and 3 men and 4 women in other institutions.153 who were found to be free from tuberculosis were sent away since 1911, also 40 Who could afford to pay.We have lost trace of 95 patients who left town or who ceased their visits to the dispensary without leaving their address.62 tenements previously obcupied by tuberculous patients were disinfected after death or change of residence through the hoard of health of the city.on the request of the Antitions were made 1911.The visiting nurse of the League, Miss 8.McGreevy together with the assistance given by the consulting doctors at the dispensary, made their renuests, numerous visits to the siums and the poor tuberculous pat- jents, giving advice and kind encour agement.* Three renowned physicians, ‘Dea.J.Guerard, Alt.‘ Drouin, O.Samson | have given free consultations in th" course of the year and we wish tn! thank them for thefr grateful pai- fence.Misa Lefaivre (Ginevra) continues to devote‘her talent to the anti-tuber- fous cause. Her weekly paper keepa before the public the sanitary and.anti-tubereulosis topics.| We have still the assistance of » | competent druggiat.since February, Mr.President.Ladies and Gentle.|} men, as you will understand hy the Treasurer's report our resodrees are | exhausted -and the dispensary witt | disappear it we do not And à way to rally to its cause, privee or publie THE QUEBEC CHRONICLE, Two memorable tag-days, with the Provincial t'a snd city's allowances, helped us to live as far as this day, but it seems very hard to ask any more from the public whose generosity has been highly taxed, especially since the beginning of war; so our only hope lies with the suth- orities. It seems that in the past five years, the dispensary helped the laboring class a good deal in pointing out the isfected homes, in awaking our population to the dangers of this contagious disease. The dispensary allowed workingmen to continue to support their families while they were following sensible treatment and receiving whatever help we could give, it helped poor tenants to obtain better sanitary conditions. The work already done has been profitable to the community and we think that the Provincial Government and the City Council in increasing their allowances would pass a populas measure and woud insure the life of the anti-tuber- culosis dispensary the continuation of highly philanthropic work among the laborers and the poor.SEALED TENDERS, addressed to the Postmaster-Ueneral, will be received at Ottawa until Noon, on Friday, the 3rd of March, 1916, for the conveyance of His “Majesty's Mails, on a proposed contract for four years, six times per week on the rural mail delivery route, “Ste.Sophie de Levrard, No.8," to begin irom the Post- master-General's pleasure.Printed notices, containing further information as to conditions of proposed contract may be seen and blank forme of tender may be obtained at the Post Office of Ste.Sophie de Levrard and St.Ovide, and at the office of the Post Office Inspector.Quebec, Jan.sth, 1816.S.TANNER GREEN, Post Office Inspector.Post Office Inspector's Office, Jan.19x1aw,wedx3w MAIL SEALED, TENDERS, addressed to the Postmaster-General, will be received at Otfawa until Noon, on Friday, the 3rd of March, 1916, for the conveyance of His Majesty's Mails, on a propqyed contract for four years, six times per week on the rural mail delivery route, “Ste.Cecile de Levrard, Nu.1,” to begin from the Post- master-General's pleasure.Printed notices, containing further information as to conditions of proposed contract may be seen and blank forms of tender may be obtained at the Post Offices of Ste.Cecile de Levrard and St.francois de Levrard, and at the office of the Post Office Inspector, Quebec, Jan.18th, 1816.S.TANNER GREEN, Post Office Inspector.Post Office Inspector's Office, | - Jan.19x1aw,wedx3w SEALED TENDERS, addressed to thet Postmaster-General, will be received at Ottawa until Noon, on Friday, the 3rd of March, 1916, for the conveyance of His Majesty's Mails, on a proposed contract for four years, six times per week on the rural mail delivery route, “Ste.Cecile de Levrard, No.2,” to begin from the Post- master-General's pleasure.Printed notices, containing further information as to conditions of proposed contract may be seen and blank forms of tender may be obtained_at the Post Offices of Ste.Cecile de Levrard and St.Charles de Levrard, and at the office of the Post Office Inspector.Quebec, Jan.18th, 1816."8 TANNER GREEN, Post Office Inspector.Post Office Inspector's Office, Jan.19x1aw,wedx3w MAIL CONTRACT.SEALED TENDERS.addressed to the Postmaster-General, will be received at Ottawa until Noon, on Friday, the ard of March, 1918, for the conveyance of His Majesty's Mails, cn a proposed contract for four years, six times per week on the rural mail delivery route, “Ste.Sophie de Levtard, No.1," to begin from the Post.master-General's pleasure.Printed notices, containing further information as to conditions of proposed contract may be seen and blank forms of tender may be obtained at the post offices of Ste.Sophie de Levrard and Hindelang, and at the office | A of the Post Office Inspetor.Quebec, Jan.18th, 1816.8.TANNER GREEN, Post Office Inspector.Post Office Inapector's Office, As an advertisement, we will give this award absolutely and unconditionally FREE to the person sending in the NEATEST correct solution of the “TWENTY-SEVEN PROBLEM.” There is positively no lot or chance connected witly the solijtion:6f this problem. It is a contest of skill. The NEATEST correct solution of the problem will be awarded the Piano, and the other awards will be distributed in the ordpr of merit.EVERYBODY who sends in a correct solution will be awarded a prize.Fifth Award A Music Cabinet - .Value $45.00 A $375.00 Upright Piano for $125.00 .And 88 Additional Awards to the next 88 neatest correct Third Award 1 A $375.00 Upright Piano ior $150.00 solutions, DIRECTIONS—Take the numbers from 5 to 13 inclusive, and place them in the squares so that when added together verticäily, horizontally or diagonally, the, total will be TWENTY-SEVEN.No number can be used twice.Use this or 2 separate piece of paper or other material.Be sure your solution is neat for ntuchs depends on ‘neatness as well as correctness.: ’ To.a ~ The gentlemen who have consented to aét as Judges are a guarantee that the awards will be distributed to those who are entitled to them.’ : In case of a tie, the Judges being unable to decide between any two solutions, each will receive equal awards.CT DON'T DELAY! as the laut of the Nationalists as far as Ottawa is concerned.Lamarche opposed the Borden Government's naval policy and voted against Manitoba's boundary expansion. He is still regarded by; the Nationalist Chiefs as one of his faithful followers; he undertook today to defend his allies in the Huse and he wound up with the an- nguncement that he was opposed to the extension of Parliament, If the bill went through he would resign his seat on October 7th, the last day of the present parliament.- Mr.W.F.McLean, of South York, advocated that Canada should be given the status of an national ally.Canada should have a member on the war council along with Great Britain, France, Italy and Russia. This was only her duty in view of the part she was playing.Canadas should have a say in the strategy and the conduct of the war.She had been "promised to be consulted with regard to the peace terms but it was better to be allowed a part in the making of the war rather than in the settlement at the close.Hon.Charles Mareil The third speech of the day was that of Hon.Charles Marcil, he 1s one of the most eloquent, cultured and polished speakers of the House. He made a moderate plea to the people of Ontario to find some solution of the present school agitation in that province. He said ‘that rightly or wrongly there was a feeling in Quebec that the minority in Ontario was suffering an injustice. It was undoubtedly having serious effect upon recruiting. He wound up “For the sake of the cause, for the sake of recruiting in Quebec, 1 plead with the people of Ontario to endeavor to put an end to this constant wrangling over the school question.” = ‘The final speech was delivered late at night by Hon.George P.Graham.Mr.Graham address had been awaited with some interest in view of the sttack which his colleague, Mr.Pugsley had made upon him as a shell contractor. He stated that he had a small interest in the contracting company and was proud of the work they had done.He favored an Investigation of shell contracts and restitution where such was called for.Lamarche’s Speech.Mr.Paul E.Lamarche of Nicolet, In opening said he did not wish to refer to the hurtful or insulting remarks rding French-Canadians which been made during the course of the debate but he did wish to say a few words in defence of two Nationalists who had been subjected to.attacks and charges of the greatest gravity. In certain parts of the country newspapers had suggested little less than that the Nationalist leaders should be shot. Those two gentlemen had begn accused, according to the place in which the charges were made, of high treason, disloyalty or the expression of pro-German sentiments. It was high treason to take up arms against one's country but no one in Canada had been guilty of such an act.All that these two Nationalists had said, according to Mr, Lamarche, was that in their opinion Canada was not, in the present state of her rels- tions with Great Britain, required to go beyond the defence of her own territory unless the Canadian people approved of it.Such a principle was a national “tradition which had been maintained by the foremost men of both political parties and was also the spirit of the Canadian constitution. No one had ever dared to insul: Sir Wilfrid Laurier for holding these views or suggested that he should be shot as a traitor. The member for Nicolet then went on to contend that the Nationalis: Chief had been consistent in opposing Canadian participation in foreiga wars, as was shown by his opposition to sending troops to South Africa. The Nationalist Party had also been consistent as was shown by the resolution on which it bad been founded in 1903, Major Oliver Asselin being one of its founders. The late Hon.F.D.Monk at a dinner in Lachine in 1909 had expressed a difference of Cpinion with the Borden Government, enunciating the same principles as those now championed by the Nationalists.Among those present on that occasion had been Senator Landy, Speaker o fthe Senate, Bruno Nantel, later a member of the Conservative Cabinet, C.P.Beaubien, now in the Senate, and Mr.Philemon Consineau, Leader of the Quebec Opposition. In St.Eustache in 1910, resolutions similarly inspired had been adopted and had been endorsed by some two dozen parishes in Quebec.A huge meeting was later Feld in Montreal at which, with only four dissenting, the gathering again ratified the Nationalist principles Mr.E.L.Patenaude had been chairman on that occasion.Mr.Lamarche asked if the Nationalist Chiefs should therefore be shot as traitors for having stated what some twenty members of Parliament had stated and had promised to defend their statements in the House.“I will go further” said Frontenac yesterday Captain Seferoviteh, Montenegrin Consul-General at New York, told in dramatic and impasion- ed manner a harrowing tale of tie woes which his gallant countrymen and their dependants have endured in their fight for the Allied Cause. He assured his audience that the Montenegring would never give up the struggle and predicted that the tide would soon turm in favor of the Allies.Had the Montenegrin King been a traitor, he said, he would never have been so warmly welcomed in France.Captain Seferovitch siso prophesied that the day was not far distant when Rumania would throw in her lot with the Allies.' > Captain Seferovitch said in part:— “We have received news from several different sources in Europe speaking about treason on behalf of the King Nicholas of Montenegro stating that he has sold his country to the enemies. As a Montenegrin I know better, that the King and the people of Montenegro are not of those who have falsely and intention ally tried to dishonor our Sovereign ruler and the people of Montenegro. In order that the people of Canada, should know the whole truth, how bravely the poor Montenegrins have fought in this war, I will give them only a few details of our condition”: “The Montenegrins have been at war for all of five hundred years against the Turks, and after the peace of 1878 they had still to fight and skirmish around their border with the brutal neighbors, the Turks and the Albanians. Therefore, since they existed as a State they have never had peace. The land is rocky and poor, no agriculture, no industries, at all, and they have lived always the poor frugal life. When war was declared against Turkey in 1912, Montenegro fought side by side with Serbia against Turkey and then against Bulgaria. There was just a few months of peace, and whilst we were healing our wounds from the above mentioned wars, war borke out again against Austria.Since the beginning of this war we have again fought side by side with our brethren, the Serbfans. At the beginning of the Balkan war our population amounted to about 300,000 inhabitants, with an army of 20000 fighters, plus 10,000 more which arrived from America, that is, a total of 30,000 men divided into five divisions of all ages between 10 to 60,” “As soon as hostilities started sgainst Austria, we gathered all our strength together and our army succeeded in reaching again the number of 30,000.This is the height of the strength that we have reached at the beginning of the last war.” Artillery.“Our artillery was composed of few batteries which were sent us by the French. These batteries were of the old model 15 centenari calibre black powder, and, when bombarding Loutchen, the enemy could easily discov: er us and they proved to be unfit to oppose any invasion of our lost stronghold. The rest of the artillery were what we had bought from the Italians after they were put out of commission in 1896 from the fort of Livurno, and three rapid fire batteries donated from the Serbians to us after the capture of Kumanovo from the Turks. The infantry had old Russian model repeating guns and some of the guns that we had taken from the Turks and some of the Austrian model guns that we have taken from the enemy.Ammunition on account of its age proved in a majority of cases to be a failure. The uniforms were of all patterns and kinds, and many a man for Jack of proper clothing had the same patched and re patched so that his appearance would have inspired a feeling of pity.“A fortnight after the declaration of the war against Austria there was no flour to be bought in any of ths little markets of Montenegro.I know instances where the army fighting in the trenches has been left four days without bread.Bread has been the cry of the Montenegrin people for centuries and in fact our Mother Russia has always sent us wheat in time of peace because the lind was undergoing famine. If the Montenegrins insisted upon having Scutarl, and if they got it for the second time, they have sacrificed so many lives by taking it; it is because Scutari itself economically is more valuable than the rest of the country, and that we can—out of Austrian warships and aeroplane attacks—come in contact by way of Medua, with Allies, that we can get help from them in food and other war supplies.” “I am asking anybody that has a heart, no matter what his religion, te tell me if, under such conditions.which are true, a nation as small as Montenegro could have resisted the enemy.Surrounded, on two sides by the allied Teutons, upon the other side cut off from communication by the Austrian fleet, which is looking for an opportunity to sink any boat that would approach our coast with provisions, having on the South the Austrian populstion of the Albanians, what can anybody expect but destruction. And, still, T feel proud to say that notwithstanding aM, the lit te army which fa left of the Monte The feneral will take plate Friday | n * ns fs defending our last stand.” is Majesty, Kiog, Nichales, whe ' A people and his people love hi “We are dividing with our brethren, the Serbians, our sufferings, and we will stand by them as they have stood by us, until the Lord will give us peace again and restore us to our old homes. There are many children, women and old men who have died in consequence of starvation, and the accounts which are resching New York from those who have returned from some parts of the theatre oi war, are amazing.” “1 know a man who has wandered through Albania during ten days living exclusively on bad bread and onions and he was glad to have even that 30 as not to die of hunger. There is nothing that you can buy «with money. The agricultural conditions in th: mountains of Montenegro and all over the Balkan States are like those around here, that is, the ground is covered with deep snow and this makes the escape of the people very difficult.” “The Montenegrins being Christians, they are not yet discouraged as to the final victory.” “As a people they are sober, healthy, and rather retiring. They are very intelligent, and the first quality is that they all have been splendid soldiers.and faithful to the Holy cause. The loss of the Loutchen is to Montenegro the value of a diamond as big as the mountain itself.” TIT FOR TIRED
