Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. questions made to the Provincial: Treasurer by Mr.P.Cousineau, Leader of the Opposition.Mr.Cousineau questioned the Treasurer closely about the debt of the Province and the recent six million loan floated by the Government and in the course of the discussion he learned that the Government had an overdraft in the Bank of Montreal amounting to more than a million dollars.- Hon.Mr.Mitchell explained that thise came about in the natural course of cvents.In June last the Province had a balance of over two millions and # half in the banks, but since that time three millions had been taken from the revenue to pay for work on the roads instead of floating another loan for that purpose.He said that in the course of a few months the Government would again have à balance m- stead of a overdraft.Mr.Cousineau remarlced that, somebody might die in the meantime, and asked the Treasurer if there were any big succession duties in sight.\u201cI don\u2019t worry about that\u201d, the Treasurer responded.Mr.Cousineau then pressed the Treasurer for some information regarding his trip to New York relative to the six million loan.Mr.Mitchell affirmed that he had not gone to New York in connection | with the loan.The Leader of the Opposition then wanted to know if it was not Boston that had been visited by the Treasurer and on reeciving a negative reply he asked the Treasurer for details of a tetter which the latter said he had received from a Boston firm asking for information regarding the loan and the resources of the Province.\u201cMay I see that letter?\u201d asked Mr.Cousineau.* \u2019 \u201cBy all means\u201d, replied the Treasurer.\u201cWell, may I see it now\u201d, persisted the Leader of the Opposition.Mr.Mitchell asked the Opposition Leader if he thought he carried the letters of his department about in his pocket with him.When.-Mr.Cousineau wanted to know where the Treasurer had gone if he had net gone to New York, the latter said he did not think that he was there to give the House a record of all his movements.\u201cI have told the Leader of the Opposition four times that I did not go to New York in connection with the loan,\u201d Mr.Mitchell said, \u201cand if he does not want to accept my word I cannot help it.\u201d At this point Mr.J.M.Tellier took a hand in the debate and reminded the Treasurer that the questions asked by Abe Leader of the Opposition were not intended to pry into his private affairs.If (the Minister had been longer in the House he would know that such questions were traditional.Mr.Mitchell said that he was prepared to give the House ail the information he could, and when Mr.Cousineau again insisted on having a copy of the letter which the Treasurer had received from Boston, Mr.Mit- |\u2019 chell again address came to a sudden end this afternoon.If the Liberals had any thought of an amendment they dropped the idea and the address was carried without a division.Hon.Robert Pogers had planned to sum up for the Government but the Western Liberals insisted earlier in the afterncon on debating western seed grain griev- artes and the result was that the Minister of Public Works was crowded out of his time.Hon.E.L.Patenaude, the new Minister of Inland Revenue, made his maiden speech yesterday.There was more than ordinary interest in his utterances; he was a former supporter of the Natidhalist chief; has been bitterly attacked by the Nationalist leader and has been subject to considerable fire from the Opposition benches.He spoke in French so that the majority of the House were unable to properly size up the new Minister.He has a fine presence; a clear ringing voice and in his own language is an orator above the ordinary.His speech was frank and gave the impression of honesty and sincerity.He did uot equivocate or quibble as to his relations with the Nationalist party.He had no apologies or excuses to make.\u2018 Mr.Patenaude depreciated criticisms of his attitude founded on incorrect reports of certain assertions he had made and referred in this connection to the strictures passed upon him a week ago by Mr.E.M.MacDonald of Pictou.Mr.MacDonald had quoted from a resolution of want of confidence submitted in 1910 to the Quebec Legislative Assembly but, instead of reading it in its entirety, had omitted three paragraphs.These three paragraphs, said Mr.Patenaude, had entirely changed the meaning of the resolution.Me.Patenaude said that from utterances both in Parliament and the press it was evident that an attempt was being made to create a belief in Canada that there was a certain group of its people whose loyalty to the British Crown was questionable.The Minister of Inland Revenue thought that condemnation should rather fall on those who endeavored to give rise to such a belief than on those who were cought to he made the objects of it.A perusal of the last few days\u2019 speeches in the House would give rise to the query whether there werc not certain members of Parliament who were not loyal to the Crown, said Mr.Patenaude.According to Mr.Ernest Lapointe of Kamouraska, and Hon.George P.Graham, to the campaign of 1911 against the navy was to be attributed the slackening of recruiting in (Quebec if there had been any.\u201cI say this is not the case,\u201d said Mr.Patenaude.\u201cIf there has been any slackening of recruiting in the Province of Quebec I say it is more due to speeches we have heard in this House, speeches which, when the country was passing through a peril ous period, have lowered public opinion.\u201d The Minister stated that in 1910 and 1911 he had fought the Laurier naval policy and the Conservative naval policy in the same degree.He done this in all sipcerity.\u201cBut have no hesitation in saying,\u201d he cos- tinued, \u201cthat since August, 1914, KE have endeavèred to do all in my power to help the country and the Goversment in the efforts they are maldng to contribute to the defence of our common cause, the most sacred camsg we have ever had to defend\u201d The circumstances were different.In 1912 Mr.Patenaude was not a member of the Government and now he was Min« ister therein.He had been sincere then and he was sincere now.An honest man's opinion was not change ed except in so far as it might bé modified by circumstances, the events of life, the events which transform = country, such events zs we saw in 1914, events which were only the pros longation of the declaration made im this House in 1913 by the Prime Mine ister,\u201d said the Minister.If he had modified his opinions, cons tinued the speaker, he had a precedent for that in the Liberal party itself anil in this connection he read extracts from Liberal papers to show that this was the case.\u201cIt is possible,\u201d he com tinued, \u201cthat time will justify the stand we took as to the relations between the colonies and the Empires it is possible that the future will give a different result.But this problem has not been settled.It has only been put off.When the war is finished, when peace is restored and victory will huve crowned the Allies\u2019 efforts, who will dare to say that the problem will not still be there for settlement that the question which was discussed in 1910 and 1911 will not have to be discussed again.Is there a member of this House who will dare to say what will be the relations of Canada im regard to the Empire in ten or twenty years from now.For these reasons 1 decline to accept the almost capital condemnation which certain colleagues in this House have ate tempted to impose
