Sir Henry Jackson is First Sea Lord; General Callwell is director of military intelligence.Special significance is believed to attach to the conference of the King with three spch important chiefs of the war operations. It is also noted that Earl Kitchener, Secretary af War, had a long audience with the King a few days ago.Rome, Feb.7, via Paris—There have been published in Italy letters exchanged between Cardinal Mercier, Primate of Belgium, who is now in Rome, and German authorities accompanied by hitherto unpublished documents which charge the killing of a larger number of priests in Belgium than was specified when allegations of this nature were made previously.Sacrillege and the violation of nuns also are charged.NOT COMPROMISE BUT DEFEAT.London, Feb, 8—The moming newspapers discuss the Lusitania controversy at great length, but the discussion is largely speculative owing to the fragmentary nature of the despatches received up to press time regarding the German proposals for a settlement of the case. The hope is generally expressed that President Wilson will stand by his demands and insist upon a real disavowal of the act by Germany, The Times says: .“It cannot be supposed that President Wilson is ready to renounce the chief principles for which he contended with moral earnestness and reasoning power, which excited admiration and respect on both sides of the Atlantic.Germany is reported as ylelding to all of his demands save one, but this one is the vita) point on which America has taken her stand from the first. To abandon the claim for a disavowal would be not a compromise, but a defeat.” The Post says: “President Wilson set forth his demands in plain language. We are not surprised at Germany endeavoring to confuse the issus and set up specious pleas. But unless President Wilson traverses his written word no compromise is possible. The United States is champion of virtue and humanity; the United States either acquieces in the legalisation of murder, or it does not.President Wilson has already made his choice in plain terme.Much, both for the present and future, depends on his nent action.” be admitted to the practise of law in the Province of Quebec. The bill is inscribed on the order paper of the Legislative Assembly, but has not yet been introduced.ACTION TO ANNUL CIVIC BY-LAW.GAS PIPE LEAK La bylaw | An action to annul a by-law has just CAUSE OF FIRE.been inscribed at the Court House by Highgate, Ont, Feb.7—A leak in a the legal firm of Pentland, Stuart, gas pipe in George Oake's barber shop Gravel & Thomson on behalf of the at 2.00 o'clock this afternoon, caused Quebec Railway Light & Power Cothe destruetion of the bmilding by fire agginst the City of Quebec, and the and severe burns and cuts to Oake’s.Quebec & Lake St.John Ry., Co.mis Cornelius Degraw, John Lawrence, en cause.Henry Hall and William Wise. The! explosion caused the walls to collapse ' A passed on Nov.13th, 1915 dealing and the roof fell in.The five men with the closing up of certain streets wer caught in the fire and debris. All in Limoilou particularly a portion of will recover.j3rd., Street, extending from the Q.& L.St.J.to the Q.R.L.& P.tracks.The plaintiffs contend that the City in drawing up such a by-law is exceeding it's legal jurisdiction, There is a public bil -at the Legislature Yor the protection of thoroughbred animals.Wonder if “White Horse” is included?Wonders of the “world—Our enemy aliens. The by-law objected to is No.405- 1 to he present at the ohsequies.POLICE COURT DOINGS.A man named Victor Laprise, accused of having assaulted motorman Cote, and stealing à ‘ap and badge jbelonging t conductor Cloutier on 2 street car in this city on Fob 1st.ape peared before the Court of Sessions yesterday afternoon and pleaded not guilty. He gave bail and will appear later for trial Cathedine Tremblay, a servant, ace cused of stealing a watch and gold ring from her mistress, was sent the house of correction for th years.RESULT OF RECITAL.The result of the Recital given by Mr.Frank H.Rowe, for the Prisoners of War Fund, was most gratifving. The amount realized was $160.00 which Miss Muriel Joseph has fore warded direct to Lady Drummond, London.Eng.The Weather | Toronto, Feb.7—The disturbance which was over the Great Lakes last night has developéd into a storm, which is now centered in New Brunswick.Gales have prevailed in Ontario and Quebec, with a change to colder weather, while in the Maritime Provinces it has been mild and rainy. The temperature continues low in British Columbia and the western Provinces.Circulating Library Long Winter Evenings doing nothing, take this opportunity to Read the Latest Books by becoming a member at JOHN E.WALSH’S Reg’d., Temperatures: Min.Max Dawson .«4 ee oc oo °26 *20 Victoria .«.«0 oo ….… 33 33 Vancouver .30 34 Calgary .….oo «0 .… .….*6 6 Edmonton .*20 4 Moose Jaw ., ve es *30 “tft Battleford .ee .*20 #10 Regina .… .o .*31 *5 Winnipeg .*3¢ 10 Port Arthur.*16 2 Parry Sound .….….… 12 16 Toronto «.…… +s «» oo 18 19 Kingston .… 14 24 Ottawa .«0 «0 oo oo 8 20 Montreal ., .… … 13 pb) Quebec.….….… 18 0 St.John.+c … … 30 38 Halifax.… .….….….38 42 Requisites in Quebec— Zero.Established in 1807, Forecasts.Lower Lakes and Georgian Bay: Six Stores in Town.Moderate to fresh west and south winds: fair and cold.Upper St.Lawrence and Ottawa Valley: Fresh westerly winds, fine and cold Lower St.Lawrence, the Gulf and North Shore: Strong winds and gales from westward, much colder; PRESSE BILL READ 24D TIE PROMOTER OF THE MEASURE .I8 NOT INCLINED TO EXPLAIN IT.A rather unusual scene occurred in the Quebec Legislative Assembly last night when the privace bill to change the trustees of a portion of the capital stock of Fresse Publishing Company, Limited, came up for a second reading. When the bill was called Mr.P.Cousineau, Leader of the Opposition, asked for explanations, and Mr.W.Levesque, of Laval, who is the promoter of the measure.said that the bill was printed and *poke for itself. It would be sent to the Private Bills Committee where the interested parties might be heard.Mr.Cousineau insisted on knowing the meaning of the bill and as Mr.Levesque was not inclined to explain it, the Leader of th* Opposition moved à six months’ hoist.Sir Lomer Gouin remarked that it was unusual ‘to vote on a private bill in second reading before it was studied in committee, Mr.Cousineau argued that the promoter refused to explain the bill, which might contain something contrary to public morals. If it were so the bill should not be sent to the Committee for study. At all events the promoter was evidently ashamed of the bill.At_the suggestion of Sir Lomer Gouin the bill was read by Mr.Levesque, and at its conclusion Mr.Cousineau said that as he understood the measure, it was to break a contract, and he could not refuse the promoters the opportunity of telling the extraordinary reasons which they must have for applying to the Legislature. He, therefore, withdrew his motion and the bili was referred to the Committee.: The Three Rivers bill was studied in Committee of the House and after the licenses clauses lad been struck what was left of the measure was given third reading. At the request of Mr.Trahan.promoter of the bill, the clauses to indemnify the hotel keepers who lost their licenses when prohibition was voted and providing for the munici- palization of the sale of intoxicating liquors were struck out.Hon.Mr.Taschereau's bill to increase the sum allotted for the protection of municipalities against fire, from $10,000 to $25,000, was given its final reading. The following hills ‘were read a could not burn as it poured out, and floor of the machine and washed ' round the feet of the pilot and passenger. It was impossible to quench the flames, so th: pilot stuck, the nose of the machine down and made for the ground inside the British lines. This made the situation worse, because the petrol simply poured down the sloping Qoor and wrapped the crew's feet in a bath of flame.‘The passenger remain seated in order to reach the foot-rudder bar.The heat got so intense that the goggles were cracked on the faces of the men and the ammunition for the machine gun caught Hardly had the pilot landed when the tail of the machine literally fell to pieces as the result of the fire. The cause of the escaping petrol igniting in this way is generally sparks in the magneto, flames from: the exhaust or incandescent exhaust pipes.Fatal fires have also been the result of a bullet striking the magneto or the timing gear, resulting in the creation of a spark in a cylinder at the wrong moment (i.e.when the inlet valve is open). In these cases a backfire has occurred in the carbureter and the heat of the burning petrol has un- soldered the petrol union which brings the supply from the tank. Not infrequently aeroplanes burst into flames when they land heavily owing fo damage caused by the enemy or by unskilful piloting. Not long ago an inquest was held on the body of a passenger who was fatally ‘burned in an aeroplane smash in | Englandi machine clumsily and ' considerable violence.Neither he nor the passenger was seriously injured + by the fall, but the shock burst the | tank, the petrol poured out and the : vapor reached a glowing exhaust pipe, or perhaps a spark, before the magneto had quite ceased to work.At any rate the flame blew back into the machine and before the passenger could be helped out he was so badly burned that he died soon afterward.the vapor was carried back to the À it fell in blazing streams on to the ! haust pipes are very small indeed.Flame Can't Jump Back.In the event of a paraffin driven aeroplane smashing on the ground, there is some small risk of any fuel which escapes from the tank catching fire as it falls to the ground, but in this case it will be seen that the first outbreak will only be local. The flames cannot jump back to the tank along a patch of vapor; they must burn so fiercely that the actual heat sets the main supply on fire, and in the meantime the crew have a chance of escaping. The paraffin carbureter has always been looked upon with longing by motor engineers because an engine run on this fuel under efficeint conditions can be mace to give more power than when run with petrol, owing to the greater calorific energy which paraffin possesses. As has been mentioned before, there have been practical difficulties in the way, but a professor in a British university has just devised a means of getting over the main difficuity and his invention has been running à car engine for some weeks in an astonishing manner. The horse power developed has surpassed the expectations of theorists to an astonishing degree, and it looks very much as if its final adoption on aeroplanes will result in the elimination of one Selected Barley Malt, choice Hops, combined with the celebrated Rock Spring Water—water as clear as crys- tai-—makd B.B.Lager the purest and most wholesome beverage that anyone can drink.of the greatest dangers the aviator!
