Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

Passing to the position of the new- tral countries, Viscount Grey ssid in | | answer to a question as to what they ii | could do: “I believe the best work neutrals can do for the moment is to try to prevent a war like this from happening again.If the uations had been ; united in such an agreement and prompt resolution to insist in 1914 that the dispute must be referred to 8 conference or The Hague, that the Belgian treaty must be obseryed, there would have been no war.“Nations fighting for thein existence, with daily increasing prospects of seeing victory brougnt nearer.still knowing that if they stop short of victory they stop short of everything for which they are struggling, cannot be expected to spend much time thinking about what might happen after victory is secured.But the neutrals can do it.I observe that not on!y President Wilson, but Mr.Hughes is supporting a league star:- ed, not with the object of interfering with the belligerents in this war, but which will do its part in making peace secure in the future, “It is a work of neutral eountries to which we should all look with favor and hope.Only, we must bear this in mind, if the nations after the war are able to do something effective by binding themselves with the common object of preserving peace, they must be prepared to undertake not more than they are able to uphold by force, and to see, when the time of crisis comes, that it is uphe'd by force.“The question we must ask them is this: ‘Will you play up when the time comes” It le not merely the sign manual of presidents and sovereigns that is really to make that worh while; it must also have behind it parliaments and national sentiments.“Supposing the conditions of 1914 occur again and there is such a league in existence.Everything will depend on whether national sentiment behind it is so permeated by the lessons of this war as to compel each bation as @ matter of vital interest, to keep peace other than by force.” The Foreign Secretary insisted op- on the necessity after the war of arriving at some agreement with respect to the laws of war, arguing that the mere indiscriminate emplovment of ail the resources on science is the prospect which threatens civilization and the existence of the race itself, He characterized “the employment ni poisonous gas and other horrors by Germany” as having “let loose on the world more terrible anarchy than any individual anarchist,” and referred especially to the “organized attempt” to exterminate the Christians in Turkey since Turkey became a vassal of Germany.Such horrors he declared were only possible with Germany's toleration.Perhaps, he said, some day a neutral nation ‘which knows the fuit story will publish it to the world.He contended that this matter of keeping the horrors of war within hounds was a question in which the whole human race is interested, and as all nstions should recognize their responsibility for preventing ou:- breaks of war, so, they should insurs, in event of its outbreak, that it should be conducted by rules at least as ; human as those our ancestors observed, which Germany today had disregarded and thrown to the winds.Of the necessity “of freeing the world from the oppression of Prussian militarism.” he said: “We know that if mankind has any birthright it is that of peace and Iiberty, and it is for that we are fighting.When we are asked how long the struggle is to continue we can only reply that it must continue until these things are secured” been delivered by any statesman of the belligerent nations since the war began, “The most significant passage,” says the Daily Mail, “is that in which be responded to the appeal which Tresident Wilson made in his speech to the League of Peace.The world, engulfed in war, has not yet fully realized the momentous character of President Wilson's declaration.The future, we believe, will find it one of the great utterances of history, not merely because it announced to the world America’s departure from her Listoric attitude of isolation, “More important was the offer it contained that in sacrificing that attitude America should come into the field, not as n challenger, not as a disturber of the peace, but as a definitely pacific force, President Wilson's was that America should back with all’ her potentialities a scheme for enforcing peace in the world.He recognized that the only gwarantes of good faith ie force, and he proposed that force be henceforth diverted from competitive channels to the common purpose of protecting all nations net aggre- sion.“To that proposel Viscount Oey gives emphatic welcome, We believe Vikount Orey’s the London morning newspapers the Germans appear to have forced the evacuation of Constanza by cutting the Trans-Dobrudja railway about twenty miles west of the Black Seca coast.As the Germans make na claims to considerable captures, it is assumed here that the Rumanians made good their retirement.The Times’ military expert ments thus on the situation: “Dobrudja is a separate and not vital theatre, which the Rumanians can afford to lose without great hurt.But the reported loss of Constanza is a disagreeable blow, limiting, as nt does, the means of access of Russian reinforcements.It is also a tactical defeat, which, coming after the Joss of Turtukai and Hermannstadt, ne- tessarily reduced Rumania's strength, as well as that of the Russians and Serbs who took part in this action, and must also impair the confidence of the Rumanians in themselves.” The Morning Post says: “While the loss of Constanza is serious, the threat against Tchernavoda is more serious, if it is true.The only bridge across the Danube b=- tween Belgrade and the sea is at Tehernavoda.and complete possez- sion of the railway and the Hridee would open the way to Bucharest.” Says the Daily Mail: “Constanza contained | immense storehouses of petroleum and grain.Whether these have heen destroyed is not vet clear, but if not the enemy has obtained important supplies.The loss of this port will be a serions blow.Rumania is deprived of valuable economic resources and of a short and convenient line of communication between Odessa and B1- charest By way of the Black Sez.Morenver the repercussion of this event in the Balkans and the middle east will be great” The Times thinks more military importance must still be attached to the Transvlvania side of Rumanis’s war theatre than to Dobrudja.General von Falkenhayn.savs the Timesnow has a fonting on the Rumanian side of at least five passes and bas reached the frontier at most of the Premier of Canada, to have the representatives of the eight thousand conductors, trainmen and yardmen of the Canadian Pacific Railway rescind the strike orders which call for a walk out at 5 p.m.Wednesday.and come to an amicable settlement with the company failed, and the only possible way in which a strike can now be averted is by the company giving in to the demands of the men.Tonight Premier Borden, in his anxiety to avert this disaster, was in direct touch with the men.He wired to the men's leaders in Winnipeg, { appealing to their patriotic entiment “to avoid a controversy that would weaken our efforts in the war, and which might be attended with disastrous results to the great cause we ull have at heart,” and suggesting | that if negotiations in Winnipeg fail, i then the strike should be deferred and {the men should immediately go to Ottawa for a conference with the gov- a settlement.of Welland, Ont., vice-president of the Order of Railway Telegraphers, who is here specially at the request of Premier Borden to act as mediator, conferred with the men's leaders, but he was unable to shake them from their determination not to call off the strike unless the Can.Pac.Railway grant the requests.It was pointed out to Mr.Robertson by the men, that the sub-committee remaining in Winnipeg.repres:nting the men, had absolutely no power to call off the strike unless the company made a satisfactory se‘tlement.This evennig Mr.Robertson conferred with Grant Hall, vice-president and general manager of the company, but no information was given out as to what took place at the meeting.Upon the receipt of the wire from Premier Border tonight, the men’s leaders immediately called a conference, and gave long and careful cone ideration to the Premier's statements.The result of their deliberations, however, was to notify the Premier that postponement of the strike could not he made, that the company alone had i the power to prevent a ADDITIONAL SERVICE FOR SHIPS Ottawa, Oct.33.—The suggestion that the ships and the men now being used by the British Admiralty between the United Kingdom and Canada and other parts of the Empire be maintained in their present service for a period of five years after .the war, but instead of carrying men and munitions they carry merchandise, was made by Sir Henry Drayton, chairman ef the Board of Rail.| way Commissioners, before’ the D.- ‘t minion's Royal Commission whiz resumed ita sittings in the Public Library this afternoon, This proposal was made by Sir Henry when asked for suggestions regarding the preservation of trade between the Dominions and ghe Mother Country after the war was cover.In order to determine rates, Sir Henry suggested that an inter i Imperial board be set up which ; would fix ocean freight rates so that ; undue advantage may not be taken of : shortage of tonnage.He believed ! that no difficulty would be experien:- ed in this direction if a maximum | rate were set up in a manner that standard rates on railroads are fixed ; by the Railway Commission.Sir George Foster questioned the | possibility of inducing private ow“- jers to maintain their ships in the , British-Canadian service when perhaps they could get better rates he- tween, say.New York and South America.Sir Henry said that with the use of the German ships captur- i ed during the war he believed an inter-Imperial board could organize | such a service.Sir Henry gave other evidence relating to trade between England and Canada.He showed that during periods when ocean freight rates were low the trade between England and Canada increased.but when they were hich the trade to the United States increased and vice versa.He also ex- | pressed the opinion that more wheat : should be milled in Canada in order ito encourage commercial stability instead of it being shipped to Eng- {land to be milled.: Mr.J.H.Lauer, general manager ‘of the Marconi Company of Canada, | was also called.He expressed the opinion that he could add nothing to the evidence given already by th: principals of his company in England.He said that the company's re- i lations with the Railway Commission were satisfactory.The commission adjourned until 10 tomorrow morning.SYRUP OF FIGS FOR CROSS, SICK FEVERISH CHILD IF LITTLE STOMACH IS SOUR, LIVER TORPID OR BOWELS .+«.CLOGGED.«co vot ova POWER IN PARLIAMENT.Ottawa, Oct.83—The mesbers of the executive of the Canadian Automobile Association had a conference today with Hon.Rober: Rogers, Minister of Public Wcrks, on the building of a transcontinental highway from coast to coast.L.B.Howland, president, Canadian Automobile Association, Toronto, urged Mr.Rogers with the necessity for the construction of the *ranscontinental road.He said it would pen up undiscovered country.He referred to how the railroad had been the means of discovering Cobalt mines, He pointed out that the Praviuce of Quebec had constructed a road Lu the boundary and that the Ontario government were considering plans for a trans-provincial highway.Caron, Montreal, president vf the Automobile Club of Canada, reminded Mr, Rogers of the great development that had come to be made in the Provinçe of Quebec by the building of good roads.He said that Quebec had 2,000 miles of improved macadam voads now.The country has prospered since the building of the roads as never before.He told of meeting Senator Marshall, of New York State, who had told him that an expeaditure of $100,000,000 in New York State in good roads had resulted in real estate being increased in value by $300,000,- 00.Mr.Rogers said the views ni the delegation had his entire sympathy.He said not only would the construe- tion of a road be à goorl thing for the country, but it was a na:ïonal necessity.To his mind it was the one outstanding undertaking to 1ake up after the war.It would be tae means of providing work for mary who came back from the war and wished for some outdoor occupation.lt would also be the means of cnabling the government to hold out prospects of work to immigrants.He would snp- port the transcontinental highway with all his power both in parliament and before the people, He said he was satisfied great numbers of American tourists would be attracted to Canada by the construction of the highway.The money they would spend would mak: the building of the road an economical praciicabil- ity.Mr.Howland assured Mr.Rogers of the fullest support oi the motorists of Canada to the project.Mr.Rogers said he would he glad of their assistance.He did not think the construction of the road would necessarily be expensive.He said it would go through the north country to Winnipeg and for a good part of the way could follow the railroad tracks, He said there were many places where new tracks had been laid down and the old ones were row idle.These old grades could be ntil- ized for the highway which courd be built over it Afterwards the del PASSENGER SHIPS Bonds $5,245,500.(By Breen & Gourdeau) Chicago Oct.23—Wheat—New high levels were again reached this morning and, despite profit-taking on 8 heavy scale, the advance was well maintained, Rosario and Buenos Ayres scored sensational advances, due to further loss in crop prospects.The only prospect of a sharp decline is the possibility of some new political complication abroad.Corn — Although from certain shipping interests.The present large the corn market and that exporters were reselling the futures made new High levels, Present prices are attracting a large volume of specula; tive selling and are likely also to result in 8 heavier run from the country.Oats—Strong, being in good demand, both from speculative and shipping intrests.The present large stocks and the prospect for further accumulation makes a heavy load for mem ES P.O.Box 218, 1 the bull to-carry around these levels.’ New York—The action of the; stock maskst today suggested practically no change of character to that which it has shown the past several days.Price changes were confined to moderately proportioned trading limits and such dealings as were contracted were mostly for a quick trading position in which small profits were the general rule.The opening level was at an advance of Saturddy's closing prices 1 and was further improved by midday.This buying lacked the needed aggressiveness to continue the upward tendency, however, and after a brief period of dullness profit-taking en a small scale set in, causing à quick recessions in prices.Thereafter, fluctuations pursued a! generally narrow course with no definite tendency either way.The market is still displaying the influence of political uncertainty, and this, no doubt, will remain a factor pending a clearer outlook of that question.The position of the market is considered wholly satisfactory.Sales, stocks nen;
