Owing to Its Closeness.LE New York, Nov.8\u2014At midnight tonight, 84 hours after every important newspaper in the United Statés regardises of political aiFillations, had heralded the election to the Presidency of Charles Evané Hughes, the result of the election is still in doubt.In striking contrast to the virtual caxjoiniy of Republican success in the early hours of this morning is the tensity of the situation that exists tonight.As early as eight o'clock last night the leading newspapers of New York, Philadelphia, Chicago, Boston and other cities in various sections of the countcy definitely announced the election of Mr.Hughes.As the night wore on whatever uncertainty of the election of the Republiesh candidate existed was gradually dissipated and the country retired to rest without \u201cany doubt that the fourth of March would witness the insuguration of a mew incumbent, But at 3 o'clock this morning the tide began to turn.Western States whose early returns showed a strong trend toward Mr.Hughes began to develop Wilson strength.Gradually the Hughes majorities changed until States that were conceded to him first drifted inta the doubtful column and then into the group claimed by the President.; This sudden change in the fortunes of the two great parties aroused in the people a degree of interest that even on election day was noticeably lacking.Great crowds began to gather in front of newspaper offices, where editions were issued at short intervals recording the varying changes in the battle of ballots, and all day and all night tireless vigils were kepd by anxious watchers at the various headquarters, where the returns from the doubtful, or pivotal States\u2014California, North Dakota, Washington West Virginia, Minnesota, Nebraska and New Mexico\u2014were closely and anxiously scanned as they slowly filtered in.At midnight, returns, such às were complete or so far complete as to be regarded as indicative, gave Prisident Wilson 208 votes in the College; Hughes 820 and left sixty votes doubtful in eight States.It votes to elect a President.Although California still showed a lead for the President and his campaign managers were claiming it by at least 1,600 the President's majority there had dwindled to a little more than 1,000 with about one-fifth of the districts missing.Ce In Minnesota too, tha Wilson lead which was as high as 10,000 early in the day steadily decreased as the vote from the rural districts came in.During the evening Hughes took the lead with a small margin and then the President shot ahead again but with lesy than a thousand votes.The Republican managers claimed the State on the final returns.1daho was estimated for the Wilson column with a majority of 10,000 Kansas, while incomplete, with a little more than two-thirds of the districts reported showed President Wilson leading with more than 27200.\u2018Washington, a little more than half reported, was giving the President a lead of 7,000.West Virginia, two-thirds reported, was showing Hughes a majority of nearly 8,000.North Dakota was very close, two-thirds complete, shaw.ing a Hughes majority of less than 1,000.Wilson was leading in New Mexico with only a small proportion of the precincts reported.Delaware and New Hampshire, counted among the Hughes States, but incomplete during the day, definitely turned into the Republican column.New York, Nov.8\u2014With thirty congressional districts to be heard from at 10.45 p.m., 308 Republicans, 190 Democrats, 8 Progressives, 1 Independent and 1 Socialist have been elected to the House of Representatives for the sixty-fifth Congress.Of the 30 districts yet to be heard from, 17 are represented in the present Congress by Democrats and thirteen by Republicans.Should these districts be unchanged the next House would be composed of 816 Democrats, 316 Republitans, and four scattering who might elect to affiliate with either side.SENATE STAYR DEMOCRATIC.New York, Nov.~The Senate will remain under Democratic control by a reduced majority of 10 or 18, dependent upon the outcomes in New Mexico \u2018where A.A.Jones, Democrat, is maintaining a Nov.8=-Returns early this morning indicate the election for Congress of Miss Jeannette Rankin, of Missoula, Montana.Miss Rankin will be the first woman to sit in the Congress of the United Hon.J.A.Caléer by N.A.Craig, counsel for Mr, Bradshaw, before the Wetmore Commission this morning.Mr.Craig questioned Mr.Calder largely with regard to the Brown and Devline frauds, and in the course of his examination inquired as to Mr, Calder's knowledge of contributions made by Brown to the Liberal campaign funds.Mr.Calder denied knowledge of any contribution by Brown.Since the 1913 elections, he.said, he did not know of any central campaign fund being in cxistence, as there had been no central organization.Immediately prior to the 1912 elections there was a central fund.After the election there was'a deficit, and Mr.Calder said he had taken charge of the fund himself and straightened it up.After the election he was positive that Brown had had nothing to do with covering up the General of Canada and pointed out how during his sojourn in this country, during a particularly difficult period, had won all hearts.Mr.Perron paid glowing tribute to the brave Canadians who have covered themselves with glory on the battlefields of Europe, and he expressed the conviction that there would be frequent repetitions of the glorious feats of Courcelette.Tt was the duty of the CBvernment, he said, to relieve the worries of the brave volunteers who had left their families behind them to go and fight.It was, therefore, timely to thank the Government for having subscribed one Prime Minister in confirmation of press cables that the War Office had issued regulations forbidding the sending of individual parcels to prisoners in Germany direct.Sir George Perley explains that MATTER OUT OF ALDERMEN'S HANDS.Dame Rumor has it that the Quevec Legislature will intervene in the redistribution of the Wards of the City, a problem with which the Quebec aldermen have been struggling for some time.It will be recalled that without any premonition whatever the reduction of the number of wards in Quebe: from thirteen to cight and the number of aldermen from twenty-five to sixteen was imposed by the Legislature at its last session.The change, of course, will only take effect at the next municipal elections in 1918, but the City Council, fearing that the Legislature at
