ON GERMANY'S PEACE OFFER.——at=——yperperpnee => rer * London, Dec 21—Ttere was further discussion of Germanys peace offer in the House of Commons tonight.Sir-Joha A.Simon, on behalf of himself and a group of followers, gave unqualified support to Premier Lloyd- George's speech in the House of Commons, and then Hastings B.Llight of day.Andrew Bonar Law, .Chancellor of the Exchequer, snd s the German note was Bg i for their mere existence, they have béen told.If it were te a vote of the men at the front — provided we could obtain that our honorable obligations would be fulfilled—we should then make a serious effort to get the together, then I am certain such a proposition would be carried by virtual unanimity.“I am not prepared to face the prospeccts of a military decision, which means a war of attrition, unless 1-am convinced there is no other way out.I believe in the security scheme by which the nations agree together esch to guarantee all and all guaran- each.An attempt to hold the tral empires down by a military cision, followed by economic strang ulation, would mean carrying forward into peace all hostilities and hatreds .of ‘the war, It would divide Europe into two hostile camps and would rake war more inevitable and dead- If than ever and would fasten con- seription and ruifitarism forever on ail nations” Mr, Bonar Law mid: If the spirit of the speech to which weshave just listened were to per- mênte the country, I believe that all the blood and treasure which have been spent in the war have been spent in vain.“It is all very wall to say “let us get their terms of pesce.” Yes, but can you get any terms more binding than the treaty for the proteetion of the neutrality of Belgium? Can you come to any conclusion on paper or by spromises that will give us greater security than we had before this war “Not this nation alone, but the neu a i tral nations, will, I hope, understand the position at which we bave now arrived: Germany has made peace proposals. On what basis? On the basis of her victorious armies. Is there a man who, considering the condition under which this war was forced on us and the conditions under which the war has been carried on, honestly believes that the danyer and insecurities from which we have suffered can be secured in any way than but by making the Germans realize that frightfulness does not pay, that militarism is not going to rule the world?“What are we fighting for?Not territory, mot greater strength as a fighting for two thisge—for peace now and for security for peace in time to come.Let the House remember that what has happened in this war—outrages in Belgium, outrages by sea and land, massacres in Armenia which Germany could have stopped by a word, —then realize this: war will have been fought is wain, utterly in vain, unless we can make sure that it shall never sgain be in the power of any State to do what Germany has done.“Is peace to come im this war on the basis that the grestest crime in the world’s history is to go absolutely unpunished? It is my firm belief that unless all mations in the world can be made to realize that these moral forces must be vindicated there never can be any enduring peace.“I am not afraid.I am sure our troops will fight to the end.If the people at home, who up to now have made few sacrifices, except the sacrifice of those dear to them.are determined in this matter, and if they Lelieve that the objeets for which they are fighting can be secured, there is no sacritfice we are prepared to make.” TORONTO STREET INCREASES WAGES.Toronto, Dec.21—The Toronto Railway Company today announced to its 2,000 odd BRITISH COMMENT ON WILSON NOTE LIVERPOOL POST DISCUSSES THE QUESTION FROM ALL ANGLES.Liverpool, Dec.33.—The Post referring to President Wilson's note suggesting that the belligerents make kaown their desires concern ing peace, says: “President Wilson must not be surprised, if, as far as the Allies are concerned, his intervention produces a “state of mind contrary to that at ! which he aims. The Allies will readily give the President credit for the Lest of intentions, but they will be justified in wondering whether, from their point of view, the note is not varticularly ill-timed and ill-judged.“The President's assurance that the recent German overtures had no prompting influence on his proposals must be accepted. At the same time it is, to say the least.somewhat ma.adroit that we should be so appealed te by the United States at a moment when the Allies are at the height of their power and Germany knows her ewn apparently favorable position can uot possibly be maintained.“On the other hand.there is the possibility that Mr.Wilson's efforts are directed toward eliciting from Germany concrete terms of peace.which she withheld in her extraordiu- ary approach to the Entente. In that ezse à useful purpose may be served, for we then would be in a position to judge whether war weariness is as- ! sociated with the consciousness of criminality of which Germany has been found guilty in the judgrien: of the civilized world, and the extea: te which this will induce her to yield ta the Allies inexorable demands for evarenteem against future barbarism.” Cautious Terms.London, Dec.22—The Daily News .which is the nearest to pacifist among the London newspapers, says today , regarding President ‘Wilson's note: "No one can fail w gppreciate the spirit in which the proposal 1s made or approve the cauiious terms in which it is couched. The history of the great struggle in his own country President Wilson to be unaware oi the perils of too hasty interventio:.From our side it was the spectre of European intervention that haunted : Lincoln, especially in those days when | the cause of the Nor:h was passmg ! through its darkest phase.Taking Soundings.“Mr.Wilson is far (00 wise te add QUEBEC, FRIDAY, | | that trouble to the encrmous burdeus | liberty not less vital and far greater. He is taking soundings. If he finds the water still too deep he will withdraw his plumb line and wat until a more favorable opportunity.” | The newspaper says the Central formally prepared and issued after he ¥rved to the public generally.Should | Powers would accept the note eagerly fad been called to the \\V ite House | flefinite territorial ternyi be mad: pub- | and despite their arrogant tone the bof a conference with FPresideny Wii.| lic.it is feared a certain section of duor should not be barred and holted so, to intimate that the United States was tonsidering any change in its policy of neutrality and that the whol- tone ind language of the note were suffi.| fens to indicate its purpose without | ther comment on his part.i Me, Lansing's firss statement.Made srally and of which no official copy was distributed, led to exaggerations M its language and purpose throuxh- but official Washington. Its mine ftriking phrases on which thy widest pecnlation was based were that the United States was “drawing neavcer | the verge of war.” and that the send fig of the note “will indicate the pos tibiliiy of our being torced into the war.” and that neither he no“ P'res:- fent Wilson regarde“ the not: “as peace note.” Great Consternation.! An amusing gontroveisy is proceeding in the German Press between two puissant controversialists, and emin= ent authorities on food valués, Profeisor Cohnheim, of Hamburg, and Professor Kersting, of Alx-ia-Cha- pelle. In Cohnheim’s opinion, originally contributed to .the Hamburg “Fremdenblatt,” we are ail in error serious and permanent effects on the body.Whether Cohnt:eim would have maintained this view in the abundant pre-war days is doubtiul; st sny rate ir is a convenient theory for a Hamburg physiologist groaning under the pressure of the British blockade. It is his conviction: now that an underfed body recover: in a remarkably short space of time. All you have fot to do is to supply the amlshing ody with albumen.Bodies deprive.for months of animal snd vegetable albumen can recover their normal condition by a day or two's free use of albumen.‘His final conclusion is that a temporary limitation of the al- humen in foods is not injurious, with the possible exception of bahies and women nursing babier.Dr.Kersting accepte Cohnheim's ecnelusion so far, and admits that they musi act as a powerful! tranquilliser on the German people. Many persons.he says.had grown to fear that the searcity of food might have an injurious effect on the people, that under-nutrition continued from week to week and from month to.month night result in impairing efficiency and even in impairing temper.Cahnheir: the Tranquilfixer says that no alarm need be felt, 2s à dav or two's addiction to albu- ment will put one ail right again.* A certain Amount of Shortage.Dr.Kersting says that when the Cerman people now receive the scientifically grounded assurances from Cohnheim that even in the case of actual want there is no danger of lasting injury.a load will he lifted from them.they will be rid of the “despairing terror” of starvation.“We fee! ourselves also intellectually strengthened by this assurance, strengthened for hopeful holding out, even though this holding aut may he rich in renunciatior.® And again, "Cobnheim’s researches give us the certainty that the malicious starvation plan of the English will suffer shipwreck, even ‘hough we suffer from a certain amount of shortage in the matter of mca: a.id potatoes. But where Kersting and Cohnheim dn not agree is with regard to the latter's theory of mastication. In the opinion of Hambure’s learned phvel- [clogist the sensation of repletion after a hearty meal may be prolonged. His plan is to stave oft the wnawineg of hunger bv some ineans which wilh erahle the “patient” to prolong the! telief that lie is not in need of fons, Nine men out of ten.especially at thi: time, will not think nf satine if the do not feel hungry.Cohnheim's problem therefore is: How is this feeline of satisfaction to he prolonged? If i! can he done enormous stores of food will be saved.“Bolt Your Food.He has thought it all out, and after a carefu! series of experimer.ts he ars rives at the conclusion that the feeling of repletion after a meal can be considerably prolonged if the eater avoids thorough chewing—in other words, he boltp his food, instesd nf masticating it.Kersting will have no bolting. His personal and professional experiences are all against the practice( already far too common in Germany. He gravely explains the pathological side of Cohnheim's eminence should advocate a practice which is universally induiged in would cause mare evils, and these more ser- Tous.than the evils its adoption, might obviate.LN BN What Is Hunger?Cohnheim's contributions to the de- Late are really instructive. He discusses the interpretation to de given to the word Hunger.Hunger, he says.is “s result of an empty stomach.” Kersting’s objects. This is not exact enough. It is quite true, says the Aix-la-Chapelle anthority, that when a healthy man has not had anything to est for a very long time, and in consequence has an empty stom.sch, he suffers hunger as a rule.“But teal hunger,” says Aix-la-Chapelle, “is a strong feeling nf desire for food, accompanied by faintness, and by a diminution of one’s natural freshness snd powers.” .And then Kersink proceeds: “In the ante-war years hunger was a feeling unknown to most Germans, and now.when we are unable to indulge our appetities for food, many of us confuse the sensations we so often feel.because of the limitations imposed on us, with hunger.” But it is not really hunger, he tells his listening disciples.“When one Is on a journey or in the theatre, and fs unable to have‘one’s meal at the usual time, it is not hunger one feels, but a sort of dislocation of habit or enstom.” And so with the German pesple under the stress of the blockade-It iy not reflly hunger which Is worrying them, but a dislocation of custom.Kersting argues and Cohnlelm rejoins.Kersting advocates stow and steady and complete mastication “chew it to a pulp”—if you are to ex tract all the good out of ynur meat (Mid.a week) and avoid the inconveniences of indigestion and other disorders.Cohnheim says, bolt it and you will feel its presence longer. Each has his school.Kersting concludes one of his art.fefes thus:=—"We do not need to desist from these useful discussions | from false shame or from fear of our THE QUEBEC CHRONICLE, in supposing that under-nutrition has |.?—_ enemy's mockery.Every Englishman can read in our Press how much our stocks of food amount to.I: is no use standing at our Joor pretending to pick the cat from our teeth with toothpicks. We have Lot tue much to pick out, and the whole world knows it.Poverty is no disgrace, and to lost 20 points, with 33 for Gulf States Common and 25 for the second pfd.In the group of prominent equip- merts, American Locomotive lost over 7 points, Baldwin Locomotive | almost 12 and New York Air Brake 1 5.8, Among the .less distinctive munitions and relaled issues, Lackawanna Steel fell 9 points and Crucible Steel 10 1-2.Issues of a more remote war class, such as Central Leather, American Hide and Leather, Industrial.Alcohol, International Nickel and the metals as a whole forfeited five to and five to 13 for motors.Shippines registered gross declines of 8 to 14 points, Mercantile Marine's being least affected.with constant pressure against Atlantic, Gulf and West Indies and United Fruit. The proposed nationalization of the British merchant marine excited further apprehension. The greatest surprise was [arnish- ed by the rails, that division having held more than stcady in the face nf incessant attrition elsewhere.Dividend shares such as Urion Pacific, Reading.Norfolk and Western, Canadian Pacific and St.Paul showed gross losses of 3 3-4 to 8 points.Weakness in this group was most pronounced after declaration of the extra 2 per cent dividend on Union Pacific.Bonds were highly irregular domestic issues weaking on the setback in rails, while internationals were strong.with one point advances in Paris 6's.and United Kingdom 3 1-08.Total sales, par alue, $5,350,- 000.- voonss000capao0s ° s NEW YORK MARKET.2 -s5000A0HORNRAROG (By Bruneau & Dupuis) Am Bect Sug.88 8 81 M Am Can Co.48% 4634 60% 01!4 Am Lote .70 78/4 68% 70 Am 3 & R.102 104j4 101 10244 Am Sug Ref.100% .… 107 Am T & T.145% … 14% Ana Mining.83 8 774 7 A T&SFe.103H .103%% Bld'wn Loco.63 € — 0314 85 Bait & Ohio.84 … .82 BRT.82 .e .si CPR.167 167% 1624 163% Cent Leather.63 84 744 76 Chès & Ohio.865% .© CM&StP.92% .#0 Chile Cop Co.2434 24% 234 23% Colo F & 1.44 4“ 406 41 Con Gas .138 .130% Crucible Stl.8¢ 87 85035 81 Distillers .30 .27 Erie.8 23% 3 aX Gen Electric.16634 .168 Gt Nor pfd.117.5% G N Ore ctfs.38); 3¢ 33) 33% Ils Central.108% .“ .Ins Cop .83% 83% 48% SoM In Con Corp.183% .13% dopid .78 .oe un In M Marine.34 25% 209% 23% dopid., .88% vo [179 H Kan City Son.88.Kenn Cop Co.44% 44% 4024 40% Lehigh Val .79 .eo Maxwell .5434 C356 44% 4) Mex Petrol'm.98 99%; 89 #0 Miami Cop .38 38 34 HA Missouri Pac.17% .“ .Nat'l Lead .60 .A 3 Nevada Cons.9134 29% 21 71 N Y Centrat.104%4 108 101% 3014 NY NH & H.58% 53 4955 40% Norf & West.134 134% 181 191 North Pac .110 .108 Penna .86% .… 83% Press St!
