ESTIMATED EXPENDITURE $4s7,270071, AN INCREASE OF $137,900.03 Ottawa, March 19\u2014The main es timates for the fiscal year which commences on April 1st, were tabled in she Commons today dy Sir Thomas White.The total estimated expenditure is $437,6T9.071, an incresse of $137,908,638 over the expenditure of the year which is just closing.The largest increase is in public works, which will be largely in connection with harbor improvement.The sum to be expended will include thirty million dollars, requirea for the construction of vessels in accordance with the Government's shipbuilding programmes.Of the total proposed expenditure $86,693,561 will be chargeable to capital account and $851,785490 to concolidated revenue account.Very large expenditures are again to be made in connection with rail- chargeuble to deven million dollars for Government Railway equipment.The appropriation for the Hudson Bay Railway is only one hundred thousand dollars, but western members hope that this will be increased in the supplementary estimates to be brought down later.The $100,000 Hudson Bay vote is for Port Nelson terminals.Prowision is made for the spending of $3,500,000 on the Welland Canal.Railways and Canals.Railways sad Canals votes chargeable to income total over thirty-six milion doflars.This sum includes a toan not exceeding thirty-five million dollars repayable on demand with interest payable half-yearly at the rate of six percent, to be used to meet expenditures or indebtedness incurred in paying interest ou securities to excess of the amount available from net earnings, or paying maturing loans of the Canadian Northern Raflway Company or any company included in the Canadian Northern System, and for construction and better- ments, said loan A be secured today Mr.Sidney Robinson drew attention to the statement that in connection with the disturbances at Kinmel Camp the wet canteen had been established in Canadian camps in direct contradiction to Canadian wishes and that if there had been no liquor at the Rhyl Camp there would have been no disturb ances.He asked what steps the Minister of War proposed to take to pre: vent a recurrence of such happenings.Mr.MacMaster also asked the Miu ister of War whether he had received a statement that the conduct of the Canadian goldiers at this camp was particularly good and that the real cause of the
