Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

sub-committee before which they were made. This was decided today by the full naval committee, which alsv authorized appointment of another sub-committee to determine whether there should be an Inquiry into charges made by John R.Kathom, editor of the Providence (R.L) Journal, that with the knowledge of Secretary Daniels many seamen in the Navy “have been used for most vile and nameless practices in order to entrap innocent men.” While the Senate Committee was in session, Secretary Daniels announced that Admiral Sims would be called upon to make good hin charges either before the Senate or a naval board.Simultaneously, Chalrman Butler, of the House Naval Committe, announced that Major-General Leonard Wood will be called before thai committes to explain statements attributed to him that American naval vessels wore “floating death traps.” seneral Wood explained at Portland, Maine, today that what he said was that naval ships manned by untrained crews would be death traps in battle, LIFT RUSSIAN TRADE EMBARGO Decision of Supreme Council Causes Upward Movement in Russian Securities London, Jan.19.—The decision of the Supreme Council at Faris regarding the partial lifting of the trade embargo aguinst Russia caused an upward.movement in virtually all the Russian securities quoted on the Stock Exchange today.Russian five percent bonds rose fuur points, four and one haif percents improved three points, while four percents advanced five puints Mine and vil shares also appreciated considerably but the mouvements were vut of pru- portion to Copenhagen, Jan.19.—M.Litvinoft, the Soviet representative here said today he had nut yet been approached concerning the Supreme Council's decision to raise the blockade, but that he waa ready to negotiate if approached.Should his government agree to the suggested exchange, he added, it must be thorough new representatives of the so-operative societies, not through a few of the former representatives in London anr Paris, who, he de- vlared, were counter-revolutionaries.He had no notice of the Soviet Government’s intention but believed it would be favorable to the wers publish- od today. The bill, which is in no way binding on the new government, includes a complementary tax to the war-profits tax, a tax on increased wealth acquired during the war, even by the most legitimate ;means, and taxes on the importation of refined olls, petroleum and essences.BROKER DROPS DEAD.Toronto, January 19.— Samuel Mooney, member of the Livestock Commission firm of Tucker and Mooney, this city, dropped dead this afternoon while selling stock at the Union Stock Yards. He was sixty years of age.SCHEME FINDS GREATER FAVOR Proposed Exchange of Goods Societies London, Jan.13—In diplomatic and commercial circles here the scheme for an exchange of goods with the Russian co-operative so.cleties was much more favorably received today, after “consideration than when the announcement was first made.It is candidy admitted that the first news of the decision came as à great surprise attended by misgivings, but anxiety over the plan is diminishing as the situation is further canvassed. One pertinent question being asked, however, is whether the Bolshoviki might not noire raw materials which it was intended to ship out, in which case the exporters would be forced to deal with.the ‘reds’ who might be unwilling to allow certain goods which the Aussadly, to enter. One diplomat, familiar with Russia, said today that if Russia had machinery, particularly agricultural machinery, which would give the people wliling to work a chance to do so it would be worth much in morale, now crushed by fear of the Bolshevik. Those viewing the plan of exchange from a purely commer clal angle ses far-reaching possibili- tles in it.It is stated on good authority that, even in the event of difficulties arising over attempts to stabilize exchange merchants could without great inconvenience barter directly with the co-operative so- cleties on the basis of the pound sterling although no money or credit was employed. This feature, however, has long been glven consideration by the British overseas trade department, which worked out an extensive plan dealing with south Russia when General Denikine was in control, but which has not yet been executed.British traders, however, have been able in the past few months to get several ship loads of supplies from Russia in exchange for manufactured articles Prompting Influence.London, Jan.19—One of the influences which prompted Lloyd George to put forward a plan to rales: the Russian blockade, It 1» learned, was a private letter from the Food Controller, George H.Roberts, who pointed out that arrangements could be made to get foodstuffs from Russia, the priced in England, which primarily depended so largely on Russia for food, would rapidly decrease.Another influence was a long telegram from James O'Grady, representing the British Government in the negotiations at Copenhagen, stating that his negotiations with Litvinoff, the Russian Roviet representative which were subject to nev- eral hitches, could be made much rasier if the blockade were lifted. That message was delivered to the Premier on Friday last, 1f Mr.O'Grady has rightly interpreted Litvinoft's desires it shows that both the Rolshevik and the anti-Rolshevik sections want the blockade off.Just what foodstuffs are in Nussia, where they are and who controls them is somewhat vague, the Food Ministry announces, but best ingr- mation in the hands of the Ministry shows that there must be an enormous amount.Controller Roberts statement that there are three million tons of wheat in Russia, was declared today to be based on reports which the Minisiry had received from time to time.| ws Index.| Page One.Disappearance of NJ Small.Bims' Charges To Be Probed.Scheme Finda (reater Favor.More Than his first visit to Montreal as Liberal Leader today when he addressed members of the Montreal Reform Club at a special luncheon, Mr.King devoted much of his address to an account of his recent tour of the Maritime Prov.Inces and to a consideration .of the farmers’ movement throughout the Dominion which he regarded as a spacies of Liberalism. He declared that there was no danger of » farmers’ political movement in the Marl time Provinces, giving as his view that the farmers there were quite content with the political programme of the Liberal Party. As to Ontario and the West it was his opinion that the movement thers would in the end harmonize with the Liberal doctrines of lower tariff and reciprocity with the United States. He stated that owing to pressure of work and the approach of another parliamentary session he had been compelled to postpone his origina! intention of making a tour of the West until after the conclusion of the next session.Later in the afternoon Mr.King met the Women's Liberal Club, and in the evening the Young Men's Liberal Club, leaving by the ten o'clock train for Ottawa.“RUM RUNNERS" ARE FRUSTRATED New Method Devised for Taking Liquor Across River to Detroit ‘Windsor, Ont., Jan.19—Frustrated by the close vigilance of customs and immigration officials at the Woodward Avenue ferry dock in Detroft, “rum runners” taking liquor across the river from the Canadian side in sutomoblies- have devised a new method for “beating the game.” When strict Inspection of all automobiles was instituted, the bootleggers for a time were succeraful in smuggling considerable liquor Into Detroit and Michigan across the ice of the Detroit River and Lake St.Clair, but the United States Federa) Revenue officers stopped this method and now several men who .levote most of their time to the lucrative pastime are taking the illicit liquor across In the radiators of huge touring cars, being able to get from two to three gallons across unsuspected at a trip. With whiskey relling in Canada a* $14.50 for three gallons, in bottles, and worth from $50 to $80 in Detroit, the profit has proven too Counell'a bill, otherwise known as the “exploitation law", one of the most radical pieces of economic legisia- tlon since the war, was passed by the National Assembly today after five days’ acrimonious debate. The measure affects all places where more than five men or women ars employed, excepting newspapers, in which business the councils ars not permitted to dictate. The five or more employees elect a steward, who will confer with the employer on the relations with the workers and the general conduct of the business. The number of stewards varies proportionately to the size of the staff whose representatives will now be given the privilege of attending directors’ meetings where they will be active voters, although not shareholders.A foreman or department chief may be forced to quit, regardless of his services to his employer. This feature was stubbornly fought by the blg business interests. One of the last modifications of the bill prohibits an employer trom discharging & woman and substituting a male employes for reason of sex alone. The bili does not satisfy the In- .|dependents, who clamored for a measure after the Russian pattern and was especially opposed by both Rightists parties because of its radical interference with the agrarian and big industrial working systems.Scepticism is frequently professed among ail ranks with regard to the workability of the measure and clashes between capital and labor, it is feared, will be inevitable, Owing to its wide ramifications, it will be a year or two before - its feasibility is established. It is estimated that the membership of the stewards in the shops’ councils wii exceed 500,000.WANT PERMANENT TARIFF BOARD Moncton Board of Trade Send a Petition to the Dominion Cabinet Moncton, have received: u they are not satisfied.st least they are (n some position _ te protect their own interests. With regard to the second class, It is true that the Company bound itself merely to increase the pay of motormen and conductors; the fact remains, however, as has been stated previously thas the high cost of living for which the General Manager expressed such concern does not embarass these workers any more than others less favored. On the contrary, living conditions among clerical employees involve & relatively high expenditure out of all proportion to their relative revenues and it Le highly probable that the average clerk has to contend with a heavier economic burden than the average conductor or lineman. This Is not to say that the union workers of the street rallnay were not in urgent need of additional rethuneration but that theirs was neither the oaly need nor the most urgent one.Salaries have decreased In value very nearl) fifty percent since pre-war days and those who did not participate in the latest increase or tm thé previous one cannot but regard the different treatment acocrded to those who did with disappointment and unrest.; Conditions in this company are presumably no different from those that obtain generally but it is one of the anomalies of modern industrial organisation that the administrative class which plans and directs should be more poorly rewarded relatively, and in many cases abrolutely, than the mechanical class which simply follows directions but which by reason of wades unionism is cnabled to enforce its deraands At all events, If
