MEETING | BITUMINOUS GOAL PRICES SOARING Consumers and Middlemen Say it Is Harder Than Ever To Get Fuel Plttsburg, July 5—Ten dollars a tom for bituminous coal looked like 8 high price a few weeks ago, but that mark has now been passed, mere than $10.0¢ being really paid, while middlemen and large coneum- ors say that it is harder than ever to buy coal One jobbing house sent fifty telegrams one day this week (0 operators in the Allegheny Valley, but was offered no coal in response to the messages. When contracts for the current year were being negotiated late In March.the conservative operators thought 35 too high for the best grades and counselled lower prices as being better for the trade, but they soon afterward rose to around $7.00, and have been climbing upward ever since. This week, Somerset and other Pennsylvania coals are quoted at $11.06 a ton, and Fairmont, West Virginia, $10.50, and pool is $3.50, Coal men say there seems to be no prospect of much reaction until there is a larger car supply.Coat exports are large, and the effect ia noticeable because the coal exported comes from a restricted area, virtually two States, but If there were no car shortage it Is contended the coal movement abroad would not cause any stir.It is now limited to the ability of ships and plers to handle the tonnage, soma piers, including Curtis Bay, Md., being embargoed, while at others permits for shipments are required.GENERAL LUCAS TOBE PAROLED May Visit His Family, But Must Return Within Given Time + Londow, July §—8inn Fein has dc.clded to parole today, and, failing to find a nominee, took A recess at 4:58 o'clock, until 8:30 o'clock this evening.‘When the afternoon balloting was in the closing stage, the Palmer boom was taking an upward excur- slon—in fact that first it has enjoy- od since it took the slip in the twelfth baliot last week. The McAdoo votes had taken the leading place from the Cox votes and the Cox column had finally regained some of its strength. When the session ended the three principal contenders were probably close together tban they had been for a long time and if it meant anything It meant that the deadlock was a little tighter, The McAdoo people tried to ex- Main the Palmer rise by saying i was really an excursion to carry the Attorney General as far as he could to.They declared the Cox people had done the same thing and failed to put their man over. When the Palmer and Cox boo had both been given a “joy ride”, to use the language of the McAdoo managers, { was the plan of the McAdoo people to begin a new drive for ‘the President's son- in-law.Hopes and prospects that the Convention might nominate today went glimmering scon after it sot down to busines; today. There was no evidence of any Plans which would assure that the Convention could finish its work tonight The three candidates ve; run a wide range in the ballofing.; Palmer, starting out at two hundred and fifty Dungeness, and there seema lv be not way of getting rid of her, says the Evening News, ‘The pilotage fees quoted are high in marke, but very low in rea) money, the paper adds. The result le that practically all the neutral) and American ships bound for the continent take a pilot from her Instead of from the British Trinky cutter which patrols along side her Many of the American skippers who were At sea during the German submarine campaign are very oul.spoken on the subject, but they ave their direct orders “But in blaming others for having short memories, 1t 8 as well to mention that certain British companies are also ordering their masters to patronize her cn the score of economy, with the result that practical ty the whol the temporary Trinity pilots are eiving their Alberta Serious.| , By KE.CORA BIND, Commercial Kditor, Maniieha “Yves : Prem ’ Winnipeg.July §.— Cenditicns with regard to crop in the Prairie Provinces continue generally satisfactory. The Free Press lesued its third crop report during the week which included reports from 343 points.Bpedial inquiry had besn .made as to presence of grasshoppers, imount of damage doen to dats and effectiveness of the.Government | boisoning methods. The replies from both Manitoba and Saskatchewan were to the effect that while the menace still exists it ia very fairly under control, that hatchiag ie probably practically over and that while vigilence in reporting outbreaks and diligence in spreading poison would be necessary for probably another two weeks, Theres was good ground fur regarding the plague under control and not likely to entail serious loss, The edges of fields eaten off ten days ago have come on again, there having been very general rains in the infected (territories of both Provinces, Growth has been very rapid and a number of correspondents reported five inches of growth, by actual measurement, in a single week, on bright days the sun has been very hot with a light wind, these days are followed by cool nights, and accosionally rain at night. It would be difficult to think of more Ideal weather for crop production. While rains have been pretty general, & few places reported rains badly needed, and 4¢ points stated that rain was needed to link the sub-surface moisture to the surface.Coarse grains were generally reported In excellent condition and the outlook for hay fair.A little cutworm damage was reported from Alberta and hail at quits a few points, but nothing damaged beyond very rapid recovery. In a wheat belt, over 100 miles long and practically 56 miles wide, ‘it is not pomsible to have ideal conditions everywhere all the time.Wind Damage in Alberta.‘The blown-out area in Alberta, reported last week, has proved quite as serious as at first estimated, and the very worst of the blown area is one of the few sections that has not had good rains.Good rains would have hastened recovery where recovery was possible.Sir Robert Kindersiey, Governor of the H.B.C., who visited the district right after the storm, and motored over a considerable portion of it, characterized the scene as one of the most desolate he had ever seen.He gave a very interesting interview as to what he thought should be done in the matter of further irrigation, He left no doubt as to his being convinced that the Provincial and Dominion Governments should cooperate in the matter of ralsing the money. He very sanely pointed out that during one hurricane day in June crop to a greater value had been destroyed than would be required to build the proposed system. He was quite in favor of the Government permanently assuming part of the expense in view of the general benefit to the whole country and arranging to collect the balance by taxes his capacity of head In Great Britain of Lazard Freres, has had to do with the financing of some of the big irrigation schemes of the Empire and speaks with the authority of practical experience.Bonds of Irrigation.Premier Stewart of Alberta met a delegation of farmers from the blown-out areas recently and promised them that the bonds for the irrigation project would be ready in about 30 days, George Marnoch, president of the Lethbridge Board of Trade, who has heen moving heaven and earth to get this project under way, comments on Premier Stewart's attitude towards assistance from the Dominion Government and says: “I note ‘that Alberta Government will not be stampeded into any policy of doubtful.complications with Domialon.is what Premier Stewart tells farmer, who want irrigation. But we know what King Canute discovered when he forbade the sea to | toltow action of the tides. Our farmers have discovered no royal road yet to forbid wind stampeding their land. They want irrigation for that. The Premier shuts his eyes wiitully to offers of finances to help us from the Dominion Government, re-offer- ed after the disastrous wind storm.while at the same time retera to the circumstances as a mity and says he is not disposed to disagree with estimates placing damage as high as seventy-five per cent, It appears that our farmers are to be allowéd to suffer because our two Governments cannot get together.” and a sinking fund.Sic Robert.in| CHRONICLE BRIATEST SPOT INHOLY ET Straus Soup Kitchen in Palestine Praised By Various Committees London, July 4—Nathan Sirsus, ‘of New York, told the Internationa) Sionist Conference here today that the Straus health bureau in Palestine had supplied à need that had been ignored for hundreds of years by a “criminally indifferent Government” and that it had become a “stronghold in the life of the Holy Lahd.” The bureau was establivhed by Mr.Straus in 1913.The only problemi which took preference over Lhe health question was the feeding of the hungry for which he said he establiched a free soup kitchen in Jerusalem which up to now, has been feeding 700 to 1.000 persons dally.Members of corgmittees returning from Palestine he said, had told hm that his soup kitchen was “the brightest spot in the Holy City.” The health bureau, Mr.Straus said, was established to improve health conditions generally and particularly to erad!- cate malaria and trachoma.the two diseases which were cndemic there. It was intended to serve all inhabitants of Falestine, irrespective of creed, race or color and, since the Jews number less than one-sixth of the total population, its work had accrued largely to the benefit of non-Jews Mr.Straus reviewed the fight conducted against aria by the Health bureau in and around Jerusalem in 1916 and 1917, which he said “nipped thc cholera epidemis in the bud.” Clinics were opened in tive districts and injections of anti- malaria lymph were given to all comers, while school children were inoculated by nurses sent by the health bureau into districts. In all 30,750 persons were given preventive injections against cholera Typhus ministered.More than 38.000 persons were! examined to ascertain if they were’ affected vith malaria and where the’ reaction was postive, quinine wax! given fres of cost. The water in cisterns used for drinking purposes! was examined and a museum of | hygiens was established. In combatting trachoma, Mr.Straus said, the health bureau treat-! ed 441,574 cases and an attempt was! made to examine the ey>s of all children who could be reached se as to identify that disease which was prevalent in Palestine.A hospital for eye disenses was opened and the campaign was extended into the! towns and colonies outside of Ju.u-, salem, nurses being sent to various places.Ald was also given to refugees when the Jewish population was expelled from Jaffa.Mr.Straus seid that the health bureau had proved __its efficacy and that he hoped its services would increase and become greater in the rehabilitation of the Holy Land, 8 blessing to the people
