Press)—The resignation ef Sir Robert Borden as Prime Minister will take effect on Saturday. He will be succeeded by Hon.Arthur Meighen, Minister of the Interior, who has undertaken the formation of a new administration.Official announcement to this effect was issued from Government House at 11 o'clock tonight.Ths announcement reds: .“The formal resignation of Sir Robert Borden will be tendered to His Excellency the Governor-General on Baturday next, the tenth instant, and will be accepted by His Exceltency with great regret. His Exoellency has entrusted to the Honorable Arthur Meighen.Minister of the Interlor, the formation of & new administration and Mr.Meighen has undertaken that duty.” There are to be two retirements from the Cabinet.Hon.Ww.Rowell, President of the Privy Counsil, ls returning to private practice; Hon.Martin Burrell, Minister of Customs, is to become Librarian of Parliament. The two retirements, ft is said, are not due to Lire change in leadership.Mr.Burrell has for some time expressed a desire to return to private lis Mr.Rowell's resignation is based on the point that & new party being created, and ao administration formed to represent that party, he is entitled to ask “an honorable dis- " charge A Tha’ posinén which Hr: Réwill takes is outlined in the following if- Beial statement, also issued tonight: “About four months ago, Mr.Rowell announced to the Prime Minister that at the close of the recent session he would retire from the Gov ernment.Thin announcement was communicated to caucus on Thursday last.but at the urgent and insistent request of the Liberal Unionists in Parliament and of the entire caucus, Mr.Rowell promised to consult with “ his friends in Ontario and communicate his decision to the Prime Minister as soon as possible.Today.Mr.Rowv!l hag informed the Prime Minister that, after such consultation and after having given further and full consideration to the subject he finds himself unable io reach any conclusion other than that communicated to Sir Robert Borden some four months ago and given to caucus on Thursday last. That conclusion was as follows: “That when a decision had been reached that the work of Unlon Government as such was finished and that a new departure should be made by the creation of a new party and the formation of an administration to represent that party, he might fairly ask an honorable discharge.Mr.Rowell will, therefore, retire from the Government when the Prime Minister's resignation takes effect.” Bo fur as the remaining ‘members of the Cabinet are concerned, it was stated on high authority tonight, they will give their “undivided support” to the new Prime Minister. In the formation of his Cabinet, therefore, Mr.Meighen will have but two retirements to meet——those of Mr.Rowell and Mr, Burrell, with the administration, of course, of that of Sir Robert, whose resignation will leave the Maritime Provines without A representative in the Cabinet.Mr.Meighen may assume the portfolio of President of the Privy Council relinquished by Mr.Rowell.In that event it 1s likely that the Department of the Interior over which he now presides would b> merged wilh that of Immigration and Colonization. The vacancy caused by the resigna- ‘ tion of Mr.Burrell, It Is thought, is likely to be filled by the appointment either of F.R.Groen.member for Kootenay.West, or of H.H.Stevens, Vancouver Cenire. As a representative from Nova Scotia, the name of F.B.McCurdy, of Halifax, has been suggested.Should either of these fatter appointments be made, à bye Extra Fan * Support — election would be necessary.Although all members of the Cabinet techniealiy resign when Sir Robert hands in his formal resignation they wik not require to be re-elected on accepting office in the new admin- Istration.Interviewed by the Canadian Press tonight, Hon.Arthur Meighen declined to maks any statement at the present. This, he pointed out, would not be altogethar in place until Saturday. The news epread like wildfire locally and the coming Premier was besieged with congratulations. Before leaving his office late tonight, Sir Robert Borden received the miembers of the Parliamentary Press Gallery.Upon being informed by the members that his impending departure was a matter of sincere regret to them, Sir Robert replied that he was Indeed glad to think that his relations with the Gallery men had always been of the most cordial and he beapoke the same support cooperation and for his Democrats have gone Carther than did thy Republicans which can lie really understood In view of the strength lemt to this party &y the Irish-American vote. From tha fret Le was foregone conclusion that San Francisco woukl go Chi- , |cago one better on this plank, no matter what the (atter might put into it.On the other hand the actual pronouncement is 8 weak affair and wnat have proved disappointing to Irish sympathizers, although irrienting to those whe are opposed to Sinn Fein Prineipies. The very vigor of the anti-British propagande has quickened the resistance of ite adveesavies until the some has become by no meams ose-sided among Am-|f ericans themselves, Conseguently the Democratic Party, while anxious to please its irish friends, has sought to antagonize contrary sentiment as litle as possible. These are of course conecientions men in both parties whe have espoused the Irish cause through be- let im its justice or from feelings of racial lomity. These mem have boen prepared to stand speedily created a dead-lock paralleling that of Wood, Johmson and Lowden: If it was eventusily broken without reconrse to a dark horse it was probably more because there was ‘no such rightly or wrongly was felt tu be a mere figure head for his wife's father. That was the secret of hls strength and his undoing. The Administration forces were solidly bebind him and fought stubborniy to the isst. The Democratic party, however, with ita fingers on tbe public puise was determined to break away completely from the Wilson regime, a course which quite fitted in with Its private interests. The Democrates might have swallowed the representative of their present task-manter, if it had been necessary to do do im order to retain power, but not under any other risen from printing offices to be publishers of ncwspapers and the first citizems of their respective States.Whichever is elected is more Mkely to be run by his party than to run it and the prospect ROMANCE OF INVENTION It is an accepted truth that the man who dncreases the material wealth of the world by the ordinary processes of trade, manufacture, agriculture or mining does much for "us, and not alone in the material |sense, for he provides those of us who have ideas with the wherewithal ‘to work, or even in extreme cases ,with the inspiration with which to work. But we are not to exalt the |œucceseful business man, manufacturer, farmer or miner to the highest pinnacle without inquiring whether there is not some one else to dispute lor at least to share it with him. What lof the man with the idea? Before ever the miner, to take one instance alone.can extract wealth from the , bowels of the earth, the invemtor ! must show him how to proceed. Before any of us can do any of the things that seem materially worth | while, indeed, there must be the in- ,ventor to precede and blaze the way.1t may be assumed that the ability to invent and the ability to make a practical success out of an invention In the vast majorty of cases are mutually exclusive. The whole record of the advance lof civilisation shows this. The inventor is wo wrapped up in his idea to have a very clear notion of just what to do with it.A doubly unfortunate result follows, unfortunate for the community tn that the invention is not developed and got into general use for the common good to Ithe full extent of its capabilities, and junfortunate for the Inventor in that he falls by his very circumsiance to get his full reward.Sometimes, however, we meet a man who combines in his one person the qualities which lead his to make a great invention and at the same time make him able to carry It to commercial success.Such a man says the Scientific American, embodies Lo the last degree the romance of invention — for romance has a wooden leg when IL does nog end happily. And such à man, hia struggles to overcome scientific and industrial obstacles, and his final success, we read with never-fiagging interest.T7" ENES TRE, SORE SWOLLEN FET Instant relief for aching.puffed-up, calioused feet and corms. Why go limping around wih aching, puffsd-up feei-—feet 00 tired, chafed, sors there will be no united sotion regarding the placing of contracts for fall and winter footwear during their stay.Representatives of the larger houses admitted that it was their fntention to buy
