Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. Testing Time Of Labor Government Not Yet Passed, Said Tom Moore MANY TOPICS DISCUSSED \u2014 Government Asked To Prohibit All Immigration From Europe For Two Years \u2014 Winnipeg.Aug.28-\u2014The thirty- provence convention of the Trades and Labor Congress of Canada concluded its work at 1:30 Saturday afternoon and was adjourned by President Tom Moors to next year Montreal.\u201cThe testing time of the Labor æovernment Is not yet passed,\u201d sald the President in his closing words.\u2018We ave not yet through the troubled waters.\u201d He urged all the delegates to oon- tinue to give the movement in thelr own districts the close attention and the present conventidn.The long morning session was taken up with a great many topics.The report of the committee on immigration as adopted finally locsen- od up slightly the legislation which the Congress will seek in that matter.The Government is asked to prohibit all immigration from European countries fer two years with the exception of ezempted classes, which would include bona fide farm workers, domestic servants and others who could show good and special reasons why they should be admitted.The labor movement was urged to support the authorised labor panies, Limited, Hamilton, in instituting & physical examination of employees, it was sald several upion men had been discharged for cal defects and others refused ployment.A system of old age pensions was approved.Congres asked for a uniform Workmen's Compensation Act throughout the Dominion to bs attained by provincial action.Legislation giving employees equal representation on the board of directors of the National Canadian Railways will be urged.Congress advocated the termination of the contract of Griffenhagen and Associates to reorganize the Federal Civil Service and the eatab- lishment of departmental boards composed of representatives of the government and of the employees.A resolution from Sault Ste, Marie Trades and Labor Council suggeet- ing a vote of the rank and file of the movement on the proposal to organise by industey rather than by craft, was discussed And then voted down.Congress was asked to assist in the formation of a national considered on a report on immigration introduced In association with the unemployment report which recommended exclusion of all immigration from Buropean countries for two years excepting farm workers and domestic servants, and of Orientals permanently.The convention sent back to the committes the recommendation for the two years exclusion.President Moors pointed out its drastic nature and the fact that it would exclude wives coming to their husbands, parents to their children, ste.It was the view of the convention that the clause be modified.The recommendation for exclusion of Orientals was legiela- tion fer the granting of diserimin- atory duties to imports on United States veasels will be one of the big issues in connection with the consideration of the tariff bill in the Senate, according to present indications.Senator Jones of Washington, who has introduced an amendment to the wriff bill which would impose a § per cent higher rate of duty on goods imported on vessels other than the vessels of the United States Is preparing not only to press the amendment before the finance commit- tes but also on the floor of the Senate.He hopes to get a favorable report from the committess and in that event he believes the outlook will be good for the action which he proposes.While there is « provision for dis- eriminating duties in the existing tariff law, it has never Leen enforce ed for the reason the executive department never took any steps toward the abrogation of treaties which stand in the way of the plan.But it is noteworthy that the Jones amendment is not dependent on the executive department.It declares that all treaties standing in the way of discriminaung duties are to be regarded as abrogated in one year.unless sooner abrogated through notice given by the President.Undoubtedly, opposition exists to the idea of discrimination duties but on the other hand there is powerful support for it.Good reason exists for the belief the republican national
