Department, committed suicide by poisoning late on Saturday. The eircum- stances surrounding his death are particularly distressing. For several months Mr.Rourke, who was one of the senior officials of the Finance Department, had been acting for the Deputy Minister in connection with the general independent audit of the Victory Loans which a firm of commercial auditors has been making.Through this audit discrepancies in connection with interest coupons were brought to light.Sir Henry Drayton, Minister of Finance, immed!- ately placed the matter in the hands of the police and it is understood that investigations have resulted In the inerimination of an official who is in the hands of the police authorities. The result of the enquiries had proved specially upsetting to Mr.Rourke, who had lately been continuously engaged on the matter.and officials of the Department be- Have that the strain of the last month had proved too great for him and that his mind had become temporarily unbalanced.Mr.Rourke is described as € most devoted official. As Controller of Currency his duties were largely increased by the war, and in addition to purely Canadian work he was largely concerned in the handling of gold for the British Government, over a billion of dollars of which passed through the Department.Officials of the Department are reticent In regard to the coupon discrepancies, although it is rumored that they amount to around $38,000, but none of Mr.Rourke's own work, or that of any one under his charge, it is authoritatively eta- ted, had been omlled into question in the slightest. After the tragedy was discovered letters written hy Mr.Rourke and protesting Ms innocence of any connection with the vidtory bond coupon discrepanciss were found.My.Rourke Robert Borden, Canadian delegate to the Washington conference, today issued the follow ing statement in regard to the new treaty which is to replace the Anglo-Japanese alliance: “Four great nations have selemn- ly agreed that every controversy between any of them arising out of a Pacific question and incapable of settlement by diplomatic methods shall be brought to a joint conference of all four Powers and shall be there considered and ad- Justed.‘The purpose is to create the custom and establish the practice of conferences for peaceful settlement of International differences.“Out of such custom and practice whether Under this or any like treaty, will be developed à public opinion among the nations which alone can assure the enthronement of public right and the maintenance of the world's peace.“The treaty in terms relates only to the Pacific, but, as the Convention of 1917, sithough applicable only to the Great Lakes, extended in spirit und practice to the entire boundary between Canada and the United States, 50 we may conf- dently trust that the spirit of this treaty will govern all controversy between the four Powers.I hall its acceptance as à notable step toward the assurance of peace.” Sir Robert, who has been suffering from a eevere cold, was report- od to be in a somewhat improved condition this afternoon. He Is still under the ductor's orders to remain in his suite at the Lafayette, however, and it will likely be several days before he is able to re- ‘sume his conference work.News Index Page One Civil Medium in the Ciiy ; Our Illustrious Guest Quebec does great honor to itself today in honoring as a civic quest Marshal Foch of France, former Generalissmo of the Allied armies, and undoubtedly one of the most rémarkable military geniuses—if not the most remarkable military genius—that his country has produced since Napoleon Bonaparte, which is only to say; in other words, that he is the greatest soldier living in the world today. It would have been a singular misfortune if Marshal Foch had terminated his mission on this side of the Atlantic without passing at least a few hours in the Ancient Capital, which is not alone the heart of French culture and civilization in America but the imagine that, had he but his personal inclinations to consult, the duration of his visit would be more in keeping with the anxiety of every citizen to make him welconie here.“here is not a single element in the make up of the great general's character that is not calculated to impress and powerfully appeal to this community, whether it be his deep-seated religions temperament, his unspoiled simplicity.his dauntless courage or his resourceful audacity.Foch the fighter would command.the veneration of Quebec under any circumstances but Foch the man it is eager to take to its heart. The Chronicle desires to add its cordial word of greeting to those of its fellow-citizens and to express EST EAITED Over Gossip As To Cabinet’ Possibilities And Probabilities At Ottawa | { | | | | ] (ty Can, Pres.) | Ottawa.leu.11-—diuxsip ns to the À puesstiiléties and prosabistes int (vonnection With the vas Causne | continues to floui tu Wl directioas {but appureutis the Tan boast ox | ed over the prunpect In Hoi ! to be aévamed for the sweeping defeat of the Meighen administration and the unexpected strength developed by the heterogenous forces that owa a nominal allegiance to Hon.Mr.Mackensie-King.There are {udeed almost as many explanations as there are individusis and it can be sce copied as a fact that all of thean entered into the result to the extent of one or more votes.Thooretically, ele ections are supposed to be decided upon the basis of certain national and local issues which are threshod out between the contending partics during the course of the campaign bat, actually, there are also a number of forces at work that seldom appear upon the surface. It was a foregone conclusion from the outset that many people in Urs Province would vote against the Government from motives of revenge: just as it was à foregone cunclusion that many persons in the Prairie Provinces would do so for the promation of the aspirations of a class. There was, again, every reason to suppose that the Government would be turned on by u large number of clectors who were snimuted by the prevailing feeling of discontent cagendered by unems- ployment and high living costs. All these influences cpernted as expected but were not sufficient in theme.selves to ¢xplain the meaning of Inst Tuesday's vote, In the main, the showing made by any Party depends upon organization; that is to say upon the efforts of recognized followers who support it with their coergles, their money or their votes. Some of these people are actuated by political principles and more by hereditary or personel affiliations but the greater number are impelled either by the obligation of favors received or by a lively hope of favors to come.Ina mord, party veganization directly depends upon the di- siribution of political patronage: « condition which, at most times in Canadian history, has been more clearly recognized and move ruthivesly taken advantage of by 1he Liberus than the Conservative loaders. In this connection it is important to note that the formation of » Unionist Government, as part of Canada's war effort, not only rendered imponnéble the distribution of patronage for party advantage but brought Into the administration an clement of high-principled, if 100 visionary reform which conceived the policy of | he had suggested to the President that certain old offi- giving to the country & business goverament Lhrough the abolition of patronage and the Institution of an “efficiency system” in the civil service. As a consequence the most aggresaive Liberal stood as good a chance—and oftentimes a far better one—of obtaining Government positions and Government contracts than the most devoted Comservative. The former were, merely contemptuous amd openly mocked at the administration, while the lntier grew discouraged and apathetie.Civil scrvanta of many ycars' standing were roduced in salaries, degraded in position and even turned out Into the street at the bidding of hired experts and in the aacred name of efficiency. Now mistakes were naturally made but there is no dont {hat the Government wae.conscientious and there is no doubt that the new system waa in the truest interests of the public—yet the fact remains that the public does not want business government, though ft may clamor for it on occasion-—and that the Conservetive party organisation in the recent campaign broke down badiy through tho defection of accustomed eup- porters wha stood aloof because they had had no patronage in the past, nor any great hope of reeciving it in the fature. The saying is an oki one that “elections are not won with prayers” and the Mcighen Government had left itrelf Little else to fight with, In no part of the country is patronage more keen- 1y songht after than in the Maritime Provinces and this, in the past, has largely centred round the Government Railways, as annusi Entercolonis] deficits used to show more eloquently than words. With the same lden of husinesa government, & distinguished Canadian Pacific official, Mr.F.P.Guteltus, was put in charge of the LU.R.whose drastic reforms made the country too hot for him, with the result that he was forced to seek a leas Impossible situation in the United States. Then came the tsking over of the C.N.R.and the unforgiveable sin of concentrmting the Canadian National management at Toronto beadquarters—nor je it necemary to seek further for an explanation of the solid Jdberal vote in Nova Ncotis and Prince Edward Inland.Lastly, and perbaps most decisive, is the part play.od by the financial rivgs of which trere are three in Canada at the present moment: two rival grosps con- tred respectively at Toronto and Montreal and based upon interlocked railroad and banking interests; and » third group at Winnipeg, which is based upon grain speculating intervsin and is the real soul of the United Farmers’ movement. In 1811 this iast-named ring—though the fact has never been genemlly appre.clmed-made its first emay at shaping the destinies of tbe Dominjon, and Toronto and Montreal joined hands to defeat Winnipeg on Che Iteciprocity fesue.Them, na ofien happens, the victoriuis allics quarrelled over the division of the spoils and have been at loggerbeads ever since, At the outsut of the campaign just concluded, the Toronto ring mainly apprebended the growing power of the Progressive party but maladroitly directed its propaganda in such a way that many constituencies, secing a solid Quebec, swing into the Liberal camp us the lesser of two impending evils. The Montreal ring, on the other hand, stoud aloof: 1f the tartff plat- forme of Liberals and Progressives alike were distaste.fui, the railroad policy of the Government was, if anything, morc offensive and all that could be done was to await developments, Finally, st à given moment, an understanding was arrived at with Sir Lomer Gouin and Hon.Walter Mitchell, two men with whom these laterests bad been hand-in-glove tn the Provincial Seld for many years. Not only was the tari to be pro tected bret the raiirout question was to be dealt with ue tbe money barons desire.Immediately the latter Gung all the infuence that they possessed In money, In Bewspaper prestige and In votes into the Livers! scale and the thing was done. The verdict of the electors has bosn smccinotly mated by one editorial commentator: “the people simply did mot want any more Melghen Government.” familiae regime of practical polities and patronage; with dog eating Gog and the capabilities of that paper whose uticrances are masked by sa tucrcastngly | nauseating duplicity from day te day.Four columns of ita front page on Friday inst were devoted to the publication of a letter from Bir Joseph Plavells amd the despionble effora of the “Kditor” to make that letter say something ‘entirely different from what ita author clenrly meant it to may.The Chronlole holds no brief for Sir Joseph, whose views on railroad matiers it haw criticlesd with gronter fuanimans thas | that gestieman appreciated, sod we have no interest in covering up ‘comspiracies” for the benefit of any person or any organization. We confess, however, tu wwe regard: for straight-epeaking and fate-play.The Star, which even yot has not been able to pubs tals tiie: very confidential evidence upon the strength of whieh it justified what must surely be ome of the meanest pieces of treason In the political history of this country, upun recelveing the letter in question from Sie Joseph Mavelle, marked “for your information”, was at great pains to obtain perndasion to publish it and, when this was received, made use of the circumstance to discredit everything that it contains. It anything, however, » higher level of decency is reached in the endeavor te sacer away ma “wholly waimportsnt” the suggestive fact, to which Ste Jessep’ calls attention, that a telegram received by the Star from hinwelf » few minutes after ten o'clock on Saturday morning was only published on the following Monday.Listen to the Editor: “We say ‘wholly unimportant’ because, though Sir Joseph's telegram did reach The Star sometime between ten and eleven on Saturday, it was even them toe | Inte for that day's paper, which goes to press at 9:43 in order that we may run off our huge Saturday edition In time for the malls. So as it had to watt until Monday in any case, what great difference did it make whether its nasigned date was Saturday or Sunday?” The merite of such reasoning our readers can de- | termine for thenmelves and we merely inquire whether any of them are so simple as to Imagine that the Star | |] publishes so news recuived after ten o'clock tn any of its Saturday editions, It will be remembered that the gravamen of the Star sccusations was that there was » conspireey to move the Grand Trank headquaricrs to Tereato from Montreal and Sir Joseph, whi: writing that: “It my better has not made it sufficiently plain, may I say there has been no ‘coup’ in preparation, and which has been ‘nipped in the bud.’ There was nothing which I ventes co ‘railrond through before the people had spoken.’ There Is nothing In your articles which will lead me to change in the least degree my general or pairicular conduct as Chairman of the Bosed of the Grand Trunk.1 have nothing and will have nothing to canceat;” is sufficiently candid to say thas, as Chatrman of the Grand Trunk Board and In view of the ap proaching consolidation of that road with the C.¥.RA., cials, who were eligible for such action, should be retired upon the pension fund in order to being the executive of the National system into direct contact with the young and rising Grand Trunk men.Reasomablé people will admit that this is an ene tirely different quemtion, whether the Mea was well or H-advined, but the Star by hoisting itself with its own boot-straps succeeds in proving to iix own satisfaction that its accusations arc substantiated. It concludes: “There is enough here—withont saying anything of other evidence—to reveal an alarming intention so far as the Grand Trunk and Montreal are comcermed. The Grand Trunk staff was to be merged in the staff of the National System In much a fashion that Sir Joseph was quite openly of the opinion that the older Grand Tremk men would disappear. But if the Montreal chiefs of staff went, would not the offices and their whole organisation be likely to gravitate to the centre where sat the new rulers?Sir Joseph holds that this is & matter of ‘secondary importance.’ Montreal does not think so, “We were never more gratified with any public service that we may have accomplished in the past than with one, vis: —that, by cur thnely sounding of the alarm, we trust that we postponed this massacre of the tried and experience Montreal officials of the Grand Trank offices in this city, not only for ‘this year,’ but we now confidently hope for as long as Montreal deserves (o be the railway metropolis of Canada.” There 6 no accounting for tastes and the Star may be permitted to enjoy this gratification ag ite own public services. But if a paper capable of such services knew and were ospabic of appreciating what other people think of them it would hang its head in shame. When honor is found cven among thieves why should a baronial broadshert be so lamentably dedlicient in that justly prised virtue? Some Things the Public Would Like to Know: What worlds are left for a man, who has accomplished the unique feat of receiving knighthood wader Laurier and a Industrial Conditions Lioyds Register of Shipping reporting the increased consumption of fuel oll on steamships to replace coal, gives the following figures of vessels burning oil fuel in gross tons: July, 1914, 1,310,209; July, 1919, 6,- 336,678; July, 1920, 9,369,334; July, 1931, 13,796,638, It is stated that the position indicates that industrial conditions generally during and subsequent to the war have given tremendous impetus to this important economic movement.fome Impression of the industrial significance of the change will be obtained when it is realized that the steamers now in existence which are fitted for oll fuel would represent a consumption of coal approaching 20,000,000 tons per an- num, or about 8.7 per cent.of the quantity of coal brought to the surface in the United Kingdom during 1930.Apart from the question of the relative cost of coal and ofl as fuel, there is undoubtedly, in the case of vessels using the latter, all-round economy of labor, bunker space, accommodation for crew, and time in port: fattors which have an important bearing on operating costs, more especially in the cane of passenger steamships of the type represented by the Montcalm and her sister ships and the Empress of Britain, meme ST.AIDANS OF TORONTO WON THE JUNIOR RUGBY TITLE Kingston, Ont, Dec.11—The 8t.Aldans of Toronto won the Dominion Junior Rugby championship
