Be Taken To Prevent Loss By Carelessness ‘The total value of the automobiles in the metropolitan ares of New York City that are stolen annually, 12 the money were used to buy food, would go a long way toward feeding the starving children in the Near East.It is not uncommon for the owner of & car to drive up to the curb of a New York City street, get out and eater a building to transact business, come out a few min- Utes later and discover that he does not own an automobile after all.The machine has been taken over in his absence by a new owner. The exowner, whose car has been stolen has aocording to reports, about one chance out of two of getting it back.It is another question as to what the car's condition will be In if it le found.‘There are two kinds of car thefts, the real and the fake.In the case of the fake theft, the owner iv in partnership with the thief. An automobile, for instance, that 1s insured for $2,000, is reported by the owner as having been stolen. The machine is worth $1,500.&o the owner on collecting his theft Insurance makes a clean profit of 3500.The thief, on the other hand, finds itttle difficulty in selling the car for $500, thereby making an equal amount on the deal.Insurance companies, however, have stiffened up on the conduet of their business so that it is not so easy as it used to be to get a car insured for more than Xt is worth. In fact, whatever the amount X is insured for they will not pay more than ita replacement value. It is important that insurance companies exercise care in issuing the policies 90 an to leswen the possibility of fake automobile thefts, which tends to keep Insurance rates high. For the honest man who insures his car must help through his premium payment to pay the undeserved insurance of the faker. If such thefts become common, Insurance companies must either raise their rates or go out of business.More attention to insuring risks, more moral hazards is needed. If the rates become excessive, owners will feel that the chances of having their car stolem are not as great as the premium demands would Indicate.A real theft of an automobile is often due to carelemness of the owner. He often leaves his key in his car thereby extending a hearty ine vitation for some waiting thief to steal it.Almost every car has some kind of a locking or other device which wilt greatly handicap a thief in his operations. There is the ignition lock which is very common Some care are equipped so that the gear shift lever can be locked in neutral.8ome machines have a steering wheel look which makes It impossible to steer the car. There is & device which is attached to the tire which makes it possible to track a stolen car.If the owner will exercise reasonable care in taking the key to his car with him when leaving it, even for a short time, he will reducs to & minimum the chances of having his car stolen. But this does not necesearily mean that his auto will not be stolen.for crooks aometimes outwit even the mom careful owners.A crook may watch a car for weeke until he becomes thoroughly familiar with the habits of an own- or.The crook learns how long the owner leaves his car at certain pia- ces He may be able to get a key that fits it and thereby get away with his booty rather easily.A crook may have an accomplice who works with him.The accomplice may come along at a pre-ar- ranged time and with the help of the crook tow the car away as though it were disabled, and was being taken to a garage for repair. What automobile thieves do with stolen cars depende upon the motive of the thief.Usually the thief iv bent on wecuring a financial reward for hig work.He may take the car to a garage, where he changes the license number and the engine number. He may paint it some new color. He may alter the external fixtures. The result is apt to be a car that even the real owner would find hard to recognise. Then the orook will undertake to well his newly acquired machine for what he can get, which Is ant to net him a good profit on the deal.A friend of mine recently had his car stolen. He finally Incated It in the private garage on a millionaire estate, which was located some die- tance from town. The wealthy owner of this country home wan abroad and the caretaker left In charge was In league with the thief.Whenever the thief stole a car he took it to thie out-of the way place, where there was little chance of its being found. This particular crook was caught In the act of sppropria- ting a physician's automobile. When given the third degree he confessed this estate. On Investigation it was discovered that there were stolen cars in thie garg: three though it was much the woree for wear. Some care are stolen just for the fun of M.That 6 to my.ame young fellow wkh scattered alt over the continent, and are registered by the police as being on the tolerance list, but in reality they are to a certain extent prisoners. They cannot go about from one country to another with the freedom of an ordinary person whose passport is altogether in order.Another, and not the least trying.consequence of their lack of citl- zenship is that these unfortunates cannot claim the protecting of any Consul, Minister or Ambassador. In Berlin alone there are about half a million Russians who have no passports, and who refuse sither to be registered at the Bolshevik consulate thers as Russian citizens.or to return to Russia.Similarly in Turkey, Jugonlavia, Rulgaris and Rumanta there are thousands of Russlan refugees whose nationality equally ambiguous, * At Dr.Nansen's suggestion a conference of representatives of 17 governments was called by the League of Nations recently to discuss the best way of dealing with the problem. It was suggested that the League of Nations be empowered to register all such people.and issue to them a sort of international passport which would he recognized as such.so that they would he citizens of the League of Nations rather than of any country, and be.so to speak, under its protection. At the conference.however, it was pointed out that & is one thing to grant such people passports, and quite another to induce the various countries to visa these passports. Not all of these ‘‘countryless’ people are In the position of Rus mans who decline to recognize the Bolshevik government. Many of them have lost thelr citizenship owing to a variety of technical and legal reasons.Certain American ct- tizens who lived in Europe before the war, In day» when passports were required for Russia and Turkey only, titber hoodwinked or caught aserp. There is little to be gained In locking the stable door after the horso has been stolen and ic 1s doubiful whether anything can now bo done in the way of redress, but the lesson should at least be instructive for the future, Chronicle readers will remember how, about » your agu, grain couyeution occurred at the port of Montreal, whereby its facilities suffered a ceetain loss of prestige and the purt vf Quebeu, for the first time obtainer: « ahare-—although a relstively smail one—of this export traffic.Moutrcalces are entitied to every credit for resourcefulness and initiative (hat would assuredly not permit them to tanoly accept » reverse of such a kind, to say nothing of the poadble development of Quebec ns an offective competitor. The congestion to which we refer was caused by two conditions; firstly, Montreal did not possess sufficient clevator facilities to handle all the grain moving by the St.Lawrence route and, in the second place, this gruin flowed into Montreal from the Georgian Bay at a rate of spocd that its existing harbor elevators wore unable to inalutain. The problem, when defined in these terma, solves ttaclf: all that Montreal has to do ls to secure additions] storage capacity as soon as pomsible und.in the meantime, to see to it that the jufiow of grain is reguiated in such a way as nat to over-tux fix pivment Cueltitios Nor has thine been Jost In realizing (leve abjectives. But the cream of the joke in the manner in which the campaign set on foot by Quebee to terminate the diversion of grain from Western Catinda to American ports has been skilfully cxplotted by Montreal inter.cuts to nttaén thelr cada while, at the samo tne, lulls ing any suspicion that might be aroused.Earlier in the season these personnalités took occasion (0 prepre- rent to the Ottaws Government, in the interests of handling Canadian grain through Canadian ports, that steps should be taken to avert any possible congre.ton of traffic moving by the Nt.Lawrence route. This was an cuvedingly plausible proposition to which not even the Minister of Marine and Fisheries might be expected to regintor any objections and, an wach grain as finds is way to the Bt.Lawrences pauses Lhvough Montreal, what more nitural than that the matter should be left in the hunds of representatives of that city. The Government, aconrdingly, with gullcless simplicity, accepted tho advice of Montreal and appointed a Board, compuesd of three Montrealers with the Manager of the Harbor as Chairman, to tnspect and report on the elevators of the Great Lakes and Atantle ports: advising the Government what, If any, additional storago shonkd be provided and where it should be located.Given a properly comstituted and fully representative Board thin might be à very useful plece of work in the national iimerest, but, constituted as it actually is and, in the light of the situation that has just been outlined.the reader mag have three guemes ax to whether additional elevator capacity will he found advisable and where the Government will be recommended to cmablish it.By way of assistance it may be sald that the answer is not Quebec. One might be excused for thinking that Montreal would now he well satisfied with what It had gained, bat its purpose was only half accomplished and the limits of Its audacity had by no means been reached.Further reprementations were made to the Government that while this Boantf wae making its investigations, it might be well to actively guard against congestion recurring on the St.Tawrence route this swson and, by à similar procces of reasoning, what more natorsl than that this matior should aiso be left in the hands of represcniatives of Montreal, Incredible ns it may seem, a second Board was created by tw Government, this time composed of four Montrealors and still with the Harbor Manager ss Chairman, to have fall jurisdiction over the ront- ing of grain through Canadian elevators so an to prevent congestion at Montreal. But, If reports of a bumpee crop are well founded, congestion is bound to ocenr somewhere since the storage facilities this aes enactly the same as they were lame, and the tnt the Board can keep the gmin flowing wir Montecal’s elevators is to dam up the © we fieorgian Bay with consequent conges- “he elevatora there.Tam year, the congestion ircal ld 10 diversion to Queben: this year con- 1 «lon at the Genrgian Bay will just as certainly moan diversion to Buffalo no that any sarplas which Montreal is unable 10 handle will find its way to American seaports, instead of to this city, Tere wo have a fair sample of the way in which the interests of the lucal harbor have been promoted by a change of Governments and a new inspection of the local Harbor Commission grain elevator on Saturday fast by Memrs.| M.P.Fennell, Secretary of the Montreal Harbor Commiemton, R.C.A.Hemry and C.J.Smith, members of the Commission appointed by the Federal Government to inspect the grain ehvators at all Canadian ports, Mmeluding lake ports, as to their capacity, etc, and to advies the Governnreet on the need of bullding additions elevators to handle the movement of Canadian grain, was due to an inviatdon extended by the Quebse Harbor Commiasion. The visit of these gentlemen has brought to Mght that there is another wheat board entirely composed of Montreal members, with sxtraordmary powera This board was created to control the môve- ment of Canadian grain during the summer months in order that there may be no congestion at the port of Montreal. The first Montreal Board, knowr as 4he Gran Elsvators Advisory Board, has imstruc- tions from the Government te Inspect and advises upon the capacity and efficiency o€ ail Canadian elevators from the head of the Grest Lakes 10 the sea, and in case there are not aufficient elevators to mest the exigencies of the grain movement to advise the Government as te where additional elevators should be buik.Mr.M.P.Fen- neM, Becretary of the Montreal Harbor Comniasion, is chalrman of the Board and associated with him are Mr.C.J.Smith, agent for the Grand Trunk Railway elevators at Montreal, the Georgian Bay and elsewhere, and Mr.R.A.C.Henry, representing the Minister of Railways and Canale on the Roard, all of whom are Montreal men wrapped up entirely in Montreal shipping interests, and judging from past experdence not lkely 10 give any attention to the capacity and efficiency of the Quebec Harhor Comminsion’s 3,000,000 bushels elevator. The acond Board, created hy the Government w.thout consulting the general shipping interests of Canada, Is known as the Grain Movement Moard composed of four members, on which Mr, M.I.Fennell again figures with three other Montrealers interested in the grain shipping husiness at the port and city of Montreal, Meswre.Todd, of the Canadian Pacific Railway grain elevators : Mr.Euderby, Canada fteamehp Ttnes, JAd.….and Mr.Smith, The fundamental duiles of this Wheat Board is tn see that the Canadian wheat is kept moving and shipped from Canadian ports without congesion. The Roard has extraordinary powers, which the Quebec Ministers in the Federal Cabinet dié not realise when they consented to the Eievator Roard wih Ha exclusively Montreal mem.pership.Grain sirppers discussing the Wheat Moving Board may that they have the power to keep ane bushel of grain from heing shipped through this port and point out that the Board, which meats every day, will take rare to ses that the port of Montreal ‘a rever congested, but this they can do only by aMowing the elevators in the Georgian Hay to hecome congested Instead, and when this happens the grain will he diverted to Buffalothence to United States wseaporis fer export. It in evident that the Federal Ministers did not foresee this phase of the situation when they created the Board with such extraordinary power vver the rout- Ing of Canadian wheat, “There is only one thing to be dons” mid a lading Quebec merchant yesterday, discussing the situation, “and ‘that 8 to secure the operation of the Transcontinental Railway for the carriage of grain to this port, and thie whl, unly he accomplished when the Roard of Trade and the people of Quebec wake up and go to Ottawa en mame to demand fa'r play and justice from the Government. The passing of resolutions are of no uvail They generaby receive the forma! reply, ‘tneken imto conektera- Mon and then afe pigeon-holed and forgotten.“Another thing to aid Quebecthe natural deep water port of Canada, is the huilding of dhe waterways to alow steamers to carry on to the various porte in the Upper Lakes. If such à scheme is put into effeot, it will certainly give the shipping Interests of Montrea] A shake up.Lake boats which can carry grain cheaper from Fort William and Port Arthur wil naturally rome all the way to Quebec ani find the deep water vesnels at this port instead of at the port of Montreal, These lake boats are built entirely different to ocean ships and not adapted for crossing the ocean, but they Are not only well adapted to ravgate the (reat Lakes, but the Bt.Tawrence River an far an it will allow them to proceed, and K is natural to expect that they will make the port of Quebac thelr terminus | Therefore 1t 40 à mistake before the meteoric development of radio from an uncertaln thing to a practical means of communication.Little of an everyday, practical na-| ture was accomplished at that time, for the technical alde of radio was hardly toddiing along with those who would put it to hard, every-day work, After an interval of more than seven years, to be exact on March 22, 1933, experiments were resumed by the road with better and fuller equipment and utilising recent velopments In radio receiving ap ratus. On the frm run, & sing car was fitted with a temporary one.wirs antenna, pretty much like the; arrangement
