Allled Councll of Ambassadors today finally gettled one of the most Irritating problems left over from the peace conference fixing the frontiers between Russia and Poland The Council's action was on the surface a mere perfunctory meanc- tioning of the terms of the Riga treaty between Russia and Poland and acceptance of the existing situation, but le was really the ending of an uncertain situation which it was feared might develop serious trouble. In fact the Allies had never formally accepted the territorial divisions made under the Riga treaty, and questions had boen raised as to the fate of Eastern Gnliela. This matter had come up on several occastons before the Assembly of the League of Nations iIwice on a resolution Entroduced by the Canadian delegation to the effect that the Council of the Leasue do its u'most to urge final set.Uement of the status of the province. The Ambassador's action also provides that the Vilna district shall be attached to Poland, thus that country and Lithuania, beginning with the raid on Vilna in 1520 by the Polish General Zeligouski.FRANCE HONORS C.P.R.COMMANDER Capt.Hosken, Of Empress Of Russia, Will Be Presented With Life Saving Medal Underwriter AT SHIPPING ENQUIRY Allegations Made That Lake Rates Gave Preference To Buffalo Millers Montreal, March 14—The feature of the session here (today of the Hoyal Commission investigating lake &rain rates was the evidence of W.A.8.Burnett of New York, an official of the Brit:sh and Foreign Ma «ne Insurance Company, Who stated «hat doing business through ship browers meant that the scale of pre: mium rates on grain was doubled owing to the fact that a Commission of 35 percent was paid to such brokers, and un additional 10 percent to the regular insurance broker In reply to à question, Mr.Burnett Saw no reason why business was not accepted on a direct basis.Doing business direct would mean exactly one hait of the premium rate, he declared, and his company was ready to accept such business. This direct method only prevalied Ln certain ex- ceptionel cases T.I.Enderby, operating manager of the Canadian Steamship Lines.Ltd, was again on the stand tod in connection with distress rates e said that the giving of such rates from one Canadian port 10 another Canadian port port would have meant the destruction of the whole rate fabric agreed upon by the Cunadian sh.powners at the Toronto meeting inst May.There had been no distress rates between Canadian ports in 1922 for thut reason.Alleged Discrimination In the course of his long cross examination by Government counsel) Mr.Enderby sald that early in the 1922 ssason the local rate to Port Colborne was 3 cents while the car- cage to Buffalo was 2 cents.Asked if thin did not conmitute disorimina- sion against a Canadian port and the giving of preference to the Muüffaiot miller as agains the Mapie leaf Milk.ng Company at Port Colborna, witness said that discrimination wa» something he had not considerud in 1ate fixing. The fact that the Canadian steamship lake lines carrisd gra.n frown dort Willlam to Port Colborne at three conts a bushel while grain was carried from Chicago to Buffaio by the same companies at two cents, was brought out at this morning's sitting, T.it.Enderby.operating manager of the Canada Steampsh.ps Lines, Limited, admitted this fact on cruss- examination by M.J.Symington, K.C., Government Counsel.Asked if he éid not call this discrimination in favor of an American port, the witness said (hat he had not thougin in terms of discrimination and ro- fused to give an opinion in the mat.cer, The grain taken to Port Cobborne and left there, and which paid the three cent rales was for milling. The witness wouid not give an opinion us to whether the difference In rates did not mean discrimination in favur of the Buffalo millers, Grain was carried by the Canad.an carriers from Chicago to the Georgian Hay ports for 1 8-4 cents, while the rate from Fort William to Bay ports was 2 1-2 cents. The explanation of thls, said the witness, was that the Canadian carriers had hoped for other cargoes than grain from Chicago. He belleved the 1 3-4 rate to have been a case of mighty bad business. He had laid up his biggest ship when he could not get more than two cents.Clash With Counsel There was a clash between Mr.Bymington and Mr.Enderby in re! gard to (he meeting between the Canadian seamship interests and Hon.Jamsa W.Robb, Minister of Trade and Commerce, on October 3, 1922, and the witness jumped to his feet and suggested to the Commiss.on that it was not a Police Court case that was going on, and that he did not like Mr.Symington's manner.A fact brought out In the discue- slon on congestion at the Georgian Bay ports was that the Canadiun Government last year had leased its elevator at Depot Harbor to Amer ican grain men, and #0 It was not available for Canad.an grain.‘The matter of insurance was raised.and Mr.Bymington referred to the services which the &tandard Shipping Company renders the Canada Steampshipe Lines, and the fact that it is not paid for such services.“No, mid Mr.Nnderby, "we do not pay him (IL.M.Wolvin, of the Standard Company), anything, hut we give him facilities whereby he can get paid”.“Whereby he can exact a double insurance rate and get his Commis tion on it?” said Mr.Symington.Jesuc Pitbledo, K.C., representing ‘the Manderd 8hipping Company, objected, claiming that Mr.Byming- SALARIES OF HARBOR BOARDS Hon.Mr.Lapointe Gives The Amounts Reoeived At Quebec
