January.8 — The fifth Parliament of the present reign opened today in a quiet and uneventful manner, apart from me natural effervescence on the Dart of Labor members, elated at the proapect of their party taking office as the Government, which only a tew months ago appeared to be quite a distant prospect. The re-election of John Henry Whitley as Bpeaker of the new House was a foregpne conclusion and therefore ‘afforded no -excitement.‘There was great animation in the talk and gossip.incident tothe mesting of any new Parliament, let alone à Parliament holding such unusual possiblities as this.Mr, Asquith was absent from the House owing to lilness.Mr.Lloyd George entered, with but small recognition and interest was centered elsewhere. The former Premier, who heretofore had mat with his section of the Liberal party, signified complete Liberal unity by taking a seat on the Opposition bench next to the one usualy occupied by Mr.Asquith.A Humorous Incident. There was a humorous occur.‘rence ns the members arose to fol- tow the Black ‘Rod into the House of Lords to hear the commission read for Parliament.Mr.MacDonald as leader of the Opposition, joined the Premier, Mr.Baldwin, in the processiéh; whereupon a Laborite shouted: “Shake hands,‘ This the two leadors did, amidst general cheering. The new women members of the House attracted much attention. The women laborites abandoned their hats and took seats tempor- sarily in the members’ gallery.Lady Astor was not present, but the Conservative women had a representative in Mrs.Phillipson.Mrs.Wintringhem was there, and next to her was the newly-elected Lady Terringtenr — The latter immediately engaged In an animated conversation with the Liberals about her.She was attired in black with trimmings of white, which Is not unusual, but mere males hardly knew what to make of the lorgnette with a tortoise shell handle which she used vigorously.Lady Members Iorgnette. There was no revolution In the women's attire exhibited, but Lady Terrington’s lorgnette and the absence of the Laborites' hats was a substantial departure from the Jeslously guarded customs of the House.Inte! in pure politics: continues to centre outside the House in party conferences and intrigu Although it new seems certain that another firtnight will see a Labor Government in office, some other development Is not entirely excluded, The Labor party is well aware of the strong Influences still working to prevent its accession to office, to say nothing of the efforts which will be made to defeat: it when in office.Apart {rom danger from outside its ranks, Labor will sis0 be threatened by a danger from within—fronf the irrecon- citable group haliing mainly from the reitorated to him their conviction that lt would be necessary to recall King George and then dissolve the arsembly and hold new elections, in which the anti- Veniselists would participate.J ported only by a minority vote in the Commons.Manoeuvres Continuing. The recent attempt to promote an agreement between the Liberals and Conservatives to prevent Labor trom taking office’ was scotched, but not altogether killed.Underground manoeuvres for the same purpose are continuing and ail sorts, of rumors are current concerning’ various politicians and party sections said to be engaged with this idea, none of which, however, can be verified, and the prospect still is that Labor will acceûs to power and that its severest trial will come ister, Mr.Asquith’s dictum that he will not UL & finger to saxe the present Government from its fate would net necessarily bind him or his party, once ti Labor adminis tration was actualy in office, and the attitude whigh Mr.Asquith has adopted on such a debated constitutional question as the right of the Prime Minister to demand the dissolution of Parliament shows that he has in view the strong pos- oibility that the first Labor Government would quickly meet defeat and that it would be within the province of the King to decline to grant the requests of the Labor Premier Zor a dissolution, but that he would, instead, summon governing the United Kingdom.“We have been in the battle, and we have brought back the trophies,’ said J.-Rameay MacDonald, party leader and principal apeaker, as he turned to the platform behind him, where most of the 193 Labor members of the House of Commons were seated. The great domed hall echoed and re-echoed with the cheers of nearly ten thousand vol ces.As the meeting progressed ihe enthusiastic rank and file of the laborites cheered themselves hoarse as the election battles were retold and the representatives of labor presented themselves. However, ou the whole, the dominant spirit of the leaders in their first public utterances since the elections seemed to be not nne of jubliation, but of serious realisation of the heavy re.sponstbilities that will confront the party sing the National Anthem.Nevertheless, the speakers indulged in tittle radical alk and made no predictions of the approaching mil- lenlum. In fact, they gave every evidence that Labor does not Intend will not meet till the third week in February at the earliest.Assuming that negotiations for a Liberal - Progressive agreement open on Thursday, comment fn political circles now turns on what e nature his retirement from public life.Should Mr.ielding decide to take such action it is thought that he will be succeeded by Hon.J.A.Itobb, Minister of Immigration and Acting Minister of Finance. This would people by betting in the streets and the surreptitious passing of betting alips and the conmant endeavor to avoid the police musi have a mom demoralizing effect on character and establish a general weakening of respect for the law.A Great Moral Danger ‘The canvassing, among women especially in the absence of their husbands: the employment of children as messengers to carry betting sitps, thus teaching the children to het: the establishment of betting agente in manufacturing and other concerns to encourage betting by the payment of commissions and these agents hetting with children on their own account.are à very great moral) danger to the rising generation.Dealing with the present etate of law with regard to betting, the com- mitiee reports: — “No principle in dealing with bet- ung can be dsduced. At no time and in no place has betting been prohibited. The law ia confused and inconsistent. The rich man can bet to any extent without a penalty criminal penalty, ae ia also the hookmaker with whom he makes his bet. There is evidence that this inequality of the law produces strong resentment among large numbers of the population, more particularly in the districts where atreet betting ls practiced”.More Women Betting The report sates that the evidence submitted to the committee establishes the fact that women are betting to a very large and ateadlly Increasing extent. The Chairman's draft report sug- reste that à tax of 3 1-2 per cent on bets would yield £5,000,000 annually.À portion of this, the Chairman suggests, might be ear-marked for the
