prefer to speak of him as we knew him first,—described the critic, as ooA who had failed in literature and in art.For that mot the author of “Endy-mion” was indebted to an earlier author, but long before, and since Disraeli’s time, men who have made their living by their peo have been subjected to tha coarse abase of less successful writers for the press.Plagiarism is a charge which is made against men and women every day.In nine cases out of ten the charge has not been proved. For the privilege of entering upon a personal matter to-day, we mast crave the kind indulgente of our feeders, who we would fain believe take fct least more than a passing interest into the fortunes of one, who has spoken to them in these columns, every day for many years past.A paper published at Summerside, Prince Edward Island, has been engaged during the last couple of mouths, }n the task of vilifying and abasing Dr.Steward of this city, in whose namerous writings in Britain and America, Its editor has chosen to see extraordinary weaknesses in dictiont in accuracy and in literary form. The articles wore characterized by so much animus, that they weje safely allowed to go by their own merit, and Dr.Stewart calmly read them over as theyoame to him, week by week in carefully marked covers, sent by the gentleman himself, and then as calmly went about his own business, and awaited the next onslaught with, we trust, becoming humility. When the critic exhausted Dr.Stewart's articles in the Eneyclopadia Britannica, which we may remark here, he pronounced to be very bad indeed, betook up his editorial work on the Chronicle, and commented severely on the lunatic asylum articles which appeared in our paper.Next, he devoted his attention to a paragraph which appeared in the Toronto Empire,—a paragraph which suggested that Dr.Stswar?might, with some propriety, allow himself to be named as a candidate for the new chair of English Literature, to be established at Toronto University.Honors of that sort, however, Dr.Stewart has never claimed or sought, and as a matter of fact, a letter of his has been before Sir Daniel Wilson, Principal ot the College, for several months past, in which he strongly recommends for that appointment, his friend and fellow-worker, Prof.Roberts of King's College, Windsor, is to convey the impression that my article on Frontenac and his times, in Justin Winsor’s History of America, is à gross plagiarism from the works of Dr.Francis Parkman, of Boston, which deal with the Count’s administration in Canada, viz : “Frontenac and New France under Louis XIV, and La Salle, and the Discovery of the Great West” By the skilful use of the parallel columns, the impression is given that I have copied literally Parkman, word for word.As a matter of fact, as anyone may find out for himself by comparing the two works, while our facts are the same, the phraseology is as different as it could be made.Wnen a man writes, history he must not falsify the record. His task is first to state the facts, and next to draw conclusions from them. The work I undertook to write for Dr.Winsor was undertaken at the express wish of Dr.Paikman himself, who is a member of the committee having charge of Winsor’s History.Every manuscript is referred te Dr.Parkman and Mr.Adams.My work, far from having been dashed off in a harry, occupied my spare time during the space of eleven month# The officers of the library of Laval University, and of the Archives Department of Quebec will bear testimony to the number of researches which I made in those institutions, frem time to time, during the year in which I was engaged in preparing my chapter. The Provincial Secretary of the day, not only lent me all the original doenments that I needed, many of them bearing the signatures of Frontenac and thoae asso dated with him in the government of the coontry, but he even went out to the heme of the Rev.Abbe Bois, of Maskinonge, and secured for me many pages of manuscript relating to our early history. These were all Îlaced at my disposal, and I believe that made a conscientious use of them.Dr Parkman had the same data, as well as a number of manuscript volumes which he had obtained in France.I consulted him on almost every point of value, and he constantly gave me notes from his valuable storehouse of facts. The man who would plagiarise an author so wall known as Francis Parkman, particnlaxly in a book published in Park (nan’s own city, and revised by him, would be somewhat of a fool to say the least Far from robbing Parkman I have been most careful to credit him with every line taken from him.have, moreover, directed the attention of the reader, for further details, to the very works which the editor of the Journal states I plundered. My work has been before the public four or five years. The Atlantic Monthly and other leading critical authorities, published on Dr.Parkman’s ground, Boston, have reviewed my chapter in very kind terms.I have been engaged in letters and in journalism since 1867, tfhd this is the first time that I have been accused of plagiarizing anybody. The charge of plagiarism is easily enough preferred.Ic is not so easily substantiated. For reasons best known to to the editor of the Summerside Journal, he has been engaged in abusing me and my writings, for two or three months.I have paid no attention to what he has said, ao long as he confined himself to abuse, and to a critical examina tion of my atyle, my English and mv accuracy. It is not given to everybody to write as well as he, and as I grow older my style may improve, my English may be better chosen and my accuracy may be less in exact.Plagiarism, however, is a serious charge, and in refutation of that charge I would ask the public to read my fortv pages on Frontenac, and Dr.Parkman’s eight or nine hundred pages on the same subject, and draw their own inferences. The authorities from which I have drawn my facts are all clearly stated, and not a line has been plagiarized.Into the merits or the demerits of a personal quarrel be tween the Journal and myself, the public may not enter.A man who has no ene mies seldom amounts to much.I trust have my share.I am, Sir, Yours very truly, George Stewart, Jr.Quebec, 17th Jan., 1889.Mr.Tarts, however, did not consider that the above explanation met the case squarely, and he asked for more proof.Per haps, Dr.Justin Winsor, who edits the History in which Dr.Stewart’s essay appears, may be accounted a fair authority io this case.A letter from him on the subject appears below :— Narrative and Critical History of America, Justin Winsor, Editor, Cambridge, Mass., Jan.18, 1889.Dear Mr.Stewart It haa never occurred to me that your paper odFrostenajc was i^py n^qre a plagiarism from Parkman than ia necessary all historical writings, where there have been anterior writers covering the same field Every judicious writer of history takes advantage of all that has been written on his subject, and no history worth reading can be written without that liberty being taken, and there is no more commendable example of it than Mr.Parkman himself.Very truly yours, Justin Winsor. But high as Dr.Winsor is as an authority in literature, and what consti tutus plagiarism, the public, and particularly Mr.TaRTK, who feels warmly on this subject, —may not be entirely satisfied un leas Dr.Parkman is brought into the witness-box.Well, here is Dr.Parkman This is what he says :— My Dear Mr.Stewart, I have just got your note of yesterday, read your paper on Frontenac when it first appeared, and it did not occur to me that there was any plagiarism in it When facts are printed they become common property, and anybody is perfectly tree to re state them, if he does not borrow the language of the first writer.Yours very truly, F.Parkman.Perhaps, we may add here the fact that Dr.Winsor is assisted in the editorship of his great work by an advisory committee consisting of Dr.Francis Parkman, the Hon.Robert C.Winthrop,.Rev.Geo.Elus, Mr.Henry W.Torry and Mr.Charles F.Adams.Throughout his long essay of forty-three pages, Dr, Stewart quotes Dr.Parkman frequently, but he has not improperly taken from that brilliant historian a single line.Full credit is given on every occasion, and in the bibliographical pari of the chapter, Dr.Stewart remarks, “It is, however, to an American of Puritan stock that the story we are illustrating owes, for the English reader, certainly, its most conspicuous recital. Two volumes of Francis Parkman’s series of France and England in North America concern more especially the period covered by the administrations of Frontenac, De La Barre and De-nonville ; these are his ’Frontenac and New France1 under Louis XIV’., (Boston 1877), End his ’La Salle and the Discovery of the Great West,’ (Boston) 1879), but the consideration of the last of these belongs more particularly to another chapter.Of Park-man as an historian there has been a wide recognition of a learning that has neglected no resource ; a research which has proved fortunate in its results ^ a judgment which, though Protestant, is fair and liberal ; critical perception, which in the conflict of teatimony keeps him accurate and lumin ous ; and a style which has given his nar rative the fascinations of a romance.” The literary pirate is not, as a rule, the first to point out where he has secreted his plunder, or rather the source from which he has stolen the goods. The charge of plagiarism falls to the ground. We are afraid that the Summerside paper and the Canadien must confine themselves to Dr.Stewart’s Hon.Mr.Mercier said that if this clause was abolished they would go back to the old forest reserves.Mr.Picard denied this and moved an amendment that tha clause be struck out.Mr.Naotel strongly supported the amend-meut and was altogether opposed to the clauie which was introduced into Isst year’s bill by the Legislative Conocil and despite all that Mr.DsBiuoherville could do it became law, all the Ministers being io favor of it.He |wai surprised that the Government who boasted 'they were friends cf colonists, should allow such a clause to become law, but they ware respoo-ibis for it.Hoa.Mr.Pelletier made a speech, In which he attempted to defend the Government policy, and to hold Hoc.J.J.Rets partly responsible for the c'ause inserted by the Council laat year, aa he had not been ia the House at the time to oppose it.He closed by moving as sub-amendment that the Hoosj wante to give a fair trial to the present Isa;, but should it bs shown that the oolonista would suffer from the clause complained of, it would be abolished at a later date.Hon.Mr.Gagnon said that the present act was far better for settlers than the previous cue, as now all public lands were open to them, but former governments had granted to lumbermen large tracts of forest lands, and it was only just that they should Have what they had paid for, and It waa for this reason they had given them thirty mouths in which to take off timber.Ihe department had formerly been under the direction of a gentlemen who was aot ia sympathy with the Freooh-Canadiaos, but rather with the English capitalist!, and it was under their influence hs had passed these acts, for it was to their interest to take all they could out of forest lauds rather than have them eettled by Freuoh Canadians. It wss too bad that colonists should have to go to au Englishman and a Protestant for permission to settle in thi* Provinoa.Mr.Pfosrd cried “Shame,” and made a number of ;oterrup*.ions to Hoo.Mr.Gaguoff, for which he waa promptly oalled to order.Hon.Mr.tiaguon went on to say that the polioy was that of Cu:é Labelle.Hon Mr.Trillon objected to tha Government sheltering themselves bshind ths skirts of Curé Labelle.Boni Mr.Gagnon said the Government took the reepiusibility of Curé Libelle’* polioy.Hon.Mr.Flyun made an admirable speech, ia which he replied to Hon.Mr.Gignoa’s aspersions of Mr.Lynch, and denouncei these attempts to raise sectional feelings. He went ou to review all legislation on the subjeet since 1882, and showed that it bad been in favor of colonists, and that it had received the (unanimous eudoraation ot the House with the exception of Mr.Gagnon, aqd it (jid not well become the party opposite and especially that portion that Was formerly the Conservative to condemn now the legislation that they had formerly supported. At 12 o’oiook he moved the adjournment of the debate and the House adjourned till tomorrow.OECE Aï* COTTONS ml UNEN GOODS.WE ARE NOW SHOWING A LARGE Stock of the above Goods, exceptionally cheap.Three Cases Cheap White Long Cloths, admitted by all ouitomers the best value ever offered, also onr regular Standard Goods in Horrockses and other makes.White Cotton Sheeting from 27a or 25|e.net.40-inch White Pillow Cotton, from 14c.or 13|a net.Five Bales extra fine make of Grey Cottons, very cheap.Unbleached Table Linon, from 30c.or 28£c.net.White Damask Table Linon (Irish).White Damask Napkins, from 78o.or 74c.doz.White Huckaback Towelling, from 20a 150 Dozen Irish Huckaback Towels (best value) $2.00, $2.50, $2.75, $3.30, $3.70, $4.25 a dozen.Naw make of White Toilet Quilts, from $2 00 to $7.00.'
