Doherty.In a very elaborate judgment, the Chief Justice reviewed the whole circumstances of tha motion for leava to appeal from the Court of Review.The question was whether the judgment complained of was one on an election petition, or one on proceedings entirely independent of each petition.If thie was a matter arising ont of an election petition, there conld be no appeal, but the right of appeal existed If such was not tha oaae.Under the circumstances, the question being a most important one, the court would order tbt writ of appeal to issue, under reserve, which would allow all tha parties interested to be heard and the merits of the case to be entered into.Tms was not an ordinary appeal and the proceedings mutt be summary, security to be fornished within eight daya.The Chief Justice
