in Halifax on the steamer \u201cVan couver,\u201d a Swedish family named Levyen.fonr children, father and mother.The Baron de Hirsch Society assisted them somewhat, but to-day they applied to the Mayor to get to Montreal.He referred them to Emigrant Agent Clay and the family will leave by to morrow\u2019s train.The city will have to pay their fare, $27.50.The man Cummings, of Salmon River, who was swindled out of $65 by a boguscheck just previous to his leaving Boston on the steamer \u201cHalifax,\u201d collected $30 after his arrival here.He left for home to-dav.The steamer \u201cKiiio\u201d is likely to be placed iu the Admiralty Court by the owners of the steamer \u201cBuffalo.\u201d The sum claimed is in the vicinity of $30,000.The matter is now under discussion by the owners of the vessel Investigation shows that the reported desti tution among the inhabitants of Turns Bay Halifax Coun[r, about 20 miles from thç city, is true.People depend almost solely on the catch of fi*«h for their living, and this year fishing there has been practically a total failure.Seven families are now in actual want for the necessaries of life and by the 1st of January twenty aurplua of $2,000,000.It is estimated that the cash balance available on June 30, 1893, will be $120,992,377.It estimated that the revenue of the Govern ment for the fiscal year 1894 will be $490, Villard, while in the city this week, made the interesting statement that Prince Bismarck was interested in Milwaukee Street Railway properties to the extent of 200,000 marks or $50,000.It seems that Mr.Villard met Prince Bismarck when he w&s in Berlin about the time the plan to consolidate the Milwaukee Street Railways was placed on foot, and Prince Bismarck became interested to each an extent Canada\u2019s contribution to the French army, Lieut.Chartrand.His Honor was in capital form, and briefly introduced the gallant young soldier, who looked the picture of military smartness in the handsome uniform of an officer of the 27th Regiment.Lieutenant Chartrand gave a most amusing and instruc live account of a soldier\u2019s life.He began by describing the status of the French army of 1870, when Prussia met it wholly unprepared for a great war, while for years she had been quietly organizing her own legions, correcting past mistakes, and getting everything ready in case her troops were needed for the field.He told the story of that sad disaeter to French arms, and prophesied that France would never again be caught in the condition in which the Germans found her.He spoke of the fitnessof the soldiers of to-day, and described with minuteness, the wonderful Lebel Îun, which is capable of doing such execution.>t.Chartrand showed that asoldier\u2019slifeisnot altogether such an easy one as some suppose.He related with rare humor his own e> peri ences, aud told in a most graphic way how he went into the army a private, aud after hard and tireless training became an officer.He amusingly described the evolutions which a soldier must learn, and sent the audience into fits of laughter over the trials and tribulations which he was forced to undergo.Once for merely \u201cgoing out with the boys\u201d he was imprisoned for fifteen days.He read selections from two or three of his books, each passage illustrating aspects of military life, aud closed by telling his Canadian
