12, 1894.\t___ SIR NARCISSE BELLEAU.Quebec mourns the loss, by death, of an early Mayor, her first Lieutenant-Governor since the Union of 1867, and a statesman whose whole life was spent in this city.For several years hack, Sir Narcisse Belleau has hovered between life and death.His remarkable sustaining powers, however, prolonged his life.Less than a month ago, it was known to [lia friends, that the old familiar figure in our streets, where he was so wont to ex* change a friendly greeting, was lying on a bed, from which it was impossible to believe that he would Cver arise, alive and well.Known to everybody, far and wide, the story of his death yesterday occasioned much grief, private as well as public.Before Confederation ha was a prominent public man.When the Prince op Wales visited Canada, he was Mayor of Quebec, Ênd His Royal Highness conferred on him the distinguished honor of Knighthood.It was a great distinction in those days, for we had then very few gentlemen in our country who could be \"prefixed \u201cSir.\u201d Later, in Lord Lorne\u2019s time, Sir Narcisse was admitted to the Order of St.Michael and St.George, entitling him to the affix ofK.C.M.G.He was bom in October, 1808, in this very city, and educated here.He selected the Law as his profession, and in his young days he practised it with success.His love for politics induced him to enter into public, and in 1852, he became a member of the Legislative Council.At that time it was an elective body.Five years later ho was chosen Speaker.In 1800 he was Speaker also, as well as Mayor of Quebec.In 1862, ha-was made Minister of Agriculture in the Macdonald-Cartier Administration* Three years afterwards, much against his will, he accepted the important post of Premier and Receiver-General.These high offices he held until he was appointed Lieutenant-Governor of Quebec, in 1867.He filled out his full term of office to the great satisfaction of his political friends.During his term he had occasion to entertain Royalty, and people of great social and political distinction.His administration was thoroughly constitutional in every way, and he did nothing to mar the even course of things.Ho was a wealthy man, and held directorshipsin several of our best conduct-ed monetary institutions.Britain was not the only country which recognized his paramount abilities.Spain conferred on him her treasured decoration of Com mander and Grand Officer of the Royal Order of Isabella la Catolica,\u2014an honor of which he was always very proud.This was granted him for services well and faithfully performed, in an important lawsuit, in which he held the brief for S(iain.Sir Narcisse was a statesman of the old school.In politics, ho was a staunch Conservative.His party never forgot his services, and while ho remained in good health, it was his delight to watch the progress of events in his native country.Up to a very short time before his death, it wa^ his pleasure and solace, to have the nows|>apers read to him every day.Ever active, he took a deep interest in the march of political events in this Lis native Province, to the last.He will be much missed in a community which knew him so well, for more than three generations of time.When wo read of the lightning ocean of the \u201cLucania\u201d and the \u201cCam* pama,\u201d of the Oiinard Line, It makôs üa feel pretty small, When the knowledge is sd potent that, aftdr all, Canada Has the real short routé to England.A clipper steamer like the \u201cLucàriU\u201d plish a much greater journey thart the \u201cLabrador,\u201d coünting the mileage she is forced to traverse, and yet the \u201c Lucania\u201d has just made the passage from Sandy Hook, New York, to Queenstown, id five days, eight hours andthirty-eightminutes, feaing the exact time of the westward record which she still holds.This breaks h^r previous records for eastwards by over %wo hours.Her daily runs wore 447, 612, 494, 614, 506 and to Queenstown 337 miles.The weather was tine, and moderate winds prevailed throughout.We will have the pleasure often, of recording such paâtoges, in the near future.TO TUB
