some reason ready to deal with Mr.Kykert\u2019s Case.Although he has either slandered some of the highest memhsrrs of the Government, Sir John Macdonald and Mr.Bowell and a recent member of the Government, Sir Charles Tapper, or has declared justly that he procured their corruption, for there is no other possible inference from his letters, which, on the face of them, are those of a corrupt member of Parliament, the Government is not prepared even to censure Mr.Kykert.Sir John Thompson, who is for some reason always put up to intervene in iasoci dangerous to the Government, was in this cate also employed to bnrke the question for the time.He moved the adjournment of the debate, which will not be resumed until next Monday.In the meantime Sir John Macdonald will lie able, if so disposed, to come to an understanding with Mr.Rykert.He will, of course, only do this if he is in any way within the power of the member for Lincoln.Mr.Rykert is notable for the keep ing of a rap books which are filled with matter, mostly personal, which he uses with some effect against bis enemies.These have hitherto been the enemies of the Government.Is Sir John Macdonald afraid of what the dear to them.True, an effort was made to carry all that could lie carried to uew ground, but bones and broken tombstones bearing the names of illustrious citizens long testified to the futility of the rendered nrcesaary by the ex traoidinary action of the Federal Government, whtch on the 2*ith of Deoumber last had suddenly paised au Order in-Council, calling upon the Quebec Government to postpone indetiniuly its advertised and then sbcrtly forthcoming -ale of the salmon rivers and trout lakee and denying the right claimed so long conceded to the Province in re gaid to the ownership of the same.Strange to say, the communication, enclosing this order-in-Council, did not reach the Lieutenant-Governor before the 7th of January on the very eve of the sale, when the Quebec Government declined to poetpene the sale.Thereupon, and even before the Quebec Government's reply could reach Ottawa, the Federal Government caused a proleat to be served upon it, as well ae other protests upon the pnrehaserr, notifying them not to pay, but, on the asinrance of the Qm-'boo Government that they would be protected in their rights, they disregarded the action of the Federal Government and bad (laid.This action of Ottawa not only constituted a new and serious troubling of the Province as a province in its acknowledged rights, but a disturbance of private rights, a complete reversal of the doctrine which had hitherto obtained in tho matter, inasmuch as the Order-in Council also denied the rights of private riparian owners to fish in the lakes and streams on their properties, and, under tbe circumstances, the Government thought it its duty to ask the Dome lo take n firm and vigorous stand on tbe subject, without, however, being insulting to the Federal autbentiee.The Premier then went on to comment on the strangenese of tho Uttawa Government\u2019s attitude in the matter, in view of the fact that the Supreme Court, in the cate of Robertson vs.the Queen, had already settled the question in favor of tbe provinces, that the Qnebec Legislature had, without disavowal by Ottawa,repeatedly legialated on tbe subject since 1882, and that two sales of f.ihery rights before the laet one bad been permitted in 1885 and 1888 without a word of protest ftm the Federal Government.He also mentioned that the latter bad also directly acknowledged the Provincial right by applying to the Quebec Government to lease to the Governort-General, Lords Lana downe and Stanley, the Cascapedia River for salmon fishing, and concluded by asking tbe H\u2019-use to firmly resist tbia latest and moat inexplicable of Federal encroachment).The Hon.Mr.Flyun said he had only been in doubt regarding tho exact nature of tho Federal Government's pretensions, which he had supposed on first hearing of it only referred to navigable streamr, but under tbe circumstances, and as the Crown Lands Commissioner who hod first put the Provincial legialation on the subject into force in 1883, he fully concurred in tbe I Government's resolutions, which were then un-: animonsly concurred in, and copies of them ordered to be forwarded in tho usual way to the Governor General and the Lieutenant Governors of the different provinces.THE DUTY ON TRADE HALM.On the second reading of the Bill to amend tbe Quebec License Law respecting the duty on anctu n sales, Treasurer Sbehyn again explained that the measure merely abolished the duty on trade sales, advantage being also taken of the occasion to make the exemntions clearer.Mr.McShane warmly congratulated the Govern ment on having faithfully carried out the promise they had given to an important deputation on the subject from Montreal, which had more particularly suffered from this duty on trade sale*.He trusted they would see thmr way soon to ab>liih another unpopular tax, that on commercial corporations.Mr.Hall characterized tbe bill as a move m the right direction and said he only regretted that it did not go further and
