the attitude is one of expectancy, and until we hear further particulars of the embarrassments in Great Britain there will be a good deal of anxious suspense. What other banks and firms will be pulled down in the fall of the Great Western and South Wales District remains to be seen, but as the agencies of the bank were numerous throughout the South Wales mining district, it is to be ieared that some of the iron masters and colliery proprietors, who have doubtless been carried, or at any rate greatly assisted, by the bank must succumb, and the distress is likely to be very wide spread.Consols to-day are weak, at 94 1-16 for money, 94 5-16 for account.New York advices quote Gold at J prem, and Sterling Exchange steady at $4.823.Here the market for Sterling Exchange is quiet at 8j /@ 8 5-16 between banks, and 83 (a) 8§ for Counter transactions ; This is only one instance of incorrectness out of many that I could instance, I am very much inclined ta believe that the possession of these nooks does more harm than good.Where a party is w e 1 rated, a person is very apt to be satisfied with it, and neglect to make any further enquiry.Generally these books give the dishonest trauer a great advantage for so long as he subscribes liberally, and can manage to keep h s rating high, it gives him great facilities to swmale the pnblie.Yours respectfully.Yarns I Yarns I At Oars ley’s LONG LOOKED FOR ! paying the war expenses, which were estimated at less than 1,250.000 pounds for the present financial year.Lord Oranbrook declared the Government assumed full responsibility for Lord Lytton. There was not room for both England and Bussia in Afghan. The Ameer’s letter was no answer to England’s ultimatum, out a mere evasion.England musr, be paramount in Afghanistan, which must be a friendly janitor to the doors of India, or England must hold the key herself. The full text of the Ameer’s reply to the Yiceroy of India’s Ultimatum is published. The Ameer says with regard to expressions used by Your Excellency referring to the friendly character of the mission and the good will of the British Government I leave it to Your Excellency to decide whether any reliance can be placed upon good will evidenced by words only ; but if on tbe other band good will really consists of deeds, then it has not been manifested by various wishes expressed and proposals made by tbe British officials during the past few years, to officials of this God-granted Government, proposals which from their nature it was impossible for them to comply with. The Ameer instances the British demand for the release of his im-prisoned son Yakoob Khan a.s a condition of British friendship, and asserts there are several other grounds of complaint which contain no evidence of good will ; hut which were effective in increas ng the aversion and appiehen-sion already entertained by subjects of this God-granted Government. The Ameer also says :—“ I assure Your Excellency the officials of this God-granted Government, in repulsing the Mission, were not influenced by any hostile or inimical feelings towards tue British Government, nor did they intend ihat any usait or affront should be offered; but phey were afraid the independence of this government might be affected by the arrival of tbe Mission, and that the friendship which has now existed between the two Governments for several years might be annihilated. The Ameer states the paragraph in the Vice-Boy’s letter saying “ The Ameer would be held responsible for any injury that might beL.ll tbe tribes who acted as guides to the Mission justified tbe apprehensions of tbe people of Afghanistan.Had th» object of the Mission been really friendly and no force or threats of violence used, the Mission would, as a Blatter of course, have been allowed free passage. The Ameer declarei, his Government cherishes no hostility towards the Biitrsh Government, land sajs if the British Governmeot
