but its concern is still more direct in the military preparations and military spirit which seem to have become once more very pronounced among Frenchmen, and must be loeked at in their relation to the augmented armaments of Germany.In a more peaceful, but still very important sphere, the fiscal policy of the country commands attention.The telegrams which appear from day to day professing to inform us on that subject are somewhat contradictory, and, even apart from the contradiction, not very lumis- ous.We believe, however, it is possible to state the trath in few words} The leaders of what we may call the Ministerial or Republican party are in principle Free-traders.But they do not pru- pose any, violent changes, They resist the efforts of the Protectionists to augment the tariff, and especially to do away with the reciprocity treaties.Speaking for them, M.Tirard has recommended adtesion to the existing tariff, but then he hag bestowed warm praises on the reform of 1888 \u2014that is to say, the reduction of the daties in the tariff\u2014by those reciprocal treaties, which have given rise to what is called the conventional tariff.He has declared that, in his opinion, agriculture could not benefited by prohibitory duties; but could be aided only by measures tending to its improvement as an art, and has taken his stand upon the position that,in competition with other nations, France could, on the whole, hold her own without artificial assistance from legislation, this view of the case will be adopted, we do not venture to predict ; for the Ministerial authority is not so established in the French Republic as to create the prima facie assurance of success which belongs to Ministerial measures in England and in Canada.We are sorry to observe indications of uneasiness in France as to the aspect of the British Government towards the Republiccidents have given occasion to this, we believe, perfectly groundless feeling.One is that the Dachess of Edinburgh, though she has been into several well.known Bonapartist houses, did mot call on Mad.Grevy, the wife of the President ; the refiners, low molasses The refiners, who follow who fol.another; the importers ; the boilers ; the representa- the Louisiana planters; ves of wee | Were all there.One interest alonejhas \u2014\u2014\u2014\u2014\u2014 s0 far been conspicuously absent\u2014it is that of the peeple who use the sugar.Yet a few words from Mr.Havemeyer, à great sugar refiner, who contended that the duties should not be changed in a certain direction, as proposed, would seem to indicate that this interest would have something important to say, if it became, as Carlyle terms it, articulate.\u201cThe consumption,\u201d said Mr.Havemeyer, \u201c I think, ia based on the cheap- \u201c ness of the article.In Great Britain, \u201c where there ia no duty on sugar, and \u201cwhere sugar costs the consumer only about half what it costs here, the annual \u201c\u2018 consumption is sixty-three pounds per \u201c head.\u201d In the sitting, of which we have the report before us, only one other person, either among witnesses or Committeemen, had any motion that the sugar-eaters in the United States have rights which the Legisi:ture is bound to regard.One of the Louisianian witnesses comnlained that the planters were not as well off as formerly, when the duties on imported sugars were much lower than at present, because labour was now cai ried on on a different system from that which prevailed under slavery.Thereupon Mr.Morrison askei \u2018\u2018 whether he \u201c\u2018 meant to say that, becanse Louisiana \u2018\u2018had been deprived of cheap labour, * the people at large should be taxed to * equalize ic P\u201d With these two excep- tioms, everybody seemed to think that the best proof that could be ulleged in favour of his own particular theory, was evidence that his plan would make sugar cost more in some way or other to those who used it, for the benefit of the persons whom he represented.All were apparently alike indifferent to Mr.Havemeyer\u2019s theory, that, to make sugar dear was to shorten the consumption, of course by preventing it from being eaten by thoss who could not afford to pay a high price for a large quantity.Curious WiLL CASE\u2014A Mr.Lewis, some years ago, dying a reputed bachelor in New York, left $1,800,000 to the Government to be used in liquidating the National debt.It is said now that ne rich man can die in the United States without having his will contested The deceased Lewis was not an exception to the rule.Jane Hastings, forty years old, and ugly, came forward as his widow, and cpposed the admission of his will to probate.She produced a marriage certificate signed by a Mr.Fish, J.P.of Hoboker, which was witnessed by Bradford, known to the police as a broken-down gambler, and by George Browne.The latter gentleman, however, not heing like Sir Boyle Riche\u2019s bird, able to bs in two places at once, was, nevertheless, certainly locked up in the Tombs in New York throughout the day, when he also witnessed the certificate of marriage given at Hoboken.He was never afterwards out of prison, where, in fact, he died.Bradford being still alive appeared in Court on the will case ;
