it not been for Joseph Seguin, who went out with a bonne and a large line which was they never would have made land.The night was intensely cold, and they were almost frozen when they made for Havre, put into Cherbourg on Sunday.She experi enced terrifice weather and sighted a large ship dismasted and apparently abandoned.A French lugger was stranded near Lydd, and four persons drowned.Several of the crew of the steamer \u201c Sumatra,\u201d at Falmouth for Boston, were disabled and the caief officer badly injured.Numerous wrecks are reported, especially on the west coast.Fourteen versels are ashore near Carnarvon,aud two baiques and a schooner anchored otf Margate disappeared during the night, and are supposed to be wrecked.IRELAND.Loxpow, November 28.\u2014A received daily of outrages in various districts do not fully represent the truth.In the County Clare alone seven houses were fired in the last week, of which outrages no reports have been published.The resistance to payment of rent has not in the least abated, but rather increased.A Cork correspondent says armed men recently entered the house of a woman named Henlea, near Listowel, for the purpose of shooting her, because she gave information to the police.Her children threw themselves upon their mother in terror, and one received a shot in the leg.The mob left after making the November 28.\u2014Several outrages have occurred in the County Wexford, which until recently was orderly.Tht Sheriff of Cork, protected by a large force of military and police, has arrived at Castletown, where there will be 40 evictions on the estate of Lord Bantry.O\u2019Donnell, member of Parliament, has inter viewed Parnell, Dillon, O'Kelly and Kenny in Kilmaicham Gaol.He says the suspects have the look of men whose health 18 being steadily undermined.RUSSIA.A NIBILIST TRAITOR.Sr.Perersstre, November 28\u2014 À great stir has been created among the Nihilists by the discovery that a Jew, formerly a member of the Revolutionary Committee, is now in the pay of the Russian Police in New York, and giving valuable assistance, The Jew was arrested here a year ago, and turned traitor on condition of getting a free pardon, that his death in a fortress should be proclaimed and attested, and that he be given 20,000 roubles to get to America.The police executed the conditions to the letter.A body was procured from a hospital, mutilated and buried.The Jew at the time of his arrest denounced his accomplices and took the police to a laboratory, where six men were captured in the act of manufacturing dynamite.Two named Twratowsky and Porshwiakoff were hanged.It is stated that the Commission attached to the Ministry of Justice for reorganization of the peasant representation in local assemblies in the Baltic provinces intend to institute similar revisions in the Caucasus and Don districts and Turkestan.GERMANY.BERLIN, November 28\u2014Bismarek said the question whether the amount to be paid \u2018Hamburg by the Empire was too high was open to argument, but be personally thought it a.moderate amount, The point involved in the question.of incorporation was the carrying out of constitutional provisions.In.this.he would not allow himself to be hindered.He would endeavour by every justifiable means, as having removed danger ot European Democrats and Republicans, will insist upon carrying the Civil Marriage and Education Laws, but the clergy and bishops announce vigorous opposition from the pulpit and confessional, a solemn protest in the Senate of eight cardinals and archbishops and twelve bishope, and a formal protest of all prelates in Spain, The Government, in order to stay the storm, ig negotiating with the Vatican, and offers to make marriage equally valid according to the option of the parties.With the exeeption of softening down the regulation for carrying out the gradual Emanci-pation Law of 1880 the Cabinet will not modify the condition of slaves in Cuba.CUBA.A VICTORY FOR THE HOME RULERS.Havana, November 19.\u2014The provincial deputation of the province of Havana obtained as the result of the late partial elections a majority of Autonomists, The Governor-General of Cuba having the right to choose from the deputation a certain number to form its Permanent Commission, a right not possessed by the Government in Spsin; and also the rignt to choose from a list of names submitted to him by the deputation one to act as its President, General Blanco has selected Don Carlos Saladrigas for such Presidency, he being au Autonomist.The Permanent Commission, howev-r, having a Coneervative majority, & Conservative has been chosen ¢8 Vice-President.This arrangement is not eatisfactory to the Autonomists, who say that the Permanent Commission should have the same partisan character as its majority in the deputation, and who predict that the anomaly of a Permanent Commission formed by a Coueervative majority picked out of a body having an Autonnmist majority will lead to constant controversy and altercations.THE TOBACCO TRADE.The official Treasury bulletin says the exports of tobacco
