it has become an institution of prominence, well respected and liked, which has always pursued its steady march towards the heights which it sought to attain.It has earned the highest honour among the citizens of Western Quebec, who compete in the ardour of their service and serve ot A SN PAGE 3 The History of - the Union In the Metropolis of the Western Part cf the Province of Quebec, in the city of Hull, the 20th of November, 1940, there were gathered togeth' © some fifteen people to lay the foundation of a movement having for its principal object the economical development of the most forgotten part of our lovely province.These individuals represented five Chambers of Commerce, namely, the Chambers of Commerce of Hull, Maniwaki, Buckingham, Gracefield and Fort Coulonge.At this meeting there was established the Union of Chambers of Commerce of Western Quebec for the purpose of co-ordinating the.efforts of all the members of the Union in a manner best suited to the interests of the Western Part of the Province of Quabec.The constitution and the regulations of the union were adopted at the first regular assembly held also at Hull on the 13th of February, ; 1841.On the 20th of September, 1944, some of the by-laws were inod- ified, but on the whole the Unior holds to the same principles established by the Founders.The first president was a prominent citizen of Hull, Mr.Aimé Guertin.He held this post for some ten years.In 1949 Mr.Jean-Paui Desjardins of Gracefield succeeded Mr.Guertin, who became Honorary President for Life of the Union.The following year, Mr.Hector Belec of Fort (dulonge replaced Mr.Desjardins, and in 1951 Mr.Lucien Lacroix, recently elected mayor of Thurso, acceded to the presidency, and with this title he presides at the Congress of the 10th of June, 1953, at Fort Coulonge.Many citizens of the resion of the Western Part of Quebec have taken an active part in the development of this movement.It is proper here to mention Mssrs.John F.Taylor, Henri Lessard, now deceased, and James Ward, who became, because of their years of altruistic services, honorary vice-presidents for life of the Union of Chambers of Commerce.- Making up the Union are the Chambers of Commerce established in the four counties of Hull, Papineau, Gatineau and Pontiac, who have been accepted as member chambers by the executive of the Union.Actually 18 Chambers of Commerce take part in the Union; these are those of Aylmer, Bouchetie, Buckingham, Fort Coulonge, Gatineau, Gracefield, Hull, Kazabazua, Maniwaki, Masson, Messines, Montebello, La Vallée de Ja Lièvre, Gatineau Point, St.André Avellin, Ste.Cecile de Masham and Thurso.The Union has implicitely followed the following principles: (i) that the Western Part of Quebee was \u2014 and still is, in many respects \u2014 the part of Quebec most ignored by the \u201cpowers-that-be,\u201d the most neglected, the least developed!
