Coroner's inquest was held this afternoon and a verdict of death from syncope caused by excitement was returned, The following are the names of the’owners of the honses burned: Michael Hawkin, Laurent Pechette, Francois Beaurivage, Michael Fitzgibbon, Stephen Nestor ana Paul Martineau. The names of the'tenants burnt out are, Eugene Fiset, Jos.Martineau, Hatrick Early, Thos.Gaffaey, and Jos.Bervin.All the burnt property consisted of wooden houses mostly of one storey and most of the theds where the fire originated were insured for $400 and $200 each. The other buildings are insured for small amounts, How the fire originated is a mystery, A Big Biaze.NAPANEE, Ont, April 5—Hinch & Company’s dry goods store, in Perry Block, was discovered on fire to-night and although the fire brigade turned out promptly the fire had gained sucha headway that the following stores are already consumed :—H.W.Perry, hardware ; J.J.Perry, druggist ; Hinch & Co., dry goods and millinery ; Oddfellow’s Hall, Orange Hall. The next block consumed was the Opera House Block, oc- cupid by Thos, Symington, groceries and provisions, Fred.Chinneck, jewellery; John Carson, harness shop, second and third stories. This bleck was used as an opera house. The next block is the Dominion Hotel, which is brick and three stories.Although the hotel was badly damaged, everything ap- ears favorable towards its being saved.Fre next buildings were frame and occupied by Mrs, Schriver, grocery; E.K, Bowen, auction rooms and dry goods; W.H.Bruton, grocery and fruit stores, the second stories beirg used by Mrs, Schriver and W, H.Burton, as dwellings. These buildings were completely destroved.Scarcely any stock was saved in the Perry block, which was owned by A.T.Har.shaw, aud probably well insured.A portion of Symington’s stock was saved.Chineek’s stock of silver plate, etc, is scattered along the streets and in stores.A good portion of Carson’s stock was saved.Carson will be a heavy loser as he owned one-third of the opera house block, ard there is only eight hundred insurance on the building and nothing on.the stock. From present appearances the fire has been checked at Bruton’s Corner. The amount -of insurance on the different buildings and stoeks cannot be ascertained to-might.The Mayor has telegraphed to Belleville for assistance, but thought it would not be necessary to bring the fire company dôwn.Perry block, valued ay fifteen or seventeen thousand dollars, and the Opera House block, about twelve or thirteen thousand, the Tram buildings, on the corner, are owned by Dr.Cook and probably well iisured.Larer.—The sheë of the Dominion House caught fire from the Opera House block and carried the fire to the stone residence of Samuel McLaughlin and the double brick tenement owned by John Coates, and occupied by Coates and À.S.Ashley 88 a residences and dental rooms; all were completely destroyed. The wind being pretty strong carried sparks over the principal portion of Dun- das street, and at one time it looked bad for Main street. It now looks as though the fire is completely under control unless it breaks out from sparks again.WEATHER REPORT.MONTREAL, April 5, 1886.Temperature in the shade by Standard Thermometer, observed bv Hearn & Harrison, opticians and mathematical instrument makers, 1640 and 1642 Notre Dame street :— - 8a4.m, lr un.6 pr.Mu 309 36° 38° MAX, MIN, MEAN.420 199 35° 05 (By Standard Barometer, ] 8 AN.1p.nu, 6 P.M.30.17 30.12 © 30.18 METEOROLOGIGAL OrrI0E, Toronto, Ont., April 6, 1 a.m.Probabilities, Lakes—North-east shifting to north-west winds, cloudy weather, with snow and rain, clearing again to-night.Upper St.Lawrence—North-east to north-west winds, cloudy weather, with snow and rain.Lower St.Lawrence—Hast to north winds, increasing cloudiness, with enow or rain to-night, ' Gulf—Fresh winds and fair weather: Maritime—Winds shifiing ‘to eastward and increasing in force, increasing cloudiness, followed by rain, eee ~The sale in London of 408 pictures from the Duke of Marlborough’s collection will take- place during the last week in June and the first fortnight of July, Among the pictures to be sold is Carlo Dolci’s © Maier Dotorosa,” for which the late Lord Dudley first offered 15,000 guineas, and then 50,000 guineas, in con- Junction with gems which afterward only realized 30,000 guineas, and the Teniers gallery of 120 paintings, Fifty thousand guineas has been offered for the picture of tbe third Duke of Marlborough and his family, and 13,000 guineas for the * For- tune-l'ellers,” by tle same artist, —A romantic marriage took place at Blakely, Savannah, recently.Miss Mamie Haddock, of Damascus, was engaged to marry a popular young society man of Arlington.Edward 8.Shepherd, a former sweetheart of bere, paid a call to offer his congratulations. He laughingly said : | “Are you not sorry you did not marry me?” She replied “Yes,” when he pro- pesed that they get married acyway. She ascented, and in the morning brnght and early they slipped away and were married.HONTREAL, LATEST CABLE NEWR.AN UNQUALIFIED DENIAL.Egan Denies Maving Condemuved ' Parnell’s Peaceful Policy.Lincor¥, Neb., April 5.-Mr.Patrick | Egan, President of the Irish National ) League of America, was interviewed to- | day in regard to despatches from New } York to the effect that the leaders of the Irish National League desire to dictate to Parnell, and had threatened to stop supplies from America unless he labored for actual separation of Ireland from Eng- gland, Egan denounced the entire statement as an unmitigated falsehood manufactured by some designing person for the purpose of damaging the league and deceiving Parnell. He also ex- pressid his conviction that the alleged interview between Parnell and an agent of the Extremist party from America, was an entire fabrication.“I think, ” said Mr, Egan, “I understand the grounds on which the rumor was based.A member of the National Executive Committee of the League, Mr.Armstrong, of Georgia, who was about to visit Ireland to see bis relatives, was furnished with letters of introduction to Mr.Parnell and other members of the party.Mr; Armstrong met Mr.Parnell in Dublin, and talked with him on some matters of detail in connection witt.League affairs, but there was certainly nothing of the nature indicated in the cable rumors ; it is simply another case of the three black crows,” Mr.Ezan, in reply to enquiries regarding the Parliamentary Asscciation, said that Mr, Byrne, of Cincinnati, the organizer and prime mover of the Committee, was a notoriety seeking man, the very counterpart of a well known crank in Irish politics whom Mr.Parnell retired at the last election. He had started the Irish Parliamentary Aid Association, and through various influences got Eugene Kelly and some other well meaning Irishmen of New York to join it.The association brought its labora to a close early last month and adjourned sine die, but this did mot suit Mr, Byrne, whose real object Mr, Egan said was to try, and if possible, disrupt the National League. He has since tried to resuscitate the committee and start branches in other cities but without any success.Mr, Parnell did not, of course, know this when he sent his cablegram to Columbus a few daysago, The following cables have just been exchanged between Harrington, M.P., Secretary of the Irish League, and Egan: — To Egan, Lincoln, Neb., English papers publish cables from America, saying Egan and Sullivan condemn Parnell’s peaceful policy and threaten revolt. This was done to prejudice Gladstone’s statement on Toursday, Wire authority to contradict, ! HARRINGTON, To Harrington, Lublia : The statement that Sullivan or I have condemned Parnell’s peaceful policy.is an unqualified falsehood, which could only» have emanated from an enemy of the League and a traitor to Ireland.Egan.WANTS TO FIGH { TURKEY.The Greek Chimber of Deputies to Sit on the War Quaestioa To-day.LoNDoN, April 5.—To-night’s despatches from Athens show that the assembling of the Greek Chamber of Deputies, yesterday, has made war with ‘Turkey more probable, if not altogether certain. No business was transacted by the Chamber except organizing; but a canvass of the members shows chat they are'almost unanimously aflame with the war spirit, ready to grant the Government any amount of credit for war purposes, and eager to sanction an immediate declaration of war.On the other hand, King George is said to prefer peace, fearing the entire dismemberment of his kingdom and his own loss of a crown if the Turks are victorious.Premier Delyannis is hesitating, He has promised to submit his views to the Chamber on Monday. His utterances have hitherto been all for war, and the deputies undoubtedly expect a reoom- mendation for an immediate declaration, But the premier has managed te inform himself pretty thoroughly as to the condition of the two armies, and he realizes that if Greece goes to war she will probably be whipped. The question which he is anxiputly considering now is : | “Will it pay to be whipped ?” To extract any profit from such a disaster, M, Delyannis locks to the moral effect of the war upon the powers. If the Turks overthrow the Greek army and march to Athens, they will not be allowed to dictate terms of peace without the jealous supervision of the powers. Then the Greeks will say ; “We have protested and supplicated for years against the Turkish occupation of the territory] ceded as by the Berlin treaty, but in vain, Now we have proven our sincerity and exhausted our resources of resistence by making a desperate and gallant war against the oppressors of our brethern in Epirus, Thessaly and the Greek isles.‘We have failed, and now it is our duty more than ever before to accord to the simple justice we demand,” This is logical enough, but in view of the glaring injustice “with which the powers, led by Germany, have hitherto treated Greece, is but a poor reliance. There is just one other hope for Greece, which, though really weak, is vastly overestimated by the sanguine Greeks, and will doubtless have much to do with deciding the question of peace or war. This hope arises from Russia’s bluster about occupying Bulgaria if Prince Alexander does not abandon his claim to a life tenure. If Russia were to invade Bulgaria it would certainly involve the greater part of the Turkish army, first and last, in a long and doubtful war.Greece could probably conquer the few Mussulman troops left to guard her frontier, and could seize the provinces she claiins, and have them organized under Greek gov- ments before the end of the Russo-Turco- Bulgurian war.But M.Delyannis has had many recent opportunities of study - ing Russian methods of intrigue, and he is said to believe that the Russian threat is merely a bluff, designed to tempt Greece into war, which, although hopeless for TUESDAY, } her, would still annoy and harrass | Turker.© submitting to 30 per cent.reduction in wages. They struck on April 1st against an ordered reduction of 33 per cent.Mistatien Identity.Loxpon, April 1,—The curp-e found in the ihames and yesterday declared to be that of Russell Nourse, treasurer of the Oregon Railway and Navigation Company, it is learned’ was wrongly identified. The remains are not those of Mr.Nourse, Dilke on the Krish Question.LONDoN, April 5,—Sir Charles Dilke, speaking at Paddington to-night, said that insistance upon Mr.Gladstone’s project relative to the purchase of land in Ireland would jeopardize the success of his home rule measure, which inall other respects was acceptable. It would be impossible he continued, even to revert to the old system of Irish Government, Even if Mr.Gladstone’s measure be rejected, some solution must be found of the Irish question.’ A Suicidal Policy.Loxpox, April 5,—The London Standard editorially says: “(reece is still, to all appearances, belligerent. The proposals of the Prime Minister breathed nothing but war. There is no sign that there exists any party in the country strong enough to stem the warlike torrent that Delyannis has let loose, Greek statesmen declare that it is now too late to keep people back.It is so much the worse for Greece if that be the true account of the situation, for if so it is certain that Greece must fight and it is also certain that Greece will be badly beaten.King George’s advisers are deceived if they think that any effort wiJl be made to save them from the thrashing they will assuredly get from the Turks, The war, if it is to come, will be confined to military operations on the frontier across which the Greek and Turkish troops now face each other. The issue of the campaign cannot be doubtful for a moment, A Napoleon could not lexd eighty or ninety thousand Greek peasants and militia to victory against three times their number of Turkish soldiers, some of whom have burned powder at Z'evna And the Shipka Pass.Greece has repaid the attentions which have been lavished on.her by the greater Statcs of Europe by unscrupulously imperiiling the peace of the world in order to serve her own selfish ends.Europe in turn will reply by leaving the Greeks to their own fate,” The other morning papers also have leaders on Greece, and, at least for the moment, Greece and Abbe Liszt occupy the place of Ireland and Gladstone, Irrepressible Greece.LoNDoN, April 5.-Mr.Bryce, Under Foreign Secretary, replying to a question in the House of Commons this afternoon, said Greece had not accepted the advice of the powers as to the course she should pursue in her troubles with Turkey. The Government had no, information which would enable them to say that Greece would refrain from war.* CoNSTANTINOPLE, April 5.-It is learned from official sources that the powers are awaiting probable changes in the Greek ministry before finally deciding to institute naval operations against Greece.LonpoN, April 5.—The Times’ Constantinople special says Greece is: convinced no European power will fire on her vessels, especially on the significant absence of any French ships, while as to Turkish forces she thinks Turkey will be obliged to leave the greater part of her 300,000 soldiers in Macedonie, Crete, Epirus and on the Roumelian frontier inasmuch as Prince Alexander’s refusal precludes the calling away of troops stationed along that frontier, An almost certain outburst is consequently expected and what is clear is that both Prince and Greece must have secret encouragement, ATHENS, April 6,—The Minister of War has returned from a tour of inapec- tion of the frontier defences; he expressed his delight to the various commanders at the effeciency of the works. Before leaving Arta he requested the officers to inform their men that their men were destined to uphold honor of Greece on the field of battle and would not return to their homes until that honor was satisfied.Great preparations are being made to celebrate the anniversary of Greek Independence to-morrow.The trip of the War Minister and the expressions used by him are taken to indicate a speedy declaration of war.Emigration Discouraged, PARIS, April 5—M.Sarrien, Minister of the Interior, has ordered all the mayors and prefects of the country to do their utmost so dissuade Frenchmen from emigration. The officials are instructed to expatiate on the obstacles and disappointments which await new comers in all parts of the world, particularly in America. The New Loan.Parr, April 5.—In the Chamber of Deputies to-day the debatz on the proposed new loan was begun.M.Wilson supported the measure. The debate was subsequently adjow.ned until to-morrow, At a plenary meeting of the Right it was resolved to oppose the loan on the ground that it was #4 dangerous expedient in the Senate, BM.Bosserian introduced a bill enlarging the powers of the executive so as.to enable it to deal with strikes.Socialists Indignaut.Paris, April 5,—The arrest of M.M, Roche and Duquerey at Decazeville continues to be the sensation in Paris, All the papers publish long leaders on the subject.Mr.Rochefort, in the Intransigeant, violently attacks the Government not only for its conduct in this particular affair, butalso for its whole treatment of the labor troubles at Decazeville, MM, Cannelinat, deputy for one of the ‘Seine districts, accompanied by the editors of the Inéransigeant, Cri” du Peuple and Radical, went to Decazeville to-day, The APRIL 6, 1886.sccialists of Paris called an indignation meeting for next Wednesday, when it is believed they will decide on sôème form of retaliation for the arrests, The .Government will ask the Chamber of Deputies for ‘permission {Lu prosecute Deputy Basley for bis open justification of the murder of M.Watrin, mine superintendent, by his striking workmen, Determination at Paris ard Belgium to Suppress socialism, ; LONDON, April 4.—The French Government is using unwonted vigor in its attempt to suppress - Socialism. These efforts are not confined to crushing existing organizations, but are devoted to preventing future solidification as well. This sudden exhibition of energy is rather tardy, but if it does not as suddenly abate it without doubt prove effective, The arrest to-day of M.Heuri Rochefort, M, Ducquerey and others, whose incendiary conduct and speech have hitherto been unrestrgined, is only the beginning of a deliberate and determined policy of repressing disorder by removing the dis- turbiug element, and further arrests may be expected to follow rapidly, Troops are still quartered at Decazeville, and they will be kept there until the slightest pretext for their further retention has disappeared.Belgium is still superficially quiet, but the authorities are not deceived by the calm aspect of the situation. They have not in the slightest relaped the rigor of their preventive measures, and the presence of soldiers and gendarmes alone en-, sures order. All who are known to be or who are suspected of being connected with the anarchist element, which is mainly responsible for the riots, kre kept under constant surveillance, and the effect of the removal of their influence from the workingmen is already apparent. The authorities are now confident that no furthur organized disorder is possible, M.M.Fau- viaux and Defuisseaux, the Belgian Socialist leaders, were arrested to-day while on their way to attend a meeting of workingrhen in" the Boringe district, They were brought back to Brussels by gendarmes.A Treaty Adopted.BERLIN, April 5,-The- Reichstag has adopted the treaty between Germany and Zanzibar, The Bundesrath has approved the bill prolonging the Anti-Socialist law two years, A Dutch Strike, AMSTERDAM, April 5,—-À strike of cotton spinners and weavers against a lowering of wages is in progress at Enchode, So far no disorders have occurred, although the Socialists are encouraging the strikers to resort to forcible measures, The mayor has pergonally appealed to the strikers to preserve the peace, The Spanish Turkish Commissioner, has advised Prince Alexander not to resist the decision of the Powers on the question whether his title of Governor of Eastern Roumelia is for five years, as Russia claims, or, for life, as he” claims.Gadban assured the Prinee that his wishes would be considered when the conditions, were favorable for so doing.Prince Alexander replied that he regretted that he was unable to yield, but this was impossible in view of the legitimate demands of the Bulgarians ahd the national sacrifices which had been made.Postponed.ROME, April 5,—The Papal consistory has been BIRTHDAY.Of the Emperor William on his recent birthday, the Berliu correspondent of the London Times says: “ But certainly the most interesting feature of the soirce was the presence of the Emperor, at his great age, and after his recent illness, in such remarkably good health and spirits, I had the honor of being a spectator of the scene, and certainly it was a memorable one.Increasing years only seem to lend fresh- ress and vigor to the grand old Emperor; and as he flitted about among the ladies of the Diplomatic Corps, now chatting cheerily for a few moments with Lady Ermyntrude Malet, or bowing graciously to the lesser lights of other foreign skies, one could scarcely realize that this was the same man who won his youthful spurs at Bar-eur-Aube, and entered Paris with the triumphaut allies, before Napoleon had been made to bite the dust at Waterloo.Ruddy and radiant in hie scarlet tniform of the Gardes du Corps—not yet wholly bald, and only partially bent by his the illiberable and unwarrantable action of Canadien offic'als affecting our fishing interests, By the abrcgation of the clause relating to fisheries in the treaty of Wash- | ington, our fishermen have no longer the ) right tq fish within ths three mile limit bounding Canadian waters.Thisis undisputed, but our fishing vessels have been in the habit of touching oc ca- Canadian ports for the sake of repairs, or to procure wood water and bait.Sometimes, too, Canadian fishermen have been hired to fill out the complement of a vessel’s crew, as our skiprers have a perfect right to employ such assistants irrespective of any treaty stipulations, For when two nations are at peace with each other, the refitting of vessels, the purchase of supplies and the engagement of crews, by one from the other are rights conceded by custom, common sense and all authorities on international law, ° Yet the Canadian Government now undertaking to contest these rights, and for no apparent reason ex- cert petty jealousy, is prohibiting the sale of bait to American fishermen and the shipment of prearranged craft, If the crews were to be : employed in Canadian waters or the bait used within three miles of the Canadian shore, there might be some plausible excuse for this action, but it is impossible to justify it under the present circumstances. The bait is for use outside the three mile limit, and the men are hired to fish outside this limit, Therefore the prohibitory orders of the Canadian government are unjust, and clearly without precedent in modem times Wood, water and necessary repairs are still grudgingly conceded to our fishermen, but they canngt buy bait, which is rotting in heaps on the shore, nor hire a Canadian who has been loafing for months on the wharves of his native town, The collection and sale of bait are a really important means of support to.many poor Canadian families, so that this new rule of the administration of Canada is even more irksome to her majesty’s subjects than to the Yankees, Surrendered Lynn, Mass, April 5—Keene Bros, surrendered to the Knights of Labor this noon by signing an agreement to reinstate the diecharged Skowhegan employes and adopt arbitration in future difficulties, To furnish their employes with work, to abstain from discriminating against the Knights in future, to abide by the decision of the Knights as to which of the firm’s maine employes shall be discharged.Tall Talk.WASHINGTON, April 5.-In the Senate to-day Frye said as soon as the first American fishing vessel should be seized by the Canadian authorities, he proposed to introduce a bill closing the ports of the United States against all British and colonial fishing, freighting and passenger vessels all along the line of the great lakes and the Atlantic.Morgan replied, cautioning the prudent consideration of the grave questions involved.* Said to be a Wonderfal Telephone.LEESBURG, O., April 5,—J.T.Guthrie, of this place, has invented a telephone which is operated by a direct current of electricity, The articulation of speech is made by a natural and mechanical disturbance of the current at the positive and negative poles, which are brought near to, or in contact with the diaphragm, ‘The’ transmission is made by speaking gainst the diaphragm, which causes the current to open at every sound uttered against it, Terriblo and immeasurable damage to plantations all along the river, Relief committees continue hard at work making rescues and distributing supplies. The funds available are wholly inadequate, and the over.I have been astonished at much of the revelation that has come through the recent disturbances, but nothing has been so surprising as the proof I have had of the weakness of the Kuights. They have no such organization as I had supposed.Their demonstrations and assertions had led me to believe them not only formidable but practically unconquerabie.Recent history has found this idea also false, They are not strong;they are weak they are not the sort ofan organization that wins victories; they are not what they led the public to believe them to be; they are readily overcome.to the strength of the Knights, and so great was my fear of what might come from a fight with them that for over à year we have been carrying hundreds of men on the Missouri Pacific Railroad’s pay rolls for whom we really had no need, We were paying them their wages only because we werb apprehansive of extreme emergency to follow the strike by the Kuights, Now we fiud that money spent in this way practically wasted, we had no such things to fear’ as we anticipated.Up to this tima we have taken back just twenty-five men who have been active in these strikes and troubles at St.Louis, We can get all the men we want without havigg to call upon a single one of the strikers, Labor, in fact, is over-abundant in all the strike districts. There is no lack anywhere of material for trajnmeng Here in New York, for instance, the elevated railroads have constantly a file of applications of between 1,500 and 2,000 men who will answer the call for work, The same condition of affairs exists in the South-West, We have decided to give the men in East St.Louis until one o'clock on Monday afternoon to return to work, such a number of them at least as we require. If they refuse this generous offer they will get no further chance.” Gould deplored the outbreak that led to bloodshed at Forth Worth, and said his advices all showed that the officers were victims of massacre. They were not in any way responsible for the savage episode, he said.According to Gould’s despatches, trains were running all day yesterday at Forth Worth, St.Louis and elsewhere in the strike district, guarded by soldiers.St.Louis specials says the Joint Executive Boatd of the Knights held a meeting, and closed at 1.30 this morning with the determination io continue the fight, as Manager Hoxie, in its opinion, had not conformed to the New York agreement.1t is Hoxie’s intention to do a big day’s worx to-day.He will prove, he thinks, that the strike is at its last gasp and must succumb, - —_—— " OUR first reported to have been for inside account, but upon a denial of the statement other explanations were offered, but met with very little encouragement. The room inclined to the belief that the sales of New York Central, Lake Shore, Delaware, Lackawanna & Western and St, Paul had no significance outside of an average traling movement.Huntingdon people ridicule the story that the purchases of Pacific Mail were for the purpose of obtaining control by their faction. They state that as far as Transcontinental matters are concérned, things are progressing towards a settlement, For the moment, however, nothing definite has been decided.Boston interests will meet again next week, when probably some complete understanding will be arrived at.Pacific Mail people deny that they have made any overtures to competing lines, and state any proposition for a settlement of the difficu'ties must come from the parties who inaugurated the present warfare. They admit that they have been offered terms which they do not consider proportionate, and unless other and more equitable arrangements are suggested the fight must continue, Commission brokers say, that, while there is no great encouragement to buy, in view of the experience of ‘the last four months, there seems no reason wky holders of securities should expect that they may have an advance in the market before the Spring season is due.1t is believed that comething will be done within a day or or two regarding the proposed issue of convertible bonds by the St.Paul Company. The President, Alex.Mitchell, ia in town and a meeting of directors will be held this week.It is reported that these new bonds will ba only convertible into stocks after two years from the date of issue, The street may discount the improved business of certain railways and the opening of the Indian territory to the railway system of the country is another argument in favor of higher prices. This may happen before Congress adjourns, and if so it would start a’ speculation on all roads in the South West and their connections, Western Union is not a sale at present figures. No one will loose money if it can be purchased and held in the neighborhood of 65.Despite opposition, the telegraph business of the country is increasing so rapidly that s0 well managed à corporation like W.U.cannot failto be profitable in the long run.Conservatives claim that the recent large purchases of bonds encourage the belief that stocks must sooner or later be active at advancing figures, The history of prices.in the street shows that whenever there is an investment demand for | bonds that a speculative demand for stocks is not far off.The following were the fluctuations in prices and the sales made in New York, Monday, ,5th April, House to Mr.Eigar’s motios for a special committee to enquire into certain serious charges made against the Minister of Cue- toms, Mr, White [Hastings], and Mr.J.C.Jainieson, of Belleville, in regard to the Prince Albert C.lonization Co., which motion was placed on the order paper. In the motion the following paragraph is to be found :— “ That tue affair was conducted with the kuoowledge of Hon.Mackenzie Bowell then and now vn ember for North Hastiogs and the Minister of Customs’ father-in-law and zssociate in business with J.C.Jamieson.Mr, Bowell was consulted during its prc- grees, and when Mr.Jamieson uitimately sold his ¢ blind share,” Mr.Bowell received from Mr.Jamieson, from some transaction between them relating to the affair, $500 out of the price of the said ¢ blind share.> ' As the statement reflected not only upon his positicn, aid Mr, Bowell, but upon his reputation as a public man, he respectfully asked the House to waive all rules aud allow the member for West Ontario to make the motion at once, as it would be a great wrong to himself to allow it to remain on the oder paper one moment longer than was necessary. He, therefore, claimed not only as a matter of privilege, but as a atter of justice, that the gmewver for West Un- tavio should be givep every opportunity, at the earliest possible moment, to place himself in à position aud substantiate, if he can, the insinuations in his motion, It was true, he said, that he was father-in- law of Mr.Jamieson, but he had yet to learn that that was a crime; but 1t was not true that he was now, or ever had been, directly or indirectly hig associate in business. It was not true in the sense that the insinuation was made that he was coc- suited during the progress of the formation of the company.Mr.White hal several casual conversations with him as to his intention to organiz® the company, but he had no coaversation Or correspoud- ence with Mr, Jamieson on the subject as he had nothisg, 30 far as he (Bowell) knew, to do wita the matter until the, lands had been selected aud the Depart- | ment of the Iaterior had agreed to grant them to the Company, which might have been formed by Mr.Jamieson for colonization purposes. If it was intended to show, by the insinustion in the motion regardinz toe $300, that be hal an interest ia the Company aud that the sum was given to Lim as his proportion of the amouat received by him after eelling what interest he bad in the said Company, he gave it a most emphatic and positive denial, He had uot now, nor never did lave, any pecuniaty or other interest in the Company, either directly, directly, iuferentially or otherwise.Any monies received by him from Mr.Jamieson were to repay that which was loaned by him to Mr, Jamieson, an accom- modstion and assistance which Mr.Jamie- son received from him to a greater or iesger extent,as he might have required, for about ten years past.He was aware that this affair concerned the House, and he waa quite willing in this particular to satisfy toe curiosity of the member for West Ontario, and leave him to ihe committee which was about to bz appointed, and the House could then judge of the character of the imputations implied, in the motion and the motives which actuated the mover. He again pronounced in strosgest possible lau- guage the insinuations contained in the motion of the member for West Ontario, sd far as they related to him, completely untrue and faleein every particular. He hoped the House would conzeut to the motion to bring the whole question before the committee immediately so as enable the mover at the earliest possible moment to produce the evidenca upon which he ventures to say he can establish the truth of the imputations implied in his motion.Ia conelugion he promised to render any assistance in his power in the production of evidence, etc.“I hope the hon.mover,” said Mr.White, ‘’ will have the mauly honesty to repeat the conversation that passed between himself and Hugh Sutherlaad, M.P., concerning wy connection with the com- panv.” Mr, Edgar agreel with the Hon.Mr.Bowell that this was a matter which should be brought up at the earliest.possible moment. With the permission of the House he would do sp at once as he did not put the motion on the paner withont being ready to go on at the shortest posei- ble notice. He then moved the resolution which appeared in yesterday» HEraLD.Io making the motion he said he did so with regret (ironical cheers from Government beaches), with regret, he added, that the vecessity had arisen for proclaiming to the world that such a state of things existed. It is never pleasant to bring charges against a fellow member but when he had icformation in his possession which convinced him of the truth of those charges, the House would feel, and whats more, the country would feel, inat his duty was clear ; that he could do nothing else than wnat be had done.made specific statements of that which could readily be investigated by a committee.Tue honor of the House, and more particularly of some of the members, had been compromised to such.an extent as to call for & prompt and thorough enquiry.Wilh regard to the remarks of Mr.White, he stated that no conversation which Le had with Mr.Suther!aad or with anyone else was at ali inconsistent with, but, on the contrary, was wholly corroborative of the facts which he had set out in the motion.Sir Hector Langevin agreed with Mr.Bowell that the investigation should be ment that the matter be referred to the Standing Committee on Privileges and Élections. It was important that’ the mover should have every opportunity to produce his evidence or try to prove his charges, If the accusations cannot be proved, the member for West Ontario know the consequences.Mr, Whire [Hastinge] preferred that the original motion for a Select Committee, against the Opposition and the Opposition he He|.made immediately, but moved in amend- ’ the Opposition being on the committee, as believed he bad done nothing wrong or agaipst the law.He had .nothing to fear.He said that Mr.Sutherland told Mr.Elgar that he (White) had done nothing but what was strictly honest. He then charged “hia dear Irish brother,” Mr.Blake, with having written the motion, and sarcastically said that Mr.in the- West | Eigar was not competent to perform that task.Hethen amused the House by saying that he wag sure he had the sympathy of two; one was his life partner, and tue other was Mra, 14.Blake, whose luggage he protected from the ravages of sailors and Custems offivers once, after réturning from England, at Point Levis, while the then Hon, Minister of Justice was walking ap and down the wharf drinking in czone. He afterwards said he “never surréndered,” and would not in this case; he said he was not afraid of the size, honor, muscle or education of Mr.Edgar; he never had his seat purchased for him by any provincial ‘legislature; he related the circumstances attending his impoverished condition on his arrival in Canada; spoke cf his popularity in bis own constituency, and concluded by inviting his accuser to ‘‘come on with his charges!” Sir Hector Langevin’s amendment was then put aud carried on division, The motion for a committee was then stbmitted and carried on a division of 150 to one, Mr.Haggart votiog against it on the ground that the resolution did not contain any special charges.Mr.Laurier moved to place Mr.Edgar and some one whom Mr.White might name on the committee without the power of voting, following tne English precedent a8 in the case of a charge preferred against Mr.Butt by Mr.Roebuck.A short skirmish on constitutional law then took place between Mr.Blake and the Minister ot Justice, when Mr.Ives put an end to it b7 objectiug to the motion as being out of order, which, on coumsideration, Mr.Speaker found it to be.After this matter nad been settled, the House went into committee and passed through that stage the bill to incorporate the Midland Bauk of Canada, and also a bilt to incorporate the Medicine Hat Railway aud Coal Company, which was algo read a third time. The Niagara Grand Island Bridge Company also passed committee and was read à third tie, A number of other bills were read a second time.Mr.Pope, in proteotion of the sea fisheries under the treaty of 1818.Negotiations in this respect were in progress.Mr.MceLelan, in reply to Mr.Jackson, said that tne Government had not, in anticipation of the C.P.R.paying them $20,000,000 within the next few monthe, given up to said company the $20,000,000 of lands held by the Government as security for said $20,000,000, to allow the company to sell these same lands to raise the money and pay to the Government. The Government do not iatend to do so.Mr, McL:lan, in answer to Mr.Charlton, said the gross public debt of Canada on April 1st, 1846, was $280,3837,812, and the net public debt on the same date was $205,025,890.Mr.Shakespeare moved for copies of all correspondence between the British Columbia Government and the Dominion Government respecting the fulfilment of agree- went on the part of the Dominion Government in the matter of opening up the lands in British Columbia for setilement.Mr.White, the Minister of the Interior, sald that he intended during the course of the year to visit the North-West and British Columbia, when by enquiries and examination on the spot he would.be able to determine upon the proper course to be pursued in connection with the Dominion lands in British Columbia.IRISH EMIGRATION STATISTICS.A parliamentary paper has keen issued containing the annual report of the Regit- trar-General for Ireland on emigration from Ireland during the year 1885.The report contains the usual statistics as to the numbers, ages, sexes, aud callings of emigrants, and the province and county’ from which and the part of the world to which they emigrated ; and the totals and percentages of the last 35 years are in many cases com pared with those of 1885.Tne number of patives of Irelani who emigrated in that year was 62,034, a smaller number thin in auy year since 1879, when the number was 47,060, and fewer by 13,820 than those of 1884.The total number of emigrants from 1851 to 1885 inclusive was 3,051,351, an average of 87,181 for every .year, so that the last year's return is below the average by 25,- 147.The number in 1883 was 108,724, the largest in any year since 1864.The annual average in the vears from 1852 to 1855 was 148,935; in 1856-1865, 88,272; in the next teu years it decreased to 74.667 y and in the last ten years it agaid decrease l to 67,357.Tue estimated population of the the landlords: —1It is our duty at once to humbly state our case to you before it is too late, the stock gone and land neglected. You are no doubt aware that we have been growing corn for vears at a loss.Every practical farmer will know that wheat cannot be grown in this country without loss under 83, and it is now selling under 5e, and the only means by which we have hitherto carried on was by the price of live stock, and now this branch has become as bad as corn, and by all appearances is likely to continue so when sgch preparations are being made to overwhelm our country with foreign stock.Taking into consideration the high tithes we have to ‘pay and the heavy parochial taxes, we are hopeless of being able to carry on unless there be a reduction in rents of at least 50 per cent. The land is becoming barren, farmers’ returns do not permit them to buy manure or to employ sufficient hands to till the land, and the result ts clear { before us.” THE MONTREAL HERALD AND DAILY COMMERCIAL GAZETTE, TUESDAY.the United States in preference to Canada.} should b2 adoptel. He had not the least Une hears speech nfter speech delivered in objection 10 any member, and members of THE LONDON ““ TIMES ” ON THE GLADSTONE GOVERNMENT.— {Times, March 22.] The position of Mr.Gladstone’s Goverc- ment js, we believe, without à precedent in Parliamentary history. An administration has been formed avowedly to deal with one great and urgent question, and on that question the Prime Minister has been separated at the outset from some cf his ‘most trusted colleagues. All othec legi:- lative business, it is acknowledged, must stand aside till the Irish difficulty has been settled in one way or another.Bui davs and weeks are passing, the Easter holidays are almost in sight, and yet Mr.Gla istone has not been able even to state when he will name the day on which he is to give a general outline of the iatentions of: the Government. The one point which has been made clear is that Ministers, if they have an opportunity of bringing forward their Irish policy at all, will proceed by bill, and not by resolution. Not even the preliminary steps, however, have been hitherto taken, and, by the suspension of the meetings of the Cabinet since last Saturday week, Ministers have been reduced to a state of torpor, except fur mere departmental work, The Irish policy of Mr.Gladstone, when submitted to his colleagues in phe rough, provoked a revblt which has ever siace occupied the attention of the country. The measures comprisei in it have obviously made no further progress, for the Cabinet has not met for ten days past.Mr.Cham.tain their offices, though there is not the emaliest reason to believe that the points on which they differ from the Prime Minister can ba: made the subject of ‘a compromise. The scheme in its entirety will have to be considered by the whole Cabinet, and if Mr.Gladstone is ill-advised enough to adhere to it, it remains to be seen whether the President of the Local Government Board and the Secretary for Scotiand will be the only Ministers with courage euough to vindicate the traditions of Liberalism and to defend the interests of the Empire. But, in the meantime, the Irish question is hung up, the vitality of Parliament is, for all practical purposes suspended, aud Ireland is given over to the dominion of the National League. The Parnellites alone can feel satisfied with the present state of affairs.Mr.Gladsione’s Government is dependent fur its existence on their votes, and they bestow their favor when contested questions arise, with a careful regard to the return they may expect from the sections awl interests they oblige.Yesterday, when the Ministry defeated Mr, Howard Vinceat’s motion on the Voluateer Grant by a narrow majority of 187 against 166, they owed their am- iguous victory to the assistance of Mr.Parnell’s vigilant and well-disciplined band. These achievements, however, may have an influence on public opinion not coatem- plated by the wire-puilers of the Lrish Separatist party. The Duka of Argyll points out in another column that the rejection of Mr.Finlay’s Bill last week was entirely due to the Irish vote, and that, getting aside the Parnellites, there was a clear majority of nine for tbe measure. It is certain that the Farnellites have no at- fection in the gbstract for voluataryism, and that if they had their way in a Parliament of their own, they would endeavor, beyond all doubt, to secure the endowment by the State, in one form or another, of the Roman Catholic Church, though without any of those wholesome restraints to whieh State Churches have been elsewhere subjected. How far EnglishRadicals and Scotch Anti-Estabiishment Presbyterians are content to work with auch allies and for such objects it is for them to settle with their consciences aud their constituents.Public opinion, however, will be justified in dis counting the support given %y the Irish Separatisis to any motion or measure, not because they are Irish, for, as the Duke of Argyll maintains, ‘ the vote of an Irish- “ man who is loyal to the Union and the Constitution is worth as" much on all ¢ questions as the vote of a Scotchinan or ‘“ an Epglishmaun,” but for reasons ap- paren.on the face of their own declarations end parliamentary conduct.* The vote “of a band of men,” says the Dake, * united by a distinct undertaking always ‘to vote together and alwaysin a spirit ¢¢ hostile to the constitution of the Unite “ Kingdom, is a vote always to ‘be estimated st the value stamped “upon it by .those men them- ‘“selves’”’ The presumption against the measures they support and in favor of the measures they oppose is greatly strengthened when we approach the question of the proj cted change in the constitutional relations between Great Britain and Ireland. Not only are the Paruellites, by the declarations of their chief, pledged to destroy the ¢“last link” that binds together the two islands, but it is for this object that they are sent ta the House of Coms mous avd subsidized by the enem:es of the British Empire on the other side of the Atlantic. It 18 necessary toremember this at a time when Mr.Parneil birnself is diplomatically silent, when his followers have received orders to be moderate in their speech, and whea Mr.Davitt, the associate of Patrick Ford and the eulogist of the Irish World, is welcomed at Liberal clubs in Eagland and Scotland, aë a “‘constitütional” reformer. The Parliamentary Fund, out of which Mr.Parnell’s followers receive tueir supends, is, mainly cootributed by the American Irish, who, at the same time and often through the same channels, testify by their subscriptions to their sympathy with other methods of la- horing in *¢ the cause ot Lrish nationality.” Yet it is upon the votes of thie party that Mr.Gladstone reckons {o give him a majority in the House of Commons when he { brings forward bis combraed:plan of Home Rule and land purchase.More ‘han three months have now ‘elapsed since the country wa3 amazed by the disclosure of Mr.Gladsione’s Home Rule tendencies, The subjzct has since been ineessantly discussed and examined from every poiut of view. But from the the Prime Minister there has not come a single word of explanation, argumsn!, or apology.Though his parliamentary career, splendid as no doubt it is, presents an unbroken uniformity of error in every successive forecast of the conciliatory effects of his Irish legislation, he now asks the eople of Great Brian to believe that h € has at last discovered the key to the mye- tery. What the solution is must be kept a secret till it is produced in solemn form. The Liberal party are to be prepared before band to accept their leader's magical remedies without demur and as an act of faith, and, in this expansive confidence, to stake, npou the success of Mr.(tladstone’s latest project, hundreds of millions of public money. The attempt to surprise the judgment and to coerce the will of intelligent and practical men, with the hope of purchasing the support of the Irish vote and of obtaining relief from Imperial responsibility, is not creditable to Parliamentary government. It is bad enough that it should be contemplated at all; 1t would be a disgrace as well as a dit- aster if it were, by any combination of chances,to succeed.Lhe egnimatical silence ct the Prime Minister, the coavulaive berlain and Mr.'Crevelyan, therefore, re- |- Creek, and are not surpassed in fertility by per agonies of the Cabiuet, the insolent domination of a band of Anti-Unionists, make up a situation for which no parallel is to be found in our Parliamentary annals. The letter of © A Fighting Liberal,” which we publish in anotber column, furnishes addi?tional proof of the growing discontent and distrust produced by a state of things incompatible with good government, or, it may almost be said, with any government at all, : ar Mem The impression that Miss Anderson is cold in her acting was complelely reversed last night.Mary has got the art of hugging down to a fine point.Up to within the pact two years she had a mechanical way of throwing her arms around her lover, much as a windmill would reach out in its slow whirl and swoop up an imprudent observer who had imprudently gotten within the reach of 1ts swoop, or as tall trees in the month of January catch at each other with their long, gaunt arms as though they were pushed to an odious duty by some resistless obligation. But it is different now, Mary hugs as naturally as an unsopnisticated country maiden would fold her arms round the object of her guileless heart’s tenderest love. There is no Græcc-Roman style or arme-length feature about it as represented last night, but a warm, ardent, clinging, rib-break- ng, shoulder-dislocating, never-let-loose squeeze that has a tendency to make THE SHINY-HEADED OOCUPANTS of the front parquet rows get up and sit on tha backs of their seats.Whea Mary throws her arms open aud closes them arousd the object of her adoration it looks like a white whirlpool of bliss, into whose vortex any animated object, from an automatic churn to a ruler of nations, would do penance for a lifetime to be drowned for one short, sweet, blissful minute. Her hug is gratifviogly barren of amateurishness ; it is a thiog of life, beauty, grandeur, an admirable creation that any man weuld be willing to lose his scalp to stand in with. And then when the tapering arms are well around their victim, the fingers are interlocked and spasmodic rqueezes gre apparent that put wild fancies of divorce and Paris green into the minds of husbands and fathers. It is a stimulant for the aged and infirm ; it is a sea of unfathomable bliss that the middle-aged LONG TO DRINK TO THE LAST DROP, and it is à hing that fil\\s the hearts of the youihs with'a wild and uutame hankering.1t iv a cyclone of happiness that any man would be happy to allow himself to Le caught up by and mopoed all over the ground with, from Honolulu tg Upernavki, Mary carries a kiss round with her which is so light and immatrrial that she stands in no danger of having to pay ex cess of baggage on it.It is a sort of “twinkle, twinkle little star” arrangement, that leads every woman who _has loved to wonder what it is.It is à kind of re- gerved affair, such as every married wc- man has, and trots out along the last of October, and uses to induce her husband to blow himself in oa a sealekin sacque. It is an emergency.A cold, cheerless, c’'ammy compound of carelessness and indifference, a thing that a man would prefer to receive on the back of his head or the bosom of his shirt, It SMACKS NOT OF ARDOR AND AFFECTION.It has no soul.It comes and goes, leaving no trace of its presence, exciling no sympathy, receiving no pity.It isa farce, without the spirit of humor, and devoid the tint of pathos. It is a sterile waste, cold and barren as a north sea iceberg, ur- reeling, heartless.Mary should learn to kiss, and kiss according to Hoyle, kiss so that after the deal ‘she would leave a royal flush on the cheek of the kissee. If Mary would pay a little attention to kissing she could cultivate au article that would cause the foutlights to pale with envy and make the etage car penter pound his ear on his tool chest with admiration. She is built right to kiss with stunning effect. Her lips are full and red; her neck is swar-like; she could approach a man from the rear, lean over his shoulder, look dowa through his eyes into his boots, glue her lips to his, draw in her breath, compress Ler lips for an instant, then euddenly part them-bitf! bang! and everybody would shut their eyes and y I.for somebody to turn tbe hose on them.Until Mary goes into (raining to imp ove the condition of her kiss there will be something lacking in her acting that cannot be entirely buried beneath the multitude of her charming accomplishments, sr IMPORTANT.Passengers arriving in the City of New York via Grand Central Depot save $3 Carriage Hire and Travsfer of Bagzage by stopping at the GRAND UNION HOTEL opposite suid depot.Passengers arriving hy West Shore Railroad, via Weehawlen Ferry, by taking the 42nd street Horse Cars at Ferry entrance, reach Grand Uvion Hotel in ten minutes for 5 cents, and save $3 Carriage Hire.600 Elegant Rooms, $1 and upwards per day, Luro- can Pian, Elevators, Restaurant, Cafe, unch and Wine Rooms supplied with the best.Prices moderate, Families can live better for less money &t the Grand Union than at any other strictly first-class hotel in the city.Guests’ baggage delivered to end from Grand Central Depot free.Erps’s C000A.—GRATEFUL AND {oM- FORTING.— By a thorough knowledge of the natural laws which govern the operations Of digestion and nutrition, and by a careful application of the fine properties of well-selected Cocoa, Mr.Epps hes provided our breakrast table witha delicately flavored beverage which may save us many heavy doctor’ bille. It is by the judicious use of such articles of diet that a constitution may be gradually built up until strong enough to resist every tendency to disease Hundreds of subtile maladies are floating around us ready to attack wherever there is & weak point, We may eccape many a fatal shaft by keeping ourselves well forti- tied with pure blood ard a properly nour~ ished frame.” Civil Service Gazette — Made simply with boiling water or milk, Sold oniy in nacket=, labelled— JAMES Errs & Co, Homæœopathic Chemiet, Landon, England.6 m d&w 239 Miscellaneous, =.THE GREAT DR.DIO LEWIS His Cutspoken Opinfon. The very murked testiimoniais from College Professors, respectable Physls clans, axe other gorilemen ef jutelilis sexco and charncter to the vaine fe Warners SAFE Cure, published in the sditorial eclames of cur best news papers, have greatly surorised me Many ef these genilemes X know, and raapiag thelrtostimony I was impelled to purchases sue boities of Warner's SAFE OQure end anslyso ft.Besides, J taok some, swnlrow:ag three times the prescribed quantity.I am satisfied the medicine is mot injarions, and wiki snnkly add that if I found mneyself the vistim of a ssrfous kidnoy trouble 1 should use this preparatien. The truth ts, tie medtc:) profession stands dazsed and helpless in the presence of more than ono kidney malady, while tro tes aiment of hundreds ofintelligens and vers repatable gentiemen hardiy leaves room to doubt that Mr.IE.EH.Warner has falien upon one of those happy dis coveries which cecasionally bring help of su ering hamanity.DIO LEWIS, [This Engraving represents the Lungs in a healthy state.)
