Montreal was, to-day, the least t xed city on the Continent, -nd it must realize sooner or later that if they were to have improvements they musttake means to pay the cot.The success of this work marked a new departure, which would lead them to improve matters so tha! they would not re-t savisfied until the low-lying level of th: ots had been raised and Montreal was placed beyond the reach of all inundations, (Cneers.) By this experiment they had found a remedy for tne evil, and he hoped it would lead to still better results.With regard to the Mayor s suggestion that increas taxation would have to be r-sorted L>, he had given him.The experiment showed that the idea was a practical one, and that the problem of putting an end to ivundations could be easily solved, provided sufficient money was granted for the Inundated by the Overflow of the Em- bankmeunt\u2014The Innundaiion Came mitiee\u2019s Works Protect Griffintows.The long expected spring flucd came yester day, aud although the preparations for its coming prevented tbe dwellings in the low lying districts of the city proper from being flooded, still the residents of Point St.Charles and some of the out lying municipalities in that direction are suffering from an inundation only slight\u201d ly, if at all, less serious than the disastrous one of last spring.dhortly before ten o'clock yesterday morning the biggest ice shove witnessed for years took place along the entire length of the city front.In a few seconds huge masses of ice were piled along Commissioners and Common streets demolishing every article in their way.Almost at the moment that the 8hove occurred, the two streets named were flooded to the depth of several inches, and later on was rendered almost impassible.This of course, immediately flooded all the cellars un Commissioners and 8t.Paul streets that wer» east of the dam at St.Anns\u2019s market.This sudden rise of the river s:nt the water up at the outside of the dam on Commis- sl.ners street to within six inches of the surface, and for a short time fears were entertained that the pumping would be of no further service.This, however, was found to be not correct for the two pumps kept steadily decreasing the water on the inside of the Shortly before three o'clock these two pumps were stopped by an accident.The pin of one of the piston rods broke and immediately the piston was driven through the cylinder head.A gang of mechanics were quickly :t work vo repair the damage, and while this was being done the engine was again started with tone remaining cylinder, but of course this could not work the pumps re rly to their full capacit-.Shot t :ough the sroppage had been, s>ver- al cellurs .n Griffin Towa were flooied with the sewerage.Wh-n the pumps started again this water quickly disappsared, up to about seven o\u2019cloc«-, Commissioners and Common streets remained flooded und unpa- able, but at hours the water began to go dowu.At nine o\u2019clock it again began to rise and at id-night these streets were again flooded and impassible, there being nearly a foot of water above the roadway at the Messrs.Allan's office.POINT ST.CHARLES.The state of things in Point St.Charles is very unpromising.Oa Thursday night, bz- tween 12 and 1, the water began to rise rapidly and entered the cellars to the height of several feet.Later on it abated a trifle, but yesterday morning it again rose, flooding a large portion of the streets lying near tne r ver and entering tae Grand Trunk works to the depta of 18 inches, thus stopping all work.The stores department aud foundry are also under about two feet, and present a woeful spec- rv tacie.The bauk which was but near the rifle butts by the Inundation Cummitlee a a recautionary measure was almost eutirely destroyed.Nearly all the houses lying between Favard street and the river are more or less flooded and in many cases the inhabitants have had tr move out.The most imminent danger at preseat is the chance of the \u201cTail-race\u2019\u2019 giving way nea) the wat-r works, in which case the wuole of St.Gabriel Village wil ve under about five 1eet of water, and as that point isstill lower, the effect will be disastrous.Atl present the water is within less than a foot of the top of the bank, and the pressure is consequently tremendous, especially where the bank is weak from last year\u2019s breakage near the b-idge.The Si.Cunegonde water works are flooded On Wellington street, over the railway crossing, the water is steadily rising and has already covered the sidewa ks and middle in any places, making it difficul- and in some cases impossible for the pedestrian 10 reach the houses on each side without getting wet.Boating and rafling are going merrily on where the water {3 deep enough to admitof it.The preparation made in anticipation of the floud have saved the loss of a great deal of property such as was destroyed last year, notably so in the Grand Trund works, aud the worst at present to be feared is cons durable inconvenience.The eff,rts of Lhe Inundation Committee { have not apparently been of much benetlt to the Point, both the pumps being flovaed ont, the Mill street one belug the only one at work at a late hour last night.The water in the streets has risen steadily through the sewers, as well a8 coming in from the river overtlow.THE GRAND TRUNK TRESTLE.On Thursday afternoon the ice jam crushed the trestle work at the Mntreal elevator on Mill street, doing damage to the amount of about $1,000.Tals trestle work, which was buiit by the G and Trunk Railway, was only complete 1 about three months azo at a cost of between $5,000 and $3,003.All communication with the elevator is cut off and one or two of the company 8 cars are left standing at the wrong side.FLOOD NOTES.Yesterday morninz two fuolhardy individuals, at the risk of their lives, made a trip over the icy hummocks from the foot of Jacques Cartier Square to the Victoria Bridge, and to the surprise of ali return=d in safety.; Yesterday evening à man, accompanied by a large dog, proceeue : in spite ot co .ntless warnings to cross on the ics to St.Lawbert.He was seen to get far out on tue riverin safety, but darkness closed before it could be seen if he reached the other shore, At one o\u2019cluck this morning the Alblon Hotel reported one foot of water in the cellar, and water rising slowly.Mr.D.Barry, President of St.Patrick\u2019s Society, visited Point St.Churles yesterday to ascertain if any relief was needes by the sufferers by the flood, aud will again visit the inunaated Up the City, As Shown by the Tenders Re= ceived by the Light Committee.Interesting Figures Showing the Relative Cost With Gas.The Light Committee have received tenders from three companies to light up the city with thegelectric light.These companies are the following: Canadian, Craig, and Royal.The Committee submitted the tenders to their chairman, Alderman Rainville, for examination.Through tha authority of that gentla- man TAE HERALD is enabled to give the substance of these'tenders as compared with tLe present cost to the city for lighting by gas.The first tender received was that of the ¥ CANADIAN ELECTRIC LIGHT CO.The company, according to their tender, will supply electric lights of 1,500 candle power for thirty cents per night per lamp.Supposing that one electric light will displac> six gas lights (this is below the average as shown in the tender of the Royal Company), it would require 500 electric lights (to replace the 3,00) gas lamps now in use), and would cost $564,720 as against $60,0.0 (the price now paid for gas at $20 a lamp), maki ig a difference of $5,480 in favor of electricity.By comparing the light given by electricity and gas the following result 1s obtained : Five hundred elactric lights at 1,500 candle power give 730,000 candle power, and 3,00) gas lamps at 16 candle power give 43,00) candle power, making a difference of 702,000 candle power in favor of electricity.That is to say, that the city could obtain 15 times mere light for $3, 480 less money.The second tender of this company is for incandescent lights of 120 candle power, which \u2018hey will supply for $2) each [same price a- gas, but giving seven times more light than gas].The company ask for six months to have the system in full operation after their tender is accepted.CRAIG ELECTRIC LIGHT CO.The Craig Electric Light Co.sent in two tenders.By their first tender they offer to supply light of 1,600 candle power to light up St.James, McGil, St Lawrence, St.Catherine, Notre Dame and Craig steels for $33,4:2, or 55 cents per nizht for each lamp.Supposing that ene electric light replaces six gas lights, the Craig tender would cost $100,373, or nearly double the price asked by the Canadian Electric Light Company.Asto the candle power the difference In favor of the electric light by the Craig system would be 752,000 candle power.By their second tender the company offer to supply 2) candle power incandescent lights for $22 each per annum.Tais would cost more than gas and would not give much better light.As compared with the Canadian Electric Light Company\u2019s tender the Craig tender is six times more costly.ROYAL ELECIRIC LIGHT COMPANY.The Royal Electric Li:ht Company offer lights of 2,000 candle power for 60 cents per night.From the tender mad: by thls company the
