William Henry, was prevented from running as a Unionist candidate, LORD HARTINGTON’S IMPORTANCE, LoNDoN, July 16,.—The Zumes argues that there is a singular lack of personal weight among the Conservative leaders, and this necessitates a Conservative-Lib- eral-Unionist coalition.“The Conservative party,” adds the Zzmzes, “ will be less strong than it wes hoped it would be.‘Whether Lord Hartington joius the Government or not the Government will be compelled to take him into its counsels and ask bis assent to its measures ; it must, in fact, adopt his proposals and accept his terms, Surely the only satisfactory method for Liberal-Unionists is tu become part and parcel of the Government, The formation of such a coalition, however, would in no sense mean a permanent obliteration of party lines or that Lord Hartington had become a Tory,” SURMISES AND PREDICTIONS, A Conservative Minis'ry may now be regarded as certain, What everybody is asking, is : “Will Salisbury adjourn Parliament before introducing his Irish policy.” If Gladstone resigns early next week Salisbury can form a Cabinet before the second week in August, when Parliament will probably meet, He may then simply get a few financial votes passed and adjourn till October, or he may tackle the Irish problem immediately and fight it tbroughout the autumn session, The former course is much more probable and he will need to decide.All members are anxious for a rest after the fatigue of the elections, If the latter course is adopted, very stormy scenes are certain as the f’arnellites and extreme Radicals will unite in pushing obstruction to its utmost limit, NOT COMPLIMENTARY, LoNpoN, July 16.—Mr.Gladstone, in à letter to a friend, uses the following expressions : “I am amazed at the deadness of vulgar common opinion to the black- guardism and baseness which befoul the history of the Union, It is an open question in my mind whether, if this folly lasts, the thing may not contribute to a repeal of the Union.” W.J.Reynolds, Parnellite, has been reelected for East Tyrone.Arnold Foster, in a public reply to Mr, Taruell’s letter of the 13th inst, denying Lord Hartington’s assertion that the Par- nellites and Fenians were in lesgue, claims to have in his possession a copy of a letter written on Mr.Parnell’s behalf by Case Re-opened—Dilke’s Witnesses Will Deny Most of the Circumstances of Mrs.Crawford’s Confession—Sir Charles on @ath Denies Mrs.Crawford’s Allegations.Lownox, July 16.—~The re-hearing in the divorce case of Crawford agains; Crawford and Dilke, re-opened by Queen’s Proctor, was begun to-day.Sir Charles Dilke co-respondent was present, as also were Mrs, Crawford and her sister.The court room was crowded, The counsel for Queen’s Proctor, in opening the case, asserted that the servants mentioned by Mrs, Crawford in her confession as being present or witnessing her meetings with Sir Charles Dilke, at his house or elsewhere, did not confirm Mrs, Crawford's statements in any particular.Sarah, the maid who Mrs.Crawford said dressed her in Sir Charles’ apartments after his departure from the apartment there, denied, the counsel said, that she ever did, as Mre, Crawford alleged.The French woman Fanny, who Mrs, Crawford confessed brought her into relations with Sir Chas, Dilke, had disappeared, but Sir Charles himself would testify and show that be was not with Mrs.Crawford on dates she alleged he was in company with her ; and Fanny, the woman who kept a house on Warren street, wherein Mrs, Crawford said she met Sir Charles, would show that the respondent never slept there as aileged.Sir Chas, Dilke’s coachman would show that he never stayed long at Mrs, Crawford’s house waiting for his master to terminate his visits to Mrs, Crawford.The coachman would further testify that he could have seen if anything wrong had been done in the room where Mrs.Crawford received Sir Charles in her own house, as the coachman from his box could easily see over the whole area of the room.Mrs.Crawford adheres to every statement made in her confession, Sir Chas.Dilke being sworn, denied totally all allegations concerning him made by Mrs, Crawford, Continuing his testimony Sir Charles Dilke declared that Mrs.Crawford’s con- fersinn was au act of deliberate conspiracy against him, He accounted for the animus prompting this conspiracy by saying that he had once, through a friend, advised Mrs, Crawford with respect to an intrigue she then had with Capt.Forster.The Captain learning of this advice charged the witness during an interview in 1885, with trying to blast his (Forster’s) character and challenged witness to a duel.The witness declined the challenge and treated the affairas utterly ridiculous, The witness then proceeded so furnish evidences suggesting Captain Forster and Mrs, Forster finding that House 9 Represeutatives-Members Call Each Other Liars on the Floor of the Chamber, and Resort to Fistioutls in the Lobby.WASHINGTON, July 16.—Quite a sensation was created in the House this evening by a personal encounter between representatives Cobb, of Indiana, and Laird: of Nebraska, growing out of charges made by the former on the floor of the House to the effect that the Nebraska member had been concerned in a land ring, Representative Payson, of Illinois, a member of the Public Land Committee, was explaining to Representative Gilfilan the effect of certain Senate amendments to a bill intended to protect the rights of homestead settlers, when Representative Laird leaned from his seat toward the party and asked : “ Why do not you fellows referring to the Public Lands Committee do something to break up the land ringsin the south instead of raiding upon the north,” Br.Payson replied that that was what the Committee was endeavoring to do.Mr, Cobb undertook to defend the Committee, of which he was the chairman and ar- renging passage occured between him and Mr, Laird which ended by tae latter gentleman calling the former a liar.Witnesses say that Mr, Cobb declared that Mr, Laird did not dare to come outside and repeat this language.Mr.Laird is said to have replied that the gentleman could not get out soon enough for him, With these words the pair started through the lobby into the basement, Someone called Mr.Payson’s attention to their exit with the statement they were going outside to fight it out, Thereupon Mr, Payson hurried through the doorway and coming up with the would-becombatants on the stairwey caught MM.Coun by tae collar and remonstrated with him for pursuing so boyish and foolish a course, He succeeded in getting Mr, Cobb to retrace his steps so far as the west door of the lobby.Mr.Laird, following, the controversy, broke out afresh.Recurring to the charges Mr, Cobb had made against him ina speech several weeks ago.Mr, Laird angrily declared Mr, Cobb was a “D-——n liar,” Mr.Cobb rejoined that Mr, Laird was a erjurer, but the words had hardly passed Bis lips when Mr.Laird struck him a heavy blow on the mouth and nose.A stream of blood trickled down Mr, Cobb's face and he was thrown backward against the doorway, A crowd, which had collected, interposed and the combatants separated, Mr, Laird taking his seat in the house and Mr.Cobb reclining in an easy chair in the lobby, where he was surrounded by friends, The bad feeling between the two members dates back some months, ACCIDENT TO if not fatally injured.Two, whose names are not given, are buried beneath the wreck in the river, and were doubtless killed instantly, A wrecking train has left for the scene, Troubles in Mexico, New A Bad Breakdown, It is a common thing now-a-days to hear one complain of feeling all broken down with a faint, weary, restless languor, with strength and appetite nearly gone, and no well defined cause.This is general debility, which Burdock Blood Bitters promptly relieves, and most invariably cures, KEW YORK’S FREE BATHERS, Ten Thousand Females Dip Every Day.Nearly seventy-five thousand men and boys take 8 wash 1n the free baths of New York city on the days set ‘apart for them.The number of women and girls who avail themeelves of the opportunity to dipin the salt water on any of the days allotted to them is not, it is estimated, more than 10,- 000.There are eleven of the free bathhouses located at different pointe, but the most popular and that upon which the greatest demand ie made is No.2, at the Battery.Brooklyn, the Fourth Ward and the extremest parts of the city eend patrons io this bath, and in consequence its trough is crowded from morning until night, whether it be ladies’ day or not.On ladies’ days, though Mondays Wednesdays and Fridays — the place is as quiet as a graveyard compared with the explosive, shrill an otherwise noisy character of the days when the boys gather by the river and fight for entrance to the bathe.A World reporter visited No.2 on Monday and had a peep into the trough.There ara natives on guard and womea attendants, who are assisted by patrolmen.An idea may be had of the picture within when the reader is informed that some of the stoutest females of the south end pass acroes the bridge and into the dressing- rooms, whence they emerge in swimming suite that from coutinuous shrinkage have grown so small that the but tons are continually threatening to fly off at a tangent.There 18 nothing gay or gaudy about these costumes; they are plain, cheap-and strosg.Besides the fat women there are plump girls who invade the trough and swing on therope, and tae smaller trough is given over to youngsters who are not more than seven or eigat years old, Many of the women are good swimmers and some of the small girls are wonders.A seven-year-old miss with auburn hair, who lives in Washington street, but is otherwise unknown to fame, is one of the most graceful of the swimmers who frequent No.2.She can dive and remain under the surface longer than a Bowery museum water queen.SKIN DISEASES Are of two kinds: firstly, those which are only skin deep (which are not now to be considered); secondly, those which are caused by a bad state of the blood, and which attack various parts of the body in different ways.n disease shows itself in the HEAD, sometimes in the form or Dandruff which no amount of brushing and combing will get rid of, and sometimes in the form of Sealy Eruptions.In the NECK, by an enlargement of the glands (commonly called Glandular Swellings), which if unchecked become ver.unsightly wounds, In the ARMPITS, an the inside of the ELBOWS, by an inflamed Roughness of the Skin, which Îs very painful when washed.In the HANDS, by deep racks or Fissures, which, if healed for a Low ys, speedily open again, or by horny-look- ing patches.” In the LEGS, by Ha Shiny and Inflamed Swellings, or by wounds more or less deep.And on the BODY, In Red Scaly Patches, which as often as rubbed off, form again, or in the discharge of athin water fluid of a very disagreeable nature.In a these cases the trealment must be twofold.An Ointment is required to reiieve Itching, and Medicine must be taken to change the state of the Blood, and render it pure.Both these requirements are supplied by Dr.Roberts’ Celebrated Medisines, The OINTMENT called THE POOR MAN'S FRIEXD,” And the PILLS called PILULÆ ANTI-SOROPHUL.A OR ALTERATIVZE PILLS These two Medicines have now stood the test of 100 years’ trial, having been introduced to the pnblic in the latter part of the last century.They may be obtained of all Chemists, or of the Proprietors, Minister of Marine and Fisheries, and a correspondent of the New York Sun, held at St, Andrews, N, B., the Minister is represented as stating that no change has been made in the orders for the enforcement of the fishery laws; and inregard to the orders issued to collectors of Customs and captains of cruisers, the following conversation occur- 10d; # Are the orders given to collectors of Customs and the captains of cruisers identical regarding the enforcement of the treaty ?” ‘$ Not quite.Each, you know, isappointed for a special purpose, and for that reason we have not given the collectors of Customs so rigid orders as we have given the captains of cruisers.Many of the collectors, while good men for their work, are not exactly the men who would be selected for the rigid enferce- ment of the fisheries treaty.They have not been selected for such discretionary.work.They look out for violatcrs as closcly as they can.Theirorders are to hold a vessel believed to have violated the tieaty till the matter is reported to Ottawa for advice.It is of less injury to detain a vessel twenty-four hours than to allow Customs officers to make seizures on the amount of information they can at first obtain.” “ Are the cruisers under similar orders regarding first reporting cases to Ottawa?” “Not quite.They can make seizures without such delays.When the crulsers are sent out they are given the orders that have been prepared for them, and they are also inuter- preted to them personally, that they may not be conetrued differently by the different captains.These orders are all private, and have rever been made public, although I rave geen published what was reported to be the orders given to the crulsers and collect~ ors.If Mr, Foster wishes to be understood as repudiating the authenticity of the copies of the orders to the collectors of Customs that have been made public, he is doing & very improper thing.There is not a shadow of & doubt of the correctness of those copies.They have been before the public in the newspapers for a month.They appeared in journals friendly to the Government, and their genuineness has not been questioned by the Customs Department or the Marine and Fisheries Department, unless Mr.Foster is to be understood as now challenging it, which we can scarcely think likely.We have not seen in print what purported to be orders to the croisers as the Government have not seen fit to allow these to be made public, but it was not possible for them to send out instructions to scores of Collectors of Customs without these finding their way into the newspapers, As a matter of fact, they were given to the newspaper men in Halifax and were telegraphed by them all over Canada a month ago.The first of these circulars sent to the Collectors of Customs by the Commis- missioner of Customs and representing the Government poliey contained the following instructions :— Having reference to the above you are requested to furnish foreign fishing vessels, boats, or fishermen found within threemiles of shore within your district (for oiher purposes than those of shelter and repairing damages, of purchasing wood and of obtaining water) with printed copy of the warning enclosed.If such vessel or boat caught fishing, preparing to fish {or violating the provisions of the convention of 1818, BY SHIPPING MEN OR S8UPPLIES, OR TRADING], Or hovering within the three mile limit, does not depart within twenty-four hours after receiving such wdrning, you will place an officer on board such vessel and at once telegraph the fact to the Fishery Department at Ottawa and await insiructions.(Signed) J.JOHKSON, Cummissioner of Customs.We have bracketed the portions of this Circular No.1 which were omitted fromCir- cular No.2, subsequently sent to the same officiale.Circular No, 2 reads as follows :— Having reference to the above, ysu are requested to furnish foreign fishing vessels, boats or fishermen found within three marine miles of shore, within your district, with & printed copy of the warning enclosed herewith.If any fishing vessel or boat of the United States found fishing or to have been fishing or preparinz to fish, or of hovering within the three mile limit, does nol depart within twenty-four hours after receiving such warning, you will please place an officer on board such vessel and at once telegraph the facts to the Fishery Department at Ottawa and await instructions.It will be noticed by an examination of the suppressed {bracketed} portions of Circular No.1, that all matters relating to THE COMMERCIAL SIDE of the fishery question have been taken out of the hands of the Collectors of Customs, the offences which they are permitted to deal with relating exclusively to fishing, preparing to fish and hovering within the three-mile limit.Mr.Foster says the Collectors have ordera * to hold a vessel believed to have violated the treaty, etc., but as a matter of fact the orders to the Collectors restrict them to the class of violations which we have just named, alleged violations,such asthe purchase of bait, shipping men or supplies, having been eliminated from the instructions, Moraover, while Mr, Foster takes the ground that the Collectors “are not exactly the men who would be selected for such discretionary work” as is involved in dealing with violators of the treaty, yet the terms of the orders given thera show that, on the face of their instructions, they are expected to deal with the very gravest of offences that can be committed by trespassers, the acts of fishing, preparing to fish and intruding in Canadian waters.But we are prepared to admit that the Collectors are actually tied up in all these The Circular says “ do your duty, protect the fisheries,”” while the methods are such as to prevent the possibility of any seizure by these officers for The Collectors are not themselves to seize ; they are simply to warn the violators off ; and these are given matters.illegal fishing.THE MONTREAL HERALD AND DAI rr ——p——— J 24 hours to depart.Nothing can be done ! 81,000, and then the time was considered for 24 hours—not a finger raised against the offenders.A vessel caught fishing may be warned, but her crew may continue their offence for another twenty-four hours ; tèere is nothing in the instructions to the Collectors to show that anything can be done to her until the 24 hourg have expired, when, of course, she wil] leave and there can be no capture, This loophole which the Government have left for the escape of the United States fishermen accounts for the fact that, with the waters of the Maritime Provinces alive with United States fishing craft, not a single vessel, since the capture of the “Adams ” and “ Doughty,” has been seized for violating our fishing laws, although aeveral bave been fined for violat- ingthe Customs laws.It must be admitted, therefore, that the Government bave succeeded wonderfully in showing “how mot to do it.” But what about the cruisers?Their domain is the fishing grounds.They are supposed to be abroad, oun the watch for trespassers, Mr.Foster will not tell us what the instructions to the cruisers are—these, he says, are private, ” though why their principal orders should be we fail to understand.He also tells us these orders are more * rigid” than those given to Collectors of Customs.The cruisers can make seizures without such delays as hamper the Collectors, They have, he assures us, a free hand.The Collectors, having been so thoroughly tied up by the Government as not to have been ableto effect a single seizure for illegal fishing, we might reasonably suppose that the captains of the cruisers, having all power, would effect something.Hundreds of U.S.vessels have been fishing illegally under their noses — that is admitted on every hand; and, by the way, in corroboration of this statement we find the following ina Maritime journal, a Government supporter, the Chatham, N, B,, World, that came to hand yesterday :— Of Escuminac, on Friday last, I saw a large vessel busy all day seining mackerel.At six p.m.,I ordered a crew toman a boat and proceeded to the place where the vessel was, about five miles from the east of the Bar buoy.Boarding the vessel we found the catch enormous.They had the past few days caught and cured 300, bbls, and haa in the pocket alongside some 160 bbls,, waiting thelr turn for the knife.This was a sight worth seeing, The water inside the pocket was fairly boiling with the finny tribe.On Sunday and Monday, about 4) to 50 (vessels) Americans were busy catching fish, The Terror is badly wanted here.If the headlands are, as the law reads, three miles from Escuminac Pt.to three miles to east of Miscou, these vessels have n > business there, but our neighbors don’t read the law as we do—hence their impudence—to fish where they please, The Government ought to man and arm one of our tugs and send it to the scene of depredations.This state of things, according to the reports many times repeated in journals friendly to the Government, has existed for the last month ; and the Government cruisers, with the “rigid” instructions and full powers, have not made a single capture of these vessels! The Customs Collectors are bourd hand and foot, and the cruisers do nothing, Those who imagine this is due entirely to accident must bo very unsophisticated.It is not possible.There must be an influence at work which is not for the interest of Canadian fishermen.If this were not so, the energy of the Government would not be frittered away over petty violations of the Customs laws, while illegal fishing is going on everywhere, the fishery laws being violated daily and hourly with impurity.It is this sort of thing the Minister of Marine and Fisheries ghould explain, It is in this’ direction his duty lies.Do the Government fear to grapple with the very heart of the question ?And if ao, why ?What unwbolesome influence is operating, leading them to sacrifice the great advantages we hold, while befooling the people with pretended zeal in matters of no consequence whatever 3 rer ANOTHER, BUT NOT 50 BOLD A * BOY.” Mr, White, of Hastings, Mr.Beaty, of Toronto, and other victims of opposition research, complained during the season that it was unfair to drag them before the public gaze on account of their transactions with the Government, because, as they alleged, there was nothing singular in their conduct,—* we all do it.” And it must be admitted that a¥ one time it seemed probable that, given the necessary time for discovery, a limited number only of Sir John’s friends would be found able to exclude themselves from the sweeping assertion above mentioned.Fortunately, for them, the session closed tolerably early.Buf another name has been added to the list of those that will probably be missed after the next election.In a speech delivered at Kendall during the week, Mr.Blake said facts had recently come to his knowledge concerning the Ottawa, Washington and New York Railway Company that, when related by him, suggest the explanation for Dr.Hickey’s vote having been invariably given on the side of the Boodle- baggers on those several occasions when boodlebagging was on its trial, either in committee or in the House.It appears that the Ottawa, Waddington and New York Railway was promoted by a gentleman named Keefer, an able man, but lacking the necessary influence at Ottawa to put his charter on a merchantable footing.Dr.Hickey, the member for Dundas, was therefore approached, and by his interposition the O, W.and New York Railway Company was invested with Government patronage without which railways are but dead sea apples to the promoters, Dr.Hickey was furnished with stock and was made President of the Company, and in due course $3,200 a mile was given as a free grant by the Government of which Dr.Hickey isso steady a supporter.Then the village of Morrisburg was induced to take $10,000 worth of stock and to pay up ripe for selling out.A proposal was made to some New York capitalists, a noticeable feature of which was that $15,000 was to be paid to the order of Dr.Hickey to meet some ‘honorable engagements.” But there was an evident desire to eat the cake and at the same time to keep it for a stipulation was made that 8 majority of Hickey’s Board should be returned “to protect their interests,” and $50,000 was to be put up to be forfeited to Dr.Hickey (for self ef al) in the event of the New York men not fulfiling their agreements, The men who were to build the road were to get two-thirds of the stock, the entire amount being $1,500,000; and the other third $500,000 was to be retained by Dr.Hickey, for self e# a/.Finally, these gentlemen stipulated for a liberal bonus in bonds of the first issue or cash—mark you, or cash—for labor expended—and good will.‘Thisis not a bad bargain— $15,000 in cash plus $500,000 in stock and a liberal bonus “ in bonds—or cash?—for getting a number of friends at Ottawa to say “carried” on a few occasions and for inducing Sir John to give them $3,200 per mile of the public money.The proposition, perhaps, lacks the farsightedness that distinguishes the views of the elder *“ Boy,” because in his proposal, as explained by Mr.Woodworth, there was no mention of stock of problematical value ; it was cash throughout ; but for one who does not claim to have evinced “much grasp! in his earlier youth, Dr.Hickey promises well.As a member of Parliament his usefulness is, perhaps, not what the country and his constituents have imagined it to be, for with this debt of gratitude for the O.W.& N.Y.charter and grant before his eyes, Dr, Hickey was not quite in that position of independence that our constitution premises every member should be.a A DISAPPOINTING SENATXE.The Senate of the United States has “gone back” on TrE HERALD, so to speak, in a very ungrateful manner.We have been praising them; contrasting their merits with the demerits of the crimson chamber at Ottawa, proposing that the Upper House of the Canadian Parliament should be elected because the United States Senate, which is elected by the State Legislatures, has done so well during its lifetime, and generally applauding them, when the news comes from Washington that a Senator hes been charged with a piece of rascality and the Senate refuses to allow the matter to be investigated.We are quite used to this sort of thing in Canada of late ; we know that some one will be on hand witha whitewashing report, or that the House will refuse to appoint a committee of investigation, but we had thought that the United States Senate was above all this, and that the scorn of the world was directed only at our Parliament, It isalleged that Mr, Payne, & Senator, from Ohio, owes bis election to the Senate to the fact that a large sum of money was used amongst certain members of the Legislature to elect him, The Legislature of Ohio makes the charge that the seat was bought, and the Senate Committee on Privileges and Elections reported against holding an investigation, This 1s a most discouraging episode in the United States Senate’s history, Fortunately, as Sir John has more than Once told us, we do not “ draw our inspiration ” from the United States, so that our Senate is not to plead this fall from grace at Washington as any excuse for pranks like that of the Northern Road bill, though, to be sure, they may excuse themselves for this on the ground that the master told them to pass it na a peace offering for his having suggested that a certain M.P.was little better than a blackmailer We sincerely trust, however, that the Legislature and press of Ohio will continue their assaults on Senator Payne until he has either established his innocence or they have taken his Senatorial scalp, so to speak.ee THE “ WIINESS ” BREAK DOWN.The Witness has given its readgrs to understand that the explanations msde by the Gazette concerning the $4,000 paid to Mr.MacMaster in the McLachlan affair were false, Day by day it has spoken of some explanation, other than that given to the public, which it alleged Mr, R.8.White had made to some other mysterious person.It has hinted at knowledge which it possessed, and at its ability to show the truth of its statements if it could only get Mr.R.S.White under oath, We expressed our disbeliefin its having any such knowledge ; the Gazetée point blank denied its assertions and insinuations, and now it turns out that the only ground for Us statements is that Mr, R, S.White had said to Mr, Mason, the editor of the Bulletin, that “he knew where the bulk of the money went.” The Gazette has said that it went to pay the fees of the lawyers engaged by McLachlans; a partner of that firm said the game thing ; and the lawyer to whom it was paid tells the same story.Moreover, the managing editor of the Gazette has expressed his willingness to repeat his statement on oath, On this feebls foundation the Witness hasattempted to buildup its story, It still expresses a desire for the opportunity to show something if it could only get the matter into the courts.Well, the Gazette has called the editor “a slanderer and a liar;” let him proceed on that and glve the Gazette an opportunity of proving it, or of the Winess eliclting those facts that it says it is in a position to prove.But however it may twist and squirm, last evening's issue of the Witness shows that it bas been sent to grass, that its case has utterly collapsed, ~— 1 A CHANGE OF INDIAN SYSTEM.Tho Government have decided not to ) recognize any Indian chosen by Pound- maker’s band as a successor to the recently deceased chief, the intention being to gradually aboliah the system of chiefs amongst the treaty Indians.‘This is a move in the right direction, if it is part of a system ; but if the bands are to be left in their customary relationship towards the Government itis not.It would seem to indicate that the department has determined upon adopting the plan of severalty holdings, and of the Indian taking his place in the community as if he were à white man, Or it may be the intention to gather the Indians together in one reserve and gradually educate the children out of their aboriginal state.In either case it is evidence of the fact that some thought is being given at Ottawa to the subjeet of the Indian’s future, and a little investigation into a matter which must be entirely novel and surprising to the present Superintendent-General, will reveal to that gentleman many curious facts with which Le has not been acquainted and unfold a picture, the lights and shades of which will quite astonish him, eee IT WAS REPORTED THAT an extradition treaty had been signed by England and the United States, and that some of its clauses had been directed against the Socialists, Terribly alarmed at such a possibility, one of the gentry who furnishes the country with cablegraphi, news from England, rushed off to ascertain the truth, and hastens to express his relief by cable at finding that the report is an exaggeration, Had it been anything injuriously effecting the more orderly classes of society, the cablegram would have been in a joyous tone, exaggerated, highly colored, and made as sensational and as agreeable as possible to that class for which these two or three American- in-London correspondents cater,and which Canadians are more or less compelled to read.eee Tar Boston Advertiser sas :— * Every day records some new outrage or unjust assumption of the Canadiansin the fishery matter.Every day also records the act Sage Secretary Bayard doesn’t do any- There is no occasion for his doing anything ; ; Dr.Roy, W.Messier, B.Wil- lett, Jos.Riendeau.J.R.Remington, Chas.Larin and others.’ Mr.Mercier proposed Mr.Bruno Nor- maudin as chairman of the assembly, who was unanimously elected.HON, MR.MERCIER was the first speaker, and was enthusiastically received.He said that he was glad to see the harmony which reigned in the County of Chambly, seeing they had appointed an old Conservative, who was now a Nationalist, a8 chairman of the meeting.The object of the meeting was to choose a candidate to replace Mr.Benoit, who had lately accepted a situation as superintendent of the Chambly canal.He could al- read see that the spirit of the people of the County of Chambly was the same as he had noticed everywhere.This was the .firat federal election since the 16th of November, 1880.The federal goverument had put the question frankly, he could say loyally, to them.Mr.Benoil had voted with the Government oa the execution of Riel; he had been well paid for his treason, and now the Government had put the question plainly whether they approved or not of its action.He would also ask them as plainly as the Government whether they approved the hanging of BiRel,?(Cries of no no.) The speaker said he did not know the electors of Chambly very well, having had very few occasions of addressing them, but he knew them well enough to know that they would not approve of the acticn of the Government.There had never been a more important election in that county.The honor and the welfare of the county were concerned, and the whole Province of Quebec would applaud or hoot them on the 30th July, The bargain be~ tween the Government and Mr.Benoit had been a plain one ; he had voted with the Government on the Riel question in consideration of the position he now held as superintendent of the canal.He had abandoned everything, his honor and the respect of all who knew him, for the position.Meetings had been held everywhere, all very enthusiastic and patriotic.‘““ We understand,” said the Government, ¢ you cannot be re-elected, but we will give you a position.”” Fortunately, although Mr.Benoit could basely sell himself he could uot sell his constituents, unlesa the electors of the County of Chambly approved bis conduct.National hoaor was an indis- ensible quality for a people, and if the rench-Canadians had lo-t their sense of honor entirely, these elections were uaeless, and it was better to abolish those legisiax tures, and abandon those rights of the pec- ple which their fathers had fought for.He felt sometimes discouraged, but now he felt more strength and vigor when those old, lif:long Coneervatives fall into the ranks with him to support the same causa.He said that within a very few weeks he had travelled 1,200 miles across the country, and everywhere he had seen that same feeling against the Government, which wasreassuring.In conclading, the speaker prayed them to be at thetr post on the day of the day of the election, acd by their votes do their duty to their county and country, and thereby punish those who had been traitors to their country.(Applause).The next speaker was MR.GEORGE DUHAMEL, who said he thought no one of them was surprised to see him speak 1mmediately after the leader of the Opposition.Since the 16th of November last he had not changed from a Coneervative to a Liberal, but he bad joined the National party, to follow the impulse of his couscience, He would not speak to them of the North- West affaira; enough or too much bai already been said about them.No, he would go to actual facts, and speak of their late representative, Mr.Benoit.Every one remembered that famous telegram which Mr.Benoit had sent to Sr John A, Macdonald, saying the Quebec Government would not take the responsibility of the execution of Riel.And three or four days after Mr.Benoit had been called to Ottawa, and there and then accepted to vote with the Government, be was rewarded, as he now ie, with the position which he holds.The speaker now exposed to them the plans of Sir John A.Mac donald for the forthcoming election, In the Riel question he had been obliged to sacrifice the French-Canadians to the Orangemen of Ontario, He thought he could manage the French-Canadian, saying that their patriotic cries were only burning straw, and that at the general elections the results would be the eame as In past years.But for once Sir John would be sadiy disappointed.It was true that Canadians would stand & great dzal, but once their honor was attacked and at stake, he would find out that Canadians knew how to vindicate their rights, Both the Federal and Provincial Governments wore equally guilty, in one were the havg- men and the other those who applauded them.This election would show the Government what they could expect at the general elections, that is to say, if the electors of that county know how to do their duty on the 30th of July next, He hoped that this county would show an example to the whole Pro vince, and do themselves honor by simply doing their duty.MR.Le 0.DAVID next spoke! He said he had heard Mr.Duhamel when he was a staunch Conservative, but when he heard him now, a Nationalist.he thouhgt he was far muore eloquent, and at was most natural.He then epoke of Mr.Mercier and his devotion to the cause he had under:aken to bring to success.Mr.Mercier had done something which no ‘ something which showed all his personal disinterest- -edness when the welfare and honor of his countrymen were concerned.That was the proposal he had made to Hou, Mr.Chapleau a couple of days before the hanging of Riel ; that was that he would join him, and se- cept him as his chief if he saved Riel from the scaffold.Mr.Mercier’s enemies had been bage enough to reproach him with that action.He said if there was a county which ought to be patriotic it was Chambly.He spoke to the old men who were | THE MONTREAL HERALD AND DAILY COMMERCIAL GAZETTE, SATURDAY, JULY 17 present ; did they not fight for those liberties which we now ecjoyed, and what had Leen ihe use of spiiling so much blood, it now they should not benefit by these liberties they had then conquered ?There is now no party nor no divisions as in "37 and ’38 there had been nose.He said, let the young men present make an occasional } pilgrimage to the Catholic cemetery of Montreal, and there visit the monument which Lad been erected to the patriots of of 1837 and ?38, and on those tablets, where 80 many glorious facts and names have been engraved, you will find no rouge or bleues mentioned—there are nome other but patriots.He reminded them that the whole of the Provinces of Q tebec were looking at them, and their verdict-on polling day would do them great honor or eternal shame.MR.8.T.WILLET, was next called on to address the meeting, and although not a fluent French speaker, acquitted himself with the task very cre ditably.He said the electors of Chambly had known him long; they knew his religions as well as his political connections ; they were the same as ever.He had to employ 150 to 200 men, nine-tenths of whom were French- Canadians, He had always respected their convictions, and always gave them the fall enjoyment of them, This was the reason he had always been respceted by them, He thought that the Frencb-Uana- diaus were bound to overthrow the present Government, which had done so much to insult their nationality.He thought the execution of Riel had taken place to satisfy the Orangemen of Ontario, and he would say that anyone who would not vote against the Government was a Canadian without honor.The reeult of the election would gurely show that the patriotism of the people où the County of Chambly was not to be tritled with, and would be a great de~ feat for the Conservatives, MR.CLORAN, of the Montreal Post, then stepped up, and in a few brief words exposed the position very well.He said that the liberties which Canadians enjoyed ought not to be fooled with.It was easier to lose liberties than to obtain them.He referred in eloquent terms to] the struggle which Ireland was going through as a sufficient example, and if the electors allowed themselves, under any consideration, to return & man who was of the principle of Sir John, it would be the ruin of those liberties their fathers had fought for and obtained.He thought the result of this election would be the punishment 80 well aeserved by Sir John and his followers, MR, PREFONTAINE, then appeared before the meeting, which received him enthusiastically.He said that he came to announce that a convention would immediately be held to select a candidate.The meeting then broke up, after thanks had been tendered to the president and secretary of the meeting.Three cheers were also given to the leader of the Opposition, Hon.Mr.Mercier.The delegates appointed from the different parishes to choose a candidate to oppose Mr.Jodoin then retired to tue parlor of Mr.Besudry’s hotel, and unanimously named Mr.Prefontaine as candidate, The candidate was proposed by Messrs, Bruno Normandin, ex-Mayor of Longueuil, J.B.Rouillard, of L’Impartial, E.C.Lalonde, Counsellor of Longueuil, Michel, do., Chs, Viger, do., Chs, Poirier, do., Ed.Normandin, do., Frs.Poirier, do., Israel Payette, do., Chs.Brosseau, Mayor of Chambly ; 8.1.Willett, Mayor of Chambly Canton; seconded by C, G.Shaeffer, N.P., Antoine Rocheleau, J.P.of St, Hubert, Adolphe Lamarre, Narcisse Viacent, and Elphege Bernard.Immediately after the decision of the convention, the crowd, which had not dispersed, received the candidate with hearty applause, MR.PREFONTAINE said he consented to accept the cand ida- ture, seeing that Liberals and Conservatives had iovited in choosing him, and that his success was certain.Mr.Jodoin had been for thirteen years, and was still, a Government employe.As to himself he would undertake to protect the interests of the county, regardless of the party or religion of the individuals, He would favor the canal scheme to connect the Chambly Canal with Longueuil.He thought that if he was returned the electors of Chambly would not regret their choice.Mr.Prefontaine had to cut short his speech on account of the rain, which now began to fall in torrents.——— THE “MAILS” VIEW.Toronto Mail :—** Hon.Peter Mitchell is justly indignant at the insinuation made by the Montreal Witness that he had received $1,000 to use his influence to secure for a violation of the Customs law immunity from punishment.But Mr.Mitchell’s indignation does not cover the cases of Hon.Thomas White and Hon.Macker- sie Bowell, who have been similarly and as untruthfully accused.Perhaps indignation is like charity and commences at home.At all events, the insinuation against all three gentlemen is a nasty one, and it was prepared in the choice style for which that model of hypocrisy—the Moat- real Wilness—is famous.It was published in the form of a denial that these gentlemen had received the money, though there had never been any previous assertion that they had.Of course, as the Montreal Witness well understands, to deny that a person has committed a grave offence never yet charged against him, is simply to suggest that some one thinks him guilty, which is not true.” A pollinaris “THE QUEEN OF TABLE WATERS.” “lis purity offers the best security against the dangers which are common fo most of the ordinary drinking waters.” London Medical Record.ANNUAL SALE, 10 MILLIONS.QF all Grocers, Druggists, & Min, Wat, Dealers, BEWARE OF IMITATIONS.Art Association of Montreal, Gallery of Paintings and Sculpture, PHILLIPS SQUARE.Open from 10 a.m.to 6 p.m.Admission :—Non-menmabers, 2 cents.SATURDAYS FREE._May 10 Mu YOU HAVE A PAIN IN THE BACK, chest or side, and you want to get rid of it at once.It may result from a common cold or may indicate some deeper trouble.In either case apply Benson’s Caveite Plasters, which will relieve or cure in a few hours.The ordinary porous plasters are useless save as a mechanical support.Benson’s are highly medicinal, an during the epidemic of pneumonia in the winter of 1884-5 they proved very effective as a preventive and palliative.Hem _Advertisetuents Carsky's Advertisement SATURDAY, JULY 17th, 1886.CAUTION! in Toronto.Last evening a large delegation of the Knights of Pythias, who have been holding a convention in Toronto, arrived in the ity on the steamer Prince Arthur.They number about two hundred, all of whom registered at the Balmoral.Four divisions of the Order are represented, namely, the Hub, Boston, Mass.; Story, Manchester, New Hampshire ; the Rhode Island and the Narragansett R.I.The following are & few of the names of the visiting Knights :—P.Allan Lindsay, Captain of the Hub Commandery; Commander Power, Lieut.E.H.Marble, J.Brown, James Durnford, John Robo, Detroit, Bufialo.The Knighte, who will leave for Boston this evening via the White Mouncains, will during the day visit the principal laces of interest in and about the city.he trip to Montreal is purely on pleasure, but many of the members expressed a strong desire to establish a branch of their order in this city.As the party arrived at a late hour last evening, they had very little chance of seeing the city, but with what they did see they expressed themselves delighted, especially with the number of large and handsome buildings which adorned the principal streets.The party is accompanied by the band of the First Regiment of the National Guards of Massachusetts, which is reported to be one of the finest in Boston, This band is about forty strong, twenty of whom accompany the excursion.Capt.P.Lindsay, suk- commander, stated to a HERALD represen: tative last evening that he would give Montrealers the opportunity of hearing them, as he intended to have them play today before Taz HrraLD office at 2 o’clock, THE FOUNDER OF THE ORDER.In connection with the visit of the Kuights to Montreal, the following brief sketch of the founder of the order will be read with interest by the readers of the HErALD :— Justus Henry Bathbone was born in the town of Deerfield, Oneida county, New York, October 29, 1839.He was the son of Justus Hull Rathbone, a prominent lawyer of Utica, and Sarah Elizabeth Dwight Rathbone, a lineal descendant of Jonathan Edwards, and a member of the famous Dwight family, of New England.The name first given was Henry Edwin Dwight,but at the age of ten he was allowed to prefix his father’s name, Justus, and to strike out Edwin Dwight, making his name as above.After attending Mount Vernon Boarding school, Ccurtland Academy, Carlisle Seminary and Madison University, he turned his face westward in 1857, going to Lake Superior, where he taught school at Eagle Harbor,Eagle River, and the North- West and Central mines, obtaining, in time, an assistant clerkship in the office of the latter company.It was while teaching school at Eagle Harbor that he became impressed with the story of Damon and Pythias, and resolved to write a ritual and organize a scciety that would emulate the glorious and undying lesson of friendship that has come down to us from ancient times.At the outbreak of the late war, he helped to form a company of volunteers for the First Michigan Regiment.Through some informality, however, the little com» mand was not mustered in, and its members suteequently joined the army in other paris of the State.;, Young Rathbone was called home by the death of his father, in May, 1861, and he next accepted the position of Chief Clerk of the United States Hospital at Germantown, Pa., the home of his sister, Mrs.J.O.Pease.This clerkship was held by him until he entered the army, and was ordered to Washington, D.C., in 1863, for duty in the Medical Department.It was while holding this position that Monday evening, February 15, 1864, he first read the ritual which he had com- sed to D.L.Burnett, W.H, Burnett, E 8.Kimball, M,D., and Robert A.Champion; andon Friday evening, February 19th, à meeting followed at Temperance Hall, Washington, D.C.,, J.T, K.Plant presiding and D.L.Burnett acting as secretary.At that meeting the Order of Knights of Pythias was organized, and the xitual, just as it had been prepared, was adopted.In 1865 he accepted a clerkship in the office of the Commissary-General of Subsistence.From 1866 to 1869 he was connected with the Second Auditor's office, and in the latter year he went to Boston to fill a place in Stetson’s publishing house.Later he was made treasurer of the Independent News Company, of New York city, and at present he holds a position in the Adjutant-General’s office in the War Department at Washington.On August 11, 1862, Bro.Rathbone was married to Miss Emma Louise Sanger, daughter of Gerry Sanger, Eeq., of Utica, N.Ÿ.They have two children, both girls.In height the founder of our Order measures five feet ten and à half inches.His weight is 220 pounds, and he has dark brown hair and clear blue eyes, He was the first Supreme Chancellor of the Order, and at the session of the Supreme Lodge in 1877, hë was made Supreme Lecturer.His lectures on ‘True Pythianism,” and The Mission of Our Order,” are master- ieces, which it were well for every mem- er of the Order to hear.THE KNIGHTS AT PLAY.The following description of how the Knights amused themselves while in Toronto is taken from the Toronto Globe : A policeman was looking somewhat sternly and fixedly at some Knights on Yonge street dressed in outlandish costumes, when one of them, growing restive under the official gaze, said : ¢ What are you looking at?The Mayor's rented this town to us for a week.’ .He might have added, without boasting, that they were good tenants, paying a pretty fair rent, and that when they go away the landlords will eadly miss their good-humored faces: If any policeman had undertaken to arrest everybody clad in queer toggery he would have had his hands full, for the Knights fairly vied with one another in donning absurd cos = THE MONTREAL HERALD AND DAILY COMMERCIAL GAZETTE, SATURDAY, JULY 17 fumes.A King street store was ransacked or women’s straw hais, and in a few minutes the hais formed a grotesque framework for jolly bronzed and bearded faces, and the Knights marched along King street, preceded by their band, and were greeted with roars of laughter by the citizens, while the emall boys screamed therselves hoarse with delight, A BABY CORPS was the next to appear om the scene.They had made a raid on a baby’s clothing store, and delicate little caps rested on the tops of their heads and the strings neatly fasts ened under their chins.They carried broome and marched behind s fife and drum band with a soldier-like tread which contrasted oddly with their infantile head gear, The Michigan boys made, perhaps, the funniest exhibition of ail.Ia front of the procession a gallant Knight groaned under the weight of a huge framework of wood, from which Lung an empty botlle, the effect being highly picturesque.A string which hung from the beam was held by the Knight immediately in the rear, who contemplated the structure with an air of intense satisfaction, which was occasionally varied to one of sorrowful interest as his eye fell upon the empty bottle.Empty bottles, supported on rods, formed an important part of the display, but the favorite ornament was & losf of bread impaled on a sharp stick, At the centre of the procession a stuffed alligator was carried in such a way that it could be swung easily, Now the presence of the alligator in this particular place demands some explanation.Everybody knows that this alligator came with the Florida people, and that they regarded it with affectionate pride, They rejected with scorn the suggestion that the Michigan men had taken it from them by main force, or had carried it off in the dead of night, and likewise the supposition that it had been sold for Michigan gold, Gradually the opinion strengthened that the Southerners had been induced to PART WITH THEIR ALLIGATOR by the specious promise of the Michiganders that they would present them in return with the first alligator which they could catch in the River Don.The idea of getting a live alligator for a dead one was seductive, and the Florida men listened too trustingly to the wily Northerners’ statements tnat these reptiles were so numerous in the Don that they formed a serious obstruction to navigation.The stuffed alligator was there anyway, and the looks of admiration with which the Michigan men regarded the animal showed that it was there to stay.Another dozen or so of Knights conceived the odd idea of emular ting a gang of convicts, They marched in what is known as the * lockstep,” one man resting his hands on the shoulders of the man in front of him, Another company paraded the street smoking universal clay pipes, each capable of holding a day’s smoke, Vegetables were a favorite means of decoration.One gallant Knight’s neck was gracefully festooned with a tring of potatoes, and a ecore of Knights paraded with bunches of lettuce pinned to their breasts, whereat a citizen exclaimed “ lettuce celebrate.” Even the fragrant union was not neglected asa means of adornment, and their presence caused tears of joy to fall from many eyes, Some of the more luxurious Knights hired vans, and made the streets resound with Ameri- Can airs, ———— GROCERS’ ANRUAL HOLIDAY, Bhort, sharp and decisive was the action of the Grocers’ Association last Thursday evening, between the Torontos and Ontarios, which takes place this afternoon was never before equalled on a similar occasion, Yesterday Mr.John Lewis who had been chosen to act as referee in the Montreal- Cornwall match which takes place here, was inundated with despatches from the West.The first was from the Captain of the Toronto team, quickly followed by one from the Captain of the Ontarios, requesting him to go to Toronto and act as referee in the match, as the teams could not agree upon any other referee.He at once communicated with the Montreal and Cornwall teams, but they would not give him up.He wired the Toronto players to that effect, but they would not take no for an answer, and dispatches were piled in on him, saying he must go on.At 10.30 o’clock, last evening, the the said bath to be so constracted that it could be taken down each winter and stored away, ready for erection in the spring.The letter further offered to do the work of putting up and taking down the bath for $50 per year for a time of five years.A letter wae then read from a Mr, Fyfe, offering to make the necessary repairs and put a new bottom in the old bath for the sum of $150.The report of the sub-committee appointed to ses about the Wellington street bath was ther handed in and read.It strongly recomme-ded the acceptance of Mr.Mooney’s offer, as it would be the cheapest in the end to have & new bath constructed according to the plan that gentleman proposed.A brief discussion then ensued on the two letters received, after which it was moved by Ald, White :— “ That the sum of $150 be voted for the immediate putting in repairs of the Wellington Bridge bath in order that it may be used at once, and that the work be done under the direction of the sub-committee, The motion was carried, and there be no further business before the Board, it adjourned.pe “ Hail! Notre Dame street, from the jail to McGill street ; St, James street, from the Court House to Victoria Square ; Craig street, its entire length to McGill street, from the Square to Common street.The total number of lights in operation were 76, compared with 37 that were running on Wednesday night, The lights were turned on at 7.30 o'clock dnd extinguished at 11.So far, one cannot fairly judge of the benefit to be derived fram the new light, nor can it be decided es yet if they will give perfect satisfaction, as the trials made have only been to test the circuit.Complaints are already heard that the lights are too few in number; that they are too high ; that they are all on one side of the street, etc.Certainly Craig street was not as brilliant as might have Been expected, but the light on St.James street was uearly as perfect as possible.In conversation with Mr, Ross, the manager of the company, he states that having the lights ali on one side of the street could not well be avoided, and in regard to their height, they were lower than in any of the other cities in Canada where the light was in use.‘He said that when the gas lamps were extinguished the light would be 150 per cent.better, as while they were lighted it was like mixing clean and dirty water with the expectation of obtaining the clean article.He also added that many more lights had still to be put in place, and until this was done it would be unfair to decide against the new system, As opinions always differ it was to be expected that there would be complaints, but be the lights too high or too few, the one thing certain is that they are a vast improvement on the light of other days, To-night, however, the citizens will be better able to judge of the value of the new ight.—————— You hardly realize that it is medici ne, when taking Carter's Little Liver Pills, they are very small;
